1980년대의 주로 총과 폭발물로 암살이나 인질극을 사용하던 테러리즘은 나름대로 ʻ자율적인 한계ʼ가 있었다. 그러나 9・11테러는 이러한 한계에 대한 과거의 믿음을 무너뜨리고, 거대한 대량살상과 자살공격이라는 새로운 형태의 위협이 출현하였음을 의미했다. 이로써 국내 치안차원에 머물렀던 대테러리즘도 범세계적인 전쟁의 형태로 변모되었으나 이에 대한 우리의 대책은 대부분이 20~30년 전에 사용했던 장비와 조직에서 큰 진전을 보지 못하고 있다. 새로운 위협으로서 초국가적 뉴테러리즘에 대한 대응을 위한 국제협력은 문명사회 구성원의 필수적인 조건이자 의무이다. 우리나라의 경우는 무엇보다도 새로운 위협들이 결코 남의 나라 일이 아니라는 점을 자각하고, 하루 속히 적절한 법체계를 정비하고, 또한 대량살육 및 국가체제 와해의 도구로 사용할 수 있는 국가기반시설의 방호대책에 대한 전반적인 재검토 및 보완이 요구된다.

The key lessons of the very complex modern war can be dangerously misleading to the outsiders. The efforts trying to draw lessons learned from the Iraq War (OIF : Operation Iraqi Freedom) may be biased by the view of point by Americans, because most of war episodes have been come from the Western media coverage. More serious bias can be committed thanks to the differences of warfighting doctrines and military technology between US forces and ROK forces. However, OIF-fought allied commanders and outside military experts said this campaign exemplified 21st-century warfare: swift, agile and decisive, employing overpowering technology to bring relentless violence to bear in many places at once. Even though the campaign evolved differently than anticipated, allied forces regrouped and regained the initiative remarkably quickly, thanks in large part to a new command flexibility, tied to new technology that made possible the more rapid sharing of data. These factors permitted "new air-land dynamic". The things that compel that are good sensors networked with good intelligence disseminated through a robust networking system, which then yields speed. Speed turns out to be a very important factor for conducting "Rapid Decisive Operations" relied on joint "Mass of Effects". ROK forces facing the heaviest ground threat in the world may learn more from Cold War era-typed US Army 3rd Infantry Division (3ID), which operating considerably beyond existing doctrine. 3ID flew its personnel into Kuwait to meet up with equipment already located in the region as pre-positioned stock. During OIF, the division conducted continuous offensive operations over 230km deep battlespace for 21 days. The lessons learned for ROK army to prepare tomorrow's war may be found from 3ID in its training, command and control, task organization, firepower and battlespace management, and logistics.

무력을 대남적화전략의 유력한 도구이자 체제안정의 지주로 생각하고 대부분의 무기를 자급자족하고 있는 북한에서는 군수산업이 국방경제뿐 아니라 국민경제에 있어서도 파행적으로 높은 비중을 차지하고 있다. 이는 북한의 경제구조가 조달, 제조 및 분배의 과정이 국가에 의해 세부적으로 통합되어 있을뿐 아니라, 북한군 자체가 상비군이 갖는 일반적인 성격으로서 소비부문에서의 경제 행위자가 아니라 생산부문의 주요 행위자라는 특성 때문이다.

It is absolutely necessary to consider the airspace control of UAVs in pursuing the realistic and urgent task of developing self-reliant airspace control capabilities. This is due to the fact that airspace control requires meticulous preparations and training. Otherwise, there is a strong possibility that a large accident may occur in peacetime, and the battle area will be in chaos during wartime. UAVs are the pinnacle of modern warfare, and are being continuously advanced by developed nations. UAVs are a vital, state-of-the-art element under the concept of self-reliant Network Centric Warfare(NCW) that the ROK forces are pursuing, and as such, various types of UAVs are expected to be gradually fielded in individual units. This situation is expected to be add further pressure upon the already crowded KTO. Therefore, the development of more precise airspace control techniques will act as a force multiplier by enabling various aircraft, anti-aircraft artillery, field artillery, missiles and UAVs to operate together during wartime. This is a crucial task that will require the voluntary and dedicated cooperation and preparations of each service and the related government agencies. However, it is also necessary to resolve issues of conflict that arise due to the difference in technology and culture of airspace users, especially between the ground and air forces. Before an active control system using GPSs are completed, it is vital to establish an efficient system that will allow each unit to access a UAV whenever they need to. This is an issue that cannot be resolved by selfishly parochial service view. It is also necessary to consider the fact that the great increase in UAVs will bring along a shortage of wireless frequencies. 자주국방을 위한 독자적인 공역통제 능력 배양이라는 군의 현실적이고 시급한 과업을 추진함에 있어, 무인기(UAV)의 공역통제 분야도 반드시 함께 고려되어야 할 것이다. 공역통제는 세밀한 사전준비와 훈련이 없으면 평시에는 대형사고로, 전시에는 전투공간에서 심각한 혼란에 빠질 가능성이 크기 때문이다. 무인기는 현대전의 총아로서 선진국의 주도로 일취월장의 발전을 거듭하고 있다. 특히 우리 군이 추진 중인 자주적인 네트워크전투(NCW) 개념에서 무인기는 최첨단 필수장비이기 때문에, 장차 각급제대에 다양한 용도의 무인기가 배치될 것으로 예상된다. 이러한 상황은 이미 협소하고 복잡한 한반도의 전투공간에 누적적인 압박으로 작용할 것이다. 따라서 보다 정교한 공역통제 기법의 발전이야말로 특히 전시에 저고도 공역에서 각종 항공기와 방공포, 야포, 미사일 및 무인기의 동시적 운용을 허용하여 전투력 승수의 극대화를 도모할 수 있을 것이며, 이를 위해 각군과 관련 정부부처의 자발적이고 헌신적인 협력과 준비가 요구되는 핵심과제인 것이다. 그러나 공역 사용자들(특히 지상군과 공군) 간의 기술과 문화의 차이로 인해 발생하는 영역다툼을 극복해야 하는 과제도 있다. GPS를 사용하는 적극적인 관제시스템이 완성되기 전까지는 전장의 모든 조직이나 요원이 원하는 시기에 언제나 무인기에 접근할 수 있는 효율적인 시스템을 구축하는 것이 필수적인 요구사항이지 ‘자군이기주의’로는 해결될 수 없는 사안이다. 또한 무인기의 폭증은 필연적으로 무전주파수의 부족을 가져올 것이라는 점도 고려해야 할 것이다.
