Challenges in Wide Implementation of Genome Editing for Crop Improvement

Genome editing technologies using customizable sequence specific nucleases (SSNs) enables precise genome modification in plants, which has revolutionized functional genomics research as well as crop improvement. Applicability of SSN-mediated genome editing ranges from targeted gene knockout and single base modification to multiple gene stacking into desired genomic sites. However, there are still considerable challenges in implementing genome editing technologies for practical crop improvement. Here, we briefly discuss the technological challenges, especially those associated with the delivery of SSNs and with homologous recombination-mediated genome editing, and address some promising solutions to overcome the issues.
‘코호트 격리’ 및 ‘예방적 코호트 격리’의 위법성과 사회안전망의 문제점에 대한 검토 : ‘(예방적) 코호트 격리’의 피해 현황을 중심으로

본 연구는 한국에서 코로나19 위기 상황에서 요양시설과 사회복지시설에 대하여 주로 시행된 ‘코호트 격리’와 ‘예방적 코호트 격리’가 위법한 조치임을 밝히는 데 목적이 있다. 나아가, 위법한 ‘(예방적) 코호트 격리’가 시행될 수 있었던 구조적 원인을 밝히고자 한다. 본 연구에서는 국내ㆍ외 보건지침에서 코호트 격리를 어떻게 정의하고 있는지 살피고 한국에서 ‘코호트 격리’와 ‘예방적 코호트 격리’가 어떻게 시행되고 있는지 그 현황을 확인한다. 이를 바탕으로 ‘코호트 격리’와 ‘예방적 코호트 격리’가 법적 근거 없이 시행되었으며 비례의 원칙에 위반하여 위법한 조치임을 검토한다. 마지막으로 위법한 ‘(예방적) 코호트 격리’의 시행의 배경에 미흡한 공공의료체계와 시설 중심의 복지체계의 문제가 있음을 밝히며 이에 대한 개선사항을 제시한다. The purpose of this study is to reveal that the “cohort isolation” and “preventive cohort isolation” mainly enforced on nursing facilities and the social welfare institutions in the case of COVID-19 crisis in Korea were illegal measures. In addition, it seeks to determine the structural cause that led illegal “(preventive) cohort isolation” to be implemented. The study examines how cohort isolation is defined in domestic and international health guidelines and look into how “cohort isolation” and “preventive cohort isolation” have been being implemented in Korea more specifically. Based upon this, it reviews that “cohort isolation” and “preventive cohort isolation” are illegal measures because they were implemented without legal basis and violate the principle of proportionality. In conclusion, it points out that incompetent public health care system and facility-oriented welfare system has given rise to “(preventive) cohort isolation,” and suggests improvements.

Time Delay Control(TDC) is a robust nonlinear control scheme using Time Delay Estimation(TDE) and also has a simple structure. To apply TDC to a real system, we must design Time Delay Controller to guarantee stability. The earlier research stated sufficient stability condition of TDC for general plants. In that research, it was assumed that time delay is infinitely small. But, it is impossible to implement infinitely small time delay in a real system. So, in this research we propose a new sufficient stability condition of TDC for general plants with finite time delay. And the simulation results indicate that the previous sufficient stability condition does not work even for small time delay, while our proposed condition works well.
