The Smart UAV Program was motivated by a huge potential market, a various application and future core technologies. The Smart UAV system is defined as the advanced air vehicle with the smart technology such as collision awareness and avoidance, healthy monitering and self-recovering, intelligent active control. Due to the broad interest by government, industry and academia, Smart UAV development center and government steering committee were established. The organization of the Smart UAV program consists of domestic/international companies and academia. In this paper, the process and application of system engineering was introduced for Smart UAV development program.
근사적 우도함수를 이용한 Neyman-Scott 구형펄스모형의 공간구조 분석

Neyman-Scott 구형펄스모형 (Neyman-Scott rectangular pulses model; NSRPM)은 강우의 발생, 강우세포의 강우강도 그리고 지속시간으로 표현되는 점과정에 기초한 강우생성 모형으로, 기존의 구형펄스모형 (rectangular pulse model)과 비교해서 강우사상의 군집특성을 잘 반영하기 때문에 여러 연구에서 많이 사용되는 모형이다. 하지만 NSRPM의 매개변수를 추정하는데 있어서 모멘트를 이용한 여러가지 최적화 기법들은 그 계산이 복잡하고 또한 목적함수의 구성에 따라 추정값의 변동도 크게 나타난다. 이를 보완하기 위해서, 최근 누적강수량에 대한 근사적인 우도함수 (approximated likelihood function)와 이를 통해 NSRPM의 매개변수를 추정하는 방법이 소개되었다. 본 논문에선 이 근사적 우도함수를 바탕으로 계층적 베이지안 모형을 이용하여 NSRPM에 공간구조를 표현하고 이를 통해 강우생성 모형의 공간적 특성을 알아보고자 한다. The Neyman-Scott Rectangular Pulses Model (NSRPM) is mainly used to construct hourly rainfall series. This model uses a modest number of parameters to represent the rainfall processes and underlying physical phenomena, such as the arrival of storms or rain cells. In NSRPM, the method of moments has often been used because it is difficult to know the distribution of rainfall intensity. Recently, approximated likelihood function for NSRPM has been introduced. In this paper, we propose a hierarchical model for applying a spatial structure to the NSRPM parameters using the approximated likelihood function. The proposed method is applied to summer hourly precipitation data observed at 59 weather stations (Korea Meteorological Administration) from 1973 to 2011.
Relationship of Hypertropia and Excyclotorsion in Superior Oblique Palsy

Purpose: To evaluate the correlation between hypertropia and excyclotorsion in acquired superior oblique palsy (SOP). Methods: Thirty-one patients with acquired unilateral SOP were recruited for this study. The torsional angle of each patient was assessed via one objective method (fundus photography) and two subjective methods (double Maddox rod test and major amblyoscope). The patient population was divided into two groups (concordance group, n = 19 and discordance group, n = 12) according to the correspondence between the hypertropic eye (paralytic eye) and the more extorted eye (non-fixating eye), which was evaluated by fundus photography. Results: The mean value of objective torsion was 5.09° ± 3.84°. The subjective excyclotorsion degrees were 5.18° ± 4.11° and 3.65° ± 1.93° as measured by double Maddox rod test and major amblyoscope, respectively. Hypertropia and the excyclotorsional angle did not differ significantly between the groups (p = 0.257). Although no correlation was found in the discordance group, the concordance group showed a significant and positive correlation between hypertropia and excyclotorsion (p = 0.011). Conclusions: Torsional deviation was not related to hypertropia. However, in the concordance patients in whom the hypertropic eye showed excyclotorsion, a significant positive correlation was found between hypertropia and excyclotorsion.

As the introduction of the German electoral system has been controversial, the importance of proportional representation has been emphasized. But as important as the electoral system is the party nomination system. Particularly in the proportional representation election, the candidates’ list is prepared through the nomination committee examination, but the nomination has been influenced by the party leadership. In order to improve the proportional representative nomination that lacks fairness, democracy, and transparency, I suggest the following. First, a report on the proportional representative nomination process should be prepared and released. Second, the candidate selection and ranking shall be determined by party members and supporters. Third, the Candidate Selection Committee which reviews and recommends proportional representation candidates, should be structured in a democratic way. Forth, clear standards of candidate selection should be established. Fifth, political minorities such as women and youth shall be selected. 본 연구는 다양한 선거제도의 변화를 통해 여성의 정치참여를 이끌어내고 있는 전국동시지방선거 결과를 중심으로 여성의 참여 확대 효과를 검증하였다. 그 결과를 바탕으로 공직선거법개정을 통한 점진적인 여성의 정치참여 확대 방안을 제안하고 있다. 첫째, 시 ․ 도지사선거와 기초자치단체장선거에 있어 여성할당제 30% 의무조항을 신설할 것을 제안하고 있다. 둘째, 광역의원선거에 있어서도 여성할당제 30%의 권고조항을 의무조항으로개정하고, 기초의원 지역구선거에 적용된 중선거구제의 도입을 제안하였다. 셋째, 기초의원선거에 있어 공직선거법 제26조 ②항과 ④항의 조문을 삭제할 것을 제안하고 있다. 그 외에도 몇가지의 공직선거법 조문에 대한 개정을 요구하고 있다. 이러한 공직선거법의 개정은 여성의 수적 대표성을 확대할 것이다. 이와 더불어 진정한 여성의 정치 대표성 확보를 위해 시민교육, 청년리더십프로그램, 여성의 정치아카데미, 여성정치박람회 그리고 다양한 네트워크를 통한 여성의 조직력을 강화해 공천과정에서 여성의 선택 가능성을 높여야 함을 제안하였다. 이러한 여성의 정치참여 확대를 위한 공직선거법 개정은 젊은 층의 정치참여와 다양한 사회약자의 정치참여를 이끌어내는 데 중요한 모델이 될 것이다.
