규제품질관리를 위한 정책수단의 활용 및 상호관계 분석: 규제비용편익분석과 이해관계자 협의를 중심으로

과거 규제품질관리의 목적에서 전 세계적으로 규제영향분석의 도입이 활발히 진행되어 왔으며, 그 핵심적 항목으로 규제비용편익분석의 중요성이 강조되었다. 최근에는 정책과정에서의 소통과 참여가 강조되면서 규제협의에 대한 측면도 규제품질관리의 중요한 요소로 주목되고 있다. 본 연구는 규제품질관리제도의 중요한 정책수단으로 비용편익분석과 이해관계자 협의의 활용이 어떻게 이루어지고 있으며, 이들 간에 어떠한 상호관계를 나타내는지 실증적으로 분석하고자 하였다. 예비분석 차원에서 OECD의 iREG 조사결과와 우리나라 규제혁신평가 결과를 활용한 분석 결과는 규제비용편익분석과 규제협의 수준이 상당히 긍정적인 상관관계를 갖고 있는 것으로 확인되었다. 이어진 본 분석에서는 2016-2019년까지 수행된 4,284건의 규제영향분석서를 대상으로 다각적인 분석을 진행하였으며, 전반적으로 이해관계자에 대한 협의가 활발히 진행될수록 규제비용편익분석의 수준이나 충실도가 높아지는 것을 확인할 수 있다. 또한 규제 비용편익분석 수준에 대한 도구변수를 이용한 분석 결과, 반대 방향에서 규제비용편익분석의 충실도가 높아질수록 이해관계자에 대한 협의도 활성화되는 것으로 파악되었다. 이러한 결과는, 정부규제의 품질수준을 높이기 위한 경제적 분석과 정치적 논의의 수행이 선순환된다는 기존의 이론적 논의를 실증적으로 확인하고 있으며, 향후 양자의 균형적인 제도의 발전 및 활용, 개선이 이루어질 필요성을 제기한다. Since regulatory impact analysis was actively adopted worldwide for the purpose of regulatory quality management in the 1990s, the importance of regulatory cost-benefit analysis has been emphasized as a key policy tool. However, recently, as public communication and participation in the policy process have been more emphasized, regulatory consultation is also drawing more attention as an important tool for regulatory quality management. This study empirically investigates how well cost-benefit analysis and regulatory consultation with stakeholders are utilized as policy tools and what kinds of relationships they have in the current regulatory quality management system. For preliminary analysis, OECD iREG survey results and departmental evaluation results for regulatory innovation in Korea are utilized. They reveal a positive relationship between cost-benefit analysis and regulatory consultation. The results of the subsequent main analysis of 4,284 RIA statements in 2016 -2019 also confirm that more active regulatory consultations have a positive effect on the possibility of conducting a more substantial cost-benefit analysis. In addition, according to the results of a regression analysis using the instrument variable for enhanced cost-benefit analysis, it turns out that the positive influence can also be applicable in the reverse direction. In conclusion, these results empirically confirm the existing theoretical discussion that the policy tools of economic analysis and political discussion have synergistic effects for increasing the quality of government regulations, and suggest the need for balanced development and utilization of these economic and political tools in the regulatory management system.
연료물성을 고려한 자동차 연비 측정 방법의 개선에 관한 연구

A chassis dynamometer test cell is employed along with a CVS (Constant Volume Sampler) system to test for both vehicle exhaust emissions and for fuel economy. The current fuel economy test method for gasoline and diesel fueled vehicles is called the Carbon-Balance method, and it works by testing the vehicle exhaust emissions for all carbon-containing components. Through conservation of mass, the carbon that comes out as exhaust must have gone in as fuel. However, there are significant differences between the real vehicle fuel rate(fuel flow metering method) and the CVS measured fuel consumption(carbon-balance method) during vehicle fuel economy tests. This is a concern because a different property characteristics of vehicle fuel are used during a test. It is important to be able to relate mass emissions to mass fuel consumption in order to understand and control vehicle engine performance. In addition to the standard test equipment for vehicles, a highly accurate fuel flow meter is installed that measures the mass of fuel consumed by the engine during chassis dynamometer tests. A diesel vehicle was tested over CVS-75 mode (standard Fuel Economy protocols), where it is found that the fuel flow meter mass measurements correlate with the carbon-balance fuel consumption results measured with the CVS. Experiments are performed using two different test method where equivalent results are obtained. The carbon-balance fuel economy performance of the CVS is compared to that obtained with a fuel flow metering method. This paper will explain the principles behind the new testing methods as well as the equipment required to accurately test vehicle fuel consumption. The techniques have been optimized for the chassis dynamometer, and the current bio-diesel fuel configuration is given as an example.

Noh Jungrye(盧重禮) can be cited as an representative royal doctor of early Chosun dynasty. He collaborated in the development of korean medicine out of the influence of chinese medicine. He made an systematical approach on supply and propagation of The Native Herb Medicine(鄕藥) which promoted the independence of Korean medicine. The edition of 「HyangYakJibSungBang(鄕藥集成方)」 (Compendium of Prescriptions from the Countryside) was the result of this effort establishing the originality of Korean medicine. He also strengthened in the medical support new born child editing 「TaeSanYoRok(胎産要錄)」 as their mortal rate was high in that time. In social-political aspect, being appointed in Dangsanggwan(堂上官) as a doctor, was controversial as even after his death this discussion kept on. On the other hand this designation prompt other doctors to devote in Korean medicine.

This paper treats with transitional development of medico-hygienical situation in district Yanbian along with the evolution in specific field of medicine. This work is particularly important in shaping TKM identity as TCM embraces Chao medicine asserting it as one included in TCM. This research deals with themes of migration of Chao minorities to this territory and their medico-hygienical situation. Lifted bans on immigration in late Qing dynasty with uncertainty of Korea(Chosun) triggered the immigration to this district. The flow was heavily strengthened under the influence of Westerners and Japanese imperialism into china which consequently provoked the ruin of Qing dynasty. the civil war between republicans and communist and the socio-political changes in Korea. As population growths, the establishment of hospitals and immigration of healthcare professionals were also increased. Though this district is located in Chinese mainland the influence of Japanese was also relevant which lead to medical practice reflecting both sides. Mutual combination and influence of western (contemporary) medicine, TCM and TKM practices made the particularity of Chao medicine.

As the interest on the air pollution is gradually rising up at home and abroad, automotive and fuel researchers have been working on the exhaust emission reduction from vehicles through a lot of approaches, which consist of new engine design, innovative after-treatment systems, using clean (eco-friendly alternative) fuels and fuel quality improvement. This research has brought forward two main issues : exhaust emission and PM particle emissions of gasoline vehicle. Exhaust emission and PM(particulate matter) particle of automotive had many problem that cause of ambient pollution, health effects. The main particulate fraction of automotive exhaust emission consists of small particles. Because of their small size, inhaled particles may easily penetrate deep into the lungs. The rough surfaces of these particles make it easy for them to bind with other toxins in the environment, thus increasing the hazards of particle inhalation. Based on the oxygenated fuel types (MTBE, Bio-ETBE, Bio-ethanol, Bio-butanol), this paper discussed the influence of oxygen contents on gasoline vehicle exhaust and nano-particle emissions. Also, this paper assessed exhaust emission characteristics using 2 type test mode. The test modes were CVS-75 and HWFET mode.
