In this paper, we introduce a pilot s scheduling model which is able to maintain and balance their capabilities for each relevant skill level in military helicopter squadron. Flight scheduler has to consider many factors related pilot s flight information and spends a lot of times and efforts for flight planning without scientific process depending on his/her own capability and experience. This model reflected overall characteristics that include pilot s progression by basis monthly and cumulative flight hours, operational recent flight data and quickly find out a pinpoint areas of concern with respect to their mission subjects etc. There also include essential several constraints, such as personnel qualifications, and Army helicopter training policy’s constraints such as regulations and guidelines. We presented binary Integer Programming (IP) mathematical formulation for optimization and demonstrated its effectiveness by comparisons of real schedule versus model s solution to several cases experimental scenarios and greedy random simulation model. The model made the schedule in less than 30 minutes, including the data preprocessing process, and the results of the allocation were more equal than the actual one. This makes it possible to reduce the workload of the scheduler and effectively manages the pilot s skills. We expect to set up and improve better flight planning and combat readiness in Korea Army aviation.

최근 대학 평가와 재정 지원 사업 선발과 운영 과정에서 교수학습센터의 역할의 중요성이 더욱 부각되고 있다. 수업과 학업 역량 강화를 위한 교수학습지원 프로그램을 개발하고 운영하는 수준을 넘어서 대학교육의 질 관리와 역량 강화를 위해 보다 선도적 역할을 수행해 줄 것을 기대를 받고 있다. 이러한 상황에서 교수학습센터의 전문가들은 현재 대학 교수학습센터들이 강화된 기능을 수행할 수 있는 조건을 실질적으로 확보하고 있는지, 역할 기대를 충족하기 위해 강화되어야 할 사항은 무엇인가에 대해 조사가 필요가 있다는 문제를 제기하고 있었다. 이에 본 연구에서는 대학 교수학습센터의 역할 수행 현황에 대한 분석, 역할 수행에서 제기되는 장애요인 규명, 기능 강화를 위한 방안을 탐색하였다. 설문조사와 심층면담을 통한 조사 결과, 현재 많은 교수학습센터는 기존의 업무 외에 교육역량 강화를 위한 사업평가 및 관리 그리고 각종 국고사업과 대학평가를 지원하는 역할을 수행하고 있는 것으로 파악되었다. 또한 교수학습센터의 전문가들은 현재 조직의 직무 안정성과 대우 수준, 업무량의 적절성, 예산 운영 등의 측면에 문제가 있음을 지적하였고, 이런 상황을 개선하기 위해서는 각종 대학평가 준거에서 교수학습센터 관련 평가지표에 조직의 안정성과 전문성을 실질적으로 평가할 수 있는 지표가 포함되거나 세분화된 항목으로 보완되어야 하며, 전문성 향상을 위한 전문가 재교육과정이 필요하다는 점을 강조하고 있었다. The importance of the ‘Center for Teaching and Learning(CTL)’ is more emphasized nowadays in the selecting process of the university competency evaluation and government funded projects. Thus, the CTL is expected to take the lead in quality management and competency enhancement of university education, not just the education program provider for better teaching and learning. In this context, professionals in the CTLs are questioning whether the CTL has the ideal environment to perform these new and important roles. Also, they say that we need research about what needs to be done to strengthen the CTL’s performance. In this study, we analyzed the current status of the university teaching and learning center, identified the obstacles, and searched for ways to strengthen the function. Through questionnaires and in-depth interviews (FGI), most of the CTLs are now playing important roles in program evaluation and quality assurance works for the government funded projects and University assessment while they do the original tasks such as operating lots of teaching and learning programs. Also, experts in the CTL pointed out that there are problems in terms of job stability, level of treatment, appropriateness of the workload and budget management of the current CTL organization. To improve this situation, the results proposed the following suggestions. First, it is suggested that an index for evaluating the stability and professionalism of the CTL should be included or supplemented with detailed items in the university evaluation. Second, re-education program of the professionals in the CTL is needed to enhance their expertise.
