Of all of Nietzsche's philosophical recommendations the doctrine of eternal return is no doubt the most difficult, if not the most obscure. It is certainly his very arguable teaching and the one he thought the most important. He tells in Ecce homo that the idea of eternal return is the highest form of affirmation that can ever be attained by human being. He also calls it the religion beyond religions, the greatest stress, and the principle of selection in the service of power. The doctrine of the eternal return of all things has acctually been referred to previously-as the Dionysian faith. The man who has organized the chaos of his passions and intergrated every feaure in a beautiful totality-this ubermensch would also realize how inextricably his own being was involved in the totality of the cosmosand in affirming his own being, he would also affirm all that is, has been, or will be. There are two main streams of emphasis on eternal recurrence which seem at first to be contradictory. On the one hand, Nietzsche emphasize the inevitable, fate-full character of recurrence. There is no getting away from it. Itis the inexorable law of the world. On the other hand, Nietzsche calls upon man to use his creative power in the shaping of his own fate. Nietzsch's new reality does not dwell in a realm beyond nature and time, but is lived, experienced, and suffered. It can no longer be understood by reason alone, because it touches the very depth of the human personality. It possesses existential meaningfulness in dealing with the concrete individual being and the pressing, urgent problems of his unique life. Nietzcsche's idea of eternal recurrence breaks into two irreconcillable doctrines : the idea as an objective fact to be demonstrated by theories of physics, and the idea as a subjective hypothesis to be demonstrated by its ethical consequences. The teaching of eternal recurrence is to provide man with yet another illusion to give content to his actions and put the stamp of eternity upon his life. Nietzsche's teaching becomes a practical postulate, a necessary illusion put in place of old traditional beliefs that had lost their meaning. Nietzsche wants to destroy by his revaluation of values, performed in order to liverate us from the "du sollst", from the goals and ends and ideals of traditional morality. His concepts of the will to power and the eternal recurrence perceive man from a dimension that is not moralistic but aesthetic, obeying not a command of duty, but a innernecessity to form and create. It cannot be denied that the idea of eternal recurrence must be seen as having formative and transforming effects upon man : When you absorb this thought, it will transform you." The teaching of the eternal recurrence is a hammer in the hands of the mightiest man. It is not a doctrine for the weak who are broken by any teaching that robs them of the belief in a beyond and the hope of salvation. It is a doctrine for the free spirit, the strong, heroic individual. It is considered that Nietzsche can get over a new field by consciousness and decision of himself in the world of existential life of hyman. This is transcendency and person who realizes it is just a superman(Ubermensch). A superman raises to a stage of "I will" and ultimately "I am", getting out of servile morality which has controlled him all the while. This agrees with the ethical doctrine insisted by existentialist. I define ethical meaning of the eternal recurrence as follows : Human who falls into the fetters of necessity and destiny is possible to attain freedom that can overcome all nihilisms only by converting into Ja-sage attitude.

In the modern international community, the landscape and order are determined by which country occupies technological hegemony from the perspective of economic security. It can be said to be the era of techno-political science. The area of security investigation, which had been limited to anti-aircraft and anti-North Korea investigations, was expanded and reorganized to new security areas such as industrial technology leakage investigation with the launch of the National Investigation Headquarters on 21.1.1. Accordingly, the Security Investigation Bureau is laying the foundation for new security areas by expanding the Industrial Technology Protection Investigation Team under the National Security Investigation Unit, establishing the Industrial Technology Leakage Report Center in 202 police stations nationwide on 21.12.1. Furthermore, in order to "protect economic security" and "establish a responsible investigation system," it is essential to train and manage professional personnel with various knowledge and abilities. In particular, the industrial technology leakage investigation is an area that comprehensively requires knowledge of science and engineering to understand core technologies, securing digital evidence, and maintaining evidence capacity according to due process, I would like to propose the introduction of a more elaborately designed curriculum to foster professionals in industrial technology leakage investigation. 현대 국제사회는 경제 안보의 관점에서 어떤 나라가 기술 패권을 차지하느냐에 따라 그 판도와 질서가 결정되는 기정학(技政學)시대라고 할 수 있다. 그간 대공·대북수사에 한정되었던 안보수사 영역이 `21.1.1 국가수사본무 출범과 함께 산업기술유출 수사 등 新 안보 영역으로 확대․개편되었다. 이에 안보수사국은 전국 안보수사대 산하 ‘산업기술보호수사팀’ 확충, `21.12.1. 전국 202개 경찰서 안보계 내 ‘산업기술유출 신고센터’ 설치 및 56개 경찰서에 ‘안보수사팀’ 신설 등, 新 안보 영역에 대한 기반 구축 및 내실을 다지고 있다. 나아가 ‘경제안보수호’와 ‘책임수사체계 확립’을 위해서는 다양한 식견과 능력을 갖춘 전문 인력 양성·관리가 필수적으로 요구된다 . 특히, 산업기술유출수사는 핵심기술 이해를 위한 이·공학 지식, 적법절차에 따른 디지털증거 확보․증거능력 유지 등이 종합적으로 요구되는 융·복합 분야로, 산업기술유출수사 전문 인력 양성을 위한 보다 정교하게 설계된 커리큘럼 도입을 제안하고자 한다.

The Consular Assistance Act, which had long drifted from the National Assembly, was implemented as part 21.1.16, and various matters related to the state's consular assistance to protect the lives, bodies, and property of overseas Koreans were stipulated by law. As a result, the state can establish a more systematic and strengthened consular assistance system based on the law, and in particular, it serves as a clear legal basis for the activities of police consuls who perform the protection of overseas citizens at overseas missions. In the era of about 7.5 million overseas Koreans and 30 million overseas travelers, the range of activities of overseas Koreans and overseas travelers is expanding worldwide, and the need to protect them from the dangers of terrorism and crime in foreign countries and to support them not to be treated unfairly in foreign countries is also increasing. On the other hand, while the number of incidents and accidents related to overseas Koreans increased exponentially from 8,298 in 2015 to 16,335 in 2019 (decreased to 9,133 in 20 and 6,498 in 21 due to the impact of COVID-19), police consuls have only increased three over 11 years from 63 in 2012 to 66 (55 out of 188 overseas missions in 35 countries). In contrast, the number of consuls in charge of overseas safety at the Ministry of Foreign Affairs hired 39 people in 2018, and as of 2023, 82 people have already exceeded the number of police consuls. Therefore, this study aims to analyze the problems of the current system in various ways, focusing on the comparison between the police consul general and the consular in charge of overseas safety of the Ministry of Foreign Affairs, and to suggest more realistic and feasible improvement measures to truly protect and strengthen the lives, bodies, and property of overseas Koreans.

공공안전 관련 전략물자 이중 용도의 위험성에 대한 경찰법적 고찰

The beginning of this study dates back to February 13, 2017. North Korea's Kim Jong-nam was assassinated by a chemical weapon "VX(neuropathy poison)" at the Malaysian airport every day through a news report, which led to the start of research on strategic items related to chemical weapons in earnest. Chemicals designated and announced as strategic items may pose a serious threat to public safety when they are not used for industrial purposes, but for dual purposes, In particular, the chemical "DIISOPROPYLAMINE", which is a synthetic material for chemical weapons such as VX (neuropathy poison), is being illegally exported overseas by domestic companies, even countries that support terrorism (North Korea, Iran, Sudan, Syria, Cuba<January 2021 Redesignation>) are being exported without filtering, adding to the seriousness of the situation. Recently, there have been frequent terrorist mimicry crimes in Korea, and considering the special nature of the division between the two Koreas, South Korea is no longer a "clean state of terrorism" anymore, and we would like to suggest ways to secure public safety more realistically. Furthermore, this work is significant in that it combines the experienced knowledge and various cases acquired during actual judicial processing with theory to present new directions from a more practical perspective, away from the framework of existing strategic material-related papers that have been published so far. 본 연구의 시작은 지난 2017년 2월 13일로 거슬러 올라간다. 北 김정남이 말레이시아 공항에서 화학무기 VX(신경독)에 의해 암살된 사건을 연일 뉴스특보를 통해 접하게 되었고, 이를 계기로 화학무기 관련 전략물자에 대한 연구가 본격적으로 시작되었다. 전략물자로 지정・고시된 화학물질이 본래 용도인 산업 용도로 사용되지 않고 이중 용도로 전용될 시에 공공안전에 심각한 위협이 될 수 있으며, 특히 VX(신경독) 등 화학무기의 합성원료가 되는 화학물질 ‘DIISOPROPYLAMINE’이 국내 기업에서 무분별하게 해외로 불법 수출되고 있고, 심지어 테러지원국(북한, 이란, 수단, 시리아, 쿠바<2021년 1월 재지정>)에까지 여과 없이 수출되고 있어 사태의 심각성을 더해주고 있다. 최근 국내에서도 테러 모방범죄가 빈번히 발생하고 더욱이 남북 분단의 특수성까지 고려한다면 이제는 대한민국도 더 이상 ‘테러 청정국가’가 아님을 인식해야 하고, 보다 현실적으로 공공안전을 확보할 수 있는 방안을 제시하고자 한다. 또한 본 연구는 지금까지 발표되었던 이론 위주로 구성된 기존 전략물자 수출통제 관련 논문의 틀에서 벗어나 필자가 실제 사법처리하는 과정에서 습득한 경험지식과 다양한 케이스를 이론과 접목시켜 보다 실무적인 관점에서 새로운 방향성과 지침을 제시하였다는 점에서 본 연구의 의의를 찾을 수 있다.
