『재난대응 안전한국훈련』시 軍의 ‘워-게임(War-Game)’ 과정을 적용한 효과적인 ‘토론기반훈련’ 에 관한 연구

연구목적: 재난대응안전한국훈련시 토론기반훈련을 효과적으로 실시하기위한 방법을 제시하기 위함 이다. 연구방법: 이를위해 선진국의 재난대응훈련을 분석하고, 현재 우리 군에서 작전계획 수립시 적용 하고 있는 워-게임(War-Game) 과정을 적용하여 훈련 시나리오를 제시하였다. 연구결과: 한가지 형태 의 재난 상황에서 수개의 우발상황을 염출할 수 있었고, 매뉴얼에 대한 보완소요를 도출해 낼 수 있었 다. 연구결론: 따라서, 결론적으로 군의 워-게임(War-Game) 과정을 재난대응안전한국훈련시 토론기반 훈련에 적용한다면 효과적인 훈련이 진행될 수 있다. Purpose: The purpose of this paper is to present a method for effectively conducting discussion-based training in disaster response safety training. Method: To this end, we analyzed the disaster response training of developed countries and suggested the training scenarios by applying the war-game process that is currently applied in the operation planning of our military. Result: In one disaster situation, several contingencies could be identified, and supplementary requirements for the manual could be derived. Conclusion: Therefore, in conclusion, if the military war-game process is applied to the discussion-based training in disaster response safety training, effective training can be carried out.

본 연구는 범주 불균형이 존재하는 기업부도 예측문제를 해결하기 위하여 AUROC 기반의 앙상블 학습기법인 AUCBoost 모형을 제안한다. AdaBoost 알고리즘은 오분류된 표본에 강화된학습기회를 제공하는 장점이 있지만, 산술평균에 기초하여 기저 분류자의 결합 가중치를 결정한다는 점에서 범주 불균형 문제의 해결에 한계점이 있다. AUCBoost 알고리즘은 범주 불균형의 성과지표로 활용되는 AUROC를 활용하여 AdaBoost 앙상블 학습을 수정한 부스팅 기법이다. AUCBoost 알고리즘은 이차계획법을 활용하여 최종 분류자의 AUROC를 최대화하는 것을 학습목표로 한다. 실증분석을 위하여 정상기업 10,000개의 관측치와 500개 부도기업 관측치로구성된 샘플을 수집하여 범주 불균형 비율에 따라 5개의 하위 샘플로 구성하였다. 7개 재무비율군에서 가장 높은 AUROC를 가진 7개의 재무비율을 독립변수로 선정하였다. 각 하위 샘플별로 30회의 교차타당성 검증을 수행한 결과, 첫째, 범주 불균형 비율은 앙상블 학습 성과에 부정적인 영향을 미치는 것으로 분석되었다. 둘째, AUCBoost 알고리즘은 기존 AdaBoost 앙상블 학습의 유의한 성과개선 효과를 제공하는 것으로 분석되었다. 마지막으로 범주 불균형 정도가 심해질수록 AUCBoost의 성과개선 효과가 높아지는 것으로 분석되었다.

Was Bunin in seiner langen literarischen Tatigkeit immer interessiert hatte, war die Frage uber das menschliche Dasein: seine Bedeutungen und Bedingungen, Andere Probleme stellten sich fur ihn als zweitrangig dar. Er faβte das leben als einen kosmischen Prozeβ: Das irdische Leben bildet nur einen Bruchteil des endlosen Prozesses: und das menschliche Sein stellt bloβ einen winzigen Bestandtell des grenzenlosen Universums dar. Bunin war der Meinung, daβ die Menschen erst dann den wahren Wert des Lebens erkennen wurden. Sie begreifen jedoch dies nicht, sondern verherrlichen das eigene "Ich", also Selbstverherrlichung. Die Menschen wollen alles erlangen und Besitz nehmen. Das blinde Vertrauen auf die eigene Fahigkeit ergab die maβlose Gier, den Neid und die Habsucht, welche eine verhangnisvolle Folgen hervorbringen wurden. Die Menschen werden immer starker die Sklaven des eigenen "Ich". Darauffolgend werden sie von allen anderen, Mitmenschen und Natur, isoliert, Diese Isolierung bahnt den Untergang der Menschen. Dies war die Grundlage, auf der Bunin die Gesellschaftsfrage und Geschichte zu verstehen versuchte. In den Jahren nach 1912 wandte Bunin seine Aufmerksamkeit dem Westen zu, wobei seine Ansicht eine allgemeine Bedeutung erwerben konnte. Er sah das gleiche Los im Westen wie das in Ruβland. Von der Grundlage der westlichen Zivilisation fand er die Gier, den Neid und die Habsucht, die den Verfall der westlichen Zivilisation ausdrucken, Ihr Verfall sei nur eine Wiederholung der Geschichte in den Augen Bunins. weil er den Beweggrund der menschlichen Tat im Westen in alten Zeiten wiederfand. Diese Ansichten sind in "Brat'ja" und "Gospodin iz San Francisko" deutlich erkennbar. In "Brat'ja" legt Bunin einen Lehrsatz aus, wobei seine Auffassung vom Buddhismus eine erhebliche Rolle spielt. In "Gospodin iz San Francisko" und " Otto S(s자 위에 ˘표시)tejn" dramatisert er diesen Lehrsatz. Er hatte nirgendwo deutlich die Losung solcher Probleme geauβert, aber man kann genug die Andeutungen firden. Die Wiederherstellung der Harmonie zwischen den Menschen und der Natur sei die unerlaβliche Bedingung fur ihn. Sie Konnte erreicht werden, wenn die Menschen sich von der Gier, dem Neid und der Habsucht befreien wurden. Wahrend sich seine Zaitgenossen mit der Erneuerung der politischen und sozialen Systeme fur die Losung der Probleme denen sie begegneten, beschaftigte, hatte sie Bunin in Bewuβterwerden des Individuums gesucht, Schlieβlich in "Sny C(c자 위에 ˘표시)anga" stellt er eine Frage uber den Sinn des irdischen Seins.

Sustainable future and the general education

Education is an activity of helping people to live independently. The essential aspect of education lies in the fact that the man of today teaches the man of tomorrow. Although tomorrow will be made by the choices what we make today, the responsibility for tomorrow is not on our shoulders but on the shoulders of next generation. The fundamental dilemma of education reveals itself in the reality of that we who cannot take over the responsibility for the future have to educate the next generation who cannot avoid that responsibility for their own times, especially in the period of rapid changes occurring nowadays. We have to educate the next generation to be able to get over the crisis and threats of the future bravely facing to the changes and overcoming the challenges. The crisis are very: the crisis of peace and democracy and the one of rapid climate change; on the one hand, on the other hand the threats comes from the unstable job markets. Education has to provide endless abilities with which the next generation will surmount the crisis and adjust themselves with the changes. The abilities are of critical thinking, humility, moral judgment, caring, inclusion, communication, and of self-learning that the next generation has to cultivate throughout their life. Only then will future sustainability be secured. The cultivation of these qualities is also the goal of both human formation education and civic education. General education at universities also aims the cultivation of these qualities. The times, therefore, demand that universities provide more elaborated general education. Global crises and changes affect dramatically East Asia. East Asia has unfortunate histories, sometimes summoned by politics. The ill-fated histories amplify these crises and cause regional tensions. In order to build a healthy foundation for life in East Asia, it is a urgent necessity to carry out collaborative research among general educators and the development of joint educational programs for the students in the region.
