본고에서는 먼저 재개발사업, 최저가낙찰제 확대, 임대형민간투자사업(BTL), 대규모 개발사업 등 2006년 건설산업 및 건설경기에 영향을 미친 주요변수들의 움직임을 중심으로 건설동향을 파악하였다. 그리고 각각의 변수들이 2007년에는 어떤 모습으로 전개될 것인지를 중심으로 2007년 건설경기를 전망하였다. 아울러 2006년 시멘트를 비롯한 주요 건설자재의 동향과 더불어 2007년 예상되는 국내 건설경기가 시멘트업계에 미칠 영향에 대해서 개괄적으로 살펴보았다.

고속 VQ 부호화 알고리즘

본 논문에서는 새로운 고속 VQ 부호화 알고리즘을 제안한다. 제안된 알고리즘은 최단거리를 가질 수 없는 코드워드와의 거리계산을 피하기 위해 벡터의 두가지 특성, 평균 및 분산을 이용해서 계산량을 줄이고 있다. 제안된 알고리즘은 코드워드와 입력벡터사이의 거리의 기하학적인 관계를 이용해서 최단거리를 갖을 수 없는 코드워드들과의 거리계산을 피하고 있기 때문에 전체 탐색법과 동일한 결과를 가져다 준다. 실험결과는 제안된 알고리즘이 효과적임을 확인시켜준다. In this paper, we present a new fast VQ encoding algorithm. The proposed algorithm facilitates two characteristics of a vector, i.e., mean and variance to reject many unlikely codewords and save a lot of computation time. Since the proposed algorithm, which is based upon geometric considerations, rejects those codewords that are impossible to be the closest codeword, it provides the same results as a conventional exhaustive(or full) search algorithm. The simulation results confirm the effectiveness of the proposed algorithm.

확률적 위험분석을 통한 민간투자사업 화폐적 투자가치 평가

10년 정도의 역사를 갖고 있는 국내 민간투자사업 제도는 운영기간의 최소운영수입보장(MRG; Minimum Revenue Guarantee)과 건설기간의 국고보조금 지급을 통해 위험을 배분하는 정형화된 구조를 갖고 있다. 하지만 짧은 경험으로 인해 축적된 자료가 부족하다보니 사업의 특성에 맞는 위험배분이 이루어지지 못하였다. 최소운영수입보장률, 정부 보조금비율, 수익률 등이 유사한 협상사례를 참고하여 거의 획일적으로 결정되고 있다. 그런데 최근 인천공항고속도로, 천안논산 고속도로 등 운영단계에 들어간 민간투자사업의 우발채무발생문제가 사회적 논란이 되면서 2003년 민간투자기본계획에서 최소운영수입보장 기준을 대폭 개정하였다. 기존의 보장수준을 대폭 축소하며 보장기간도 단축하고 교통수요 발생량이 추정치의 50% 미만일 경우에는 운영수입 보장을 배제하고 있다. 향후 기획예산처는 운영수입보장을 단계적으로 축소해 나갈 예정이다. 최소운영수입보장 기준은 시장여건 등을 감안해 중장기적 관점에서 단계적으로 축소를 검토하고 있고 현행 보장 기준 하에서 운영수입보장을 배제 또는 최소화하는 사업에 대해서는 목표수익률 등을 신축적으로 적용하고 있다. 정부의 운영수입보장 축소 결정이 민간투자사업의 화폐적 투자가치(VFM; Value for Money)에는 어떤 영향을 미치는지 엄밀한 검토가 필요하다.

국가인적자원개발 정책 성과와 과제

지식기반사회가 급속히 진전됨에 따라 새로운 지식을 창출.활용할 줄 아는 인적자원의 개발.활용 및 유지.관리가 중요한 정책과제로 부각되고 있다. 우리나라는 인적자원개발회의 구성.운영(2000), 교육인적자원부 확대.개편(2001.1), 제1차 국가인적자원개발기본계획 수립(2001.12), 인적자원개발기본법 제정(2002.8), 제2차 국가인적자원개발기본계획 수립(2005.12) 등 일련의 과정을 거치면서 인적자원개발을 국가 발전을 위한 핵심 정책으로 자리매김하고 이의 효율적.효과적 추진을 위한 체제를 갖추어왔다. 그럼에도 불구하고 국가인적자원개발기본계획의 수립 및 집행방식 그리고 정책 추진체제의 구성.운영 측면에서 적지 않은 문제와 한계가 노정되었다. 구체적으로 기본계획의 수립.집행과 관련해서는 인적자원정책 관련 모든 부처들의 적극적 참여, 기본계획 및 시행계획에 대한 지속적인 모니터링 및 성과평가, 평가 결과와 예산을 연계할 수 있는 정책추진 시스템의 구축 등이 필요하다. 정책 추진체제와 관련해서는 인적자원개발 정책 수요자의 의견수렴을 위한 정책 기획.총괄.조정 기제의 개편, 인적자원개발 관련 정책의 연계.조정 기능 강화, 국가 및 지역 인적자원개발 정책 연계체제 확립, 지역인적자원개발 정책 추진체제의 재정립, 중앙 정부부처 권한의 지방자치단체로의 이양.위임 확대 및 횡적 연계 기제 마련, 산업별 인적자원개발 추진체계 정립 등이 필요하다. As knowledge based society rapidly grows, human resource development, application, sustenance and management that can create and utilize new information(knowledge) are arising as significant problems. South Korea has sustained a system for an effective drive and stabilized human resource development as a core policy for national development through the process of organizing and managing human resource development meetings (2000), expanding and finding of human resource in education(2001.1), establishing the first national human resource development plan (2001.12), reforming human resource development act (2002.8), establishing the second national human resource development plan(2005.12) and more. Despite such effort, more than a few problems and limitations have come to light in compositing and managing policy drive system, and establishing and executing national human resource development plan. In establishing and executing specific plans, active participation of all branches related to human resource policy, continuous monitoring and evaluation of plans, building policy driven system connecting evaluation results and estimates are necessary. In policy driven system, reforming system plans, summary and settlement in consideration of human resource development policy comsumer's opinions, reinforcing connection and settlement functions of human resource development related policy, establishing national and local human resource development policy connection system, reestablishing local human resource development policy driven system, transferring central government ministry's authority to local autonomous entity, and building each industry based human resource development driven system are necessary.

고교 교육과정에 기반한 대학입학전형의 전공 특성 면접 도구 개발

이 연구는 고교 공교육 정상화 도모와 동시에 대학의 전공 특성에 부합하는 학생 선발을 위한 면접 문항을 개발·검증하여 전남대학교 면접 도구로 활용 가능한지를 모색하기 위해 수행하였다. 고교 교육과정의 범위와 내용에 기반을 둔 문항 출제를 위하여 대학과 교육적 연계가 밀접한 4개 교과목을 선정하고 해당 교과목 고교 교사로 전문가 집단을 구성하여 문항을 출제하였고, 그 문항이 전공 특성을 평가하는 데 얼마만큼 타당한지 측정하기 위해 대학 교수로 구성된 대입 전문가 24인에게 2차에 걸쳐 델파이 조사를 실시하였다. 검증한 결과 전문가 합의를 이뤄가는 과정이 2차례의 델파이 검증만으로는 부족한 것으로 나타났다. 2차 델파이 검증을 통해 확정된 최종 문항의 실효성을 파악하기 위해 실제적인 대입 이해관계 대상자인 고등학생을 대상으로 한 설문조사를 실시하였으며 그 결과를 바탕으로 실제 전형 운영 시 나타날 수 있는 문제점과 해결책을 제시하였다. The aims of this study is i) to develop interview questionnaires that would help to normalize public high school education and to select applicants with aptitude for their majors at Chonnnam National University (CNU), and ii) to verify if these questionnaires can be used as interview tools for undergraduate admission assessment at CNU. Four high school subjects were chosen with close educational ties to CNU curriculum, and high school teachers of these subjects developed interview items on respective subject. To validate if the items could assess the characteristics of the major, 24 CNU professors performed twice Delphi methods on the items, which did not suffice to reach a consensus between teacher`s and professor`s groups. To determine effectiveness of the items finalized upon the Delphi method, 572 second-grade high school students were surveyed with the items. Finally, based on the survey results, we presented potential pitfalls that could transpire in actual interviews and their solutions.

주택투자 결정지표에 관한 연구

This study shows the calculation of excess return on various house investment using the concept of capitalization rate. In declining of house price, the conversion rate of Chonsei and monthly rent and the total investment return are some limitation, for the conversion rate overestimates the return on house investment. So we need the practical method to calculate return on house investment and the decision criterion of house investment. Actual analysis of Kook-min bank house price Index through the developed calculation method supplies the decision criterion of house investment in particular region. Also we can compare the excess return on house investment between regions of Korea. Firstly, without considering leverage effect of deposit, returns on full-monthly rent is higher than those of Chonsei and monthly rent with variable deposit. In case of owner-housing type, Seoul and Incheon are only lucrative area, but in full-monthly rent type, except for Daegu, all regions are positive criteria on house investment. Secondly, considering leverage effect of deposit, returns on monthly rent is higher than those of Chonsei and monthly rent with variable deposit too.
