        비용편익분석을 통한 안전보건대장의 경제적 효과성 분석

        건설공사 발주자에게 건설현장 근로자에 대한 안전보건관리 책무를 부여하는 안전보건대장 제도가 「산업안전보건법」 전부개정에 포함되어 도입되었다. 안전보건대장 제도에 대한 낮은 인식과 이행률로 발생되는 제도의 실효성 문제를 해결하기 위해서는 경제성 측면에서 제도의 효과성을 설명할 필요가 있으므로 본 연구에서는 안전보건대장 도입 당시 논의되었던 자료를 근거로 비용편익분석을 활용하여 안전보건제도 이행의 경제적 효과를 분석하였다. 안전보건대장 제도 이행에 있어 추가적인 비용이 발생하는 것은 설계안전보건대장의 작성 및 관리로 분석되었다. 작성비용과 산업재해 감소로 발생되는 직ㆍ간접적 편익을 비교한 결과 편익이 비용보다 높게 평가되었으므로 안전보건대장 제도는 건설공사 재해 감소와 경제적 효과를 발생시키는 것으로 판단된다. The safety and health ledger system, which gives the responsibility of safety and health management for construction site workers to the construction project owner, was introduced as part of the overall revision of the Occupational Safety and Health Act. There is a need to explain the system’s effectiveness in terms of economic feasibility to solve the execution problem of the system caused by low awareness and implementation rate. In this study, the economic effect of implementing the safety and health ledger system was analyzed using cost-benefit analysis based on the data discussed at the time of the introduction of the system. Results show that creating and managing the design safety and health ledger caused additional costs in implementing the system. As a result of comparing the cost of preparation and the direct and indirect benefits caused by the reduction of industrial accidents, the benefits were evaluated higher than the costs. Thus, it is thought that the safety and health ledger system reduces construction work accidents and generates economic effects.

        중ㆍ소규모 건설현장 재해예방 기술지도 대가 개선에 관한 연구

        공사금액 1억이상 120억 미만 중ㆍ소규모 건설현장은 전문지도기관의 기술지도를 받아야 한다. 최근 기술지도의 계약 주체가 시공자에서 발주자로 변경됨에 따라 예상되는 기술지도 부실을 방지하기 위해 기술지도 대가를 산정하는 방법을 제안 하였다. 대상 건설공사를 공사금액에 따라 4개 구간으로 단순화하고, 구간별 기술지도 담당자의 일 지도횟수와 기술지도 담당자의 최소 기술 등급을 제한하고 엔지니어링사업대가를 적용하여 기술지도 1회당 대가를 산정하는 방법을 제안하였으며, 제안 방법은 설문에서 도출된 현재 형성된 일반적인 대가와 K2B 분석 결과 등을 잘 반영하므로 기술지도 대가 가인드라인 수립에 적용될 수 있다고 판단된다. Under Korean law, small-to-medium-sized construction projects with budgets of more than 100 million won and less than 12 billion won must receive technical guidance by a visiting technician belonging to a specialized institution. This study proposed a method for calculating the technical guidance fee to prevent the potential inadequacy of technical guidance when the responsibility providing the technical guidance fee is changed from a contractor to a client. The method simplified the construction works which should receive technical guidance into four sections according to the construction amount. For each section, the number of instances of technical guidance per day provided by the visiting technician and the minimum technical grade of the visiting technician were limited, and the guideline for estimating engineering services fees was applied to calculate the fee per instance of technical guidance. The results show that the proposed method can be applied to the establishment of a technical guidance fee guideline since it well reflects the current fee distribution and K2B analysis results.

        건설공사 발주자의 계획, 설계, 공사단계 안전보건관리 역할 분석

        The duty of construction clients in WSH (Workplace Safety and Health) system was included in the amendment of Occupational Safety and Health Act (enforced on 16 January 2020), which was estimated the shift of paradigm in the prevention of construction accidents. The purpose of this paper is to introduce the analysis results of construction clients' role in the construction project, which were performed by authors over the recent years in order to impose the duty on construction clients, and to suggest their role according the plan, design, and construction stage. Utilizing the systematic literature review process based on Meta analysis, the related papers were selected. For the selected papers, related domestic and foreign regulations, and other prominent report, the construction clients' role was analyzed by reflecting the experts' advice. Results show that the construction clients should control the designer and contractor for implementing the WHS system during the whole process of the construction project. They should supply sufficient source and time to ensure the workers' safety. In the plan stage, the key role of construction clients is to identify intensively controlled hazard and risk reduction plan and to transfer the results. In the design stage, their key role is to select the designer with the capacity in WSH and to assist the designer for the safety design. The main key role of construction clients in the costruction stage is to select the contractor with specialty in WSH including a contract reflecting the WSH requirement and to check implementation of WSH plan, WSH cost, WSH education, and accident report. In addition, it is thought that the construction clients' participations in the site WSH activity and adjustment of safety and health problem among contractors can be effect in the prevention of construction accidents.

        아동·청소년의 활동량계 사용에 대한 선호도 조사 연구

        본 연구는 아동·청소년을 대상으로 기능, 디자인, 연동 방식, 연동 어플리케이션 등이 다른 세 가지의 활동량계를 적용한 후, 설문을 통해 만족도 및 사용성을 기기별로 비교 평가하여 각 기기에 대한 전반적인 선호도를 파악하고, 이를 통해 임상 현장에서 아동·청소년의 비만 치료/관리 시 활용하는 활동량계 선택 기준에 대한 기초정보를 제공하는데 그 목적이 있었다. 초등학생 30명과 중학생 30명에게 각 1주씩 세 가지의 활동량계를 사용하게 한 후, 각각의 활동량계마다 설문을 통해 선호도를 조사하였다. 각 문항의 응답수준별 빈도 및 백분율을 제시하였으며, 피셔의 정확 검정(Fisher"s exact test)을 통해 기기 간 응답분포의 차이에 대한 통계적 검정을 수행하였다. 모든 통계 분석은 SAS(9.2) 프로그램을 이용하였다. 선호도 설문조사 결과 시계 형태이면서 고무재질로 구성되어 있는 활동량계에 대한 선호도가 높았으며, 활동량계 사용 및 연동 어플리케이션의 기능이 신체활동량 증진에 도움이 되었다고 답변했다. 또한 활동량계와 연동된 어플리케이션에서는 걸음수와 소모열량 등을 확인하는 기능을 가장 많이 사용했다. 추후 활동량계의 활용이 아동·청소년의 신체활동 증진 및 비만 관리에 도움 되는지에 대한 실제적인 실험 연구도 이루어져야 할 것이다. The purpose of this study was to provide basic information on physical activity tracker selection criteria when integrated platform-based obesity management program utilizing physical activity tracker is implemented. In this study, we investigated preference of children(n=30) and adolescents(n=30) for three physical activity tracker through questionnaire. These devices have different characteristics in function, design, interlocking applications. Children and adolescents were asked to use a different device each week for 7 consecutive days and completed structured questionnaire after using each device. Frequency and percentage of the responses to the items of each question was proposed. Fisher"s exact tests were used to examine response distribution between device. All statistical analyzes were performed using the SAS 9.2 program. The results showed that they preferred monitoring function of step counts and calorie consumption in most. Also, they preferred physical activity tracker characterized by watch shape and rubber-based material. They answered the use of physical activity tracker activity and linked applications helped increasing physical activity. Based on these findings, appropriated selection of physical activity tracker will help to effective healthcare. Future research examining whether using physical activity tracker is promote physical activity and obesity management in children and adolescents will be needed.

        The HEV/EV Traction Motor Core manufacturing technology is a core component of Traction Motor Core is a key technology for the manufacture of eco-friendly automotive industry is essential for the competitiveness of the country must obtain the technology. This study was performed to develop a Rotor Core of the HEV/EV Traction Motor using the first time in Korea multi-gate BMC injection molding technique. Executed by the experiment of this study are as follows. Study 1: Developed a multi-gate BMC injection mold for the magnet fixed to the Rotor Core. Study 2: Developed a production implementation and manufacturing technology of the Rotor Core. In this study, the develop products and manufacturing technologies implemented by the BMC injection mold development for Magnet fixed to the Rotor Core and the results are discussed.

        건설공사 발주자의 안전보건관리 책임 부여에 대한 공사 참여자 인식 조사

        This study investigated the recognition difference among construction work participants for the assignment of the safety and health management responsibility to a client by survey. Recently, there were some studies for the client``s responsibility and duty and they suggested the client-initiative safety and health management system in order to prevent construction accidents. To supplement the existed studies, this study surveyed various construction participants such as clients, safety managers, construction managers, supervisors, others. The clients and construction managers considered the contractor as most important person to prevent construction accidents, but the safety managers and supervisors considered the client. For the opinion that the assignment of the safety and health management duty to a client is helpful, safety managers were agreed with the most. However, the clients showed the lowest agreement. The reasons that the negative opinion for the assignment of client``s the safety and health management were different between clients and other construction parties. Since, clients showed large difference to other construction participants for the recognition of works`` safety and health, the education about the works`` safety and health management should be continuously performed for clients to have correct recognition for works`` safety and health.

        According to this study, small-scale construction projects with a construction value of less than 300 million won are placed in the blind spot of safety management inspection. Therefore, it is necessary to improve the management and inspection system that reflects characteristics of small-scale construction sites.

      • 영국 CDM규정과 사례 분석을 통한 건설공사 발주자의 안전관리 필요성에 대한 연구

        본 연구에서는 건설공사 발주자의 안전관리 역할의 필요성과 효과에 대해 국내 와 관련규정, CDM 2015, 그리고 국내·외사례를 통하여 분석하였다. 산업안전보건법에서는 발주자의 정의가 명시되어 있지 않아 안전·보건에 대한 발주자의 책임을 물을 수 없는 것이 현살이며, 건설공사 안전관리 매뉴얼에 발주자의 역할과 책임이 제시되어 있지만 법적 구속력이 없다. 또한, 발주자 대신에 현장을 책임지는 건설사업관리기술자(감리자)는 안전·보건 분야의 전문 기술과 경력 등을 갖고 있지 않은 경우가 대부분이다. 발주자의 안전관리 필요성에 대한 다양한 연구자들의 결과는 건설공사 관련자들 대부분이 발주자익 안전관리 필요성의 중요성을 인지하고 있는 것으로 조사되었다. 영국의 경우, CDM 규정 시행 이후 평균 중대 안전사고 만인율의 크게 감소되었으며, 서울시의 경우 최근 자율적으로 수행하고 있는 발주자 선도의 안전관리제도로 2014년도 재해율이 전년도 대비44% 가량 감소되었다. 따라서 국내 발주자의 안전관리 역할과 책임을 제도적으로 명시하는 방향으로 제도를 개선하여 산업재해예방을 감소시킬 필요가 있다고 판단된다. This study analyzed the necessity and effectiveness of domestic client``s safety management in construction through investigation related regulations in Korea, CDM 2015 of United Kingdom, case studies. Since occupation safety and health acts in Korea do not define clearly the meaning of the client in construction work, construction clients were not authorized to prevent accidents at sites. Although the roles and responsibility of clients were presented in safety management manual for construction, it has no legal binding force. In addition, CM managers were not experts in construction safety management. Most researches showed that client``s safety management is needed to reduce accidents in construction sites. In United Kingdom, the death rate of workers was reduced after carrying out the CDM regulation. In Seoul, the accident rate was reduced about 44% by operating the voluntary safety management system of Seoul metropolitan government. Thus, it is need to specify the construction client``s roles and responsibility for safety management in domestic regulation to prevent accidents in construction sites.
