지능형국토정보기술혁신사업단은 R&D 성과물의 검증을 위하여 세종시에 대규모의 공간정보 테스트베드를 구축하여 운영 중에 있다. 이러한 대규모의 테스트베드는 국내외를 통틀어서 유례를 찾아보기 힘들며 공간정보 산업의 발전에 기여할 수 있는 높은 잠재력을 가지고 있지만, 사업 종료 후의 활용 방안은 명확하지 않은 상황이다. 따라서 본 연구에서는 테스트베드의 지속적 활용을 위한 비즈니스 모델을 제안하였다. 또한 비즈니스 모델의 실행을 위한 실행 로드맵과 정책적 지원 사항도 제시하였다. 본 연구는 테스트베드의 투자 대비 효율성 개선과 공간정보 산업 발전을 위한 정책적 방향을 수립하는 데 도움을 줄 수 있을 것으로 기대된다.

대규모 국가 연구개발 과제를 위한 기술준비수준 모델 개발

최근 국가 연구개발 과제의 성과물에 대한 실용화 또는 상업화 강화가 중요한 이슈로 떠오르고 있으며, 기술 실용화 관점에서 연구개발 과제를 체계적으로 관리할 수 있는 지원 도구에 대한 필요성이 높아지고 있다. 기존의 기술준비수준 모델은 기초 연구부터 실용화까지의 기술 개발 수준을 9개의 수준으로 나누어 각각의 수준에 대한 기준을 제시해 줌으로써 과제 관리를 위한 유용한 도구로 활용되어 왔다. 그러나 이 모델은 기술준비수준의 평가가 전문가에 의해 이루어져야 하며 구체적인 평가지표도 제시되어 있지 않기 때문에 다수의 과제로 구성된 국가 연구개발 사업에 적용하기에는 어려움이 있다. 따라서 본 연구는 델파이 기법을 활용하여 기존의 기술준비수준 모델을 대규모 국가 연구개발 과제에 적용할 수 있도록 각 수준에 대한 정의와 각 수준의 달성 여부를 결정하는 평가지표를 제시하였다. 본 연구에서 제시된 기술준비수준 모델은 각 수준에 맞는 구체적인 평가기준을 제공함으로 대규모 국가 기술개발 과제의 연구개발에서 실용화까지의 전 과정을 관리하기 위한 도구로 적절하게 활용될 수 있을 것으로 기대한다. As practicalization and commercialization of the technologies invented from the national R&D(Research & Development) project has been emerging as an important issue, the need for a tool for R&D project management has been increased. Technology Readiness Levels model(TRL) has currently been used for R&D project management because it provides distinctive definition of the nine levels in the progress of technology development starting from the basic research level to the utilization level. However, it is difficult to adopt the model for a large-scale national R&D project in which multiple research projects are involved simultaneously. In addition, TRL demands evaluation of research projects done by relevant experts and offers no specific measures determining the level of technology development. This study uses Delphi method to develop the measurement system helping to determine technology readiness levels for the technologies invented in a large scale national R&D project. The proposed model includes definition and measurement scles for each level in TRL.

The market size of Internet portals has been continuously expanded and also competition has been fierce. For the business success of Internet portals, it is necessary to repeatedly perform a renewal project which improves their services, reflecting more improved or changed strategies. Accordingly, this paper proposes an analysis methodology for performing the renewal project more systematically and effectively. The methodology consists of four phases:establishing improved strategies, analyzing customers, deriving service alternatives, and determining services. The methodology places an emphasis on reflecting effectively customers' standpoints (i.e. customers' needs) and service providers' standpoints (i.e. business strategy) upon service improvement. Furthermore, the methodology includes a specific technique for analyzing the feasibility of services. To demonstrate the practical usefulness of the methodology, a real-life case is illustrated.

고등교육기관에 대한 BSC 참조 모형 개발

Recently, most domestic higher education institutions (HEIs) have been required to innovate themselves and strengthen their competitiveness by internal and external stakeholders, while having struggled to achieve their missions such as research, education, and service for society. Therefore, this paper proposes a reference model for BSC (Balanced Scorecard) which has been proven a powerful strategic innovation tool through many implementations both in profit and non-profit organizations. The proposed model was developed so that it could be generally applied to the HEIs. The model includes a perspective framework, a strategy map, and measures for organizational performance, and these artifacts systematically represent general components and their relationships in terms of HEIs' perspectives on performance, strategies, and performance indicators. The model is expected to help a HEI develop a BSC model effectively to implement BSC environment. 최근 국내의 고등교육기관들은 급격한 환경변화로 인해 연구,교육,봉사와 같은 사명을 달성하는 데어려움을 겪고 있다.따라서 고등교육기관들은 내외부 이해관계자들로부터 조직을 혁신하고 경쟁력을 강화할 것을 요구 받고 있다.이러한 맥락에서,그 동안 전략적 혁신 도구로서 많은 영리 및 비영리 조직에서 그 가치가 입증된 BSC(BalancedScorecard)를 고등교육기관에 일반적으로 적용할 수 있는 참조 모형을 제시하고자 한다.이 참조 모형은 관점 프레임워크,전략체계도,성과지표로 구성되어 있으며,이것들은 고등교육기관의 성과에 대한 관점,전략,성과지표들에 대해 일반화된 요소들과 그것들 간의 관계들을체계적으로 보여준다.본 연구에서 제시한 참조 모형은 고등교육기관들이 BSC 도입을 추진할 때,핵심요소인 BSC 모형을 효율적으로 개발하는 데 도움을 줄 수 있을 것으로 기대된다.

Research on software that determines the credibility of statements using natural language processing technology is emerging. If accurate restoration of subjects that are frequently omitted from victims statements is performed, the performance of judging the credibility of statements can be improved through accurate sentence understanding of the computer. Machine learning and deep learning models, which were mainly used in existing research on Korean Zero Anaphora Resolution (ZAR), have limitations such that anaphora can be restored only when preceding words exist. Due to the nature of the investigative interview, efficient sentence-wise restoration is possible based on the predicate. Therefore, this study adopts a method of restoring omitted perpetrators or victims as the subject on a sentence-by-sentence basis using parsers and a rule-based model. We conducted an experiment using 2,396 sentences. Our model outperforms and its F1 score is 90.79%, which is considered decent for the credibility check system.

공기업의 BSC 구축에 관한 연구

전략적 성과관리체계인 BSC(Balanced Scorecard)는 조직 성과향상을 위한 혁신적 도구로서 주목 받아 오고 있다. 최근 몇 년간 정부는 BSC의 장점을 인식하고 공기업들이 BSC를 구축하여 조직을 혁신하고 성과를 극대화하도록 유도해왔다. 그러나 많은 공기업들의 경우 BSC 고유의 특성과 장점에 대한 충분한 공감대를 확보하지 못하고 기존의 평가 제도나 조직 문화의 특성으로 인해, 효과 적인 BSC 구축 및 BSC 성과의 극대화에 어려움을 겪어오고 있다. 따라서 본 연구에서는 공기업 중성공적으로 BSC를 도입한 것으로 평가를 받고 있는 한국남부발전(주) 사례를 분석함으로써, 공기업이 BSC를 구축할 때 수행해야 하는 활동 및 절차, 팔요 자원(인력, 시간), 주요 의사결정 이슈 등을 실제 산출물과 함께 제시하였다. 이와 같은 프로젝트 세부 사항들은 공공기관 또는 비영리 기관들이 BSC를 구축하는 데 유용한 가이드라인으로 활용될 수 있을 것으로 기대된다. 또한, 본 사례 기업이 BSC 구축과정에서 겪은 문제점에 대한 극복 노력과 이를 기반으로 도출한 시사점들은 BSC를 구축하고 운영하는 다른 조직들에게 유용한 경험 지식과 통찰력을 제공해 줄 수 있을 것으로 기대된다. The BSC (Balanced Scorecard), a strategic performance evaluation system, has drawn attention as an innovative tool for improving an organization’s performance. Recently, the Korean government has recognized the advantages of the BSC and encouraged public enterprises to implement the BSC. However, it has been pointed out that many public enterprises have faced difficulties in constructing and operating the BSC due to lack of clear understanding, a complex environment of performance evaluation, and inherent features of organizational culture. Therefore, this study analyzed a project case of a public enterprise, Korea Southern Power (KSP), which has ever been assessed as an excellent organization in implementing BSC and managing performance. This paper provides procedures, activities, resources (manpower and time), and decision-making issues and criteria required for implementing BSC, along with real project outcomes of the company. Such project details are expected to be used as helpful guidelines for public or non-profit organizations’s BSC implementation. Furthermore, the KSP’s efforts to cope with its problems and implications derived from the efforts are also expected to help other organizations construct and operate the BSC effectively.
