시각장애인의 보행에 도움을 주기 위한 보조기기는 현재 세계 각국에서 연구되고 있으며 많은 종류의 기기들이 개발 소개되었다. 그러나 이들 기기들은 시각장애인들에게 제대로 활용되지 못하고 있으며 실제 산업화되어 제품으로 판매되는 것은 거의 찾아보기 힘든 정도이다. 본 연구에서는 현재까지 연구, 개발되어 소개된 시각장애인 보행보조를 위한 기기를 살펴보고 이에 대한 특징을 조사하여 이들이 제대로 활용되지 못한 이유를 분석하였다. 또한 분석을 통하여 새로운 형태의 시각장애인용 의복형 보행보조기기를 개발하기 위한 연구를 시도하였다. 의복형 보조기기는 초음파 감지기와 무선 신호전달 및 시각장애인 안내 모듈로 구성되며 모든 시스템이 의복 내에 거치되도록 하여 은닉할 수 있는 구조를 가진다. 그리고 골전도 방식을 이용한 신호전달이 이루어지도록 함으로써 외부의 환경에서 전달되는 소리와 안내음을 동시에 들을 수 있도록 설계하였고 경보음을 통하여 장애물의 위치를 쉽게 파악할 수 있도록 고려하였다. 설계 개념에 따라 의복형 기기를 제작하였고 장애물 감지 실험을 실시하여 효과를 검증하였다. During the past 40 years, many ETAs(electronic travel aids) are developed and introduced to assist the walking of the blind. But it is hard to find the blind person who use the ETA. It because it has some defects as well as the performance problem. In this paper, the features of the introduced ETA were investigated and the demands of the blind for the ETA's function were analyzed. After that, we present the requirements of the ETA and propose a new type of wearable walking assistive device. The proposed type consists of an obstacle detection module, wireless signal transfer module and acoustic interface module. All of the components of the device are located in the garment to hide the device for relieving the blind's psychological burden. The bone conduction stimulator which located at the front of the ear leaving the ear-canal open is imported to use as acoustic signal transferring method and the user can hear both the alarm signal and the environmental sound which is the main cue to walking for the blind. The prototype of the proposed device was implemented and the obstacle detecting experiment were carried out. The results showed the good performance of the device and the proposed device is expected to actually use to the blind.

의복형 장애물 감지시스템이 시각장애인의 보행능력에 미치는 영향

This paper examined the influence of a wearable obstacle guide system to the blind's walking ability. The wearable obstacle guide system which has an obstacle detecting device with ultrasonic sensor was designed to inform the obstacle location information with tactile stimulation with two small vibration motors. To evaluate the efficacy of the system, some walking experiments were carried out. Three blind students were participated in the experiments and they had trained for two weeks to be adapted the system. In the experiments, the walking velocities, landmark utilizing numbers and the obstacle avoid rates of each student were investigated with the system. To compare and analyze the results, we have measured each factors with a white cane and both devices. The results showed that the wearable obstacle guide system is used with the white cane together, the blind's walking velocity and obstacle avoid rates were improved. Which proves the designed wearable obstacle guide system can give some help to the blind's walking ability. 이 논문에서는 의복형 장애물 안내시스템이 시각장애인의 보행에 미치는 영향을 조사하였다. 사용된 의복형 장애물 안내 시스템은 초음파센서를 이용하여 장애물을 감지할 수 있고 두 개의 작은 진동모터를 이용하여 사용자에게 장애물 위치정보를 전달할 수 있도록 설계되었다. 이 시스템의 효용성을 검증하기 위해 세 명의 시각장애인 학생이 참가한 보행실험이 실시되었고, 실험에 참가한 학생들은 2주간 시스템에 대한 적응훈련을 거쳤다. 실험에 있어서 비교와 해석을 위하여 시스템과 함께 흰지팡이를 이용한 실험이 함께 실시 되었는데, 보행속도, 랜드마크 활용 횟수, 장애물 회피율 등이 조사되었다. 실험을 통해 이 시스템을 흰지팡이와 함께 사용할 경우 보행속도와 장애물 회피율이 증가함을 볼 수 있었고 이는 의복형 장애물 안내시스템이 시각장애인의 보행에 도움을 줄 수 있다는 것을 보여주는 것으로 설계된 시스템의 효용성을 입증해 준다.

중국 연변지역 마을 향촌진흥전략 정책의 실행_연변일보 기사를 중심으로_

As China enters the 21st century, China is strengthening its position as a world power in an international position. However, there are still problems with Three Agricultural(Agricultural, Rural, Farmer) and unbalanced urban and rural villages. China, as one of the largest and most populous nations, values the development of three farms. Strategies such as “The Construction Of New Socialist Countryside” were a policy to solve rural problems, But they were not enough to achieve breakthrough results. In order to achieve more effective results, the Central Committee of THE STATE COUNCIL proposed The Document No.1 of “Opinion on the Implementation of The Rural Revitalization Strategy” in February 4, 2018 and published “The Rural Revitalization Strategy (2018-2022 )”. The Yanbian region, which is the subject of this study, is the home of Korean-Chinese tribes and the Korean autonomous region. As a minority of Chinese ethnic minorities, the Korean-Chinese has their own unique culture, and Yanbian has distinct regional characteristics. As The Rural Revitalization Strategy was raised, Villages is showing positive change in accordance with policy implementation in Yanbian. This study analyzed the current status of policy implementation of The Rural Revitalization Strategy in Yanbian area and analyzed the policy contents and performances based on the of Yanbian Daily News. Based on the results of the analysis, I would like to help in suggesting a more rational development direction and building the villages. 중국은 21세기 들어서면서 종합적 국력의 제고와 더불어 국제적지위에서 세계강국의 입지를 다지고 있다. 하지만 3농(농업, 농촌, 농민)문제와 도시와 향촌의 불평형불균형의 문제는 여전히 존재한다. 중국은 인구대국과 농업대국의 하나로서 3농의 발전을 중시하고 있다. 《신농촌건설》 등 전략은 농촌문제를 해결하기 위한 정책이었지만 획기적인 성과를 이룩하기엔 부족하였다. 보다 효과적인 성과를 이룩하기 위해 2018년 2월4일 중앙국무원서 중앙1호 문건 《향촌진흥전략 실시에 관한 의견》을 정식으로 제기하였으며 《향촌진흥전략계획(2018~2022년)》을 발행하였다. 본 연구대상지인 연변지역은 조선족의 집거지이고 조선자치주이다. 조선족은 중국 소수민족의 하나로서 자신만의 독자적인 문화를 고유하고 있으며 또한 연변지역은 뚜렷한 지역적 특성을 가지고 있다. 향촌진흥전략 제기됨에 따라 연변지역에서도 정책실행에 따라 향촌은 적극적인 변화양상을 보이고 있다. 연변지역에서의 향촌진흥전략 정책실행을 현황을 분석하고 정책내용과 성과를 연변일보 기사를 중심으로 분석하였다. 분석결과에 근거하여 보다 합리적인 발전방향의 제시와 향촌의 건설에 도움이 되고자 한다.
