집권6년차를 앞둔 김정은은 더욱 본격적으로 북한에 자신만의 색깔을 입히고 있다. 김정은의 현지지도를 분석한 결과 인민들에게 자신의 존재를 충분히 각인시키고 강렬한 이미지를 심어줄 도구로서 관광산업에 주력하고 있는 것을 확인할 수 있다. 김정은은 관광 산업을 통하여 북한 최고 지도자로서의 이미지 형성과 더불어 폐쇄적인국가 이미지 개선을 도모하고 있다. 하지만 무분별한 개발과 체계가 결여된 즉흥적인 사업추진으로 인하여 전시성 사업 추진이라는 한계를 드러냈다고 하겠다. 결국 외국 자본의 유치가 불가능한 지금의 현실에서 북한은 과거 금강산관광과 개성공단건설 사업의 경험을 살려 우리와 협력하는 것이 최선이라고 판단된다. 관광객 확보와 투자재원마련이 동시에 해결될 수 있으며 남북협력의 또 다른 형식으로 관광사업을 발전시켜 나갈 수 있을 것으로 기대된다. Entering his fifth year of rule, Kim Jong Un has more rigorously embarked on dressing North Korea with his own color. Kim Jong Un utilizes the tourism industry extensively as his tool to carve his image for his people as a strong leader. His on-the-spot guidance has been concentrated on tourism facilities including leisure and amusement spaces, such as the Masikryong resort. Through the tourism industry, Kim Jong Un seeks to build his own image as a supreme leader of the country while improving the country image of the hermit kingdom. However, ill-considered development and poorly designed impromptu plans have revealed the project as showcase display at best. Also, Kim Jong Un attempted at establishing his own particular system of rule by integrating the tourism construction project with the demagogic catch-phrase of `speed battle` used by his fathers, but it has only resulted in poor construction of the facilities now suffering from its side-effects. Nonetheless, this paper has analyzed the following reasons behind Kim Jong Un`s particular focus on the tourism industry. For North Korea, it is currently impossible to attract foreign capital by itself. But if it builds upon previous economic cooperation projects with South Korea such as the Mount Kumkang tourism and Kaesung Industrial Complex, it may stand a chance at securing tourists and investments from its always willing counterpart in the south.

남북경제공동체와 평화경제협력지대 구상

한반도 정세는 2019년 북⋅미 하노이 회담 이후 교착 국면이 길어지고 있지만, 우리 정부는 한반도 비핵⋅평화프로세스를 지속해 나가고 있다. 하지만 대북제재의 완전한 해제까지 상당한 시간이 소요될 것으로 전망되는 가운데 현 상황에서의 실현 가능한 남북협력방안을 고민하지 않을 수 없는 상황이다. DMZ와 접경지역에서의 남북협력에 관한 논의는 오래전부터 추진되어 왔다. 하지만 기존의 논의는 변화된 남북관계와 한반도 정세에 다소 부합하지 않는 측면이 존재하며, 이에 ‘평화경제협력지대’ 구상을 통해 새로운 협력방안을 제시하고자 한다. 지속가능한 미래지향적 복합공간의 개념인 ‘평화경제협력지대’는 통일 이전 남북 경제공동체 형성을 위한 전진 기지를 목표로, 첨단 산업과 무역, 관광을 포함하는 국제적인 남북협력지대를 지향한다. 이를 위해 ‘준비-시범-가동-심화-확장’의 5단계로 구분하고 각 시기에 맞는 사업 및 기구들을 ‘평화경제단지, 평화상징단지, 협력지원단지’로 설정하여 구상하였다. 평화경제협력지대가 본격적으로 가동되면 정치⋅군사적 긴장 완화 및 평화정착, 국토 균형 개발, 생산유발 및 고용 등 우리 경제의 다방면에 긍정적 영향을 미칠 것으로 예상되며, 남북 하나의 시장을 위한 본격적인 출발점이 될 것이다. Korean peninsula now enjoys a peaceful atmosphere due to the inter-Korea summit meeting, U.S-D.P.R.K summits and unexpected meeting at Panmunjom. Although there have been several diplomatically incoherent moments among the three countries, ironically, the preparation for the inter-Korea economic cooperation is now needed. The inter-Korea economic cooperation by establishing ‘Unification Special Economic Zone’ in the border area has been discussed for a while. However, the previous policy does not reflect the changed inter-Korea relationship and peace mood in the Korean Peninsula. Therefore, this study suggests ‘Peace Special Economic Zone (PSEZ).’ It seeks to establish sustainable, future-oriented, and globalized complex, including high-tech technology, trade, and tourism. There are five phases ‘preparation-test-operation-deepening-expansion’ to fulfill the goals mentioned above. Besides, this research draws the blueprint of a specific organization such as ‘Peace Economic Zone, Peace Symbolic Zone, Aid Zone’ for each step of development. When PSEZ operates in earnest, socio-economically positive elements (reducing political and military tension, the balanced development of the territory, and increasing production and employment rate, etc.) will appear. This will be the historical cornerstone to create a single united market in the Korean peninsula.

개성공업지구 확장을 고려한 남북농업협력 방안

Kaesong Industrial Complex carries a symbolic significance for inter-Korean peace and economic cooperation, while its role in mitigating tension in the peninsula through increasing North-South contact in human and material traffic is also highly meaningful. The growing concern is to secure a support system of sustainable food and material supply to the resident employees at Industrial Complex. If food supply can be procured from collective farms near Kaesung Complex in DPRK, much economic gains through low unit cost and further inter-Korean cooperation can be expected. In consideration of the planned expansion and growth of Industrial Complex, this research explores the possibility of inter-Korean agricultural cooperation in close vicinity of KIC which may also help to improve North Korean agricultural production in general. Inter-Korean agricultural cooperation at collective farms near the Kaesong can restore the current disproportionate ratio between industry and agriculture in North Korea. Furthermore, procuring food materials locally from within the vicinity of the complex will not only benefit the employees and firms of the complex and increase household income in the area, but also become a new opportunity of laying the foundation for peaceful unification through inter-Korean agricultural cooperation project. 개성공업지구는 남북 평화 및 경제지대로서의 상징성을 지니고 있으며 남북한 사이에 인적·물적 왕래로 남북 주민 간 접촉 등을 수반 한다는 점에서 한반도의 긴장을 실질적으로 완화시키는 주요한 의의가 있다. 개성공업지구에는 약 53,500명의 근로자가 종사하고 있으며 그 인원은 증가할 것으로 예상되고 있다. 따라서 개성공업지구에서 근무하고 있는 남북 근로자에 대한 식부자재 공급을 위한 지원체계 마련이 시급한 실정이다. 개성공업지구 배후 지역의 협동농장에서 식부자재를 공급할 경우 비교적 저렴한 생산원가로 제공하여 경제적 효과와 남북교류협력을 기대할 수 있을 것이다. 본 연구는 개성공업지구의 확대·발전 가능성을 연계하여 북한 농업의 생산성 향상과 남북농업협력 방안을 제시하고자 하였다. 개성공업지구 배후지역의 협동농장을 거점으로 남북농업협력 사업을 전개할 경우 북한의 불균형적인 산업과 농업의 비중을 적절한 수준으로 회복시킬 수 있을 것이다. 그리고 식부자재를 현지에서 조달하여 배후지역 협동농장 주민의 소득을 증대시키고 개성공업지구 근로자와 입주기업의 먹거리 해결에도 도움이 될 뿐 아니라 남북농업협력사업을 발전시켜 평화통일 기반구축을 위한 계기가 될 수 있을 것이다.

AREIDS : 적응적인 실시간 침입탐지시스템 평가도구.

최근 몇 년간에 이루어 진 네트웍 및 인터넷 시장의 발전과 더불어 성정한 시스템에 대한 침입 등은 이를 방어하기 위한 여러 도구의 개발을 가져왔다. 이러한 도구들 중 침입탐지시스템은 시스템 방어에 핵심적인 역할을 하는데, 현재까지 이를 평가하기 위한 자동화된 온라인 평가도구는 없는 실정이다. 보안관련 학문 및 시장이 발달한 미국에서는 DARPA의 지원아래 관련된 연구가 진행되어 1998년과 1999년 대규모의 침입탐지시스템 평가가 이루어졌으나, 이때의 평가들은 당시의 침입 수준만을 고려한 것으로 새로운 침입 환경에 대한 확장은 용이하지 않기에, 급속도로 발전하는 침입 기술에 대응하기 위한 새로운 방법이 필요하다. 본 논문에서는 새로운 침입 환경에 적응적이며 실시간으로 다량의 침입에 대한 정량적 탐지성능을 측정하고 결과를 통계적으로 분석하여 출력할 수 있는 통계적인 침입탐지 평가도구를 개발한다.

퍼지 추론을 이용한 은닉 마르코프 모델 기반 침입탐지 시스템의 성능향상

정보통신의 질적 양적 팽창과 더불어 컴퓨터 시스템에 대한 침입 또한 증가하고 있다. 침입탐지시스템은 이를 해결하기 위한 대표적인 수단으로, 최근 관련된 연구의 방향이 오용탐지 기법에서 비정상 행위탐지 기법으로 옮겨가고 있는 상황이다. HMM(hidden Markov model)은 비정상행위탐지 기법에 사용되어 다양한 척도(measure)에 대한 정상행위를 효과적으로 모델링할 수 있는 방법이다. 다양한 척도의 결과값들로부터 침입을 판정하는 방법에 대한 연구는 미흡하다. 본 논문에서는 SOM(self organizing map)를 통해 축약된 데이터를 HMM으로 모델링한 비정상행위기반 침입탐지 시스템의 성능을 향상시키기 위해 퍼지 침입판정 방법을 제시한다. 실험결과 척도에 따른 결과들의 기계적 결합보다 향상된 결과를 얻었으며, 퍼지 관련 파라메터의 개선을 통해 더욱 좋은 효과를 기대할 수 있었다.

보안시스템을 위한 비용 기반 계층적 결함허용모델

시스템 침입은 정보통신기술의 비약적인 발전에 따른 정보화의 역기능으로, 이를 해결하기 위한 다양한 방법들이 제안되어왔다. 그러나 최근 침입 패러다임의 변화로 인해 기존 방법으로 해결하지 못하는 공격이 발생했으며, 그중 보안 시스템 우회나 보안 시스템 자체에 대한 공격은 기존 보안 도구를 무력화시킬 수도 있다. 본 논문에서는 이를 해결하기 위한 방법으로 고전적인 결함허용 기법을 응용한 결함허용 기능을 정의하고 이를 이용한 계층적 시스템 모델을 제안한다. 또한, 보안 시스템의 특성에 맞는 결함 허용 기능 선택을 위한 기준으로 비용 기반 선택 모델을 제안한다.

권한 이동 이벤트를 이용한 은닉 마르코프 모델 기반 침입탐지 시스템

침입의 궁극적 목표는 루트 권한의 획득이라고 할 수 있는데 최근 유행하고 있는 버퍼 오버플로우(Buffer Overflow)등이 대표적이다. 최근 날로 다양화되는 이런 침입방법들에 대응하기 위해 비정상행위 탐지기법 연구가 활발한데 대표적인 방법으로는 통계적 기법과 전문가시스템, 신경망 등을 들 수 있다. 본 논문에서 제안하는 침입탐지시스템은 권한 이동 관련 이벤트의 추출 기법을 이용하여 Solaris BSM 감사 기록에서 추출된 정보 이벤트들을 수집한 후 은닉 마르코프 모델(HMM)로 모델링하여 정상행위 모델들을 만든다. 추론 및 판정시에는 이미 만들어진 정상행위 모델을 사용하여 새로 입력된 사용자들의 시퀀스를 비교 평가하고, 이를 바탕으로 정상 권한이동과 침입시의 권한이동의 차이를 비교하여 침입여부를 판정한다. 실험결과 HMM만을 사용한 기존의 시스템에 비해 유용함을 알 수 있었다.

확장성심근중 환자에서 Enalapril 치료가 좌심실내경의 순간변화율에 미치는 영향

N/A Objective: Angiotensin-converting enzyme inhibitors have been shown to improve survival in patients with congestive heart failure. To evaluate the efficacy of enalapril in patients with dilated cardiomyopathy during concurrent treatment with digoxin and diuretics, the peak rates of left ventricular movement were assessed after 6 months of follow-up by digitized echocardiography. Methods: Using a high quality digitizer, continuous measurement of left ventricular dimension and its rate of change (dD/dt) were obtained throughout the cardiac cycle. Normalized rates of wall movement (dD/dt/D) were used for comparison. Results: 1) Compared with control subjects, patients with dilated cardiomyopathy showed much lower Peak(-) dD/dt and Peak(-) dD/dt/D. 2) Peak(+) dD/dt and Peak(+) dD/dt/D were also depressed in patients. 3) Peak dD/dt improved significantly (p<0.05) in the enalapril group (n=16), but did not change in the conventional treatment group (n=20) after 6 months. Peak dD/dt/D improved approximately (p<0.005) in the enalapril group. 5) There were no deaths in 2 treatment groups during initial 6 months, but 3 patients in the conventional treatment group died suddenly during 1 year of follow-up. Conclusion: The present study has shown that left ventrieular Peak dD/dt and Peak dD/dt/D are significantly depressed in patients with dilated cardiomyopathy. Enalapril appears to provide well-tolerated and effective long-term therapy by improving peak rates of left ventricular movement in patients with dilated cardiomyopathy.
