복지국가의 정치

본고는 시민권과 복지정치의 연관성을 고찰하면서, 미국과 영국의 보편적 시민권 발전이 구체적으로 어떠한 복지국가의 정치적 과정에서 작동하였고, 또 때로는 후퇴하기도 하면서 발전해 왔는지를 비교해 보고자 한다. 복지국가가 확대되던 시기에 관해서는 중위 투표자 이론이 복지국가의 정치경제적 설명틀로서 유력하였다. 하지만 신자유주의의 등장이후 복지국가의 재편기에는 시민권 이론, 정당 내 정치조직의 전략 이론, 비난 회피의 전략 등이 다양하게 제시되고 있다. 여기서는 특히 사회적 시민권 이론을 주목하고자 하는데, 이는 보편적 복지 제도 확립 과정에서나 복지국가의 재편에 영향력을 미치는 제도의 경로 의존적 탄력성을 설명하는데 유효한 의미를 가질 수 있다고 생각되기 때문이다. 본고에서는 영국과 미국의 보건의료 개혁과 공적 부조의 개혁, 두 사례를 교차적으로 비교한다. 보건의료 개혁은 두 나라 복지체계의 가장 큰 차이점으로서, 또 공적 부조의 개혁 사례는 두 나라가 공통된 방향으로 유사한 변화를 보여주면서도 사회안전망으로서 잔여적 복지제도가 정치적 결정에 의하여 어떻게 변형되어 가는지를 예시해 준다. This study examines the relationship between social citizenship and welfare politics, comparing citizenship development and political processes of the welfare states in Britain and the USA. Also, the study compares the health and welfare reforms in those countries. It is examined how the rational choice of median voters, the institutional centralization of political power, the party leadership and class coalition contribute to the welfare politics of citizenship in Britain and the USA. The health systems and reform processes are the distinguished differences among them. On the other hand, the welfare reforms of both countries had changed in the same direction, though the patterns of the transformation showed their unique political characteristics.

As the automobile industry is developing, the number of deaths and injuries has increased. To reduce the damages from automobile accidents, the government of each country proposes experimental conditions for reproducing the accident and establishes the vehicle safety regulations. And automotive manufacturers are trying to make safer vehicles by satisfying the requirements. The Hybrid III crash test dummy is a standard Anthropomorphic Test Device (ATD) used for measuring the occupant’s injuries in a frontal impact test. Since a real crash test using a vehicle is fairly expensive, a computer simulation using the Finite Element Method (F.E.M.) is widely used. Therefore, a detailed and robust F.E. dummy model is needed to acquire more accurate occupant injury data and behavior during the crash test. To achieve this goal, a detailed F.E. model of the Hybrid III 5th percentile female dummy is constructed by using the reverse engineering technique in this research. A modeling process is proposed to construct the F.E. model. The proposed modeling process starts from disassembling the physical dummy. Computer Aided Design (CAD) geometry data is constructed by three-dimensional (3-D) scanning of the disassembled physical dummy model. Based on the geometry data, finite elements of each part are generated. After mesh generation, each part is assembled with other parts using the joints and rigid connection elements. The material properties are obtained through various material tensile tests.

사회적 포용을 위한 거버넌스 - 연계 전략 및 정책적 함의 -

빈곤과 사회적 배제는 인류 역사에 항상 다양한 형태로 존재해 왔는데, 최근 빈곤정책 패러다임의 전환에는 사회적 배제(social exclusion)라는 개념에 대한 관심이 큰 역할을 해왔다. 사회적 배제와 빈곤은 유사한 개념이지만 단순히 유사함을 넘어서 빈곤의 근본적 원인이 사회적 배제라고 볼 수 있으며, 배제는 빈곤의 다양한 사회, 문화, 경제적 취약성을 가로질러 발생하는 박탈을 설명해 주는 핵심개념이다. 사회적 포용(social inclusion)이라는 개념은 사회적 배제에 대한 적극적 대응의 개념으로서 사회 구성원들의 온전한 참여를 통해 경제, 사회, 문화적 장벽을 낮추려는 다차원적 과정을 일컫는다. 그리고 사회적 포용을 위한 전략들에서는 거버넌스(governance)가 매우 중요하고 필수적으로 언급되고 있는데, 이는 사회적 포용이 각계 각층의 행정부 각 부서들과 다양한 지방정부들뿐만 아니라 시민사회의 민간 및 자원 단체를 포괄하는 협력을 중요시하기 때문이다. 거버넌스란 곧 사회적으로 수용가능한 사회적 스탠더드를 확립하기 위한 조직화된 행동들로 볼 수 있다. 지역 및 시민적 통제의 여지가 더 필요해지고 평범한 시민들이 자신의 삶의 기회와 미래에 대하여 영향을 주게 될 사회복지, 보육, 보건서비스 등에 대하여 더 많은 결정권을 요구하게 되면서, 이로 인해 새로운 정치적 거버넌스의 필요성이 대두되고 있다. 본 연구는 다양한 국가들(영국, 아일랜드, 스페인 등)에서 사회적 포용의 전략과 거버넌스, 연계의 전략을 비교론적 방법으로 검토함으로써, 그 정책적 함의와 활용의 가능성을 탐색하는데 논문의 목적을 둔다. Poverty and social exclusion are a reality in every society of human history. Recent paradigm shift of poverty policy has been driven by the concept of social exclusion. Social exclusion is more than just being poor, it is the cause of poverty. People in social exclusion can face deprivation including social, cultural, and economic disadvantages. Social inclusion is a multidimensional concept that focused on overcoming the social, economic, and cultural barriers to being included in the community. Social inclusion strategy essentially includes an aspect of governance, since it works collaboratively with other private and voluntary agencies, ensuring that the cross-departmental approach delivers to those most in need. Governance is defined as a means by which an ensemble of activities that is directed or controlled, delivering an acceptable range of outcomes according to some social standards. The reason for promoting greater governance is that ordinary citizens’ attention focused more on the matters of everyday life, such as social services, child care, health care and so on, in-between the big business and politics. This study addresses social inclusion strategy, governance and, joined-up work with reference to comparing the UK, Ireland, Spain, Canada, and Australia.

An eccentric check butterfly valve is used as a control valve. So to speak, the valve can be used not only a butterfly valve to control the flow rate or the pressure, but also a check valve to prevent the reverse flow. In order to play these two roles at the same time, the rotating axis of a disk is located eccentrically from the central axis of the disk. As an optimum design, a characteristic function is defined for evaluating a stability of the flow field. The height of an eccentric axis is determined by the characteristic value, and a maximum resultant pressure of the valve disk is calculated by employing waterhammer analysis when a sudden pump trip-out occurs. Based on the result of the flow filed analysis and the waterhammer analysis, a structural optimization is progressed. Through these design processes, it is derived an optimum design, satisfying the structural safety and the stability of the flow field as well as being lighter than previous models.

등가정하중을 이용한 충돌문제의 구조최적설계

Crashworthiness is on issue that we should consider when designing a passenger vehicle or an airplane for the occupants’ safety in a vehicle accident. Many governments in the world and insurance companies suggest conditions the considering the passengers’ safety in designing vehicles, and regulations which include the conditions have been utilized. The suggested regulations reflect the crashworthiness of structures in order to consider the passengers’ safety. Therefore, these conditions should be used as objective functions or constraints when optimizing a vehicle structure. However, it is difficult to apply gradient based optimization methods to a crash optimization problem because of the large nonlinearities of the problems which should be considered in the time domain. Therefore, a design method regarding the crash optimization problem needs to be developed. A crash problem should consider the crashworthiness of the vehicles. That is, a design problem should be solved regarding the crash energy conveyed from the outside and injuries of the human body. In this research, a crashworthiness design optimization method using equivalent static loads that considers the strain energy and injuries of the human body is proposed. The proposed method is applied to practical engineering problems.

건강위험과 보건정책 - 위험사회에서의 건강영향평가와 ‘모든 정책에서 건강우선(HiAP)’ 접근

위험사회에서는 부의 분배뿐만 아니라 위험의 피해를 둘러싼 쟁점들이 정치화의 추동력이 되고, 그 사회의 정치적 정당성을 구성하는 핵심적 의제가 된다. ‘위험사회’란 과학적 지식과 의사결정의 불균형이 매우 크게 괴리되어 있는 사회라고도 할 수 있다. 이러한 고도의 과학적 지식과 일반인의 몰인식으로부터 오는 불확실성, 그리고 사회에 대한 과학적 지식의 거대한 영향력에 대비되는 일반 시민들의 의사결정 비참여로부터 발생하는 책임성의 한계 등은 현대 과학의 위험성이 가지는 특성이다. 본고는 건강위험을 위험사회의 개념과 연관시켜 고찰해 보고, 다양한 사회집단의 건강위험에 대한 체계적 평가와 건강자원 배분 및 정책에 다양한 분야의 협력을 이끌어 낼 방안을 모색해 본다. 건강영향평가는 일종의 건강위험과 편익의 평가라고 할 수 있으며, 공중보건에 직간접으로 영향을 줄 수 있는 정책과 결정에 대하여 건강위험의 거버넌스와 책임의 측면에서 필수적으로 적용되어야 할 평가이다. 또한 국가가 행하는 정책결정에는 개인과 공중의 건강을 고려하는 평가과정을 거쳐야 한다는, 모든 정책에서 건강을 우선하는 접근(HiAP)을 채택할 필요성을 제안하고 있다. 또한 마지막으로 건강영향평가 및 해당정책 관련 미국, 캐나다, 영국 등의 해외 사례를 분석한다. Logic of risk rather than logic of wealth distribution now shapes political debates. The deadlock of ‘risk society’ lives in a gap between scientific knowledge and decision-making. The risk of modern science and technology imposes on each of us the burden of making crucial decisions, This situation of unawareness is due to selective transmission of knowledge and inability to know. In the face of such uncertainty and risk, it is argued for a great deal of public engagement in sphere of scientific fields. Health risk is analyzed with the concept of risk society. Health impact assessment is an evaluation of health risk and benefit of various policy and decision-making that affects the public health in terms of governance and responsibility. In addition, it is suggested that we need to adopt Health in All Policies (HiAP) approach considering the people’s health and health risk in relation to the process and assessment of the government’s decision-making with special reference to some countries’ case studies.
