This study recognizes social capital in police organization is pivotal in securing community safety and order to the extent which influences police officers' behaviors including job satisfaction. In this perspective, this study examines how police officers' perception on social capital influences on their perception on job satisfaction in Korea and Japan police organization. As a pioneer study on the effects of social capital within police organizations, this study analyses the current state of social capital and job satisfaction perceived by police officers and explored the relationship between social capital and police officers' job satisfaction in Korea and Japan. Based on these findings, this study discussed a few issues regarding the relationship between social capital and job satisfaction and suggested several policy implications to protect communities from criminal activities and disorder.

한국 지역경찰의 지역사회경찰활동에 대한 태도의 인과적 분석

본 연구는 부산광역시 경찰서 산하 순찰지구대 및 파출소의 경찰관을 대상으로 설문조사 자료를 바탕으로 지역경찰의 지역사회경찰활동에 대한 태도를 분석하고, 그 영향요인 간의 인과적 관계를 분석하였다. 지역사회경찰활동에 대한 태도는 경찰분권화, 협력예방, 치안서비스 지향성의 3가지 차원으로 유형화하였고, 영향요인으로는 목표내면화, 사회적지지, 자아효능감 등을 고려하였다. 평균분석, 분산분석, 구조방정식을 활용한 경로분석 등을 통한 주요한 결과들은 다음과 같다. 첫째로, 지역경찰의 지역사회경찰활동의 이념과 철학에 대한 지지에 대한 전체 평균값은 3.51로서 보통을 상회하고 있으나, 특히 세 가지 개념적 차원 가운데서 치안서비스 지향성에 대해서는 동의하는 정도가 평균 2.71로서 보통보다도 매우 낮게 나타나고 있다. 둘째로, 지역사회경찰활동에 대한 수용 정도는 경찰관의 연령과 계급이 높고, 재직기간이 많을수록 높게 나타났다. 셋째로, 지역경찰활동태도의 영향요인 간의 경로분석에서는 사회적 지지와 자아효능감 간의 경로를 제외하고는 모두가 유의미한 영향을 미치는 것으로 나타났다. 표준화계수의 비교를 통한 지역사회경찰활동 태도에 대한 각 요인들의 영향력의 크기는 목표내면화, 자아효능감, 사회적 지지의 순으로 나타나고 있다. 넷째로, 조절효과 분석에서는 자아효능감은 목표내면화와 지역사회경찰활동태도 간에는 조절효과가 없는 것으로 나타났다. 이러한 분석결과들을 바탕으로 본 연구는 경찰관들의 지역사회경찰활동에 대한 수용도 제고를 위해서는 경찰조직의 목표를 전통적 경찰에서 지역사회경찰활동으로 전환하고 이를 전 구성원들이 공유하는 방향으로 경찰조직 문화를 전환하고 조성해 나가는 노력이 강화되어야 한다고 주장한다. This study analyzes local police officers attitude toward community policing and examines its causal relationships with such influencing variables as goal internalization, social support, and self-efficacy. The data for this study were collected by conducting surveys on local police officers working for Busan Metropolitan City. Major findings of this study can be summarized as follows: First, the mean of the acceptance level on community policing was 3.51 on the 5-point Likert-type scale. Second, the respondents’ acceptance level goes up as respondents’ age, class, and tenure increase. Third, except the relationship between social support and self-efficacy, all other relationships between the variables were found to be significant in the path analyses among the three influencing variables. Goal internalization was found to have the largest impact on community policing attitude followed by self-efficacy, and social support. Fourth, self-efficacy was found to have no mediating effect on the relationship between goal internalization and community policing attitude. Based on these results, this study suggests that, to increase police officers’ acceptance level on community policing, the police needs to exert themselves to create new organizational culture in a way to set new goals in concord with community policing and share them with all the members.

부산광역시 아동복지정책의 실태분석과 정책과제

본 논문은 부산광역시 아동복지정책의 실태를 분석하고, 이를 바탕으로 부산광역시 아동복지정책의 발전 방향을 제시하고자 하는 데 그 목적이 있다. 본 논문은 이러한 목적을 달성하기 위하여 연구방법으로서 문헌분석 방법을 활용하였다. 부산광역시 아동복지정책의 실태 및 문제점 분석을 위해서는 먼저 문헌연구를 통하여 다양한 이론적 검토를 하였으며, 중앙정부와 부산광역시의 각종 보고서 및 현안자료를 활용·분석하였다. 본 논문은 부산광역시 아동복지정책의 범위를 부산광역시 여성가족관실이 추진하고 있는 아동복지정책에 한정하여 연구를 수행하였다. Despite Korea became one of the top-ten economic great powers in the world, its welfare level falls behind of that of other OECD countries. The level of child welfare is especially lower than that of other fields. Under these contexts, this article analyses current state and problems of child welfare policy of Busan Metropolitan City and explores ways to improve it based upon the findings. Using the method of literature study, this study examines theories related to the evaluation of child welfare policy. Governmental reports published by central and local governments and other materials regarding the pending issues are also analyzed to examine the current state of child welfare of Busan Metropolitan City. To gather relevant information to analyze problems of child welfare and explore policy tasks and alternatives, this study conducts in-depth interviews with both incumbent public officials being in charge of child welfare and practitioners in the field.

사회적 지지와 자아효능감이 경찰관의 적극적 경찰활동 태도에 미치는 영향

본 연구는 최근 지역경찰활동에서 강조되고 있으며, 범죄문제에 대한 사전적･선제적･예방적인 경찰활동을 강조 하는 적극적 경찰활동(proactive policing)에 대한 경찰관의 태도 및 영향요인을 부산시에 근무하는 250명 경찰관 들을 대상으로 실시한 설문조사 자료를 바탕으로 구조방정식모형을 사용하여 분석하였다. 적극적 경찰활동에 대한 태도 분석결과 지역경찰을 수행하는 경찰관들의 적극적 경찰활동에 대한 태도는 평균 3.65로 비교적 높게 나타나 고 있으나 아직 적극적인 수용의 정도까지는 못 미치고 있으며, 계급이 높고, 재직기간이 오래되며, 지구대 근무기 간이 긴 경찰관일수록 보다 더 긍정적인 태도를 보이는 것으로 나타났다. 구조방정식모형에 의한 변수들 간의 인과 관계분석에서, 사회적 지지는 경찰관의 적극적 경찰활동 태도와 자아효능감에 정(+)의 영향, 자아효능감은 적극적 경찰활동 태도에 정(+)의 영향을 미치고, 사회적 지지와 적극적 경찰활동 사이에서 부분적 매개효과를 발휘하는 것 으로 나타났다. 이러한 분석결과를 바탕으로 적극적인 경찰활동의 활성화를 위해서는 사회적 지지와 경찰관의 자아 효능감을 제고하기 위한 방안의 모색･시행이 필요함을 강조하였다. This study analyzed police officers’ attitude and influencing factors towards proactive policing that is currently being implemented in local policing of Korea, using survey data conducted on 250 local police officers working for Busan Metropolitan City. Police officers showed relative high level of positive attitude on proactive policing with average of 3.65 on the Likert Type 5 point scale but not enough to fully accept the new way of policing. Compared with their counterparts, police officers with higher ranking, longer tenure office, longer service period at the local police showed more positive attitude on the proactive policing. The structural equation model used to analyze causal relationships revealed that social support has positive influence on proactive attitude and self-efficacy, while self-efficacy has positive influence on proactive policing with a mediator effect between social support and proactive policing. Based on these results, this study stressed the need for improving social support and police officers’ self efficacy as a way to activate proactive policing in local policing.

주민의 사회적 지지가 지역사회경찰활동 수용도에 미치는 영향:

본 연구는 지역사회경찰활동에 대한 경찰관들의 수용도가 어느 정도인지를 평가하고, 주민들의 사회적 지지에 대한 경찰관의 인식이 지역사회경찰활동 수용도에 어떠한 영향을 미치는가를 자아효능감과 직무스트레스의 조절효과를 중심으로 분석하고, 그 결과를 토대로 경찰관들의 지역사회경찰활동 수용도를 제고하기 위한 방안들을 제시하는 데 그 목적이 있다. 중요한 분석결과의 의미와 정책적 시사점을 제시하면 다음과 같다. 첫째, 지역사회경찰활동에 대한 경찰관들의 수용도의 수준이다. 응답자들의 지역사회경찰활동 수용도 평균은 3.83으로 나타났는데 이는 비교적 높은 수준으로 이는 경찰관들이 지역사회경찰활동의 프로그램이나 제도에 대해 지지하거나 긍정적인 태도를 가지고 있음을 보여주는 결과라 할 수 있다. 둘째, 사회적 지지 수준과 지역사회경찰활동 수용도와의 관계를 살펴보면, 사회적 지지는 지역사회경찰활동의 수용도에 통계적으로 유의한 영향을 미치며, 그 영향력의 크기가 상당한 것으로 나타났다. 그러나 사회적 지지 수준은 평균이 3.13으로 보통을 조금 넘는 수준에 그치고 있다. 셋째, 자아효능감과 직무스트레스의 조절효과에 관한 분석결과를 살펴보면, 사회적 지지와 지역경찰활동의 수용도 간의 관계에서 자아효능감과 직무스트레스는 사회적 지지의 지역경찰활동 수용도 대한 영향력을 감소시키는 것으로 나타났다. 이러한 결과는 지역사회경찰활동에 대한 경찰관들의 수용도를 제고하기 위해서는 경찰에 대한 주민들의 지지를 강화시키는 활동뿐만 아니라 경찰관들의 자아효능감과 직무스트레스에 대한 관리가 병행되어야 함을 보여준다. By measuring police officers’ acceptance level of community policing(CP) and analyzing how police officers’ recognition on citizens’ social support to themselves affect on their acceptance level of CP by focusing on the moderating effects of self-efficacy and job stress, this study probes ways to raise police officers’ acceptance level of CP. Major findings of this study can be summarized as follows: First, the mean of the acceptance level of CP was 3.83 on the Likert-type 5 point scale, which shows that police officers in general support CP or have positive attitudes toward CP. Second, social support had a considerable and statistically significant effect on the acceptance level of CP. But, the mean of social support was 3.13, which just passed the average. Third, in the relation between social support and the accept level of CP, while self-efficacy reinforced the effects of social support, job stress reduced the effects of social support on the acceptance level of CP. These results implies that both reinforcement of activities to raise social support and management of self-efficacy and job stress are needed to improve police officers’ acceptance level of CP.

성공적 지역경찰활동을 위한 경찰과 지역사회 간의 협력관계에 관한 연구

Recognizing cooperation between the police and community organizations is essential in securing local safety, this study explores the current state and ways of improving the cooperation by analyzing empirical data collected through survey on police officers serving in the city of Busan. Mean analyses and one-way ANOVA reveal that the current level of the cooperation is considerably low and police officers' perceptions on various aspects of it differ according to their background variables. Multiple regression results show that mutual trust, community organizations' capacity, and community characteristics significantly contribute to the cooperation. Based on these findings, this study suggests providing community organizations with more opportunities to reflect their opinions on police policies and to participate in implementing the police service. It also proposes implementing some policy means adopted in the PCR(Police-Community Relations) movement to improve mutual trust between the police and community organizations.

지방자치단체 방위개념 행정구역 명칭의 문제점과 명칭변경 방향

행정구역의 명칭은 지역의 고유성(차별성)을 강조하는 방향으로 제정되며, 해당 지역의 지리적･자연적 특징이 반영되어 있고, 주민들에게는 소속감, 일체감, 자긍심을 고취하는 기능을 수행하기도 한다. 최근에는 제4차 산업혁명 시대의 새로운 도시발전전략으로서 대두되고 있는 장소브랜딩(Place Branding)과 도시 브랜드네이밍(Brand Naming)에서는 지역의 명칭을 주요한 무형자산으로 취급하고 이를 활용한 브랜드 창출을 시도하고 있다. 부산광역시 북구의 경우 방위개념 명칭으로 인하여 지역의 역사성 및 문화성을 반영하지 못하며, 주민의 애향심이나 자긍심 제고에 기여하지 못하고 있다. 특히 동일한 명칭을 사용하는 다른 지역과의 차별성이 부각되지 않아서 지역발전의 비전과 발전방안 제시에 많은 한계의 근거가 되고 있다. 따라서 부산광역시 북구의 발전을 위하여 명칭변경사업이 적극 추진될 필요가 있다. 먼저, 북구라는 명칭에서 나타나는 부정적 이미지를 탈피하며, 지역의 고유성, 역사성과 함께 지역발전의 비전과 방향성을 반영하는 명칭이 고려되어야 한다. 다음으로 명칭변경의 추진과정에 있어서 지역민들의 의견이 적극 반영되어야 한다. 지역민들의 의견이 반영되는 주민지향적 방식으로 추진되기 위해서 주민주도형 추진조직과 다양한 주민참여형 방식들이 시도될 필요가 있다. 행정기관의 경우 명칭변경사업에 대한 적극적인 홍보가 필수적이다. 적극적인 홍보를 추진함으로써 명칭변경 찬성률을 제고할 수 있었던 인천시 미추홀구의 사례를 근거로 본다면 현 시점에서 부산광역시 북구청의 보다 적극적인 홍보가 필요한 시점이라고 하겠다. 아울러 명칭변경사업의 추진과정에 나타날 수 있는 반대층 설득 방안이 고려되어야 한다. 자치단체 행정구역의 명칭변경은 지방자치의 한 영역이라고 할 수 있다. 부산광역시 북구청의 명칭변경으로 인하여 지역의 부정적 이미지를 개선하고 지역발전을 위한 계기가 될 수 있을 것이다. Names of administrative districts are made in a way to expose their uniqueness and reflect their both geographic (natural) and socio-cultural characteristics so that they inspire residents’ sense of belonging, identity, and pride. Recently, Place Branding and Brand Naming emerging as new strategies for city growth treat area names as important intangible assets and try to create brands using them. The name of Buk-gu, Busan Metropolitan City does not reflect its historical and cultural characteristics so that it fails to inspire the residents’ local patriotism or pride. Furthermore, it fails to expose its uniqueness because several other municipalities are using the same name, which works as a limitation in developing the area. Because of these limitations, the name of Buk-gu needs to be changed in the following ways: First of all, the new name needs to clean the negative of image of Buk-gu and reflect its uniqueness and history with vision and directions of area development. Second, the residents’ opinions needs to be strongly reflected in the process of name change. Residents initiative organizations and various arrangements for participation need to be provided to change the name in accordance with residents’ opinions. Third, administrative agencies need to be proactive in the public relations regarding the name-changing project. The case of Mituhall-gu, Inchon Metropolotan City strongly implies needs for proactive role of administrative authority in the public relation at the early stage of the name-changing project. Various measures to persuade the residents who lean against the name-changing also need to be prepared. To change the name of municipalities is an important part of local autonomy. If the name of Buk-gu is successfully changed into a desirable new name, it will contribute to build up bright image and serve as a turning-point toward the development of the area.

Community policing is a collaboration between the police and the community that identifies and solves community problems. The purpose of this study is to analyze the police officers’ attitudes toward community policing, and the effect of police officers’ citizen trust on the acceptance of community policing in local policing of Korea, and to provide the strategies for successful implementation of community policing in Korea, through literature reviews and interviews with police officers of community.

지역경찰활동에 대한 주민협조의 실태와 영향요인

지역경찰활동이 성공적으로 이루어지기 위해서는 주민들의 협조가 필수적이다. 주민들의 협조 없이 경찰만의 힘으로 범죄를 퇴치하고 예방하는 것은 거의 불가능하다. 그러나 현재 지역경찰활동에 대한 주민들의 협조는 만족할만한 수준에 이르지 못하고 있다. 본 연구는 이러한 상황에서 지역경찰활동에 대한 주민협조의 실태를 살펴보고, 주민협조의 정도는 어떠한 요인들에 의해 결정되는지를 지역주민들과 대면접촉을 유지하고 있는 부산지역 경찰관들을 대상으로 실시한 설문조사 자료를 바탕으로 분석하였다. 본 연구의 주요한 결과는 다음과 같다. 첫째, 일선경찰관들은 지역경찰활동에 대한 주민협조에 대해서 '협조가 아주 잘되고 있다'고는 인식하지 않고 있다. 지역경찰활동에 대한 주민협조의 평균값이 3.42로 보통보다 약간 상회하는 정도에 그치고 있다. 둘째, 경찰관들은 연령적으로는 50세 이상, 계급으로는 경위 이상, 근무기간별로는 20년 이상 근무한 고참 경찰관일수록 주민협조가 잘 되고 있는 것으로 인식하고 있는 반면에 그렇지 않는 경우에는 주민협조가 그렇게 잘되고 있는 것으로는 인식하지 않고 있다. 셋째로, 경찰의 개방성, 경찰신뢰, 및 관할지역의 사회적 자본이 주민협조에 영향을 미치는 것으로 나타나고 있다. 이러한 결과들을 바탕으로 본 연구는 주민협조를 제고하기 위한 몇 가지 방안들을 제시하였는데, 우선 경찰은 이미지 쇄신을 통해 주민들이 경찰을 위하여 기꺼이 협조를 할 수 있는 분위기를 만들어야 한다. 이미지 쇄신과 더불어 제도적 개선이 함께 이루어져야 하는데 주민협조의 원활화를 위해서는 주민과의 친밀감을 강화하고 관계 증진을 도모해야 하는 만큼 순찰지구대 체제에 대한 제도적 개선이 필요하다. 또한 거시적으로는 지역경찰이 자치권을 가지고 지역주민들의 참여와 협력 하에서 지역치안을 확보해 나가도록 자치경찰제로의 전환도 조속히 추구해 나가야 한다. Residents' support for the police is essential for the success of local policing. Crime fighting and prevention can not be successfully implemented without residents' support. Currently, residents' support for the local policing, however, fall short of satisfaction. Under these contexts, this study analyzes the current state of residents' support for the local police and attempts to figure out what factors are contributing to residents' support for the local police. The data for this study were collected through conducting surveys on police officers serving for the Busan Metropolitan City areas. Major findings of this study can be summarized as follows: First, it is found that local police officers recognize residents' support for themselves are not fully satisfactory yet. Second, compared with their counterparts, police officers who are in the higher position with longer career tend to feel positively toward residents' support for the local police. Third, openness of the police, trust toward the police, and social capital of the jurisdiction are found to have positive relationships with residents' support for the local police. Based upon these results, this study suggests several policy alternatives to raise the level of residents' support for the local police.
