        도시정책 수립에 있어서 시민참여 단계와 방법에 관한 연구: 용인시 공무원 인식조사를 중심으로

        This study focuses on the fact that the extent and level of community participation varies according to the level of citizen participation in the region and the situation of the urban policy officers. The scope and method of participatory urban policy were examined. The contents of the survey were the level of activity of residents participation, the necessity and feasibility analysis of the 6-step process of residents participation and 8 ways of it, and the probable problems of residents' participation. The results of the study are as follows. i) The citizen participation without knowing the role' recognized that the necessity of participation was low and the feasibility was high. Therefore, we need to focus on improvement. ii) In the early stage of the citizen participation, participants can freely express their opinions, participate in the opinions reflected in the plans, and engage in community-based workshops, It is necessary to utilize it. When experience and maturity of citizen' participation is achieved, it is necessary to induce higher level participation of citizen such as citizen participation and community participation by residents' organizations. iii) The expected problems of resident involvement were the difficulty of consensus building, the lack of civic awareness, the lack of administrative capacity, and the lack of representation of civic participation due to the small number of citizens participating. In order to solve this problem, it is necessary to utilize the outreach system, which is a digital workshop for citizen and public servant participation and comprehensive citizen participation. 본 연구는 지역별로 시민참여의 수준과 상황이 다르고, 도시계획 및 정책 담당 공무원들의 인식 등 정책적 여건에 따라 주민참여의 범위와 수준은 달라진다는 점에 주목하여 도시정책 담당 공무원의 인식조사를 바탕으로 정책수립에서의 시민참여의 단계와 방법을 고찰하였다. 조사내용은 시민참여의 활동수준, 시민참여 6단계 및 8가지의 참여방법에 대한 필요성과 실행 가능성 분석, 시민참여의 예상 문제점 등을 조사하였다. 연구의 결과는 다음과 같다. i)‘역할을 잘 모르는 상태에서의 주민참가’는 필요성은 낮고, 실행가능성은 높은 것으로 평가하여, 우선 개선이 필요한 것으로 나타났다. ii)시민참여의 초기 단계에는 자유롭게 의견을 말할 수 있는 참가, 의견이 계획에 반영되는 참가, 현실적으로 주민과 행정이 상호 협력할 수 있는 방법을 우선적으로 활용하면서 교육과 협의가 가능한 주민간담회, 주민워크숍 활용이 필요한 것으로 나타났다. 주민참여의 경험과 성숙이 이루어지면 주민주도적 참가, 주민조직에 의한 지역사회 참여활동 등 고차원적인 주민참여 방식을 유도하는 것이 필요하다. iii)시민참여의 예상 문제점은 합의형성의 어려움, 시민의식 부족, 행정역량의 부족, 참가하는 시민들의 적은 숫자로 인한 시민참여 의견의 대표성에 대한 문제로 나타났다. 이를 해결하기 위해서는 시민과 공무원이 함께하는 교육 프로그램 운영과 포괄적 시민참여를 위한 디지털워크숍, 아웃리치 제도 등 찾아가는 시민의견수렴 제도의 활용검토가 필요한 것으로 나타났다.

        시민과 주민의식에 기초한 역사적 생활환경의 보전 가치 평가

        The Han-ok Residential Area, which is one of the historical life environments, is not only an asset to be protected by the public, but also a private asset of the residents to be conserved as well. Because of such feature of Han-ok as above, this research starts from the assumption that the conservation consciousness as regards the Han-ok should be grasped from two kinds of viewpoints, from that of public and of residents, to deal with the conservation policy. This research mainly consists of two parts, one is to evaluate the conservation consciousness of the citizens and residents on the Han-ok Residential Area on the basis of the economic value, and the other is to make an analysis on the difference of conservation consciousness between the citizens and residents, and on its impact factor. For this purpose, the conservation consciousness of the citizens and residents on the Han-ok Residential Area was investigated through a survey, and based on this, the conservation value was evaluated using the Conditional Valuation Method(CVM). In addition to this, each of structural equation model(SEM) and binary logit model(BLM) was used respectively to grasp the impact factor that influenced on the conservation value. The research result is summarized as follows. Firstly, the conservation consciousness on Han-ok was that not less than 90% of the citizens were conscious that the Han-ok should be conserved. As for the factors that influenced on the conservation value of Han-ok evaluated by the citizens, it turned out that individual attribute like income, age, etc., and the recognition of current status and image of the Han-ok, had a positive effect relation. Secondly, the residents had lower conservation consciousness than the citizens. As for the residents, who is more of being in the higher income level and now living in Buk-chon where the conservation policy has been implemented, and those being more satisfied with the dwelling environment, had a higher tendency to agree on the conservation. Thirdly, according to the comparison of results obtained from the evaluation on the conservation value of Han-ok based on the consciousness both of citizens and residents, it was confirmed that, presently, there exists difference between the consciousness of the citizens and of the residents. In case of residents, the reason is that they highly evaluate both of the convenience of dwelling environment and the value of their private assets of their Han-ok. If we expect to build up the conservation consciousness and conservation value of the Han-ok, we should not only constantly open and promote the progress of the conservation policy related to the Han-ok to the citizens and residents, but also provide them with the opportunity to exchange opinions on their requirements so that we can lead the cooperation from the residents to conserve the Han-ok Residential Area.

        대학과 지역사회 간의 상생협력 가능성의 영향요인 및 구조에 관한 연구

        The purpose of this study is to examine the possibility of collaboration between university and local community using structural equation model(SEM). First, as a result of case analysis, ① the opening of university facilities, collaboration activities for improving space in the region, ② exchange by education and research for the purpose of social contribution, ③ collaboration for revitalization of local commerce were derived. Second, as a result of the survey, members(public servants, citizens) of the community had a greater need for collaboration than members of the university. Both groups showed high willingness to participate in cooperation. Third, as a result of SEM analysis, the possibility of collaboration increases with younger age group, higher participation and satisfaction level, and direct incentives for participation. Finally, the priority of the project is to revitalize the local business through cooperation of university students and local merchants. The next project is education and consulting for citizens. This study has implications for providing basic data for planning based on collaboration between university and local community. This study provides implications as a policy basis for establishing plans for regional regeneration based on collaboration between universities and local governments.

        시민참여 목표를 고려한 도시재생대학의 운영 실태 평가:

        The purpose of this study is to evaluate the actual state of urban regeneration academy considering the goals of citizen participation. For this purpose, the study was carried out in the following order. First, we set up three-stage goals for citizen participation. Stage 1 is to improve understanding on urban regeneration, Stage 2 is participation and cooperation in planning, Stage 3 is growing as an influential subject. Second, we conducted a survey targeting citizens and experts. The contents of the survey include the level of satisfaction on the urban regeneration academy, necessity and feasibility of citizen participation. Third, Using results of the survey, the IPA was carried out. The results are as follows. 1) From stage 1 to stage 2 and 3, satisfaction, necessity, and feasibility were all got down. In the first stage, satisfaction, necessity, and feasibility were relatively high, indicating that efforts to maintain the current state were necessary. 2) The second stage needed to be improved for citizens, but the experts recognized relatively low than them. In particular, citizens evaluated that communication with the administration and reflection of citizens opinions were not performed well. 3) In case of the third stage, both citizens and experts showed low priority. Consequently, the local government beginning the urban regeneration academy should consider that the excessive goal should be avoided, goal and priority which are fit for local community should be set up.

        도시재생을 위한 시민참여 교육프로그램의 운영현황과 개선방안 연구

        The purpose of this study is to suggest implications of citizen participatory education programs(CPEP). We set criteria which are goals, subjects, programs, places, main operators and support systems of CPEP for analysing current state of them. Main contents of this study set up 3 goals of CPEP, and then carry out case study and expert survey, based on them. The results of this study are as follows. 1) There are three goals of CPEP. First is to raise citizens understanding and interest, second is citizen participation in regeneration planning. Third is to make citizen an influential subject in regeneration projects and local activities. 2) It is necessary to attract various participants, such as residents, NGOs, administrations and local development companies. 3) Education programs for citizens need to be continued regularly including life long education programs etc. 4) Spaces and facilities of universities should be used smoothly through cooperation between the university and the local government. 5) Local governments should lead the CPEP building collaborative system with expert groups. 6) Trainees support system requires more sophisticated qualifications and operational standards after CPEP. Finally, we suggest the operation plan for CPEP based on the results of this study.

        공공실버주택 거주 노인을 위한 복지기술 기반 커뮤니티케어 모델개발 기초연구: 서비스 제공자 중심으로

        The purpose of this study was to develop a conceptual framework for establishing welfare technology based community care model for older people living in public silver housing. Specifically, the current study discussed the direction of social service model which is suitable for the 4th industrial revolution through the application of welfare technology to develop a model for providing community care services. Qualitative research using both individual interviews and focus groups has been conducted to explore the needs and problems for older people living in public silver housing and to find strategies for providing effective and efficient community care services. Findings indicated that four themes including 1) the life and function of older people, and their goal, 2) older people and environment, 3) purposes and methods for service provision, 4) efforts for smooth social service delivery were identified. A total of 12 domains and 47 sub-domains by each theme were drawn. It suggests that it is necessary to provide services based on understanding of environments where they reside. Qualitative and quantitative changes should be also accompanied to ensure the services runs smoothly. The current study demonstrated that a series of processes such as causal condition, responses, strategies, and outcomes are necessary to develop a community care model based on themes. Moreover, meeting situational and mediating conditions, eliminating obstacles, and making additional efforts for service provision is necessary to successfully achieve such processes. Findings found that welfare technology is a useful condition for the safety of older people, daily life support, and efficiency of work for service providers. This study is meaningful in that it provided the conceptual framework and basic data for developing community care models for older people in Korea. 본 연구는 케어안심주택의 한 유형인 공공실버주택에 거주하는 노인을 위한 복지기술 기반 커뮤니티케어 모델 정립을 위한개념적 틀을 개발하는 것을 주요 목적으로 하고 있다. 특히, 커뮤니티케어 제공을 위한 서비스 모델을 개발함에 있어서 복지기술 개념을도입하여 4차 산업혁명 시대에 적합한 사회서비스 모델의 방향성을 함께 논의하였다. 이를 위해 서비스 제공자를 대상으로 초점집단인터뷰와 개별심층면담 방법을 활용해 공공실버주택 거주 노인의 욕구 및 문제를 파악하고, 효과적이고 효율적인 커뮤니티케어 서비스제공 방안 등을 탐색하는 질적 연구를 수행하였다. 자료 분석을 통해 1) 노인의 삶과 기능, 그리고 목표, 2) 노인과 환경, 3) 서비스제공의 목적과 방법, 4) 원활한 사회서비스 전달을 위한 노력이라는 범주를 발견할 수 있었다. 각각의 범주에서는 총 12개의 주제어와47개의 세부주제어가 도출되었다. 이와 같은 주제어들은 종합적으로 노인의 특성과 그들이 거주하는 환경에 대한 충분한 이해를 토대로서비스가 제공될 필요가 있으며, 서비스가 원활하게 이루어지기 위해서는 질적, 양적 변화가 필요함을 제시하고 있다. 주제어들에기반한 커뮤니티케어 모델 개발을 위해서는 인과적 조건, 반응, 전략, 결과라는 일련의 과정이 필요하며, 이와 같은 과정을 성공적으로달성하기 위해서는 상황적, 중재적 조건의 충족과 장애요인의 제거, 서비스 제공을 위한 추가적인 노력이 필요함을 확인하였다. 아울러본 연구에서는 복지기술이 노인의 안전, 일상생활 지원 및 서비스제공자의 업무 효율화 등에 유용한 상황적 조건임이 밝혀졌다. 본연구는 국내 노인 대상 커뮤니티케어 모델 개발에 필요한 개념적 틀과 기초자료를 제공했다는 점에서 중요한 의의가 있다.
