        Selection of a Probability Distribution for Modeling Labor Productivity during Overtime

        Construction labor productivity, which is the greatest source of variation in overall construction productivity, is the critical factor for determining the project performance in terms of time and cost, especially during scheduled overtime when extra time and cost are invested. The objective of this research is to select an appropriate type of probability distribution function representing the variability of daily labor productivity during overtime. Based on the results of statistical data analysis of labor performance during different weekly work hours, lognormal distribution is selected in order to take advantage of easiness of generating correlated random numbers. The selected lognormal distribution can be used for development of a simulation model in construction scheduling, cost analysis, and other applications areas where representation of the correlations between variables are essential.

      • 건설사업관리(CM) 제도 현황과 발전방향

        Since the CM (Construction Management) delivery method, which has not been widely used in the public construction projects, was first introduced into the Korean domestic construction industry in December 1996, there has been constant controversy concerning the various aspects of its operation. There are various reasons for the controversy and its disuse, such as the lack of concrete and specific guidelines to put the delivery method in operation, lack of understanding of CM method, and public owner organization's worries about losing its vested rights. But, the essential reason for the constant controversy can be found from the existing groups' conflicting interests coming from the unique construction industry structure of Korea. In the first quarter of year 2001, the Ministry of Construction and Transportation (MOCT) and Korea Institute of Construction Technology (KICT) announced the comprehensive plan of how to operate the CM delivery system in the public construction projects. After that, the specific laws and regulations concerning various aspects of CM delivery method to be used in public sector have been being established. This research analyzes the laws and regulations established regarding the CM delivery method in order to identify the area that should be improved, and proposes the way to achieve successful application of CM delivery method in public sector. The areas examined by thins research include: legal definition of CM, qualification issue of a construction manager, types of project that CM method is to be used, scope definition of CM service, CM cost and fee determination, evaluation and selection of a construction manager, legal and contractual liability of a construction manager, and other laws and regulations which may affecting a construction manager in providing service. This research suggests two-things for the successful application of CM method In public construction domain. First, the controls by the government over the CM method on public construction project should be minimized and transferred to the owner's guideline, which should be developed by each public organization, and a contract between the owner and construction manager. In other words, the rules and regulations by government only play the roles of defining the basic principles in using CM method in public construction The details in utilizing the CM method in a public project should be handled by the organization's guidelines and the clauses contained in the contract between the owner and a construction manager. Second thing proposed by this research is the two-step approach to the successful application of CM method in public organization. This research suggests, as the first step, that each public organization should define or measure their needs for construction management prior to utilizing CM delivery method in their project. The organization's needs to be measured include not only the needs for CM delivery method, but also the needs for in-house construction management capabilities. The needs for construction management, which varies by each organization's unique situations and characteristics, can be measured based on the number of construction projects initiated by the organization and the types of facilities delivered by those projects. After the needs for construction management are measured, the second step is the identification of the areas requiring construction management specialties. The construction management specialties for those areas can be achieved either by strengthening their in-house capability (division and personnel) or by CM delivery method. The conclusions and recommendations made by this research are based on the fundamental fact that an owner has the key to successful application of CM delivery method. The public organizations, which have the key to successful application of CM method in Korean public sector, should have more authorities and responsibilities by reducing the number of laws

        Comparison of Efficiency and Satisfaction Level on Different Construction Management Methods for Public Construction Projects in Korea

        Selecting appropriate construction management method in construction projects based on owner’s project management capacity can be a make-or-break element. Given the accelerated change in the construction environment, the need for an efficient project management of public construction projects is ever more important, as is the need to select an appropriate construction management method. However, most public project owners find it difficult to select construction management method that perfectly coincides with their capacities or project characteristics since they lack information on the efficiencies of various construction management methods. Under this context, construction management method is usually selected for the sake of convenience or to comply with regulatory requirements. As such, this study aims to provide a basis for project owners to select the most appropriate construction management methods for the projects concerned by analyzing the efficiency of various methods currently applied to domestic public construction projects and also by comparing and analyzing the degree of satisfaction of project participants under each construction management method. In terms of allocated manpower and costs, the inspection supervision method and the construction supervision method incurred additional costs of 42% and 52%, respectively, compared to the direct supervision method. In addition, as for time spent processing tasks, other supervision methods took more time than that of the direct supervision method leading to the conclusion that the direct supervision method appeared to be the most efficient construction management method.

        Study on the Issues of the Lowest Bidding through the Analysis of Working Budget Ratio of Korean Construction Companies

        Lowest bidding is one of the bidding methods in which the party that bids at the lowest price is determined as the successful bidder. Although it was adopted for the purpose of strengthening and restructuring the construction industry while easing the regulations related to delivering public construction projects, the abolition of the lowest bidding system is under discussion as it is pointed out to be one of the major causes for deteriorating construction companies’ profitability. In order to overcome the limitations of inadequate reliability and representativeness of previous studies, this study has collected and analyzed numerous execution statements for public construction projects in order to understand the present condition related to whether a reasonable construction cost that is necessary for carrying out constructions is secured for the lowest bidding and what the problems are in execution of public construction projects. The average working budget ratio of projects ordered by lowest bidding was calculated at 104.8% through analysis of the execution statements for the public construction projects. In addition, this study analyzed the trend of change of working budget ratio in terms of contract amount, public owner types, and evaluation ranking of the contractor's construction capability.

        Simulation Analysis of Labor Performance during Overtime and Impact on Project Duration

        The objective of this research is to quantify the anticipated impact of labor productivity during scheduled overtime on total project duration. In order to meet this objective, a Monte Carlo simulation model of variability and continuous deterioration of labor productivity during scheduled overtime of labor productivity during scheduled overtime was developed. The pattern of the productivity decline was modeled by the productivity curves reported by Business Roundtable in 1974 which is considered the most comprehensive study of construction overtime and labor productivity. Also, the techniques of statistical inference were used to fit a theoretical distribution to the productivity data obtained from CII research published in 1994. After performing the hypothesis tests, the lognormal distribution was selected to represent variability of daily labor performance during scheduled overtime in this simulation model. This research shows that estimating the impact of working overtime on the project duration without considering labor productivity decline leads to overestimation of the effectiveness of working overtime. This research also demonstrates that simulation analysis of scheduled overtime provides a more in-depth analysis of the overall impact on project schedule. The simulation analysis allows a project manager to assess and analyze the effectiveness of working different overtime options and to choose the right overtime option providing required schedule acceleration.

        발주자 관점의 생산적인 건설 프로젝트와 영향요소의 분석에 관한 연구

        고속도로 건설공사의 경우 기존에 건설된 고속도로에 대한 유지관리비가 증가하고 있어 신규 건설에 필요한 투자비에 대한 효율성의 혁신 및 프로젝트의 품질을 향상시키기 위한 생산성 관리가 필요한 시점이지만, 아직까지 고속도로 건설공사에 대한 생산성 및 성과 측정에 대한 명확한 기준이나 방법, 필요성이 제대로 정립되지 못하고 있는 실정이다. 이에 본 연구는 발주자의 주요 업무인 사업관리 측면에서 생산적 프로젝트의 5가지 주요 구성 요소를 정의하였다. 그리고 생산성에 주요한 영향을 미치는 43개 생산성 영향요소를 정의하고 이들을 세 개의 레벨로 구성된 위계체계로 정의하였다. 또한 고속도로 건설공사의 최대 발주자인 한국도로공사를 대상으로 설문조사를 수행하여 정의된 생산성 영향요소들이 생산적 프로젝트의 달성에 미치는 영향 정도를 파악하고 개선수요 정도를 파악함으로써, 사업의 성공적인 수행을 위하여 중점적으로 관리하여야 할 영향요소를 제시하였다. The productivity management of highway construction is required to innovate the efficiency of investment The productivity management of highway construction is required to innovate the efficiency of investment cost for newly constructed projects and to improve the quality of these projects, as the maintenance and management expenses are steadily increasing for existing highways under operation. However, clear criteria, methods or requirements to measure the productivity and performance in the construction of highways have not been properly established yet. This study defined 5 major elements of the productive projects in terms of construction management which is one of major tasks of the owner. There were the 43 influential elements significantly affecting on the productivity and these elements were categorized into the hierarchical structure which was composed of 3 levels. Also, this study conducted a survey for Korea Expressway Corporation who is the largest owner in Korea’s highway construction. As a result, major project performance indicators, which should be addressed for management, to execute the projects successfully, are presented through understanding the extent of the affection of productivity elements on the elements of project performance to attain the productive projects and through understanding the extent of demand to be improved.
