It is believed that the NamWon Shingeri rock cliff Buddha was made to control provincial district and to pray to keep safely the traffic road. The rock cliff Buddha is located near the road which was used for international trade between Shila(新羅) and Tang(唐). This road is known as Haenamtong. Haenamtong is a road that was used by 9th century Shila people. When they spread Buddha sculptures to the all around country. On this road, NamWon was located at a junction point. 9th century Shila had a lot of social problem. For example many farmers had suffered for famine. However Shila government couldn't control that situation. It is considered that the political situation of the country was chaotic. Because that disorder made many people to believe Maitreya. The NamWon Shingeri rock cliff Buddha is considered as a Maitreya. It is believed that Shila people made this buddha to pray peace. The NamWon Shingeri rock cliff Buddha has similar style with some Buddha statues which were made 9th century. For example, Samrengge on Namsan mountain in Kyongju, seated figure Buddha statue in the Kwonroyng temple. This kind of similar style can help to clarify when the rock cliff Buddha was made.
