        In order to prevent cost overrun, it is required to check the cost overrun factors periodically. The purpose of this study is to suggest three indexes that can help diagnosing construction cost. Total construction cost can be decomposed into individual cost items according to resource consumption. Therefore, it is necessary to control resources that may cause cost variance. The three indexes suggested in this paper are variance of total resource input, variance of individual resource input, and variance of resource balance, where the resource input and resource balance are measured as cost.

        HRB Expert 구축을 위한 지식의 획득과 활용

        초고층 건축물은 층수의 증가에 비해서 공기의 증가가 작기 때문에 공기초과가 발생하기 쉽다. 최근 초고층 프로젝트의 증가에 따라 공정계획의 중요성이 증대되고 있으며 공정관리를 개선하기 위해서 공정계획 소프트웨어의 도입과 교육이 활발히 이루어지고 있다. 하지만 공정계획의 많은 부분은 아직도 계획자의 경험에 크게 의존하고 있다. 따라서 새로운 자재, 장비 및 공법이 도입되는 초고층 프로젝트는 공정 계획자의 경험이 부족할 경우, 경험 미숙으로 인한 공기초과가 발생하기 쉽다. 공정 계획자의 경험 미숙으로 인한 공정계획의 편차를 줄이기 위한 방안으로 본 연구에서는 전문가의 경험적 지식을 초고층 공정계획 작성에 활용하는 방안을 제안하였다. 사례연구에서는 초고층 골조공종을 대상으로 하여 본 연구에서 제안한 초고층 공정계획 지원시스템의 지식획득과 지식활용방안을 고찰하였다. 본 연구에서 제안한 지식획득과 지식활용을 토대로 초고층 공정계획 지원시스템을 구축하여 활용한다면 초고층 공정계획의 정확성을 높일 수 있으며 공기초과를 예방할 수 있을 것이다. The duration of highrise building projects is more shorter than its increasing of the numbers of floors. The project is liable to overrun of the time in which the project must be complete. AS highrise buildings are increased, time management has been reorganized as critical success factor. To improve time management, time management softwares are introduced and the software's education is made lively in construction company. However a large amount of time management works still have been based on not the software but scheduler's experience. We often can find the time overrun risk of highrise building because of the shortage of scheduler's experience. To diminish the mistake of the scheduler who does not have much experience, we suggested HRB Expert which uses expert's knowledge to make the time plan of highrise building. We made an example of knowledge acquiring and knowledge usage which cased on reinforced concrete work of highrise building by literature review and interview with scheduling expert. The precision of time plan will be enhanced and time overrun will be prevented on condition that HRB Expert is constructed and used

        건설프로젝트에서 원가초과 예방을 위한 원가진단 프로세스

        Are there any methods to prevent cost overrun like a regular medical checkup for the prevention of a fatal disease? This study<br/> tries to find out cost diagnosis indexes for the prevention of cost overrun. This study suggests cost controlling process using the<br/> cost diagnosis indexes. Proposed cost diagnosis process consists of two phases: observing changes and searching for causes.<br/> Similar to cost diagnosis process, cost diagnosis indexes consist of two indexes: indexes for observing changes and indexes for<br/> searching for causes. To diagnose cost overrun, observing changes of cost are needed on the priority. After observing the<br/> changes, chief factors of abnormal changes can be chosen by the Pareto principle. The causes of the abnormal changes can<br/> be discovered by the fishbone diagram. On the course of this cost controlling process using cost diagnosis indexes, the<br/> data such as varying pattern of cost indexes which reflect abnormal changes, the causes of abnormal changes, and the<br/> solution of abnormal changes can be stored and reused in the next projects. The contribution of this study is the<br/> proposing of cost diagnosis indexes which make it possible to take the protective action preventing a big disaster of cost<br/> overrun at the beginning stage of the cost overrun.

        고객요구에 기반한 건설 시공단계에서의 품질관리

        Quality control is a management to do 'right things' in 'right ways' when producing goods or services to satisfy customers. But current quality control has been concentrated on only right ways rather than right things. Though quality control activities have been made to judge whether procedures are followed or not, they could be worthless without considering what customers want. This kind of quality control method was appropnate when customers' choice was limited on products supplied by mass production company. Unlike mass production system, the customers in mass customization system have various needs. But the adaptation of current quality control is much dulled to the changes of customer needs. So It has caused many problems in this customer-centered business environment. Therefore this study suggests new quality control method to solve the problems of current quality control method which is not suitable to mass customization. New quality control method using construction value can respond to continuously changing customer needs promptly. It can achieve a quality improvement by total plan which current quality control was hard to make. It also can compliment current quality control by shlfting the focus of quality evaluation from the accomplishment of jobs to the quality improvements. If we develop new quality information system based on construction value, it will provide more advantages to quality managers than current quality information system mainly storing information of flaws do.

        FMEA를 이용한 초고층 건축시공의 공기영향요인 평가

        In recent years, many high-rise buildings are constructed and the number is increasing in Korea. Though high-rise buildings have more stories than non-high-rise buildings, the construction duration of high-rise building is not in proportion to the number of the stories or the height. This means that the construction duration per floor of high-rise buildings is relatively shorter than that of non-high-rise buildings, and consequently, there are more time-overrun risks in high-rise building construction. Further, the Korean construction companies do not have enough experiences and well-structured knowledge on high-rise building construction, which enables them to cope with the time-related risks, due to the relatively short history of high-rise building in Korea. The purpose of this study is to propose a method for the evaluation of time-affecting factors in high-rise buildings construction. This method is to screen the important factors that should draw more attention during the construction process. This method is based on FMEA (Failure Mode and Effect Analysis) method and devised to be applied at construction planning stage. The usefulness of this method is reviewed through a case study.

        Trends in Reports on Climate Change in 2009-2011 in the Korean Press Based on Daily Newspapers’ Ownership Structure

        Objectives: The mass media play a crucial role in risk communication regarding climate change. The aim of this study was to investigate the trend in journalistic reports on climate change in the daily newspapers of Korea. Methods: We selected 9 daily newspapers in Korea, which according to the ABC Association, represented 77% of newspaper circulation,out of a total of 44 Korean daily newspapers. The collected articles were from 2009 to 2011. All of the articles were sorted into the following 8 categories: greenhouse gas, climate change conventions, sea level rise, Intergovernmental Panel on Climate Change synthesis reports, expected damage and effect, use of fossil fuels, global warming, and mitigation or adaptation. A chi-squared test was done on the articles, which were counted and classified into cause, effect, and measurement of climate change according to the newspaper’s majority or minority ownership structure. Results: From the 9 selected newspapers, the number of articles on climate change by month was greatest in December 2009. Generally,the articles vague about climate change (lack of precise data, negative or skeptical tone, and improper use of terminology) were much more common than the articles presenting accurate knowledge. A statistical difference was found based on ownership structure:the majority-owned newspapers addressed the cause of climate change, while the minority-owned newspapers referred more to climate change measurement. Conclusions: Our investigation revealed that generally Korean daily newspapers did not deliver accurate information about climate change. The coverage of the newspapers showed significant differences according to the ownership structure.
