        OECD 국가들의 수렵제도 비교 분석

        This study was conducted to do a comparative analysis of hunting system in 16 OECD(Organization for Economic Co-operation and Development) countries. Hunting is one of the most advanced types for developing natural resources, esp. wildlife, which is one of major products from forest. There are two types of hunting system ; Revier and/or License System, around most countries which have traditional advanced hunting and higher hunter population. Licence system, which is chosen in Korea, is less efficient ways of hunting for maximizing economical value and wildlife management than Revier system does. Adopting better system for much more efficient economical condition from hunting in Korea in a future is a ultimate goal in this study. The first step for the goal is an analysis of these two system among 16 DECD countries ; United State, Japan, Germany, France, etc. Comparative researches in hunting regulations such as number of hunters, hunter ratio to population, hunting bags, game species, seasons, ammunition and hunting permit are a next step for adopting developed hunting system in Korea. Korea has a smallest hunter ratio to population (1/2,463) among 16 DECD centuries and economical value lead by hunting is estimated still very low. Revier system is a popular one in most DECD countries except United State, Japan, etc, which is useful for wildlife management and maximizing economical value of hunting. And usually rifles are permitted for big game hunting. Hunting examination and/or insurance are compulsory for achieving hunting permit. Depend on game species, yearly hunting bag and season are constructed in most DECD countries.

        표본점의 (標本點) 크기와 형태에 따른 작업시간의 비교연구

        The purpose of this study was to analyze the working time and the efficiency according to plot shape and plat size under the same conditions. We chose two stands which were relatively gently sloped end evenly distributed in number of trees and surveyed 198 plots, and 306 plots in each stand. 1. As to the time advantage of plot establishment method, the direct-four line establishment method was more favorable than the diagonal-line establishment method in a rectangular plot. 2. The method by Blumeleiss-Meβ trommel was more favorable than the method using a tape in a circular plot. 3. As to the time advantage, the circular plot was more favorable than the rectangular plot. Especially, the circular plot was twice more available than rectangular plot in small plot size, but enlargement of plot size gradually decreased time advantage of circular plot.

        현행 순환수렵장 (循環狩獵場) 제도에 관한 연구

        During the past 4 years, I have made a careful analysis of the present rotating system of hunting areas, on the one hand, by asking a group of hunters to fill out a questionnaire, and on the other hand, by referring to the written documents on the subject. And, as a result, it is concluded that this system, by varying the hunting grounds each year, contains in itself several problems as follows. 1. The hunters find it quite inconvenient to use a different hunting ground year after year and they also complain that the present hunting ground charge is more than it is worth. Therefore, it is expected that the number of hunters will explosively increase in the future with the betterment of hunting conditions. 2. The hunters have almost no information about game and they are, as a whole, lacking in the ethics of hunting. 3. The allotment of time in hunting training courses is not so sufficient that it is next to impossible to improve the quality of hunters. 4. As a rule, the population density of wildlife is so sparse that it falls short of the proper standard of it. 5. The present hunting system does not seem to contribute to the advancement of tourism. 6. It is absolutely necessary to make a general survey of the situation of wildlife for the legal protection of it. Besides, the interests of hunters are so closely tied up with those of farmers and foresters that dreastic measures should be taken to settle their conflicting differences. For the purpose of solving the above-mentioned problems and at the same time, of developing sound hunting practices in the long run, I hereby make two suggestions. 1. The Establishment of the Hunting License Test System It is desirable to issue a license to a prospective hunter after he has met a special qualification and then passed a test so that he may have bits of information needed for his hunting activities. 2. The Introduction of The Revier System The fundamental concept of this system is based on the assumption that the private landowner should reserve a right to the pursuit of game and take responsibility for wildlife management.

        수간석해 (樹幹析解) 전산프로그램 개발 및 생장량 계산방법의 비교에 관한 연구

        In this study the stem analysis program, which can be operated with personal computer was developed to reduce time and cost of calculation, and to increase accuracy of analysis. The stem analysis method used in this program was compared with other methods. The results obtained were as follows : The value, 1/100mm measured from the latest annual ring measurement machine (Jahrringmeβgeraete Johan Type II) was automatically inputed to the computer and saved into given file name. Turbo Pascal program was written to do this. The measured data was analyzed by stem analysis calculation program written by Fortran-77. Volume and height increments were approximated by spline function, and diameter of the stem disk was calculated by quadratic mean method. The increment values calculated by the programs were printed annually and in every five-year. Stem analysis diagram and several increment graphs were also easily printed. The result compared between those analysis methods showed that quadratic mean could reduce the error caused from eccentric pith. When the stem taper curve method, approximated by spline function, was used in the calculation of tree height and volume, increments would be more exactly calculated.

        산지묘지의 훼손지 복원을 위한 수목장지로의 전환

        The purpose of this paper was to study the issues related to converting the graveyards within forests into spaces intended for tree burials by means of planting, given the situation that the graveyards have encroached on land and damaged the environment. For the reason, a field survey was performed to determine the width, length, and distance to the nearest tree of 205 graveyards in the capital area. Through this, it was determined that the domestic lands damaged by graveyards amounted to $862km^2$, including the areas that were deforested to manage the graves. This only confirms that land encroachment by graveyards is a serious issue. The methods for making tree burial sites were examined from the perspective of how to meet public demands given the graveyard's spatial distinctiveness. As a result, this study suggested different methods to establish tree burial sites according to the degree of transformation and the term of its formation. This study also classified the graveyards into three types, and identified the planting methods that harmonized the safe growth of trees and the scenic beauty of memorial places based on the standard. This is in order to plant trees that are shade-tolerant and suitable to the forest line, along with which other tree line was and also, to plant aesthetic trees around the empty space. Through applying the developed methods, this study established and monitored two exemplary sites in Yongin and Boryeng. Aesthetic trees were planted in Yongin site which was located in an open area, aod the shade-tolerant trees were planted in Boryeong, which was located in a forest area. As a result, the image of a garden appeared at Yongin site and the image of a tree colony harmonized with the near forest emerged at Boryeong site. Therefore, it is confirmed that the method of planting according to the distribution status of neighboring trees was effective. As a result of monitoring, mulching wood chips were suitable for sites that were small or easy to approach. This is because the weeds were controlled in Yongin site by mulching. Furthermore, by monitoring the growth of 11 species of vegetation, this study confirmed that low and cover-type vegetations were suitable for tree burial sites. In Boryeong site, the wild cherry trees, which were planted as adult trees, all died, and the tilling of snake's beard, which were planted as cover vegetation, was slow. Therefore, this study found that seedlings were more suitable to plant in forest graveyards than adult trees, which were large and difficult to approach, and it was effective to use the remaining lawn and form a low vegetation after the crown of trees had expanded to such places. 본 논문은 묘지로 인한 국토잠식과 환경훼손이 심각한 상황에서 산지묘지에 수목을 식재하여 수목장지로 전환하는 것과 관련한 제반 사항을 고찰하는 것을 목적으로 한다. 이를 위하여 우선 묘지 훼손지 면적을 파악하기 위하여 수도권 9개 지역 205기의 묘지를 답사하여 묘지의 평균 가로, 세로 길이와 인접수목과의 거리를 측정하여 묘지 관리를 위해, 수목을 제거한 면적을 포함한 전국의 묘지 훼손지 면적이 약 $862km^2$에 달해 묘지로 인한 국토 훼손 문제가 심각함을 확인하였다. 수목장지 조성방법은 국민수요 요인을 묘지 공간의 특수성에서 어떻게 충족시킬 것인가를 관점으로 고찰하여 전환 정도, 조성 기간에 따른 조성기법을 제시하고, 인접수목 분포에 따라 묘지 유형을 세 가지 유형으로 분류하고, 인접 수목이 있는 면은 내음성 산림수종을 식재하고, 인접수목이 없는 면은 경관성 위주의 수종을 식재하는 기준을 적용하여 수목의 안정적 생장과 추모지 경관을 조화하는 식재기법을 제시하였다. 개발된 조성방법을 적용하여 용인과 보령에 2개소의 시범지를 조성하였다. 개활지에 위치한 용인 수목장지는 경관성 위주로 수종을 식재하였고, 숲 내부에 있는 보령 수목장지는 내음성 산림수종을 식재하여 용인 수목장지는 정원과 같은 이미지를 보이고, 보령 수목장지는 숲과 조화된 수목군의 이미지를 보여 인접수목의 분포에 따른 식재기법이 효과적으로 적용됨을 확인하였다. 시범지에 대한 모니터링에서는 용인 수목장지에서 목재칩 멀칭에 의해 잡초류가 효과적으로 억제되는 모습을 보여, 접근이 용이하고 면적이 작은 묘지는 멀칭을 통해 효과적으로 잡초 관리를 할 수 있는 것으로 나타났고, 식재된 11개 초종의 생장과정을 통해 키가 낮고 토양피복도가 높은 종이 수목장지의 지표경관에 적합한 것으로 나타났다. 보령 수목장지에서는 성목 식재한 산벚나무가 모두 고사하고, 지피식생으로 식재한 맥문동의 분얼도 활발하지 못하여 접근이 어렵고, 면적이 넓은 산지묘지는 성목식재보다는 유묘식재를 하고, 잔디를 존치하고 수관이 확장한 후에 내음성 지피식생을 조성하는 것이 효과적인 것으로 파악되었다.

        강원도 지방 소나무의 지역 간곡선 (幹曲線) 및 재적식 (材積式) 모델

        Voume functions, which are usually expressed by the function of dbh and height, are estimated commonly through the regression analysis with the highest statistical accuracy considered. In Korea, general volume functions for each tree species were prepared by means of the regression analysis with the exponential function (V=aD^bH^c) having the dbh(D) and height(H) as independent variables. In this study, regional stem curve functions for the Pinus densiflora in Kangwon-province were derived and a regional volume function model, in which the stem eulume can be directly estimated through the rotational integral of the regional stem curve functions, was prepared. The regional volume estimated by the prepared model was more accurate than the volume by the general volume table for the Pinus densiflora in Kangwon-province. Additionary, the form of stem curves derived by the regional stem curve functions showed difference tram each other. The stem in Youngwol and Wonju taper down more fast in upper part than that in other regions. These various stem forms also led to the regional difference in volume estimates.

        수목장지 님비현상의 해결 사례에 대한 분석

        This paper aims to suggest the policies to solve the short supply of tree burial sites by NIMBY syndrome. For the purpose of this study, we conducted a site visit investigation and interviewed on the solved cases of NIMBY syndrome to tree burial sites and analyzed the factors to solve effectively the loss of residents induced from the burial facilities image of tree burial sites. As the result, in domestic cases, this study deduced the successful types which are providing an economical compensation, making the tree burial sites in cemeteries and making the sites in temple forests. In foreign cases, the types are deduced that made the tree burial sites as the place of attraction image not of cemeteries, and that induced the voluntary participation of residents by economic incentive. Based on such results, this study suggested the solution plans of NIMBY syndrome such as redevelopment of cemeteries, converting the image of tree burial sites into that of attraction places, and inducing PIMFY of residents by contest.
