This study tries to examine the historical developments of Chinese ocean shipping and then strengthen its competitiveness facing the coming 21st century. Since the successful economic reform and open-door policy in the late 1970s, China has become a major trading power and a key factor in the international shipping industry in terms of its strong market of marine merchant tonnage, seaborne trade, shipbuilding capacity and potentially dominant seamen supplier. More than 80% of China's foreign trade is carried by sea, it is very important for China to operate an efficient, reliable and cost-effective merchant fleet and co-ordinated seaport system to facilitate fast- growing seaborne trade. Facing the fierce 21st century, the strategies for Chinese shipping industry in both the company level and the international level to upgrade shipping services and improve competitiveness are summed as follows: the substitution of old vessels, the reforms of inefficient shipping service patterns, the upgrading of service quality to shipping customers, the active adoption of economies of scale, the establishment of efficient intermodal transport systems, etc.

In order to solve the current problems and inefficiencies within the Port Authorities (PA) in Korea, this study introduces the concept of the integration of PA and analyses the awareness of intention of integration. This study is based on analysing the surveys conducted by the members of PA. This research shows that there were different perceptions on the autonomy, business strategy intension, information sharing efficiency, competition, environment and technique change, capital finance, easy finance risk, curtailment of expenditure, personnel management efficiency in PA. Results of the study indicate that YGPA has more clear understanding on the awareness of integration of PA than other PAs. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

우리나라 항만공사 조직구성원들의 통합의도에 관한 비교연구

본 연구는 우리나라 항만공사제도의 문제점을 인지하고 이에 따른 비효율을 제거하기 위한 방안으로 항만공사의 통합의도를 분석하였으며, 통합의 선행요인에 따른 항만 공사의 통합에 대한 인식을 비교분석하였다. 개별 항만공사에 재직 중인 내부 구성원을 대상으로 조사한 결과, 자치성, 경영전략의 강화, 정보공유 효율성, 항만 간 경쟁, 환경 및 기술변화, 자본조달, 재무위험 완화, 운영경비 절감, 인적자원관리의 효율성 등 각 요인에서 항만공사 간 유의한 차이가 나타났다. 그리고 다른 항만공사에 비해 여수광양 항만공사가 공사통합에 대해 가장 높은 인식수준을 보였다. 본 연구의 결과는 항만공사의 통합을 위한 기초 자료로 활용될 수 있을 것이며, 현행 항만공사제를 유지한다 하더라도 본 연구에서 언급한 우리나라 항만공사제도의 문제점을 통해 우리나라 항만공사의 발전전략을 수립하는 데에 기여할 수 있을 것으로 사료된다. 제3자물류가 물류성과에 미치는 영향에 관한 연구

this paper aims to identify critical logistics activity factors for logistics performance and suggest the improvement of logistics performance for korean firms that have adopted the third party logistics(TPL) system. the survey was conducted by the questionnaires compounded with 9 logistics activity variables and 2 logistics performances for 40 korean firms. the methodology used are composed of frequency, reliability, factor and regression analysis to find out major factors on logistics performance. the result shows that the performance of the TPL system was rather optimistic in the improvements of customer service and the reductions of logistics costs.

2009 독일 유럽의회 선거의 성격에 관한 연구

After the introduction of direct election to the European Parliamentin 1979, the European Parliament has been expected to fulfill thefunction as Union's main source of democratic legitimacy so that itwould be able to reflect the views of European citizens and shape thepolicy accordingly. However, contrary to expectations the EU'sdemocracy deficit is becoming an increasing concern to analysts andobservers of the European Parliament elections. And indeed, EuropeanParliament elections have been characterized as typically second-ordernational elections, which were not really about European Parliament. In this context, this study aims to answer the question of whetherthe 2009 European Parliament elections in Germany are stillsecond-ordered national in character. The results of the study revealsthat the elections to the European Parliament remain second-orderelections at national level. One of the main indicators is lower turnout. And Voters treated the European Parliament elections as mid-termnational contest, using them to either punish or reward the government. Additionally, European elections campaign were fought over nationalissues and not European issues. Therefore the second-order electionsmodel provides a useful theoretical framework in helping to understandcharacteristics of the 2009 European Parliament elections in Germany. 1979년 처음으로 유럽의회의 직접선거가 도입된 이후, 유럽의회는 민의를 수렴하고 정책에 반영하여 민주적 정당성을 확보할 수 있는 유럽연합의 대표기구로서기능하리라는 기대를 모았다. 그러나 그러한 기대에 반하여 유럽의회 선거는 민주성결핍에 대한 많은 우려를 자아내고 있으며, 이제까지의 유럽의회 선거는 유럽의회와는 상관없이 국내 정치경쟁의 장에서 치러지는 부차적 선거로 특징지어져 왔다. 이 글은 라이프(Karlheinz Reif)와 슈미트(Hermann Schmitt)가 정립한 부차적선거모델(Second-order election model)에 기초하여 2009년 독일에서 실시된 유럽의회 선거의 성격을 규명하고자 하였다. 그리고 분석 결과, 2009년 독일 유럽의회 선거는 여전히 부차적 선거의 성격을 벗어나지 못한 것으로 확인되었다. 그 이유는 유럽의회 선거의 투표율은 여전히 낮은 수준에 머물러 있으며, 유럽의회 선거는 집권여당에 대한 중간 평가적 성격을 가지고 있기 때문이다. 나아가 선거 캠페인에서도역시 범유럽적 이슈보다는 국내정치적 이슈가 우세한 위치를 점하고 있었다. 따라서부차적 선거모델은 2009년 독일 유럽의회 선거의 성격을 파악하는데 있어서 여전히유용한 이론적 틀을 제공한다고 할 수 있다.

This paper examines the attitudes of the rail container users and their implications. A broad overview of how firms become involved inland transport modes are reviewed. Based on the data collected from the rail container users, characteristics of rail container transport are investigated. This study also examines specifically at their attitudes and perceptions formed in using rail transport. The rational schemes for the improvement of rail transport are finally presented.

항만물류분야에서의 RFID기술 활용에 대한 고찰

정보기술의 급속한 성장은 새로운 비즈니스 환경의 영역을 확장시켰다. 특히 RFID는 항만 물류의 효율성을 높일 수 있는 기술로 주목을 받고 있으며 이 기술에 대한 최근의 급속한 확산은 기존 인식매체의 한계를 극복하고 기업 및 산업전반에 새로운 혁신을 가져올 것으로 예측된다. RFID를 활용한 시스템 개발은 향후 지능형 항만을 향한 항만 물류 관리의 주요소로 활용될 것으로 기대되며 이러한 이유로 본 논문은 기존 문헌조사를 통한 항만물류산업에 RFID 기술의 활용에 대한 고찰을 해보고 그 활성화 방안을 제시하는데 그 목적을 둔다. 따라서 본 연구의 목적은 항만물류 분야의 RFID 기술 활용에 성공적인 패턴을 제시함으로써 RFID의 이용을 활성화하는데 기여하는 것이다.
