The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003.<br/> The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.

Indoor air Quality in public facility same as bus terminal and subway station is very important for civil health. The purpose of this study was to investigate the concentration and distribution of PM10 and falling microorganism at the 5 subway stations and bus terminals from Summer 2003 to Summer 2005 in Kyunggi Province. The results were as follows. 1. The highest concentration of PM10 was 187㎍/㎥ at Bucheon Bus Terminal in 2005 while the lowest concentration of PM10 was 78㎍/㎥ at Suwon Bus Terminal in 2003. The year variation of PM10 concentraion at the bus terminals in Kyunggi Province was in order of 2005 > 2004 > 2003. The average concentration of PM10 at the five Bus Terminal was 127㎍/㎥. 2. The highest concentration of PM10 was 225㎍/㎥ at Euijungbu Station l in 2004 while the lowest concentration of PM10 was 115㎍/㎥ at Suwon Station in 2003. The year variation of PM10 at the subway stations in Kyunggi Province was in order of 2004 > 2005 > 2003..The average concentration of PM10 at the five subway stations was 164㎍/㎥. 3. The average amount of falling microoganism at the five bus terminal in Kyunggi Provinc was 201CFU/plate. The minimum is 124 CFU/plate at Seongnam Bus Terminal in 2004 while the maximum is 268CFU/plate at Euijungbu Bus Terminal in summer 2005. The higher concentration of PM10 was 206CFU/plate in 2004 than 199CFU/plate in 2003 and 2005. 4. The minimum is 107CFU/plate at Anyang station in 2003 while the maximum was 263CFU/plate at Euijungbu station in 2003. The average amount of falling microoganism at the five subway stations in Kyunggi Province was 179 CFU/plate. The year variation of falling microorganism at the subway stations in Kyunggi Province was in order of 2004 > 2005 > 2003..
광양만권 공단지역 일부 지역 주민들의 VOCs 노출농도 및 건강위해성 평가

This research had been conducted from May to October 2007, studying 110 residents of G, Y, H industrial area in Jun-nam province. It is designed to understand the difference in levels of indoor, outdoor and personal exposure to VOCs(benzene, toluene, Ethylbenzene) and a health risk assessment was conducted to see if there was any fatal cause from carcinogenic or non - carcinogenic elements from a case group and a control group in all areas as well as each different area. In the case of benzene in the air, the geometric levels for the case group are indoor, outdoor and personal exposure; a higher than for the control group. As a results of the Monte - Carlo study about benzene, it shows that the case group`s carcinogenicity is higher than that of the control group and it also shows that, on the CTE, RME condition and Monte - Carlo analysis, all subjects are seen to exceed the carcinogenicity tolerance 10-6 of US EPA. In the case of toluene, ethylbenzene on the CTE, RME condition and Monte - Carlo analysis, these do not exceed the non - carcinogenic standard of 1, but toluene in RME condition for both groups` personal exposure and the indoor and personal exposure of ethylbenzene in Monte - Carlo show that these seem to exceed the standard.
환경행정공무원의 전문성과 환경행정의 규제성에 관한 조사연구 : 2001, 2003년 조사사례를 중심으로

We have analyzed this influence base on survey of central government administration officers and local officers which were taken on 2001 and 2003. Also, we anticipates that this result would help actual field adjustment as well as preparation of speciality of officers. The results are summarized as follows : First, a survey in 2001 shows 68.8 percent of local administration officers answered that their expertise about environmental services were above average. Then, the result was increased to 82 percent of officers responsed that they have more than average expertise and experience in 2003 survey. Secondly, government have to increase effectiveness on regulation or restriction duty. Nonetheless, the survey shows that significant decrease of effectiveness from 2001 to 2003 in both central and local goveniment officers. It means that they spent more effort on local community environmental regulation program other than restriction duty to requisited from central government. Third, moreover, local government do not want to faculty of environmental administration and insists that governments need to set the regulation for particularity of regions.

The purpose of this study is to provide the basic data in solving the environmental problem and in environmental education to Senior-highschool's students by searching the consciousness of senior-highschool's students on the environmental problem, and to clarify the effects of the environmental education system. The study is accomplished by the survey which includes a total of 473 students. 1.In the source of information concerning the environment, 69.6% of respondents from the TV, 13.5% of them from the newspaper and 9.3% of them from their schools. 2.Regarding the overall conditions of the environmental pollution in our country, 87.7% of respondents marked "Serious". 3.In suffering from Air pollution, 45.5% of respondents sometimes suffered, 26.0% of them frequently suffered and 14.3% of them always suffered. In suffering from noise pollution, 46.5% of respondents sometimes suffered, 32.6% of them frequently suffered, 14.2% of them always suffered. 4.In the attitude whether they participate in the environmental protection campaign spontaneously, 81.0% of respondents answer affirmatively. 5.Regarding the correlation between the economic progress and environmental protection, 67.6% of respondents are environmental protection.
