공직자의 재량적 의사결정은 개인에게 개별 의사결정에 있어서 무엇이 옳고 최선인지에 대한 판단의 권한을 부여함으로써 책임성과 자율성을 부여하는 이점을 지닌다. 그러나 동시에 개별 의사결정에서 무엇이 옳고 최선인지의 판단에 있어서 내적 혼란과 갈등을 야기하게 될 수 있다. 이러한 내적 혼란과 갈등에서 야기되는 스트레스를 공직자의 ‘도덕적 스트레스’라고 한다. 한편, 공직자의 재량과 가치판단에 대한 논의는 오랜 역사를 갖고 있지만 재량의 행사와 가치판단에서 야기될 수 있는 ‘도덕적 스트레스’에 대한 연구는 거의 찾아보기 어렵다. 이에 본 연구는 ‘도덕적 스트레스’의 기존 연구의 이론과 분석에 대한 경향을 살펴보고, ‘도덕적 스트레스’ 발생에 대한 이해를 돕기 위하여 현장(정부조직)에서 발생 할 수 있는 가상의 시나리오를 탐색 및 제시하였다. 본 연구는 이러한 시론적 작업을 통해 아직은 미흡한 행정학 분야에서의 도덕적 스트레스 연구를 추동하는 것을 목적으로 하고 있다. Although discussion about discretion and value judgement of public administrators has long history, there has been few research on study of moral stress related to use of discretion and value judgement. Considering this aspect, as a preliminary study, the aim of this study is to review literatures on moral stress in order to identify analytical tendency and to suggest hypothetical situations that moral stress occurs. Through theoretical literature review, this study identified that moral stress can have important meaning in public organizations and there has been few research on moral stress in the public sector. In addition, in order to help understanding stress situations, hypothetical scenarios that can occur in public organizations were suggested.

A Preliminary Study on Moral Diversity and Performance

The purpose of this study is to inquire into the diversity of moral perspectives of university students in Korea and America and to determine if there are differences in their performance according to their perspectives. Three ethical cases were employed to determine people’s moral perspectives and possible relationships between moral perspective and performance. Main findings are as follows. First, a total of seven independent moral perspectives were found: self-interest, self-defensive, organizational, legal, systematic, rational, and ethical. Second, there were two dominant perspectives: personal(self-interest and self-defensive) and ethical. Third, ethical people are more productive, which means that people with an ethical perspective produce greater productivity.

This study attempted to examine public servants levels of ethical reasoning and discuss their ethicality in a manner that has not actively been done in previous studies. An empirical survey was conducted by utilizing the Stewart Sprinthall Management Survey (SSMS) devised to understand administrators ethical reasoning levels. The factors restricting the ethical reasoning of administrators were examined and a plan to enhance it was drawn up by utilizing the interviewing process to check the in-depth meaning. The analysis found that public servants generally prefer laws and obligations. The results obtained from the interviews indicated that public servants prefer objective laws and regulations as the standards to solve dilemmas. The main factor restricting ethical reasoning was superiors unethical instructions. The conditions for enhancing public servants ethical reasoning and behavior are clear and specific regulations, which are expected to function as a safety net for the ethical reasoning and behaviors of public servants.
