        농촌지역 고령자 보건·의료·복지시설의 집약에 따른 서비스 연계 - 일본 동북지방의 Miyagi현 Nango와 Yamagata현 Nishigawa의 비교분석 -

        Recently, the small-scale local governments of japan are enlarging and enriching the service of health, medical and welfare facilities for the elderly . Intensive arrangement of the three types of facilities is one of the effective ways especially for the small-scale local governments. The service network between facilities benefits by the intensive arrangement. Benefits include the network of the medical service, the share of care information, the share of space and equipment. It can be a notable feature in the intensive arrangement that the elderly were taken from welfare facilities (especially dayscare center) to hospital of high movement frequency quickly. Instead of EV path as possible, It is desirable to stand close between facilities of high movement frequency. For large area, the heavy snow made low daycare ratio. Therefore, it is desirable to construct a branch office at a long distance.

        도농복합도시의 스마트도시 전략 모델 제시 - 충청남도 금산군 사례분석을 중심으로 -

        This paper conducted a survey of residents and public officials for the projects to make smart-city plans of Geumsan-gun. In introduction, several domestic and foreign cases related to smart-city projects were Investigated. To initiate the smart-city project of Geumsan-gun, the local status of Geumsan-gun was investigated regarding various aspects of natural, social, urban environment and smart-city facilities. The results of this survey are as follows: Overall, more than half of survey respondents said they had satisfaction of their housing quality. Several problems in their residence areas, such as insufficient welfare systems, shortage of parking spaces, industrial infrastructure, were reported. Meanwhile, the survey result indicated that tourism and leisure facilities, health care support systems, industries promote the economy and job market of the area. An interview with public official is also important to select the relevant meaningful projects and regional issues. Three models for each spatial unit were proposed in Geumsan-gun based on the natural, agricultural, and geographical environment. In result, the three smart-city models are categorized as urban type(large area), complex city type(medium area), and smart village type(small area)

        시설간 연계를 고려한 농촌지역 노인복합시설의 계획

        The advent of the aging society and following aged society has made local governments run numerous senior welfare complexes, and the number of complexes is increasing on. This study’s purpose is to provide the planning materials for senior complex of healthcare, medicine and welfare; it focused on the improving ways of interrelated use of facilities, comparing physical characteristics and evaluating interrelation of use between senior complexes of Korea and Japan. For this study, respective 4 senior complexes of Korea and Japan were chosen as representing two nations, and every manager was interviewed on the physical characteristics, compounding process, and interrelation status of the complex. This study suggests the planning material as following. 1) The senior complex is recommended to be located at a populated area for good access, and connecting corridors in it would enhance interrelated use. 2) The public health center and hospital in the front side of the complex would make residents visit easily, and the welfare facility in the rear side shall be felt more separated. 3) The courtyard in the center of complex, giving openness and separation, could be used for relaxation and events. 4) The sports and convenience facilities, set in the midst of welfare and medical facilities for residents to visit, would help elders-people community formation. 5) The manager in charge should be appointed to prepare programs for interrelated use of facilities.

        농촌지역 노인복합시설 사용자의 연계이용 및 요구

        The purpose of this study is to give data and materials for the better location and allotment of senior complexes in the rural area, analyzing a healthcare and welfare complex, established and run by Jeungpyeong-gun, Chungbuk-do, in the respect of interrelated use and needs of its visitors and staffs. For the study, 145 visitors and 54 staffs responded the questionnaires. And, in addition, the dispatched public officials were interviewed, the blueprints were analyzed, and photos were taken. The questionnaires were converted to frequency and percentage data by the SPSS program. The results are as following. 1) The visitors usually came on foot, took less than 30 minutes, came from less than 3 kilometer distance, and visited the public health center. 2) The visitors and staffs wanted public bath, bank, supermarket, and pharmacy in the complex. 3) The dispatched officials of the Youth Center often visited welfare facilities. 4) On the advantage of the complex, visitors responded ‘use of auditorium’, ‘parking lot sharing’, and ‘improved image’; staffs responded ‘quick work’ and ‘efficient maintenance’. The location of the senior complex is recommended to be in the populated area for visitors to come on foot easily. The senior welfare center and the public health center have to be located nearby each other, and the convenience facilities have to be located in the center of the complex for common use.

        사회적기업 일자리 질과 결정요인에 관한 연구

        한국에서 사회적기업은 2007년 사회적기업육성법이 제정된 이후 크게 성장하고 있다. 사회적기업의 중요한 목표의 하나가 고용 창출이다. 최근 일자리 질의 중요성이 정책적으로 이론적으로 강조되고 있지만 이에 대한 연구는 매우 부족한 형편이다. 이 연구는 기존 연구의 이러한 한계의 극복에 기여하기 위해 두 가지 연구 문제들을 제시한다. 첫째, 사회적기업은 좋은 일자리를 제공하는가? 둘째, 사회적기업의 좋은 일자리를 결정하는 요인은 무엇인가? 특히 사회적기업 대표자는 일자리 질에 어떤 영향을 미치는가? 연구는 사회적기업의 일자리 질을 일반기업과의 비교 하에서 평가하고, 그 결정요인을 기업변수와 대표자변수를 사용한 교차분석, t-검정, 분산분석(ANOVA), 다중회귀분석을 통해 분석하였다. 분석에 따르면 사회적기업은 노동보상을 제외한 나머지 영역에서 일반 기업과 동등하거나 더 높은 질의 고용을 창출하고 있다. 특히 장래성과 사회보장 영역에서 사회적기업의 일자리 질은 상대적으로 높았다. 또한 기업규모별 차이가 작은 것도 사회적기업의 특성이라고 할 수 있다. 또한 사회적기업의 일자리 질은 대표자 요인과 기업의 인증연수에 큰 영향을 받는다. 대표자의 높은 직업적 역량이나 사회적기업가 정신은 일자리의 질에 긍정적인 영향을 준다. 인증연수도 역시 일자리 질에 긍정적 영향을 주는데 이는 지원사업의 제도적 효과를 보여주는 것이다. 이 연구는 이론적으로 사회적기업가 요소가 경영성과뿐 아니라 일자리의 질에도 중요한 역할을 하고 있음을 보여준다. 이 연구는 향후 사회적기업 지원정책이 임금보상의 향상에 초점을 맞출 필요가 있음을 보여준다. 또한 사회적기업 대표자의 경력부족을 보완하고 사회적기업인으로서 정체성을 강화하는 프로그램이 일자리 질의 향상에 의미있는 기여를 할 수 있음을 보여준다. In Korea, social enterprises have grown significantly since the enactment of the Social Enterprise Act in 2007. Despite the increasing emphasis on the quality of jobs in recent years, there is insufficient research on the quality of employment provided by social enterprises. This study presents two research problems in order to contribute to overcoming these limitations. First, do social enterprises provide good jobs? Second, what are the determinants of good jobs for social enterprises? In particular, how does a CEO of a social enterprise affect job quality? This study evaluates the job quality of social enterprises in comparison with general companies and analyzes the determinants of these factors through multiple regression analysis using corporate variables and entrepreneur variables. As results of the analysis, social enterprises create jobs equal to or better than those of general enterprises, except for level of wage. Especially, the job quality of social enterprise was relatively high in career development and social security area. In addition, Social enterprises have a small difference in employment quality according to firm size compared to general companies. In addition, the job quality of social enterprises is strongly influenced by the entrepreneur factors and the certification period of enterprises. The high professional competence and social entrepreneurship of the CEOs have a positive effect on the quality of the job. The positive effect of the certification variable reflects the institutional impact of the support project. Research shows that social entrepreneurs play an important role not only in business performance but also in job quality. This Study also suggests that improving job quality should focus on improving wage compensation. It also shows that the expansion of the programs to complement the lack of experience of social entrepreneur and strengthen their social entrepreneurship can make a meaningful contribution to the improvement of the job quality of social enterprises.

        한국의 고용보험제도 도입 분석 - 정책 아이디어를 중심으로 -

        고용보험은 1993년 도입 이후 지속적인 발전을 통해 다수의고용자에게 영향을 주는 핵심적인 제도로 자리 잡았다. 고용보험제도 도입을 설명하기 위해 기존 연구들은 정치적인 요인에 초점을 맞추어서 관료의 주도적인 역할과 경제성장을 위한 선택을 중요시하고 있다. 하지만 기존 설명은 행위자들의 입장과 활동변화 설명에 약점을 보인다. 이 연구는 고용보험제도에 대한 행위자들의 이해와 인식을 변화시키고, 정당화를 통해 활동을 변화시킬 수 있는 정책 아이디어에 초점을 맞춘 분석을 통해서 고용보험제도 도입을 더 잘 설명할 수 있다고 주장한다. 이를 위해고용보험 도입과정을 1980년대 초반까지의 도입 지연기와 1990년을 전후로 한 도입기로 나누어 분석했다. 도입 지연기에 수용된 실업보험 아이디어는 성장으로 실업을 해소하려는 대통령과 경제관료들에게 부정적으로 인식되고 있었다. 제도 도입에 부정적인 행위자들은 제도의 필요성과 규범적 정당성 양쪽 모두를 부정하고 있었다. 도입을 주장한 행위자들은 영향력의 한계를 극복하지 못했고 고용보험제도 도입에 실패하게 된다. 이에 비해 1980년대 동안 확산한 고용보험 아이디어는 실업에 대한 적극적인 예방, 노동 수요조정, 직업훈련과 같은 적극적인 정책들을 포괄하고 있었다. 노동시장과 경제상황 변화에 조응하는 제도들을 포괄하는 정책 아이디어는 제도 도입 필요성에 기초한 정당화에 효과적이었다. 규범적 정당화측면에서도 독일·일본 사례에 대한 추종, 복지국가의 제도적 달성, 신규 개혁정책으로서 정치적인 매력과 같은 효과적인 기능을 수행하였다. 정책 아이디어의 변화는 고용보험제도 도입을 반대하던 행위자들을 설득하고 고용보험제도가 도입되는 과정에 긍정적인 영향을 주었다. Since its introduction in 1993, employment insurance has become a core system that affects a large number of employers. Existing studies to explain the introduction focus on political factors, such as the leading role of bureaucrats and choices for economic growth. However, the existing explanations show weakness in explaining the change in the actors’ positions. The study argues that institutional introduction can be better explained through analysis focused on policy ideas that can change actors’ perception of institutions and activities through cognitive and normative justification. For the analysis focusing on policy ideas, the introduction process was analyzed by dividing it into a ‘delayed introduction’ until the early 1980s and an ‘introduction’ period around 1990. The idea of unemployment insurance, which was accepted in the ‘delayed introduction period’, was perceived negatively by the president and economic bureaucrats who were trying to solve unemployment through growth. The actors negative to the introduction were denying both institutional necessity and normative justification. The actors who insisted on the introduction failed to overcome the limit of influence in the policy making process and failed to introduce institution. In contrast, the idea of employment insurance that spread during the 1980s included active prevention of unemployment, adjustment of labor demand, and vocational training. Policy idea that respond to changes in the labor market and economic conditions were effective in need-based justification. In terms of normative justification, it performed effective functions such as following successful cases of Germany and Japan, institutionalizing the welfare state, and political appeal as a new policy. Changes in policy ideas persuaded actors who were opposed to the introduction of employment insurance and had a positive effect on introduction.

        스마트시티사업을 위한 설문결과 분석과 추진 방향 -도농복합도시 금산군의 사례-

        본 논문은 지방 중소도시로 도농복합도시 금산군을 대상으로 진행한 스마트시티 사업에서 주민과 공무원을 대상으로 지역내 문제와 스마트서비스 선호도에 대한 설문조사를 실시한 결과를 분석하고 그 경험을 토대로 설문조사 추진방향을 제시하였다. 본 연구를 진행하는데 금산군의 자연 인문적 환경과 스마트시티와 관련한 지역현황도 함께 조사하였다. 중요한 설문조사 결과는 다음과 같다. 주거환경에 대한 만족도는 응답자의 절반이상이 살기 좋다고 평가하고 있었으며 지역내 문제는 복지부족, 주차부족, 산업인프라(일자리)부족 등의 순서로 꼽았다. 그런데 지역내 문제와는 별도로 스마트서비스를 우선해서 확충해야하는 분야로는 관광레저인프라, 건강의료, 산업인프라(일자리) 순서로 나타났다. 이것은 지역문제를 해결하는 것과 스마트서비스 선호와는 다르게 나타나는 특징이 있다. 설문조사를 진행하는데 있어 방향 제시는 다음과 같다. 설문조사의 실시도구는 군청내 그룹웨어 설문서비스를 사용하고 주민들에게는 1대1설문, 온라인설문조사플랫폼(구글설문지, 서베이몽키 등)을 활용한다. 특히 주민설문은 지역모임을 대상으로 핵심질문으로 압축하고 쉬운 용어를 사용한다. 예비조사에서 관련공무원과 면담을 통해 관련사업, 지역밀착형 설문으로 선별하는 것이 중요하다. 무엇보다 스마트시티사업은 지역문제와 여건을 고려하고 이를 설문조사를 통해 파악한 후 지역문제를 해결하면서 주민의 니즈를 반영해야 한다. The local status of Geumsan-gun was investigated regarding various aspects of the natural, social, urban environment, and smart-city facilities. The survey results were as follows. Overall, more than half of the survey respondents said they were satisfied with their housing quality. Several problems in their areas, such as inefficient welfare system, shortage of parking space, and industrial infrastructure, were reported. On the other hand, tourism and leisure facilities, health care support systems, industries to boost the economy, and the job market were also important issues. The problem was that the regional problems mentioned above were not in line with their preferences for smart-city services. The implications of the survey results could be summed up as follows. The groupware surveys of Geumsan-gun should be used as survey tools, whereas IT survey tools (Google, Survey Monkey, etc.) should be used for locals. In particular, a survey targeting residents should ask plain and compact questions taking advantage of local gatherings. It is also important to have a pilot-survey with relevant public officials and select related projects and regional issues. The survey of local residents and public officials is a prerequisite for promoting smart city projects. The smart city project shall reflect the needs of residents while solving community problems by considering the survey results and local conditions.

        이명박 정부 사회정책의 발전

        The challenge of research is to analyze the transition of social policy under Lee Myung-bak government. In other words, the purpose of this article is to find out whether Lee Myng-bak government carried out a retrenchment in social policy during the last three years in power and also to look for its extent, in the case of the circumstances. This research tries to capture not only the quantitative development of social policy under Lee Myung-bak government but also its qualitative diversion. For interpretation of the quantitative development of social policy, the research analyzes the developmental trend of social expenditure. For qualitative aspects of the development of social policy, the article examines the case studies of response policies for low fertility and financial crisis. According to the findings, the trend of the welfare expansion under Lee Myung-bak government seems to be shown continuity rather than the transition. However, Lee Myung-bak government tries to attempt the changes, in terms of the method of expansion, although it was at the limited level. It is the combination of promoting the commodification of labour in the welfare system and the strengthening of market-friendly method which pursuits the reinforcement of market discipline in the social sector. The welfare expansion policy which Lee Myng-bak government persisted on can be explained by several factors. First of all, the path of welfare expansion, which initiated by Kim Dae-jung, Roh Moo-hyun government, could not be changed easily. Second, the welfare ideology of Lee Myung-bak government seems to close to new social democratism rather than neo-liberalism. Third, an attempt of privatization of the welfare system during the initial ruling period of Lee Myung-bak could not achieve its goal by the resistance of direct democracy. Fourth, with facing the serious problems of low fertility and financial crisis, the conservative government and the party has to accept the inevitability of the expansion of welfare. Fifth, Roh Moo-hyun government was running a sound governmental finances and it eventually guaranteed an essential financial security which to be maintained on the trend of welfare expansion.

        한국 언론의 기업에 대한 입장: 한겨레신문과 조선일보의 사설을 중심으로

        이 연구는 조선일보와 한겨레신문의 사설을 비교·분석하여 언론이 기업에 대해 어떤 인식을 전파하는 지를 살펴보았다. 사설의 논조 분석에 따르면 양 신문에서 대기업과 재벌에 관련해서 긍정적인 입장보다는 부정적인 입장이 더 강하게 나타났다. 하지만 기업에 대한 입장에서 양 언론의 차이도 뚜렷하였다. 한겨레신문은 조선일보 보다 대기업에 더 집중하고 부정적인 입장도 더 강했다. 또한 한겨레신문은 노동자문제와 대기업의 불공정 행위를 중점적으로 제기하였다. 반면 조선일보는 재벌의 불공정 행위와 더불어 경제성장과 관한 이슈들도 제기하였다. 토픽모델링 분석은 언론의 입장을 보다 정확히 보여준다. 이에 따르면 한국에서 언론은 대기업에 종속되기보다는 자극적인 면을 강조하는 언론의 속성을 따른다. 동시에 언론은 추구하는 이념에 따라 다른 주제형성과 내용 구성을 보였다. 한겨레신문은 노동자문제와 근로조건과 같은 주제를 형성하였고 조선일보는 경제문제와 중소기업의 경쟁력 같은 주제를 부각시켰다. 내용 구성 측면에서, 조선일보는 자율주의 입장에서 기업 문제 해결을 주로 대기업의 창의력과 중소기업의 경쟁력 회복에서 찾았다. 반면 한겨레신문은 개입주의 입장에서 노동자문제와 근로조건의 개선을 위한 기업의 각성과 정부의 노력을 촉구하는 경향을 보였다. This study compared The Chosun Ilbo’s and The Hankyoreh’s editorial for the purpose of verifying which perspective on the enterprises to spread. According to the editorial tone analysis a negative stance appeared more strongly than positive stance. But it was also pronounced differences between the two media. The Hankyoreh has focused more on Chabeol’s and has the even stronger negative stance than the The Chosun Ilbo. The Hankyoreh also tended to focus on the unfair practices of Chabeol’s and workers problems. On the other hand, The Chosun raised the issue of Chaebeol’s unfair business practices, and at the same time stresses issues relating to economic growth. Topic modeling analysis shows position of the press more precisely. According to this, in Korea, press follows the properties of the media to emphasize negative sides rather than being dependent on large corporations. In addition, the media according to the ideological orientation, showed a different theme and content configuration. The Hankyoreh was formed in topics such as workers`` problems and working conditions, and The Chosun Ilbo had highlighted economic problems and SME competitiveness. In terms of content configuration, the Chosun with autonomic stance had looked for a way of solving problems mainly in creativity and competitiveness of the large enterprises and SMEs. In contrast, the Hankyoreh with interventionist stance had tended to urge the government commitment for the improvement of working conditions and workers`` issues.
