기부채납에 의해 설치되는 공공시설 계획의 최적입지 유도방안

공공기관에서는 공공기여 및 개발이익 환수차원에서 사업부지 대비 일정비율을 규정해 공공 시설부지로 기부채납 받아왔다. 하지만, 기부채납 부지는 사업자입장에서 공공시설의 종류를 선정해 왔으며 이를 토대로 각종 위원회나 공공기관내 주관부서에서는 공공시설의 위치와 규모, 개소수 조정을 기해 나간 것이 사실이다. 공공시설의 관리주체입장에서는 다분히 소극적인 대응이라 할 수 있겠다. 이러한 일련의 배경을 살펴보면 공공이 필요한 시설을 적극적으로 요구할 수 있는 기준이나 근거가 구축되지 않았기 때문이다. 이러한 모순과 문제점을 해결하고자 하는 방안모색이 본 연구의 주된 배경이다. 공공시설의 입지와 조성은 항상 해당시설의 이용주체인 이용자입장에서 접근하여야 한다. 따라서 기부채납되는 시설부지의 기능적 서비스 편익을 극대화시키기 위하여 본 연구에서는 기존의 모형을 토대로 접근성 지표모형(Accessibility Indicator Model)을 새로이 제시하였다. In Korea, public facilities within private development sites are usually constructed and donated by private developers. In the process, the developers typically have the major responsibility for public facility planning, while the local authorities passively regulate the basic factors such as the location, size, and number of the facilities. Due to the lack of standardized process or regulations, local authorities have not been able to prepare a public facility plan in advance and actively require private developers to provide necessary facilities. As a result, the needs of users have seldom been reflected to the plan for public facilities. In this paper, we propose an Accessibility Indicator Model to maximize the benefits of public facilities for the main users.

Superplastic forming/diffusion bonding(SPF/DB) processes with inner contact were analyzed using a 3-D rigid visco-plastic finite element method. A constant-triangular element based on membrane approximation and an incremental theory of plasticity are employed for the formulation. The hierarchical search algorithm for the contact searching has been applied. The algorithms for contact force processing were designed to handle equally well contact between deformable bodies, as well as rigid bodies. The plate of three and four sheets for 3-D SPF/DB model are analyzed using the developed program. The validity for the analysis is verified by comparison between analysis, experiment and results in the literature.

Cannulation of the portal vein is a rare complication of ERCP. This paper reports a case of portal vein catheterization during ERCP in a patient with choledocholithiasis. A 62-year-old man was admitted to the Presbyterian Medical Center with right upper quadrant pain and jaundice. ERCP was performed under the suspicion of obstructive jaundice caused by a radiolucent stone. Bile duct cannulation using a pull-type papillotome was attempted, but it failed. After needle-knife fistulotomy, wire-guided cannulation was performed successfully, and 10 mL contrast was injected. On the other hand, the fluoroscopy image showed that the contrast medium disappeared very quickly. Pure blood was collected when the catheter was aspirated to identify the bile reflux, indicating possible cannulation of the portal vein. The procedure was terminated immediately and abdominal computed tomography showed air in the portal vein. One day after, a follow-up CT scan showed no air in the portal vein. The patient underwent repeated ERCP, and the common bile duct was cannulated. In most cases, isolated portal vein cannulation does not result in severe morbidity. However, it is important to aware of this rare complication so that no further invasive procedure is performed on the patient. (Korean J Gastroenterol 2021;77:253-257)

SKD11 (ASTM D2) tool steel is a versatile high-carbon, high-chromium, air-hardening tool steel that is characterized by a relatively high attainable hardness and numerous, large, chromium rich alloy carbide in the microstructure. SKD11 tool steel provides an effective combination of wear resistance and toughness, tool performance, price, and a wide variety of product forms. The CNTs was good additives to improve the mechanical properties of metal. In this study, 1, 3 vol% CNTs was dispersed in SKD11 matrix by mechanical alloying. The SKD11+ CNT hybrid nanocomposites were investigated by FE-SEM, particle size distribution, hardness and wear resistance. The CNT was well dispersed in the SKD11 matrix and the mechanical properties of the composite were improved by CNTs addition. It shows good feasibility as cold work die tool.
