        대학교수 직무발명제도의 비판적 검토

        This study reviews the system of employees' inventions by university professors focusing an the boundary of employees' inventions, the reversion of the rights, the financial incentives and so an. The results are as follows: First, traditionally, university professors' inventions has been considered as free inventions, while this study suggests that university professors' research results should be taken as employees' inventions. Second, the industry-university cooperation foundation should have the intellectual property rights of the inventions since university professors' inventions fall under the employees' inventions when the funding of their research comes from the government or enterpcises individually ar cooperatively. Third, the comparisons show that professors, civil servants and researchers at research institutes are ranked in order of the amount of incentive paid to them and that the ratio of the incentive paid to professors is almost up to double than that of advanced countries. It suggests that the ratio should be readjusted to the level of those other countries. Finally, since the employees' inventions applied for patents at present are considered remarkable, the incentive income should be regarded non- taxable income and legal and systematic complementary measures are required in order far a temporal tax credit applied to the incentive income to be a regular tax credit article.

      • 농어촌 인구 정주에 관한 환경 계획적 연구

        The settlement of population in agricultural areas helps to prevent the influx of agricultural population to metropolitan areas and also contributes to improving residential environments of large cities. Constituting a major pillar to support balanced development of a nation, it can be said to be the key task in regional planning. Recently, Korean agricultural society has gone through a tremendous change. The economic policy of urbanization and industrialization enforced in the 1970's resulted in the concentration of industries and economies mostly in cities, which inevitably led to the phenomenon of so-called "leaving countries for cities." This indicates the outflow of agricultural population from countries into cities. As a result, the development of agricultural regions has slowed down, with the population decreasing and the community becoming empty, in contrast to urban areas. Consequently, agricultural areas are facing a crisis, and it is hard even to maintain them as residential areas. Furthermore, the wide regional gap between cities and agricultural areas derived from the process of urbanization and industrialization is recognized as a big barrier to the efficient use and balanced development of the land of the nation. Therefore, plans of rearrangements of residential environments in the agricultural areas are emergingas an urgenttask, both in revitalization of decreasing agricultural areas and in balanced developmentof the national territory. However, academic investment or developmental policies up to now have been mostly concentrated on cities. Matters of agricultural areas, thus, have been neglected as secondary problems to those of cities. It is essential to view the question of the settlement of agricultural population from various perspectives and to have academic involvement. Yet, the settlement of population, the result of movement, is a very complicated phenomenon originated in the relationships between residents, the subjects of settlement, and the surrounding regional circumstances. These phenomena vary according to the behaviors and attitudes of the residents. And the degrees of satisfaction of the residents differ depending on each individual's value system. Therefore, the attempt to establish the settlement of the agricultural population can be seen in this context. It is the biggest mission, then, to simultaneously examine both aspects, the aspect regarding regional environments and the aspect related to residents, the subjects of settlement. Finally, as mentioned before, it is necessary to note that the attributes and conditions are various both in a macroscopic level involving regions and in a microscopic level involving individuals as subjects of settlement. It is also necessary to investigate the perspectives from which the settlement in the agricultural regions is dealt with in the regional, environmental planning. Obviously, this issue needs be handled with external and internal analyses as it involves both the reality and the ideal of the residents' value system. Therefore, this study is not about simply restoring the past in regard to a series of problems with the settlement of agricultural population. This study aims to pursue the natural essence of agricultural areas in which new agricultural regions and cities can be integrated under the conditions of national territory, and at the same time, to deal with the agricultural areas as new space for settlement.

        기술평가제도 개선방안 모색

        Technology evaluation is expected to have growing importance to promote transfer and commercialization of technology which have been developed in universities or research institutes to effectively perform supporting policies for research and development projects. Existing technology evaluation systems vary according to 10 different Acts of 6 different governmental administrations which define regulations according to their own Act's sake which results in lack of consistency and specialty. Accordingly, a vicious circle of weak technology mortgage project, weak reliability of evaluation results, lack of linking to project monetary support, low technology transfer rate, and poor technology warranty has been continued. Measures to take mandatory technology evaluation or comprehensive Acts need to be seriously considered when implementing monetary support, going public, listing on Kosdaq, and making balance sheet to achieve effectiveness of governmental projects on technology evaluation and prepare for upcoming technology evaluation needs. Measures on developing technology evaluation tools and standard textbooks, training experts on technology judgement and estimate, and allowing them legal positions should be considered. A system to clarify the roles and functions of technology evaluation institutes such as KIBO or SHINBO and construct cooperative networks between the institutes and financial agencies needs to be established.

        IMT-2000용 피드포워드 전력 증폭기의 이득 평탄도의 영향에 관한 연구

        본 논문은 IMT-2000 대역에서 동작하는 피드포워드 증폭기의 선형성 개선을 위한 이득 평탄도의 영향에 관한 것이다. 각 증폭기의 이득 평탄도에 대한 동작 특성을 조사하기 위하여 WCDMA 4FA 신호를 인가하여 최종 출력 10 W에서 측정하였다. 특히, 지연 선로, 위상, 크기의 부정합과 같이 선형성 개선에 영향을 미치는 요인 중 각 증폭기의 이득 평탄도의 변화에 따르는 선형성의 개선에 대하여 조사하였다. 전력 증폭기는 40 MHz, 오차 증폭기는 40 MHz, 80 MHz 대역에서 이득 평탄도를 변화시키면서 측정하였다. 측정 결과, 오프셋 5 MHz 지점에서 20 dB 이상의 개선 효과를 나타내기 위해서는 전력 증폭기는 1.5 dB, 오차 증폭기는 0.5 dB 이내의 이득 평탄도를 가져야 함을 확인하였다. 또한, 오차 증폭기의 이득 평탄도에 따라 피드포워드 증폭기의 선형성이 급격히 변화하였으며, 오차 증폭기의 이득 평탄도가 선형성 개선에 더 중요한 요소임을 확인하였다. This paper reports the effects of gain flatness for linearity improvement of feedforward power amplifier fur IMT-2000 band. To investigate the operational characteristics for gain flatness of each amplifier, WCDMA 4FA input signal was used and measured 10 W output power. Especially, linearity improvement for variation of gain flatness of each amplifier was investigated that have an effect on linearity improvement such as delay line, phase, and amplitude imbalances. Variation of gain flatness of main amplifier is 40 MHz and of error amplifier is 40 MHz and 80 MHz bandwidth, respectively. Measured results, gain flatness of main amplifier is less than 1.5 dB and of error amplifier is less than 0.5 dB for more than 20 dB improvement at 5 MHz offset. In addition to that results, the characteristics of feedforward amplifier are drastically varied by gain flatness of error amplifier and it is shown that gain flatness of error amplifier is more important factor for linearity improvement.

        선회익위치(旋回翼位置)에 따른 선회화염(旋回火焰)에 관한 연구(硏究)

        The swirl flame was investigated experimentally by measuring the temperature distribution, and the combustion gas concentrations. The flame structure of the swirl flame was influenced not by the swirl vane angle but by the swirler position. Due to the momentum loss as the swirler position was moved downward under the nozzle exit, the flame length was increased. Meanwhile the temperature and $CO_2$-concentrations were decreased.
