'난개발’의 도시정치 - 용인시 도시계획조례 개정을 사례로 -

The amendments of the Yongin City Urban Planning Ordinance have been reflected how urban sprawl perceived and implemented. Due to its hilly topography of Yongin, the ordinance that defines the limit of slope to be developed has been a key issue in urban development for the past two decades. Through the series of deregulation (2003, 2013, 2015), Yongin could apply separate slope regulations to its three districts in 2013 for the first time in Gyeonggi-do and implement the most relaxed standards allowed by the provincial laws in 2015. This was to strengthen the city’s competitiveness by continuously securing development sites. The city’s desire for quantitative growth in this process stems from the stagnation of urban growth and anxiety caused by the rapid development of surrounding cities. In other words, the city’s desire for quantitative growth through securing development sites led to easing of development regulations represented by slope regulations, and this discourse is well illustrated in the process of amendments of local councils’ ordinances. Along with the desire for urban growth and competition with surrounding cities to support, competition and conflict within the city also served as a major driving force behind the expansion and growth of the city. The development gap between Suji-gu, Giheung-gu, and Cheoin-gu has been the driving force behind Yongin’s deregulation of development over the past decade under the leadership of Cheoin-gu, and has led to the current fragmented regulation of development activities. This study shows that the impact of competition and conflict within cities on urban development plans along with competition between cities should be looked at in terms of urban politics. 2000년 이후 용인시의 도시계획조례 개정은 ‘난개발’이 도시 내에서 어떻게 인식되고 전개되는가를 반영해왔다. 구릉지가 많은 용인시의 지형적 특성으로 인해, 개발할 수 있는 임야의 경사도를 규정하는 해당 조례는 지난 20여 년간 도시 개발의 주요 쟁점이 되어 왔다. 과거 세 차례(2003, 2013, 2015)의 규제 완화를 통해 용인시는 2013년 경기도 최초로 한 도시 내에서 구(區)별로 경사도를 다르게 적용하기 시작했으며, 2015년에는 상위법에서 제한하는 기준까지 최대로 완화하였다. 이는 개발가용지를 지속적으로 확보함으로써 도시의 경쟁력을 강화하기 위함이었다. 이 과정에서 볼 수 있는 양적 성장에 대한 도시의 열망은, 도시 성장의 정체와 주변 도시의 급속한 개발에 따른 불안감에서 비롯되었다. 즉, 개발가용지 확보를 통한 양적 성장에 대한 도시의 열망은 경사도 규정으로 대표되는 개발규제 완화로 이어졌으며, 이러한 담론은 지방의회의 조례개정 과정에서 잘 드러나고 있다. 도시 성장에 대한 열망과 이를 뒷받침하는 주변 도시와의 경쟁과 더불어, 도시 내 경쟁과 갈등도 도시의 확장과 성장 형태를 형성하는 주요한 원동력으로 작용하였다. 수지구와 기흥구, 그리고 처인구 간의 발전 격차는 처인구의 주도하에 지난 십여 년간 용인시의 개발규제 완화를 추진하는 동력이 되었으며, 현재의 파편화된 개발행위 규제로 이어졌다. 본 연구는 도시가 성장하는 과정에서 도시 간 경쟁과 함께 도시 내의 경쟁과 갈등이 도시 전체의 개발계획에 미치는 영향을 도시정치의 측면에서 살펴보아야 함을 보여준다.

골프 드라이버와 아이언 스윙 동작의 운동학적 변인 비교 연구

The purpose of this study was to analyze and compare kinematic variables between the Drive ane Iron swing by PGA professional golfers of supreme class and suggest kinematic principle of golf swing. The subjects of this study were five KPGA professional golfers who had 10 years career. The experiment of this study was used two 16mm high speed cameras and its speed was 250frames /second. Data analysis of this study was three-dimentional cinematography uslng KWON3D program package. The conclusions were : 1. Down swing time was 1/4 compared back swing. 2. The position center of gravity was not changed during address and impact. 3. The club head velocity and the fast ball velocity after impact were statically significant (P<.05). 4. The angle of spine was not statistically significant difference(P>.05). 5. The angle of cocking was not statistically significant difference (P>.05). 6. The angle of clubshaft was very statistically significant difference in topswing, middownswing and impact (P<.05). 7. The angle of swing plane was very statistically significant difference(P<.05).

The conventional channel selection method for a ZigBee communication network basically detects the energy values in all channels. In the ISM band, no license is required to use channels in this band, so there may exist various interference factors in this band. It is well known that WLAN is the major interference factor degrading the performance of ZigBee in the ISM band. In this paper, we propose an efficient channel selection algorithm which uses the pattern of WLAN channel uses as the a priori information. By using the proposed algorithm, we may save the time required to select channels for the ZigBee communications.

한국 사회에서 1945년 일본에 투하된 원자폭탄은 일본 제국주의의 몰락을 이끌어낸 사건으로만 기억되어, 피폭자 수십만 명 중 10% 이상이 한국인이라는 점은 잘 알려지지 않았다. 이러한 배경에서 본 연구는 한국인 원폭피해자들이 오랫동안 침묵을 강요당한 현실을 살펴보았다. 본 연구에서 제시하는 ‘아래로부터의 지정학’ 관점은 피해자의 시각에서 지정학을 조명하는 서발턴 지정학의 연장선 상에 있다. 그러나 본 연구는 다층적 억압 기제의 피해자인 동시에 이를 극복하고자 노력하는 합천의 원폭피해자를 통해, 스케일과 서발턴의 행위가 교차되는 방식이 서발턴 지정학의 논의에 추가되어야 한다는 점을 강조하고 있다. 요약하자면 피해자들이 겪은 억압 기제는 해방자로서 미국 헤게모니와 동아시아 지정학, 피해자의 정체성을 규정하는 주체인 국가, 피해자의 책임을 강조하는 가정과 몸(body) 등 다양한 스케일에서 존재한다. 한편 이에 대항하는 피해자들의 극복 전략은 개인과 지역사회의 연대에서 시작하여 국민국가의 책임에 대한 문제 제기, 한일 시민연대, 헤게모니 국가의 정당성에 대한 문제 제기에 이르고 있다. 원폭피해자를 둘러싼 억압 기제와 이에 대한 서발턴의 대응은 서발턴 지정학의 여러 논점 중 지정학의 역동성을 강조하는 ‘아래로부터의 지정학’으로 이해할 수 있다. In Korean society, Atomic bombs dropped on Japan in 1945 have only been remembered as the final blow to Japanese imperialism. However, the fact that 10% of A-bomb victims were Korean has been hardly known in Korean society. This paper deals with the reality that Korean victims have been forced to remain silent. Extending the discussion of subaltern geopolitics, this suggests the concept of ‘geopolitics from below’ to hsed light on the victim’s view. By examining the A-bomb victims who have fought against the multi-layered suppression, this new concept emphasizes that the interaction between scale and subaltern’s action should be fully included in the discussion of subaltern geopolitics. The structure of suppression experienced by the victims exists in multiple scales from the global scale of U.S. hegemony as liberators and the geopolitics of East Asia, the national scale defining the victim’s identity, family and body scale which emphasize victim’s responsibilities. On the contrary. victims have strived to overcome this structure of suppression by the solidarity of individual’s the local community, challenge to the responsibility of nation-state, developing associations between Korean-Japanese NGO’s, and questioning the justification of the hegemonic state. The suppression mechanism surrounding the A-bomb victims and their response to this can be understood as ‘the geopolitics from below’. which emphasizes the dynamics of geopolitics among several issues of subaltern geopolitics.

생도 체력관리 전산화 프로그래밍

본 연구는 생도 및 조종사들에게 매우 중요하다고 할 수 있는 체력 및 체격에 대한 체계적인 관리를 위해 전산화 프로그램을 작성하고 생도개인의 취약한 체력 및 체격요인에 대해 스스로 판단할 수 있도록 기준표를 제시하였으며, 또한 그에 따른 트레이닝을 할 수 있도록 근력, 근지구력, 심폐지구력 향상을 위한 운동방법, 그리고 비만치료에 대해 간략히 기술하였다. 앞으로는 본 연구를 기초로 하여 생도 개개인에 대한 체력 및 체격관리가 이루어져야 할 것이며, 모든 기록을 바탕으로 생도 체육교육에 대한 연구가 활발히 진행되리라 사료된다. 그리고 생도 체력 및 체격 데이터의 축적으로 공군 조종사 양성에 부합되는 체육교육 방향에 대한 기본방향이 제시 될 수 있을 것이며, 더 나아가 본 프로그램의 계발을 통해 공군장병 체력관리에도 유용한 자료가 될 수 있을 것이다.

Detection of herpesviral hematopoietic necrosis virus (Cyprinid herpesvirus 2, CyHV-2) from goldfish, Carassius auratus (L.) in Korea

In April and June 2014, mortalities of goldfish occurred at Korea. The principal signs included pale gills, severely enlarged and softened spleen and kidney and red liver. Moreover, the histopathological characteristics observed mainly in hematopoietic tissues of kidney, gill lamellae and intestine. The predominant histopathological changes were severe necrosis of hematopoietic tissue. In addition, nucleus exhibiting peripherally displaced chromatin were particularly abundant in the kidney of affected fish. The histological examination led to hypothesize the implication of a virus in the mortality. The hematopoietic necrosis herpesvirus (Cyprinid herpesvirus 2, CyHV-2) DNA polymerase gene successfully detected in DNA extracted from kidney and spleen of affected fish using PCR assay and showed 100% identity with already deposited CyHV-2 DNA polymerase gene in NCBI. Artificial infection trials using affected tissues filtrates gave cumulative mortalities of 30% for virus injected goldfish. In the present study, CyHV-2 was detected and identified as the causative pathogen of the epizootic in goldfish in Korea.
