IPP(장기현장실습) 프로그램의 효과 분석- K대학교 핵심역량을 중심으로

이 연구는 고용노동부와 한국산업인력공단에서 추진하는‘IPP형 일학습병행제’ 사업을 2017년부터 추진하는 K대학교의 IPP(장기현장실습) 프로그램의 효과성을 검증하기 위한 연구이다. 연구를 위하여 2017학년도 2학기 IPP에 참여한 158명의 K대학교 학생을 대상으로 사전-사후 설문조사를 진행하여 불성실 응답을 제외한 149명의 응답을 분석하였다. 자료의 분석은 주로 대응표본 t-test를 활용하여 K대학교 핵심역량에 대한 사전-사후 분석을 수행하였다. 분석결과 IPP 프로그램 참여 경험은 K대학교 대학생의 핵심역량 5개 영역 중 전문역량, 의사소통역량, 창의융합역량 영역에 그 효과가 있는 것으로 나타났다. 그러나 협업역량과 시민의식역량 영역에서는 유의미한 효과가 나타나지 않았다. 그리고 IPP 프로그램에 참여한 학생의 성별, 소속 전공 계열, 현장실습 기업 규모, 현장실습 유형에 따라서 그 효과의 수준과 유의도에 차이가 있는 것으로 나타났다. 이에, 현재 사업 1년차인 IPP 프로그램의 안정적인 정착을 위해서는 대학과 기업이 상시적으로 협력할 수 있는 체계를 구축하고, 실습과 병행한 다양한 교육과 지원을 통해 직업적·비직업적 역량 증진의 기회 마련과 실습 사전-과정-사후 전반에 대한 지속적인 추적·관리가 이루어질 할 필요가 있다. The purpose of this study is to verify the effectiveness of IPP(Industry Professional Practice) Program of K-University which started in 2017. For this purpose, former dissertation and literatures related to the IPP and key competencies of university student were reviewed. And, Questionnaire methods were employed. Data collection was conducted by 158 students from K-University who participated in the IPP program in the second semester of 2017, and analyzed the responses of 149 students through a pre-post survey. The analysis of the data was mainly conducted by using the paired samples t-test to analyze the effect of key competencies of K-University. The results of the survey showed that the experience of participating in the IPP program was effective in the areas of professional competence, communication competence, and creative convergence competence among the five key competencies of K-university students. In addition, the level and significance of the effects were found to vary according to the gender, the affiliation major, the size of the field practicum company, and the field practice type of the students. Therefore, in order to increase the competency of all IPP program participating students, it is necessary to establish a system in which universities and companies can cooperate at all times. In addition, it is necessary to perform post, process, and follow-up management such as various teaching and training in parallel with practical training.

청소년 임파워먼트 인식 척도 개발 연구

The purpose of this study is to develop the perceived youth empowerment scale that measures youth empowerment at the interpersonal-psychological, group/organizational dynamic, and community social-exchange levels in youth work. With the convenient sampling, the survey was conducted with 1,050 students at 7 high schools in Gyeong-gi province from February to March in 2017. As the perceived youth empowerment scale, we extracted the 35 items by applying 2nd-ordered confirmatory factor analysis with SPSS 21.0 statistical package. The reliability coefficient for 35 items is .919 in total. And the absolute and the incremental fit indexes were within the criteria range. The research outcomes highlighted that youths perceived empowerment not only as the individuals psychologically but also group dynamics and social exchange actions in community. The perceived youth empowerment scale expands the notions of empowerment from focusing on psychological empowerment to integrating with relationships and social impacts to the organizations and communities. 이 연구는 청소년 사업 분야에서 중요한 목표 중 하나로써 제시되고 있는 청소년 임파워먼트 인식 척도를 개발하는 것을 목적으로 하였다. 청소년 임파워먼트 인식 척도는 심리적 차원(10문항), 집단/조직 역동적 차원(13문항), 지역사회 상호작용적 차원(12문항)으로 구성되었으며 각 차원별로 조절력과 영향력, 역량, 의사결정 행동 요인으로 구성하였다. 구성된 척도의 타당도를 분석하기 위해 2017년 2월~3월까지 경기도에 거주하는 고등학생을 대상으로 예비조사 35명, 본조사 1,050명을 임의표집 하여 조사 분석을 실시하였다. 이중, 본 조사의 불성실 응답을 제외한 905명의 응답을 활용하여 탐색적 요인분석과 확인적 요인분석을 실시하여 35개 문항을 최종 추출하였다. 척도의 일차적, 이차적 모형의 적합도 분석 결과 척도의 안정성과 신뢰성이 검증하였다. 또한, 일반적 자기효능감(개인 심리적 차원)과 능동적 참여 시민의식(집단/조직 역동, 지역사회 상호작용 차원)과의 상관관계 및 판별 타당도를 검증하였다. 청소년 임파워먼트 인식 척도는 임파워먼트의 개념을 심리적 차원에 국한하지 않고 집단/조직 및 지역사회 역동 차원으로 확장함으로써 청소년사업 현장 그리고 청소년 연구에 유용한 접근방법을 제공할 수 있을 것으로 기대한다.

사회적 자본과 임파워먼트가 청소년의 시민의식에 미치는 영향 – 임파워먼트의 조절효과 검증

This study was focused on primarily confirm the moderating effect of empowerment, in order to understand impact and relation of social capital and empowerment in the formation of civic consciousness, an essential one, which helps the youth to establish themselves as citizens who recognize their rights and responsibilities as members of society. To this study, the data were gathered though the questionnaires from 269 high school students in Siheung, Ansan and Anyang, Gyeonggi-do. Analysis of the data was done mainly torough the hierarchical multiple regression, with dependent(civic consciousness), independent (social capital) and moderating variables (empowerment and its sub-variables: intrapersonal, interpersonal, and sociopolitical empowerment). The interaction term between dependent and moderator variable was developed and substituted into the regression equation. The results of this study show that social capital has a positive relationship with civic consciousness, and here, each entire empowerment, interpersonal empowerment and sociopolitical empowerment has a moderating effect through the interaction with social capital. This is an important factor influencing the formation of the youth's civic consciousness, which helps to understand the necessity to focus on their social capital and experience of empowerment in the 'relationship with others' in home, school and community, rather than merely in terms of knowledge. 이 연구는 청소년이 사회의 구성원으로서 권한과 책임을 인식하는 시민으로서 자리매김하는데 필수적인 요소인 시민의식의 형성에 사회적 자본과 임파워먼트가 미치는 영향과 관계를 파악하기 위하여 우선적으로 임파워먼트의 조절효과를 검증하였다. 2016년 6월에 10일간에 걸쳐 경기도 시흥, 안산, 안양 지역의 고등학생 청소년 300명을 대상으로 설문조사를 진행하였으며, 회수된 설문 중 자료로 이용하기에 부적절한 질문지를 제외한 총 269부를 분석 자료로 활용하였다. 자료의 분석은 주로 위계적 다중회귀분석을 통해 이루어졌다. 분석 과정에서는 종속변수로 시민의식, 독립변수로 사회적 자본을 설정하고, 임파워먼트와 그 하위변인(개인 내적 임파워먼트, 대인관계 임파워먼트, 정치ㆍ사회 임파워먼트)을 조절변수로 하여 독립변수와 조절변수의 상호작용항을 형성하여 회귀식에 투입하는 방법을 사용하였다. 분석결과 청소년의 사회적 자본은 시민의식과 정적인 영향관계에 있으며, 이때 임파워먼트 전체, 대인관계 임파워먼트, 정치ㆍ사회 임파워먼트는 각각 사회적 자본과의 상호작용을 통한 조절효과가 있었다. 이는 청소년의 시민의식 형성에 영향을 미치는 중요한 요인으로서 단순히 지식적인 측면이 아닌, 가정, 학교, 지역사회에서 ‘타인과의 관계’속에서 청소년이 축적하는 사회적 자본과 임파워먼트 경험에 주목할 필요가 있음을 드러내고 있다. 따라서 청소년의 시민의식 형성을 지원함에 있어 타인과의 상호작용 과정에서 청소년이 개인 내부의 힘을 인식할 뿐만 아니라 사회 구성원으로서 변화의 주체로서 권한과 책임을 수행할 자질을 기를 수 있도록 하기 위해 노력할 필요가 있다.

사회 변화에 따른 청소년 자원봉사의 흐름 탐색

이 연구는 청소년 자원봉사가 직면한 사회 변화 속에서 미래 청소년 자원봉사의 변화 흐름을 탐색적으로 고찰하는 것을 목적으로 하였다. 이를 위해 청소년 자원봉사의 개념을 정리하고 이를 둘러싼 사회 여건 변화의 특징을 살펴보았다. 그리고 설문조사를 통해 변화하는 환경에 직면한 청소년 당사자의 경험과 인식을 파악하여 청소년 자원봉사의 변화 흐름을 살펴보았다. 그동안 청소년 자원봉사는 진학이나 역량 강화를 위한 활동 경험에 초점을 두면서, 청소년의 사회적 기여에 대해서는 큰 관심을 두지 않았다. 그러나 사회적·정책적 여건 변화에 따른 참여기회의 축소와 변화가 예상되는 상황에도 청소년들은 자신이 접근할 수 있는 범위 안에서 사회적 가치와 관련된 다양한 방식의 실천 의지와 요구를 가지고 있었다. 청소년 자원봉사는 청소년이 더 나은 우리 사회를 만들어 가는 일에 기여할 수 있는 중요한 기회이다. 이에, 청소년이 요구하는 자원봉사 주제, 내용, 방식 등이 무엇인지 파악하고, 변화하는 요구와 사회 환경변화에 능동적으로 대응할 수 있는 지원체계를 구축할 필요가 있다. 이 연구를 시작으로 청소년 자원봉사의 새로운 방향을 모색하는 논의가 이어지면서 우리 사회의 변화를 주도하는 청소년의 기여를 보장하고 인정할 수 있는 청소년 자원봉사로의 진화와 발전으로 이어질 수 있기를 기대한다.

영국의 청소년활동 커리큘럼 도입 배경과 특성에 관한 연구

이 연구는 제7차 청소년정책기본계획(2023~2027)의 청소년활동 주요 과제로 제시된 ‘청소년활동 커리큘럼’ 개발과 관련하여 청소년활동 커리큘럼을 개발·선도하고 있는 영국의 사례를 분석하여 도입 배경과 방향, 관련 이론, 주요 특성과 내용을 살피고, 향후 우리나라 청소년활동 커리큘럼 개발을 위한 기초자료를 확보하는 데에 그 목적이 있다. 영국의 청소년활동 커리큘럼은 1988년 대처 정부의 형식 교육에 관한 ‘국가 커리큘럼(national curriculum)’ 채택을 계기로 도입된 이후 영국청소년진흥원(NYA)에서 1995년, 2002년, 2020년 등 세 차례 개발·발표되었다. 이는 정부의 청소년활동 인프라 확대와 공적 투자 증대에도 불구하고 저조한 청소년활동 참여, 청소년활동의 품질 개선, 성과 강조, 책무성 강화 요구, 재정 지원 압박 등 청소년활동의 정체성, 효과성, 효율성과 공적 투자의 필요성 등 복합적인 요인을 배경으로 한다. 청소년활동 커리큘럼은 청소년활동과 청소년활동 관련 기관들이 하는 일이 무엇인지를 설명하는 방법, 즉 청소년활동의 독특한 교육적 기여와 사회적 역할을 종합적으로 표현하는 방안으로서의 의미를 갖고 있다. 2020년 9월 발표된 ‘국가 청소년활동 커리큘럼(National Youth Work Curriculum)’은 청소년활동 실천을 지원하고 개발하기 위한 프레임워크임을 강조한다. 그리고 청소년활동이 무엇이며, 그것을 뒷받침하는 원칙과 가치를 적용하고, 청소년을 중심으로 동료 및 지역사회에서 청소년활동 지원 및 실천을 구축하는 방법을 제시하고 있다. 청소년활동 커리큘럼은 궁극적으로 청소년활동 참여 수요를 확보하고 질적 수준을 높이는 동시에, 사회적 지지를 공고히 하여 청소년 종사자들의 자긍심을 높이는 등 우리 사회 청소년활동을 활성화하려는 청소년정책의 목표를 달성하기 위한 주요한 하나의 수단이 될 수 있을 것이다.

청소년지도자 양성시스템 재구축 방안Ⅰ - 청소년활동 분야 중심으로 -

이 연구의 목적은 우리나라 청소년지도자 양성시스템에 대한 재구축 방안을 제시하는 것이며, 총 2년간 진행된다. 이 연구는 그 중 1차 년도 연구로 청소년활동 분야 청소년지도자(청소년지도사) 양성시스템 재구축 방안을 제시하는 것이 목적이고, 2차 년도인 2020년에는 청소년상담사 양성시스템 재구축 방안을 제시할 예정이다. 연구의 목적을 달성하기 위하여 문헌연구와 국내외 사례분석, 설문조사, 전문가 자문 등을 실시하였다. 문헌연구를 통해 청소년지도사의 자격급수 조정 검토와 대학 교과과목의 편성과 구분, 학점 통일 등에 대한 제구조화 논의, 현장실습에 대한 시사점을 도출하였다. 해외 사례에서는 유럽과 일본을 중심으로 국가․지방자치단체의 정책적 차원이나, 대학에서 청소년지도자를 양성하고 교육과정을 운영하고 있는 내용을 분석하였다. 현장 청소년지도사 대상 설문조사를 통하여 청소년지도 NCS의 타당성을 검토하였고, 청소년지도사에게 필요한 미래 핵심역량을 파악하였으며, 전문가 자문 등을 통하여 현 청소년지도사 자격검정제도의 개선방안을 도출하였다. 이상을 토대로 청소년지도사 양성시스템 재구축을 위한 장․단기 정책방안을 제시하였다. 단기 정책방안으로 현재의 청소년지도사 자격검정제도 개편방안을 제시하였고, 장기 정책방안으로는 청소년지도사 양성시스템을 현재의 청소년지도사 자격검정 제도와 청소년지도사 양성기관인증의 Dual 시스템으로 재편하는 방안을 제시하였다. 마지막으로 정책방안을 실현하기 위한 정책과제를 제시하였다. 정책과제는 ①청소년지도사 양성관련 법․제도 개선, ②청소년지도사 양성관련 인프라 정비, ③청소년지도자 양성관련 R&D 강화의 3영역 10개 세부정책과제로 이루어져있다. This study aims to propose measures to reconstruct Korea’s youth guide cultivation system and will proceed for two years. The first year of this study will be dedicated to proposing measures to reconstruct the cultivation system for the youth guides (youth instructors) in the youth activity sector. The second year of this study (2020) will be dedicated to proposing measures to reconstruct the cultivation system for youth counselors. In order to achieve the goals of this study, research of the relevant literature, analysis of domestic and overseas cases, collection of questionnaires, and consultation with experts were conducted. Based on the research of the literature in the field, discussions were carried out on ways to readjust the rating system for youth instructor qualification, to restructure and reorganize the relevant curricula at colleges, and to unify the credit system, while implications for on-site training were also found. Through overseas case studies centered on Europe and Japan, central and local government bodies’ policies and universities’ educational courses for cultivating youth instructors were analyzed. Through the questionnaires targeting youth instructors on the ground, the feasibility of youth instruction National Competency Standards (NCS) was reviewed, the key capabilities required of a youth instructor were identified, and improvement ideas for the existing youth instructor qualifying examination system were deduced through consulting with experts. Based on these findings, short-to-long-term policy measures were offered for the reconstruction of the youth instructor cultivation system. Short-term measures to reform the existing youth instructor qualifying examination system were proposed, along with long-term measures to divide the youth instructor cultivation system into the dual system of youth instructor qualifying examination and youth instructor cultivating institution certification. Lastly, policy tasks to realize these policy measures were proposed. The policy tasks include 1) the improvement of laws and institutions concerning the cultivation of youth instructors, 2) the reformation of infrastructure concerning the cultivation of youth instructors, and 3) the reinforcement of R&D concerning youth instructors. Ten detailed policy tasks are specified under these three areas.

미래 청소년지도자에게 요구되는 핵심역량에 관한 고찰

The purpose of this study is to explore the key competencies required for future youth workers who will respond to the changing society together with young people, and who will support innovation and development in youth work. To achieve this, the study reviewed previous domestic and international research related to the key competencies of youth workers. The study alos examined the youth worker’s perceptions of the future key competencies in youth activities and counseling fields. The literature review revealed differences in the roles, responsibilities, and competencies of youth workers in South Korea and abroad, due to different conceptual scopes of youth work and the extent to which youth workers are attributed roles and responsibilities in different contexts. Particularly, European cases present a specific framework for the competencies of youth workers, highlighting the importance of adaptation-related skills in a rapidly changing socio-environment, in addition to professional knowledge, skills, and attitudes. Youth workers in the youth activities and counseling fields prioritized different key competencies. In the youth activities field, youth workers prioritized problem prediction, problem-solving, and pursuit of happiness. In the youth counseling field, youth workers prioritized self-advocacy and problem-solving. These differences stem from the distinct roles and responsibilities of these fields. However, problem-solving is consistently highly prioritized in both domains, and the other remaining competencies also had relatively high importance in each field. This suggests that these competencies required for youth workers in the future are important for adapting to a rapidly changing society and taking a leading role in carrying out projects to nurture and support young people who will make the future. Starting with this study, we hope to generate various discussions concerning the role of future youth workers. And we hope that these discussions will contribute to the advancement of the youth work field and ultimately benefit the advancement of youth policy in Korea.
