국방비 성장패턴 분석을 통한 국방과학기술에 대한 안정적 투자 필요성 연구

국방비는 국가경쟁력에 바탕을 둔 국가 방위능력 확보를 위한 투자비로, 일정비율 이상의 연구개발예산을 포함한다. 그러므로 우리군이 추진하고 있는 첨단과학기술 기반의 미래 전장환경 구축, 무기체계 및 핵심기술 획득의 국방개혁 2020의 구현을 위한 연구개발예산의 안정적 확보가 필요하다. 특히 미래전에 대비한 국방과학기술 역량의 선진화는 우리군이 당면한 개혁과제로 지속적인 연구와 관심이 필요하다. 본 연구에서는 16개 주요 국가를 대상으로 국방비 성장패턴과 국방과학기술 수준의 비교분석을 통해 국방과학기술 발전을 위한 안정적인 예산확보의 필요성을 제시하였다. Defense expenditure is the investment for national defense capabilities acquisitions based on the national competitiveness, and includes research and development budgets more than some fixed ratio. So we need to guarantee the defense research and development budgets for National Defense Reform 2020 to posture that correspond to the future warfare, to acquire advanced weapon systems and critical technologies effectively. Especially advancement of the defense technology capabilities for future warfare is one of the issues that we are faced, and it needs to be researched and interested continuously. In this paper, we analysed 16 nation`s defense expenditures growth patterns and defense S&T indices, and proposed the needs of the guaranteed funding at the fixed ratio for defense S&T development.
기술성숙도 측정을 통한 ACTD 과제 전이 결정에 관한 연구

Recently, request far application of advanced commercial technology to the defense acquisition process, to reduce the budget and shorten development time, has been increased. To accomplish these goals, the Advanced Concept Technology Demonstration(ACTD) is used for the defense acquisition process in Korea. And User Utility Assessment is tested to make a decision for transition to acquisition process. But this process does not include measurement of technology maturity and impacts of interface and interaction among the technologies. In this research, we propose the needs of measurement of TRL and IRL and application of SRL to reduce the risk during development phase, to understand the relations of technologies, and to fulfill the requirement far transition of the ACTD project to system development and demonstration process.

Military technology transition is the process of transition from the science and technology environment to systems to supply effective weapon systems and support systems to the fighters. In case of technology transition decision, immatured technologies result in increasing acquisition cost and delaying schedule toward the objective system. In this paper, we proposed a method to identify and select critical technology elements by integration relations between technologies or components, for supporting technology transition and risk management of military R&D projects.
근대공간의 장소성과 기억에 관한 연구 - 〈서울역〉, 〈온양민속박물관〉,〈옥포조선소〉를 중심으로

The history of modernization of Korea is divided into two folds of the colonial era in the 20’s and the economic development era in the 60’s. Most of the spaces built in the process of modernization were public spaces developed by the drive of the government. These spaces of modernization are functionality-oriented public places of production and at the same time, they are the spaces of national power to symbolize the identity of national authorities. Along with changes in the society, modern spaces were reduced down to monument buildings without functionality and this requires new definition to renew the identity of modern spaces. Small stations, power plants, mines, warehouses and abandoned factories.. the study has paid attention to the process of changing thought, one of the main characteristics of modernization and the relations of modern concepts projected in the spaces, framework of modern society, placeness in the process of framework building and relations of people in the spaces with video records on the process of rebuilding new identity of modern spaces and memories of the spaces. The relations of modern spaces and memory were explored in 〈Seoul Station 〉while the relations between modern spaces and records and place identity were explored in 〈Onyang Folk Museum 〉and 〈Okpo Shipyard〉respectively. In the relations between space identity and memory in each space, the ironic relations of power in modern spaces (placeness) and personal narrative (memories) were explored with oral narrative and video footage.
고휘발탄 연소과정에서 응집현상을 고려한 용융로 연소대 해석

High volatile bituminous coal applied to Melter-Gasifier may change combustion characteristics due to agglomeration. The purpose of this study is to investigate the effect of high volatile coal bituminous coal agglomeration on the thermochemical behavior inside the furnace. The three-dimensional CFD model includes a pulverized coal injection system, raceway, and surrounding coke bed area. This results show that even with high volatile bituminous coal, the occurrence of lumps reduces flammability and that the Melter-Gasifier cannot supply sufficient heat for iron ore reduction.

Weak Link Analysis (WLA) has been performed to assess the structural integrity of the motor-operated<br/> valves (MOVs) according to GL 89-10 for nuclear power plants (NPPs). More than six hundreds of the MOVs<br/> have been analyzed, and the most of the MOVs were evaluated by the conventional WLA method [1]. From<br/> the experiences of the previously performed WLA, it was found that the most of the weak links are disc-stem<br/> T-head connections in opening mode and that the bearing stress on the disc is a dominant stress in opening<br/> mode. In these cases, finite element analyses (FEAs) were performed to investigate the real stress state of the<br/> parts and to compare with the conventional WLAs. In the FEAs, fatigue analysis of the parts is considered by<br/> limiting the maximum von Mises stress and the maximum strain[1]. On the other hand, the most of the weak<br/> links in closing mode are yokes including flanges. This paper discusses the FEA including elastic-plastic<br/> deformation of the yokes. In addition, the effects of the yoke flange contact were evaluated. It was found that<br/> the conventional WLA is sufficiently conservative and the higher allowable thrusts are obtained by<br/> performing the elastic-plastic FEA. Also, the FEA result without considering flange contact is more<br/> conservative than that of considering contact.
국방시스템 기술전이지원을 위한 기술성숙도 도출에 관한 연구

Technology transition from defense technology to weapon system is an important process for defense acquisition program. Many countries such as USA, UK, Australia and Republic of Korea use technology readiness level (TRL) as a tool for technology transition by identifying critical technology elements (CTEs) and assessing the technology maturity. In this paper we review a transition process for the defense acquisition. Then we suggest a method to evaluate system's TRL using each component TRL and integration readiness level (IRL) between each technologies. We apply the method to an ACTD project. A result show that technology maturity is influenced by integration between technologies.
