The ultimate value and goal of ongoing international campaign program for the disable is to integrate them into society. Rather than treating the disable as non-ordinary people who should be confined to special place, people should encourage the disable to lead normal life . Through such efforts to accomodate them to normal life, the handicap can he integrated into society and their basic right to live together as a human being can be guaranteed . For the sake of successful integration, it is critical to provide job rehabilitaiton program that make them enjoy the right and obligation to work voluntary, leading to stand on their own feet. However existing program have kept providing merely perfunctory jobs, forcing the disable to leave the job. To break off the malicious cycle, Professional program that are tailored in accordance of the handicap types are necessary. Therefore the goal of this study is to find out ways to provide job rehabilitation program that consider individuality of the disable. Followings are ways to improve such program. Firstly, departing from providing uniformed program to the disable, the rehabilitation program should be designed in accordance with individual disability's types and severity. The benefit should be shared by all kinds of disabled people. Rehabilitation program need to be upgraded and the content of program should be diversified. Regulation that makes mandatory for such program to have professional workers help the disable should be in place. Subsidy for salaries for such professional worker is necessary. Increased support for basic equipment, development of content of the program, and the distribution of the data are urgent. Secondly, until now jobs available for the disable have been very limited. As the economic environment changes the scope of jobs for the disable should be extended. So the disable can have the opportunity to choose jobs that fit them most. Along with this, specialized job rehabilitation program which take into consideration the individual disable people's aptitude and interest should be set up. And such program should proceed consistently so the program can not only create jobs for the disable but also help them maintain their jobs. Thirdly the job program should reflect needs of the disable and set up specialized department that fits the labor market's conditions and reality. To do so, the program should be run flexibly. Fourthly government, recruiting companies and small-medium sized companies should be encouraged to stand by regulations and code relating to the disable. To raise awareness among the public about the disable, aggressive campaign through media, poster, internet should take place. However even if the job rehabilitation program secure enough funds, good system and policy for the disable these program cannot be successful without active involvement of the disable. Government, corporation and non government organization should put their head together to improve labor market for the disable . In a word, it requires legal, economic and social, administrative changes to rehabilitate the disable.
