        대통령의 약속 - 노무현ㆍ이명박ㆍ박근혜 대통령 선거공약 입법산출 연구 -

        이 연구는 대통령 선거공약이 국회에서 성공적으로 입법화 되는 과정을 탐구한다. 정책선거와 대선 매니페스토의 중요성이 강조되고 있는 시점에서 대선공약을 이행하고 이를 감시하는 것은 대통령과 유권자 모두에게 주어지는 책무이다. 따라서 대통령 선거공약이 입법의제로 설정되고 성공적으로 법제화 되는 과정에 영향을 주는 동인을 밝히는 것은 학문적으로 의미 있는 시도이다. 이러한 연유에서 이 연구는 노무현ㆍ이명박ㆍ박근혜 대통령 임기 동안 대선공약 정부법안이 국회에서 원안가결 되는 과정을 분석하였다. 대한민국 헌법 제52조에 따라 정부가 법안을 국회에 제출할 수 있는 권한을 가진다는 사실에 의거하여 정부제출법안의 국회 원안가결에 대선공약 독립변수가 어떠한 영향을 주는지 통계검증 하였다. 이항 로지스틱 회귀분석 결과, (1) 대통령 선거공약 변수는 정부제출법안의 국회 원안가결을 감소시켰다. 그리고 (2) 대통령 직무수행평가가 긍정일 때 제출되는 대선공약 정부법안 또한 국회 원안가결이 감소하였다. 그러나 (3) 대통령 임기 12개월 이내에 제출되는 대선공약 정부법안은 국회 원안가결이 상대적으로 상승(원안가결이 감소하는 경향이 약화됨)하여 밀월효과가 나타났다. 마지막으로 (4) 국회와 단점정부 관계일 때 제출되는 대선공약 정부법안은 오히려 국회 원안가결이 감소하였다. 5년 단임 대통령제에서 대선공약을 추진하는 것은 녹록지 않으며, 여당 내 파벌갈등이 극렬하면 대통령 선거공약 의제가 정치적 지지를 받지 못하는 것으로 이해된다. This article investigates the successful legislative process of the presidential election pledges in the National Assembly. With respect to the importance of policy-oriented elections and manifesto in presidential elections, it is a responsibility both for the president and the electorate to fulfill campaign pledges and to monitor the performance. Therefore, it is a meaningful attempt to illuminate agents influencing the presidential election pledges during legislative agenda-setting and successful legalization. Specifically, this study analyzes the approval of original government bills referring to the presidential election pledges during Roh Moo-hyun, Lee Myung-bak, and Park Geun-hye Administrations. According to Article 52 of the Constitution of the Republic of Korea, which gives the executive branch the right to introduce bills, this paper statistically tests the effect of the presidential election pledges on the approval of original government bills in the National Assembly. The binary logistic regression results illustrate that (1) the presidential election pledge variable has a significant negative effect on the approval of original government bills. (2) The presidential job approval also makes the presidential election pledge variable have a negative effect on the passage of original government bills. However, (3) a honeymoon effect relatively occurs between the presidential election pledge variable and the approval of original government bills when the bills are introduced during the first year in office(a decreasing tendency of the approval of original government bills is mitigated). Lastly, (4) unified government helps the presidential election pledge variable rather decrease the approval of original government bills. A 5-year-single-term presidency can impede the fulfillment of presidential campaign promises, and factional conflicts within the ruling party can also diminish political support towards the presidential election pledge agendas.

        팀조직에서의 비서의 역할과 교육훈련

        Recently, team management system has been widely introduced in order to build more dynamic organizational capacity. The structural change to a horizontal organization to overcome turbulent corporate environment includes the changes in organizational members' role and responsibility and human resource management. In that sense, the role of secretary is not an exception. This article discusses the changes in the role of secretary in a team and its required training and education program for secretary. The new role should be extended to the role of a team supporter or coordinator with multi skill including leadership. To make the role more effective and efficient, it is necessary that the management and its team members also understand and support the new role of secretary.

        초·중학교 교육과정 이수 기준의 도입 필요성 및 방향 탐색

        우리나라에는 「초·중등교육법 시행령」 제50조와 성취기준 및 평가기준 등이 존재하지만, 특히 초·중학교에서 개개인의 학생이 학년/학교급의 교육과정을 이수했다는 기준으로서 무엇을 어떠한 수준으로 통과해야 하는지와 그에 도달하지 못한 경우에 대한 지원 방안이 미비하여 학년/학교급이 올라가면서 초·중학교에서 학생들의 학력 저하 문제가 발생하기 쉬운 구조를 형성할 뿐 아니라 이에 근거한 공교육에의 의도적 소홀이 나타나고 있다. 이에 본 연구에서는 설문 조사를 통해 교육 현장과 일반 시민을 대상으로 초·중학교 교육과정 도입 필요성 및 방향에 대한 요구를 분석하고 그 결과를 바탕으로 성취기준과 평가기준의 한계를 보완한 교육과정 이수 기준의 도입과 이의 활용을 위하여 해당 학년/학교급에서의 학습 결손을 확인하고 이를 보정하여 다음 단계로 진급을 도모하는 ‘보정주의’의 적용을 제안하였다. Korea has Article 50 of the Enforcement Decree of the Elementary and Secondary Education Act, which describes achievement standards and achievement levels. However, for individual students to meet the criteria for completing the curriculum in elementary and middle schools, the criteria for these standards should be passed, and the support measures are accordingly insufficient. As a result, as the grade/school level rises, it not only forms a structure in which students’ educational background degradation problems are likely to occur in elementary and middle schools but also intentionally neglects public education based on this. Therefore, this study analyzed the necessity and direction of introducing the elementary and middle school curricula of the educational field and ordinary citizens through a survey. Based on the results, the following two were proposed. First, standards of curriculum completion that complement the limitations of achievement standards and achievement levels should be introduced. Second, elementary and middle schools should check students’ learning deficits at each grade/school level using the standards of curriculum completion and correct them to promote students to the next grade/school level.

        Demand Response(DR) resource is considered a high potential resource to meet the increasing demand for electricity in line with key keywords such as nuclear power plants, fine dust, and sustainable energy, which are important issues in the energy sector in recent years. Currently, DR market has been steadily increasing resource capacity and payments for demand resources until recently until three years after its establishment, but the utilization of demand resources for annual peak reduction is less effective. Furthermore, there is no optimal operation algorithm for determining the object of demand resource and DR capacity when peak reduction DR events occur. In this paper, we developed an algorithm that can calculate the annual peak reduction effect considering the operational characteristics of demand resources so that the demand resources can be utilized at a meaningful level. In addition, GAMS is used as a program to simulate optimal operation algorithm of peak reduction DR, and related departments that operate the demand market can use it as a reference for market operation.

        Since the opening of the demand response market in 2014, there has been a lot of change in the electric power market. The biggest change is that the role and benefits of the electricity power buyer is not just a consumer but a new service provider in various fields as an energy prosumer. In this context, all consumers who consume electricity are eligible to participate in the electric power market. Now, the participants who has tradable demand resources are large-scale electricity consumer, all of the participants in DR market, but be expected to gradually expand to general consumers. Demand(DR) resources are an effective way to meet the increasing demand for electricity in line with key keywords such as nuclear power plants, fine dust, and renewable energy, which are important issues in the energy sector in recent years. Also, considering the government"s policy and plan to activate electric vehicles, developing related services to participate in the electric power market using electric cars is a way to activate the electric power market and DR market and to increase benefits and value. In this paper, we have studied the way of participating in electric power market utilizing electric vehicles based on the analysis of current electric power market policy. In particular, we proposed simple business model that can be used when electric vehicles are connected to small and medium sized buildings through electric vehicle chargers.

      • Drop on demand electro-hydrodynamic printing induced by square pulse voltage signal

        Electro-hydrodynamic(EHD) printing is receiving a huge interest due to its high resolution printing capability along with many advantages such as reduced manufacturing steps and non-toxic, flexible processes. However, many issues are yet to be resolved to realize high volume fabrication process. In this work, to demonstrate high resolution EHD printing on demand, square pulse voltage signals are applied between a hole-type electrode and a nozzle where working fluid is supplied from a reservoir at constant pressure. By varying voltage signals and hydrostatic pressure applied to the nozzle, a change in jetting start time is observed. Also, continuous, fine jet pulsating, and droplet pulsating mode are observed as the voltage signal induced varies. Of all modes, the behavior of droplet pulsating mode with various voltage signals is studied and optimized voltage signal is demonstrated.
