Organizational Social Capital for Successful Management

Successful management is a major goal of contemporary public organizations. Among key factors that contribute to organizational effectiveness, efficiency, and economy, none is more basic than human capital. A major goal of this study is to design an integrative model of organizational social capital for successful management. Specifically, the research is to discover and probe such behavioral determinants of organizational social capital as democratic leadership, participation in organizational process, Protestant work ethic, and individualistic/ collectivistic organizational culture as well as such consequences of organizational social capital as organizational collaboration and commitment. For the purpose of the study, a questionnaire survey is conducted. Three hundred and thirty valid instruments are collected from the Korean central government. Structural Equation Modeling is applied to collected data to figure out both behavioral determinants and consequences of organizational social capital. The results show that democratic leadership and Protestant work ethic are critical factors among four antecedents to improve organizational social capital. With regard to organizational collaboration as an endogenous variable, organizational social capital, democratic leadership, and Protestant work ethic are critical factors. Also, in terms of organizational commitment as an endogenous variable, organizational social capital and democratic leadership are influential factors. In sum, organizational social capital has a major role to improve organizational productivity and manage organizations successfully though increasing organizational collaboration and commitment.

우리나라는 국민들의 관심과 기대가 크고 일상생활에 직접 영향을 미치는 복지서비스의 효율성 투명성 접근성 고객지향성을 향상시키기 위하여 “행복e음”, “범정부 복지정보연계시스템”, “복지로” 등 다양한 복지정보화 노력을 수행하여 왔다. 그럼에도 여전히 복지비 횡령, 복지예산 남용, 복지서비스의 중복 부적격 수급, 과소공급 등 다양한 문제점들이 나타나고 있다. 본 연구에서는 선행이론 및 연구와 정부의 복지정보화 계획 등에 근거하여 복지정보화의 수준진단 모형을 설정하였고, 각 복지영역 및 복지정보화 분야 전문가들을 대상으로 한 심층인터뷰와 자문을 통하여 현재 우리나라의 복지정보화의 객관적인 수준을 진단하고, 문제점과 정책방향을 제시하였다. Korean Government have made much effort to improve the welfare service delivery to citizen through welfare informatization policies. The purpose of this study is to diagnose current informatization level of welfare area, to find main problems and to suggest the future policy directions. We used in-depth interview with expert professionals, such as social welfare professors and researchers. This study found the several problems and to solve them, we suggest the following policy directions; Firstly, welfare delivery system maintenance should be a priority to provide a desirable future welfare services. Secondly, the proper bonding and harmony between welfare personnel and information systems is essential for improving the quality of welfare services. Thirdly, the provision of welfare services for quality improvement is needed. Fourthly, information linkages and integration between related institutions should be expanded to provide customer-oriented welfare services.

본 연구는 효과적이고 효율적인 서비스 전달을 위한 중요한 수단으로서의 정보화가 복지분야에서 갖는 특성과 의미를 살펴보고, 복지정보화의 발전단계를 구상해 본 뒤 단계모형에 입각하여 현재의 우리나라 복지서비스 정보화의 수준은 어떠하며 향후 어떤 모습으로 발전되어야 할 것인가를 논의한다. 현재의 수준을 진단하고 바람직한 방향을 제시하기 위하여 복지서비스 제공자이면서 복지정보화의 이용자인 지방자치 단체 복지분야 공무원들을 대상으로 심층조사를 실시한다. 분석결과에 의하면 우리나라의 복지정보화의 현재 수준은 5단계 모형 중 종합적으로 2단계를 지나 3단계에 진입하고 있으며, 향후 3단계와 4단계를 거쳐 미래 바람직한 상태인 '맞춤형 서비스전달' 단계로 진입하기 위해서는 복지서비스 관련 부처간 및 기관간 통합, 서비스의 온라인 신청이나 제공, 단일창구를 통한 복지서비스 신청, 개인 맞춤형 복지서비스 제공, 개인특성을 고려한 사례관리시스템, 민간시설과의 연계 등이 이루어져야 할 것이다.
마이크로 컴퓨터를 이용한 맨-머시인 시스템에 의한 최적제어 문제의 해법

This paper discribes the man machine system based on micro-computer for solving optimal control problems which are basically different in many point from the ordinary solving methods by use of big computer. The proposed man machine system is consist of a simulator related to a given differential equation system. CRT display unit showing instantaneous states of the simulator, micro-computer system for calculating the performance index value function, and a man who plays a role as a part of the overall system. In this man machine system, there are two feedback loops which are the conditional reflection loop and the intelligent feedback loop. By using this man machine system, some experiments were tested to solve optimal control problem of one dimensional heat conduction process. As a result, it was showed that the solutions by man machine system are reasonable ones when that are compared with the solutions by numerical calculation.

A systematic synthesis method for nonlinear driving-point and transfer function is presented with the introduction of two network elements, Voltage-Controlled Resistor and Voltage-Controlled Conductor, and their dual elements. The driving-point immittance of a VCR and VCG are analogous to that of an Inductor and Capacitor with S replaced by a variable V or I. By this analogy, the network functions of VCR, VCG are rational functions of V and I. Application of R, VCR, VCG networks in realizing nonlinear driving-point and transfer characteristic curves are discussed, and experimental realization are given to agree with the theoretical results.
