      • 3D GIS 구축에 대한 지자체 공무원의 의식에 관한 조사연구

        본 연구는 GIS 기술의 발전에 따라 급진전되고 있는 3D GIS에 대한 지방자치단체의 구축 및 추진을 위한 정책적 시사점을 찾기 위하여 지자체 GIS의 실질적 구축 및 운영 주체가 되는 담당공무원을 대상으로 한 설문결과를 지자체 위계에 따라 분석하였다. 분석결과, 각급 지자체의 3D GIS에 대한 개념 인지, 개발 필요성은 각급 자치단체 모두에서 높게 나타났으며, 실제 시스템 구축과 사업추진은 자치단체 위계에 따라 다르게 나타나고 있음을 확인할 수 있었다. 결론적으로, 지방자치단체 3D GIS의 구축은 자치단체의 위계에 따른 차별화된 접근 방안을 가지고 추진되어야 한다. 특히 3D GIS 응용시스템개발은 도시계획 등 기존 GIS 활용분야의 고도화에 중점을 두고 추진되어야 한다. 그리고 3D GIS 추진을 위해서는 지자체 특성에 따른 합리적 지원 방안이 수반되어야 한다. The purpose of this study is to find the policy implications for carrying out the 3D GIS in local governments. For this, we made up questions to the local officials related to GIS in local governments and analyzed the questions by the hierarchy of local government. As the result of this, we found that the recognition about 3D GIS concept and the necessity of 3D GIS development was shown at the high rate without the hierarchy, but 3D GIS construction and propulsion was differently shown by the hierarchy. In conclusion, we found it was necessary to develop the 3D GIS with the different approach by the hierarchy of the local government. Especially, the 3D GIS applications has to be focussed on the improvements of the existing GIS in local government. In carrying out the 3D GIS, the support programs considered the local government's peculiarity should have to accompany.

        혁신도시 건설효과의 주변지역 파급효과 제고를 위한 유형구분 및 평가방안 연구

        The Innovative city was promoted as one of the policies for the balanced development of the country in order to develop suitable for its respective characteristics in the national land, to enhance regional competitiveness through regional cooperation and cooperation, to improve the quality of life for the people, and to achieve balanced development of the land. During the last decade after the decision to move of Innovative city, since the construction of Innovative cities and the relocation of public institutions are focused, satisfaction with the residential life of the public institutions or the family members of the employees who have transferred the function of the Innovative city is insufficient. The various complaints and demands continue to be made by the moving workers, their families, and the officials responsible for the movement of Innovative cities. It is necessary to evaluate whether the Innovative city is achieving the goal of constructing an Innovative city and to judge the completion of the policy, rather than evaluating the urban construction index such as the city construction or the moving of public institutions. This research was started from the premise of need to play a central role in guiding together the industries and economic development in the surrounding area, not only from the point of the construction of Innovative cities and relocation of public institutions leading to the development of the innovative cities themselves. Therefore, I will divide the Innovative city into new classification based on the relationship with the surrounding area, and research the ways to develop with the Innovative cities, the mother cities, and the surrounding regions. Through this process, I would like to suggest the ways to contribute to the balanced development of the land, which was one of the main purposes of the innovative cities’ construction. The main contents of this research are as follows: First, the classification of 10 Innovative cities nationwide based on the conventional location conditions is excluded, and attempt new classification from the viewpoint of development of cooperation with the surrounding regions, Second, the various indicators of Innovative cities and surrounding areas by classified type, and third, I propose the policies for the mutual development of innovative cities and surrounding regions.

        고령자 중심의 헬스케어 도입을 위한 관련 법제도 개선방안

        본 연구는 65세 이상의 고령자를 대상으로 하는 ‘헬스케어기반의 고령친화적 스마트홈’ 조성을 위해 현행 관련 법제도의 한계에 기인하여 국내외 법제도를 비교법적인 분석을 통해 개선방안을 살펴보고자 한다. 이를 위해 원격의료 시행을 전제로 관련 법제도는 ‘헬스케어’와 ‘고령친화’ 그리고 ‘스마트홈 관련 법제도로 크게 3개 부문으로 나누어 고찰했다. 헬스케어 관련 법제도는 국내 의료법에 의해 원격의료를 시행하고 있지만, 의료진과의 정보교환(원격자문 역할)으로 제한을 두고 있다. 국외사례를 토대로 원격의료(모니터링)를 위한 개념 및 제반 사항에 대한 정의 등을 규정할 필요가 있으며, 고령친화 관련 법제도 분석 결과, 고령자에 대한 정의가 불분명하며 보건의료체계에 대한 정비가 필요하다. 이러한 분석 결과를 토대로 관련법제도 개선의 필요성을 인지하고 현행 관련 개별법에 대한 개정을 통한 법제도의 정비와 신규 법률 제정을 통한 개선방안을 제시하였다. 본 연구는 국내외 관련 법제도의 비교법적인 분석을 통한 개선방안을 제시하는 것이지만, 두 가지 대안은 각각의 장단점을 가지고 있어 어느 것이 최선의 선택이라고 결론을 내리기 어려운 것이 본 연구의 한계이다. In the current legal system, establishing aging friendly smart home based on healthcare for the senior people over 65 seems hard to be achieved. For these reasons, this study is intended to explore the improvements in the legal system using the comparative analysis in the domestic and foreign legal systems. The related legal system is divided into three sections - ‘healthcare,’ ‘aging friendly,’ and ‘smart home’ - providing that telemedicine would be implemented. According to the analysis of the legal system for healthcare, telemedicine is executed by the medical law. Thus, we need to investigate the concept and all the matters of telemedicine on the basis of foreign cases. As the result of the analysis of the legal system for ‘Aging Friendly,’ the definition of the elderly is ambiguous and we find the improvement of health and medical system. In addition to these, the definite bounds of the healthcare equipment have to be set. From these results, we are aware of the necessity of the improvements of the legal system, and suggest plans for these problems. That is to organize the legal system and make a new law through revising the current specific identification. This study focuses on suggesting the improvements of the legal system with the comparative analysis of the domestic and foreign legal systems.

        차단판에 의해 운동이 제한된 외팔보의 혼돈 진동

        The vibration of the structures with restrained motion has long been observed in various engineering fields. When the motion of vibrating structure is restrained due to the adjacent objects, the frequencies and the mode shapes of the structure change and its vibration characteristics becomes unpredictable, in general. Although the importance of the study on this type of vibration model increases in many engineering areas, most studies conducted so far are limited to the theoretical study on dynamic responses of the structure with stops, including some experimental works. Specially, the study on the nonlinear phenomena due to the impact between the structure and the stops have been mainly performed theoretically. In the paper, both numerical analyses and experiments are conducted to study the chaotic vibration characteristics of the nonlinear motion and the dynamic response of a cantilevered beam which has restrained motion at the free end by the stops. Results are presented for various magnetic forces and gaps between the beam and stops. The conclusions are as follows : Firstly, Numerical simulation results have a good agreement with experimental ones. Secondly, the effect of higher modes of beams are increased with increasing magnitude of exciting force, and displacement and velocity curves become more complicated shapes. Thirdly, nonlinear characteristics tend to appear greatly with increasing magnitude of exciting force, and fractal dimension is increased.

        도시재생사업에서 도시정비예정구역의 유형구분을 위한 공간 데이터베이스 구축 및 적용

        본 연구는 도시재생 관련 선행연구와 도시재생 사례 분석을 통해 도시재생 유형을 도출하고, 대전시 도시정비사업에 대해 분석한 후, 기존의 물리적 환경에 의해 구분되는 도시정비사업의 문제점을 검토함으로써, 도시재생의 취지에 맞도록 물리적 환경뿐만 아니라 사회, 경제, 문화적 환경의 특성을 고려하는 도시정비사업의 유형화를 제시하는 데 목적을 두고 있다. 이를 위하여 대전광역시를 사례대상지로 도시정비사업을 중심으로 유형화 실태를 살펴보았으며, 도시정비사업의 문제점과 그를 해결하기 위한 도시정비사업(지구)의 유형화 방안을 제시하였다. 세부내용으로는 도시재생 관련 선행연구와 사례를 통해 정리한 도시재생의 유형을 정리하고, 도시재생의 유형으로 물리ㆍ환경 재생, 사회ㆍ문화 재생, 경제ㆍ산업 재생으로 구분하여 이러한 필요한 공간정보를 구축하기 위한 방법론을 제시하였으며, 이를 기반으로 대전광역시의 도시 및 주거환경정비기본계획의 202개 정비예정구역을 대상으로 적용하였다. This research was inspected on the example destination of the actual condition of Deajeon metropolitan city for the urban regeneration projects. For that purpose, the database for these sections are constructed, but the lack of the information constructing, the 202 of Deajeon urban regeneration prearranged district can be implied by the urban regeneration concrete. The physical-environment regeneration of 123 district are classified into physical purpose of the improvement, the resource management of physical regeneration core strategy point and the core elements of the environment regeneration. The society-culture regeneration is classified into the purpose of history, culture resource regeneration of 21 district. The economic-industry regeneration presents the strategy and technique of 15 district. The Mixed regeneration resents the strategy and technique of 8 district.

        ‘스마트’용어의 적용사례 분석을 통한‘스마트시티’의 개념정립을 위한 연구

        최근 스마트폰을 비롯한 스마트 기기와 스마트 홈 등 스마트 공간들이 다양한 형태로 발전되어 등장하고 있다. 이러한 기술의 발전은 공상과학이나 영화에서나 존재하는 것이 아닌 우리의 일상생활에서 현실화되고 있다. 바야흐로 지금은 “스마트” 용어의 시대이다. 하지만 짧은 기간 동안 스마트라는 용어가 무분별하게 다양한 분야에 적용되면서 스마트시티에 대한 개념적 혼선이 이루어짐을 알 수 있었다. 이에 본 논문에서는 스마트시티에 대한 명확한 개념 정립과 향후 스마트시티가 나아가야할 방향 등 정책적 개선방안을 모색하고자 하였다. 즉, 스마트 용어가 도시 및 공간에 적용되고 있는 스마트시티에 대하여 살펴보고 스마트시티의 발전 방안을 찾고자 하였다. ‘스마트’ 용어의 적용사례를 분석한 결과, 스마트란 용어는 ‘지능화, 첨단적’의 개념을 가지고 있으며 다양한 분야에서 다양하게 사용되고 있지만, 스마트시티의 정의는 다양한 견해로 보이는 걸로 나타났다. 그러므로 스마트시티는 단순히 ‘스마트(smart) + 도시(city)를 의미하는 것이 아니라 도시를 스마트하게 만들고자 하는 의미로 사용되어야 하는 것으로 보는 것이 옳다고 할 수 있다. Smart scope, such as smart equipments, smart homes, and smart phones, has been appeared lately being developed. Such technology developments have been close and practical to our daily lives, not regulated in a science fiction and a movie .It is just the peak of a smart term period. However, with the result from imprudent application of the term smart in the various fields in a short term, the concept of the term Smart City has been nebulous. Therefore, this study is intended to design the obvious concept of Smart City and figure out the political improvement how it will make the direction in the future. That is to study the Smart City which applies the term smart in its city and space, and to examine the improvement directions. After studying the application of the term smart, we determine this word has intelligent and high-tech concepts and is used variously in the diverse fields. But we conclude that the term Smart City in these fields is defined differently. From these perspectives, the term is not a simple creature consists of smart and city. It is to be designed as the meanings of making the cities smart.

        도시계획분야의 환경변화에 적용하는 도시계획정보체계의 발전방향에 대한 연구

        The purposes of this paper are o review the shifts and changes in urban planning environment, and to grasp how the new `National and Urban Planning Law` accommodates these changes. In order to accomplish proposed schemes, I suggest that the following three details should be considered for the proper way of Urban Planning Information System(UPIS) from the beginning stage. First, new techniques are required to realize the new concepts in `National and Urban Planning Law` with GIS and constructed DB by NGIS, as planning support systems. Second, the status of UPIS rises to the highest status among land-related information systems. Third, to adapt the UPIS to the decision support system, the restructuring of urban planning itself should be proceeded under considering the changes of concepts, paradigms and techniques.

        연구논문 : 한국의 경험을 기반으로 한 콜롬비아 과학기술단지 조성방안 연구

        The objectives of the research are: first, to assess the current situation of science and technology parks in Colombia. Second one is to share the Korean experiences. The study evaluated the current situation of STPs in Colombia and explained Korean experiences. The analysis result of STPs is as follows. First, the ability to generate academic knowledge is growing. Second, one of the most important weak points is the fact that there are no concrete policy directions and guidelines for promotion of STPs. Third, the threat points lie in that the competing nations are moving and the global technological paradigm changes fast. Fourth, the stable and positive macroeconomic conditions provide friendly environment for the STP development. It is suggested that the MCIT, as the main government entity to deal with the issue of Technology Park, makes following policies. First, it has to make the STP policy system. Second, Colombia has to secure its internal policy and management capacities. Third, it is desirable to help the STPs to create its network and exchange the management knowhow. Fourth, it is suggested to widen and deepen international collaboration with STP related association or organization.
