        도시공원 이용자 행태에 따른 공공안전성 분석

        이 연구의 목적은 공공안전성 확보, 공원화 계획을 위한 객관적인 기초 자료와 도시 공원에 대한 설계에 있어서의 합리적인 기준을 제시하는데 있다. 이 연구의 주요 내용은 어린이 공원, 근린공원에 있어서 법적 체계의 공공안전의 개념을 검토하고 공원의 실제적인 조건과 공공안전 수준에 대한 공원 이용자의 인식을 조사하는 것이다. 이러한 긍정적인 접근 방법은 여러 공원들의 공공 안전에 영향을 주는 여러 가지의 다양한 특성들로 분석되어 질 수 있다. 이러한 다양한 특성들은 광주시에 위치한 4개의 공원 즉, 어린이 공원으로 분류된 어린이 대공원, 차돌 공원 그리고 근린 공원인 염주공원, 시민 공원에 대해서 설문지를 이용하여 분석하였다. 이러한 것들은 다음과 같이 구성된다. 공공안전에 대한 인식, 반사회적 행위에 대한 경험 유무, 범죄 활동에 있어서의 이용자의 대처 방향 그리고 범죄 예방 프로그램이 그것이다. 공원에 있어서 공공안전과 관련하여 응답자의 91%가 공공안전은 중요하다고 응답하였다. 그리고 공원 이용자의 약 21.1%는 반사회적 행위와 관련되는 경험을 하였다고 응답하고 있다. 또한 반사회적 행위가 발생했을 때 질문을 받은 81.6%의 공원 이용자중 59.4%는 경찰서(파출소)에 의존하는 반면 나머지 2.2%는 공원 관리소에 의존한다고 하였다. 따라서 공원을 자주 이용하는 사람들의 의견과 경험을 듣는 것은 새로 운 도시공원시설의 건축을 계획하고 설계할 때 매우 중요한 요소라 할 수 있다. 즉, 안전사고와 범죄로부터 항상 노출되어 있기 때문에 공원 및 단지 계획 수립 단계에서부터 시공단계에 이르기까지 세밀한 집행은 물론 기존의 방범시설에 대한 효율적인 운영체계의 강구 등이 이루어질 때 도시환경은 안전성과 건강성이 확보된다. The purpose of this study is to suggest desirable criteria for the guarantee of public safety and objective basic data for park planning and design in urban park. The principle contents of study examines the concept of children park, neighborhood park find public safety in legal system, investigates cognition of park users about the actual condition and public safety level in park. The positive approach is analysed by main variables which have an influence on the public safety of parks. These variables are analyzed using a questionnaire regarding four parks located in Kwangju city. These are composed of the following: the cognition of public safety, experience of anti-social behavior, the users` attribute on criminal activity, and the program of criminal prevention. Regarding public safety in parks, 91.0 percent of the respondents said that public safety is importance. About 21.2 percent of the park users had an experience concerning anti-social behavior. When anti-social behavior occurs, 59.4 percent, out of 81.6 percent of park users questioned, depend upon the police while the other 22.2 percent rely on a superintendent. The opinions and experiences of frequent park users are an essential resource when planning and designing the construction of a new urban park facilities.

        지역특화발전특구제도의 바람직한 방향

        The special district designation plan for regional specialization and development is a newly introduced governmental policy, which will be enacted on September 22, 2004, to legally support the specialized development of regions, to vitalize the regional economy, and to balance the national development by allowing some case-by-case exceptions of regulations to local communities in the era of localization. For this plan, which is one of the top seven policy goals of President Roh's participatory government, local governments express the great expectations with the desire to develope the regions since it adopts a new approach in which the governmental regulations may be applied differently according b the regions. Therefore, in order to vitalize the new policy the government needs to loosen the legal restrictions on the development of the greater Seoul area temporarily, which enables all local governments to participate in this specialization & development plan. What is more, since the selection for the specialization & development, whether a local government is selected or not, may bring in severe result, the central government should seek reasonable ways both to boost the development of the selected regions and to compensate the unselected ones.

      • 광주광역시 도시기능의 공간분포패턴에 관한 연구

        This study has been carried out in order to offer basic data necessary to effective planning in space structure of city by examining the concentration degree of city functions in administrative parts through analyzing space distribution of Kwangju City. This study has been resulted in ; First, service works are mostly distributed in down areas(43.2%), and particularly high in Dong-Ku which has least space for administrative part and Seo-Ku, Puk-Ku and Kwangsan-Ku was in order. It showed that the functions of the city is preponderated. Second, the area with high rate of population allotment is relatively far from downtown areas and one with high rate of indusrtrial allotment is relatively near from downtown areas. It showed us the internal space structure in Kwangju shaping a concentric circle. Third, the following areas show specialization in particular works ; ⓐ Ariculture; Tae-Ye, Ssang-Chon2, Nong-Seong, ⓑ Mining Industry; Tae-Kum, ⓒ Manufacturing Industry; Ha-Nam, You-Deuk, Bon-Chon, ⓓ Elecrical Industry; Yong-Bong, Seo-San, So-Chon, ⓔ Construction; Tae-Kum, ⓕ Wholesacle and detail; Chung-Kum, Tae-Kum, ⓖ Transportation business; Shin-An, Tae-Kum, ⓗ Financial business; Chung-Kum, Tae-Kum, ⓘ Social works; Seo-Seuk, Fourth, manufacturing industry was concentrated in industrial complex area and transportation industry in the area of gateway to Kwangju and social works in the area of educational facilities respectively.

        관광레저형 기업도시의 계획기준 설정방향

        The purpose of establishment of Tourism & Leisure style-company Cities is to develope the country through constructing multi-functional places mainly based on tourism and leisure activities including life infrastructure such as education and cultural facilities, as well as residing spaces. In order to provide proper criteria for the Tourism & Leisure style-company Cities, its plan criteria should be clear, minimized, demander-centered, executable, and environment-friendly. It is also important that the central government, local governments, and participating corporations are to be put together in order to create competitive and differentiated concepts for a region like Palm Island of UAE and Languedoc-Roussillon of France have their unique themes. Therefore, the plan criteria of Tourism & Leisure style-company Cities which will be established should be built in harmony with the current conditions in the Special Law for planned cities. It also needs to be progressed to accomplish the ultimate goal which is to develope the country evenly.

        노인주거단지 개발에 대한 수요자 의식에 관한 연구

        As the population of the aged has increased considerably in Korea owing to elongated average life of the aged and the children's consciousness of supporting the aged has weakened, people are more concerned with their selfsupport in their old days. Then, they are more interested in the residential complex for the aged as a means of selfsupport. To acquire basic data for constructing residential and welfare facilities for the aged and to present thedirection of development, this research checks the influence that the degree of preparing for the aged, family relation and social relation have on the preference of residential and welfare facilities for the aged and intends to contribute to the construction of the residential and welfare facilities for the aged. Then, the result is as follows. First, as general opinion on the life of the aged, people are most concerned about the loss of social role when they become old, responding that the type of house is general house and they are unwilling to move in. Thus, it is found that residential complex for the aged cannot be positively carried on owing to such absolute lack of demand. Second, it is found that the aged prefers residential complex in the form of lease as it is less burdensome to them economically. Thus, government and self-governing body with public property and reliability should prepare positive policy and program to develop residential complex for the aged. Third, it is found that people in the following property further recognize the development of residential complex for the aged; higher income and schooling, family type in nuclear form. Female rather than male and those with high income rather than low income are more willing to move in later. Fourth, the preference of residential complex for the aged depending on the level of preparation for the old days is higher when preparation for retirement is positive and the motive for retirement is passive. The recognition of residential complex for the aged depending on the level of preparation for the old days is higher when preparation for the old days is positive and the preparation for retirement or health state is low. The intention to move in the facilities for the aged depending on the level of preparation for the old days is higher when preparation for the old days is positive, health is bad and preparation for retirement is voluntary. Fifth, the preference of developing residential complex for the aged depending on the organic relation is further recognized when the social linkage is not smooth. The intention to move in is higher when the sense of value among family is self-developing and modern. Thus, it signifies that the aged tend to bear responsibility rather than relying on the children.
