본 연구는 효과적인 갈등해소를 위한 공동체 형성 전략을 도출하는데 그 목적을 두고 있다. 지역공동체 관련 이론의 정립과 더불어 천안지역주민 조사를 통하여 전략방안을 모색해 보았다. 연구결과, 공동체의식과 주민참여의 상관성에서는 충족감, 연대감, 소속감이 높은 유의관계를 보였으며, 이중 소속감이 사회참여의 욕구에 크게 작용한다는 것을 알 수 있었다. 지역공동체 형성의 요건은 다음과 같다. 첫째, 다양한 지역의 특성과 주민들의 요구에 대응할 수 있는 지역공동체형성 전략의 적용이다. 둘째, 지역공동체의 형성을 위하여 지자체들의 적극적인 지원, 지역공동체의 자체적인 노력과 지역주민들의 협력과 이해가 필요하다. 우리가 생각하는 이상적인 지역공동체란 물적 풍요와 사회구조의 평등실현 뿐만 아니라 성숙된 관계를 이끌어가는 건전한 사고의 각성이 어우러져서 성립된다. The purpose of the formation of the regional community is to draw community formation strategy for effective resolve the conflicts. Along with thesis of the regional community theory, this study sought strategy plan through cheonan regional people investigate. Feeling of satisfaction, sense of common bonds, sense of belonging could showed relation of high existence, and know that duplex sense of belonging acts greatly in desire of social activities in interrelationship study finding, regional community and participation of resident. Essential factor of regional community formation is as following. First, it is application to the strategy of the formation of the regional community that can correspond to special quality of various area and request of inhabitantses. Second, the regional communitys formation needs the local governments active support, the cooperation, comprehension and voluntary effort of the regional people. Ideal regional community that we think gets joined conclude the relation as well as physical plenty and equality realization of social structure that is matured because awakening of conduced wholesome accident.

지방자치단체의 감사제도는 여러 부문에서 문제점이 있으며, 지방자치의 발전을 위해서 이러한 문제의 개선이 필수적이다. 본 연구는 지방자치단체 감사제도의 문제점을 살펴보고 개선을 목적으로 하고 있다. 지방자치단체 감사제도의 문제점은 다음과 같다. 첫째, 내외부 감사의 비효율성과 중복성이 많다. 둘째, 자치단체 감사조직 및 기구의 측면에서 독립성이 미비하다. 셋째, 감사인력의 측면에서 전문성이 부족하다. 넷째, 감사실시 및 결과 처리의 측면에서 실효성 확보가 미흡하다. 지방자치단체 감사제도의 문제점에 관한 개선방안은 다음과 같다. 첫째, 국가와 지방자치단체 감사의 단일화, 지방감사에 관한 법률체계 구축이 필요하다. 둘째, 자체감사기구의 독립성의 확보를 위해 독립적인 자체감사기구의 설치, 감사기관장의 직급상향 조정 등이 필요하다. 셋째, 감사인력의 전문성 제고를 위해 감사인력 인사와 관련된 다양한 인사제도를 도입, 감사요원에 대한 교육훈련 강화 등이 필요하다. 넷째, 감사결과 조치의 실효성 및 민주성 확보를 위해서 감사결과의 공개, 주민참여 등이 필요하다. Audit system of local self-government has a problem in many sectors, for the development of local autonomy, improvement of these issues is essential. The purpose of this study was to improve the present problems by looking at the problems of local governments audit system. The problem with local governments audit system are as follows. First, the non-efficiency and redundancy of internal and external audit exist. Second, in terms of audit organization and mechanism of local government, independence is deficient. Third, the expertise is lacking in terms of audit personnel. Fourth, it is insufficient effectiveness ensure regarding the processing of the Audit Office at the time and results. Improvement plan of the problems of local governments audit system are as follows. First, the unification of the country and local governments of the audit and there is a need to establish a legal system on the local audit. Second, the establishment of independent internal audit mechanism for ensuring the independence of the internal audit mechanism. Third, introducing a variety of personnel system related to the human resources of audit personnel and there is a need and strengthening of education and training to the audit personnel. Fourth, the public of the audit, community participation, and etc results in the effectiveness and democratic ensuring of audit.

신성 고혈압 가토 결찰 반대측 신장기능에 미치는 Norepinephrine 의 영향

이 연구는 신성 고혈압(two- kidney, one clip Goldblatt hypertension ) 가토의 고혈압 발생 초기에 나타나는 신장 기능 변화의 특성을 밝히고자 하여 일측 신동맥 결찰 1주 후의 무 마취 가토 결찰 반대측 신장의 norepinephrine 효과의 변조를 구명한 것이다. 신성 고혈압 가토의 결찰 반대측 신장의 신혈류 역동학적 기능 및 배설 기능은 sham 수술군에 비하여 항진되어 있었다. 신장내 norepinephrine 주입에 의한 결찰 반대측 신장의 관류 저항성 증가 효과는 현저히 감약되어 있었다. 신성 고혈압 가토의 결찰 반대측 신장내 norepinephrine 주입에 의한 사구체 여과율, 신혈장류량, 요량 및 전해질 배설량 감소 효과는 sham 수술군에 비하여 현저히 억제되어 있었다. 고혈압 가토 결찰 반대측 신장의 배설 기능의 변조는 혈류 역동학적 변조와 유관하였다. 이상의 실험 결과는 신성 고혈압 가토의 고혈압 발생 초기에 결찰 반대측 신장에서 혈관 반응성의 감소를 포함하는 기능 조절 기전이 현저하게 변조되어 있음을 암시하는 것이다. 레이저 스캐너를 사용한 이동로봇의 복도 자율 주행 시스템

This paper proposes an autonomous navigation system of mobile robots for indoor corridor environment. The system uses a laser scanner but does not use reflectors. The laser scanner measures the distance between robot and structures such as wall, pillar, and fixtures. Adaptive breakpoint detector and modified IEPF (iterative endpoint fit) are developed to find mark points from the distance data. The robot path for corridor is then generated using the angle histogram of the mark points. The experimental results are finally presented to show the effectiveness of the proposed method.

지방분권은 국가와 지방자치단체의 권한과 책임을 합리적으로 배분하는 것으로 본 논문은 한국형 분권 국가 추진을 위해 우선, 분권화와 관련된 선행연구를 고찰하였다. 다음으로 학자나 전문가를 대상으로 지방분권 정도의 평가와 분권방향 등을 살펴보았다. 마지막으로 지방분권을 위한 과제를 도출하였다. 지방분권 과제는, 첫째, 조직구성의 자율성 확대이다. 지방자치단체의 조직구성은 지방의 직무의 내용에 따라 정해지는 것이 바람직하다. 둘째, 인사운영(정원운영)의 자율권 확보이다. 지방자치단체의 정원과 인력관리는 중앙이 획일적으로 통제하기보다는 지방이 주체적으로 처리하는 것이다. 또한 이에 대한 견제와 감독은 당해 지방의회와 시민단체, 지역 주민에게 맡기는 것이 필요하다. 셋째, 재정분권 확대이다. 재정분권 확대는 우선, 자치재정권의 확충으로 법률이 정하는 범위 내에서 조례에 의해 자율적으로 세율을 결정할 수 있어야 한다. 다음으로 국세의 지방세 전환을 통한 재정분권 확대 등이 필요하다. 또한 재정분권의 확대를 위해 지방소득세와 지방소비세의 확대가 필요하다. 지방분권은 어느 한 분야의 분권으로 이루어지는 것이 아니고 조직, 인사, 재정 등 다양한 분야의 기능을 이양하는 등 많은 노력이 필요하다. This paper with Korean to promote decentralized countries, considered previous studies related to decentralization. Next, with target scholars and professionals looked at the evaluation of the degree of decentralization and the direction. Last deduced the task of decentralization. The decentralization task is first, expansion of organizational autonomy. The organization of local government determined based on the content of the job is desirable. Second, the personnel operating is secured autonomy. Local government officials and staff is independent and uniformly control. And it is necessary to recruit such as checks and supervision of the relevant local councils and civil society. Third, the financial decentralization is the expansion. The expansion of fiscal decentralization First, determined the expansion of municipal law prescribed by the regulations within the scope of local autonomy. Next, the local switch through national expansion of fiscal decentralization is necessary. In addition, the expansion of fiscal decentralization need the expansion of the local income tax and the expansion of local consumption tax.
