        남북한과 양안의 4자간 경제구도변화와 법적 대응 방안에 관한 연구 -ECFA와 남북경협의 법적 논의를 바탕으로-

        In recent years, Korea-China FTA discussions are becoming active. Because the trade structure between South Korea and Taiwan is very similar, the study on ECFA and South-North Economic Cooperation will be able to give many implication to us. The the relationship between Mainland of China and Taiwan government and the relationship between South and North Korea government has historical similarities. But some differences in terms of legal, political are worth noting. Latest, because cross-border trade of the North Korea and China is becoming more active, the relationship between South an North Korea may affect by Korea-China FTA concluding. Thus, we have to consider economic and legal issues when conclude Korea-China FTA or Korea-Taiwan FTA through a comparative study on ECFA and South-North Economic Cooperation. Cross-Strait relations and Inter-Korean relations have a lot of similarities on history and culture, but economic scale and legal concepts are different. Whlie South-North Economic Cooperation is the agreement of inter-transaction, on the other hands, ECFA has not such article. And, each agreement statement is showing diffent of the nature and structure of Article. ECFA has the legal characteristics of the FTA including a significant portion. We have to conclude FTA through a comparative legal sutudy on ECFA and South-North Economic Cooperation for the North-East Asian stability and the economic profit of Korea.

        노동운동의 인터넷 활용과 정보화 : 전북지역을 중심으로

        This research is analyzing Internet use at labor movement of Chonbuk region. This research analyzed any changes from information offer and public opinion formation and democratization of organization, solidarity and common countermeasure. Through this, internet practical use is analyzing to bring positive result a labor movement what we need. For such analysis, this research executed the interview with the labor agitators about Internet homepage in local union which belongs to a Korean Confederation Trade Union-Chonbuk Regional Council. An analysis result, internet homepage manager's information education is insufficient though there is it. Laborers are holding the computer place of work or home mostly, and the knowledge level about Internet or computer was ordinary. But, information education which applies to laborers in the organization did not exist. The information supply and opinion collecting showed the appearance to transcend the space with the time without the interference of the employer. Many problems are existing in a democratization achievement of labour union. But responders were expecting that Internet will give an opinion decision, result presentation of the meeting, information supply, a lively discussion, free opinion expression the aid. The homepage of labour union existed also the possibility to give the a labor movement the aid. Such situation was showing the effectiveness when it ran parallel traditional methods and Internet. Still, They had the problem of centering executive about the practical use and low participation problem of union members and citizens. They must have the policy about the anonymity or Internet real-name system and legal countermove to the resolution, they must enlarge the ability to deal about emotional complications expression. And an information education must be carried out and the guidance division must make efforts to become the power of the struggle from ordinary regiment and unity. They must do also a labor movement which has the concern in the general society problem. They must solve also the manpower or funds problem and usual communication through the computer must be achieved. An labor movement's problem can not be solved of course through the Internet. They must express the voice of laborers in a present time's situation. And they need a space plan to stand against for the employer. They must do now the agony to have the sufficient condition of the concern and the effort.

        사이버 공동체와 사회자본의 형성

        Society is now undergoing many changes through the diffusion of PC and internet. One of such changes is immediately the formation of new social space. We can construct the cyber community transcending the physical limits of time-space. This is due to bi-directional communication, a major feature of cyber network. We could find the appearance of the new social space and the possibility of the formation of the new cyber-society, for example the Nosamo appeared during 16th president election period. According to this study which is the analysis of the community, we could know the potential of social capital through a common subject, a collective correspondence, public rules, and the formation of friendship among the members. We can get many information, knowledge and emotional satisfaction from a cyber community more than our possession. We can get an opportunity to confirm our identity when we escape from alienation because of the possibility of them. We just must do the mind that all cyber communities do not play affirmative roles for the formation of social capital. PC의 보급과 인터넷의 확산을 통해 우리사회는 많은 변화를 겪고 있다. 그 중 하나가 바로 새로운 사회적 공간의 형성이다. 이는 사이버네트워크의 특성 중 하나인 쌍방향적인 커뮤니케이션으로 인해 시공간을 초월하여 물리적 한계를 벗어난 사이버 공동체의 형성이 가능하게 되었다. 예를 들자면 국민경선이나 16대 대통령 선거 당시 ‘노사모’라는 사이버 공동체의 등장 속에서 우리는 사이버네트워크를 통한 새로운 사회공간의 등장과 새로운 사이버 공동체의 형성 가능성을 엿볼 수 있었다. 이 연구에서는 바로 노사모라는 사이버 공동체에 대한 분석을 통해서 회원들 간의 공통의 과제, 공동의 대응, 규약 및 친목의 형성을 통한 사회자본의 성장⋅발전 가능성을 알 수 있었다. 사이버 공동체 내에서는 자신이 소유하고 있는 것보다 훨씬 많은 정보와 지식, 그리고 정서적인 만족을 얻을 수 있고 이를 통해 유대감, 소속감, 신뢰 등의 사회자본의 형성이 가능해 지면서 소외감으로부터 탈피하여 사람들 속에서 자신의 존재 이유를 확인할 수 있는 기회를 얻을 수 있다. 다만 사이버네트워크는 기회와 위험의 양면을 소유하고 있다는 것, 즉 모든 사이버 공동체가 사회자본의 형성에 긍정적인 역할만을 하는 것은 아니라는 점을 염두해 두어야 한다.

        FTA의 무역구제제도와 한국의 법적 대응 방안

        In the vortex of global economic integration, Regional Trade Agreement(RTA) such as Free Trade Agreement(FTA) has been the name of game not only globally, but locally. According to recent statistics, the vast majority of WTO members are a party to one or more regional trade agreements. Korea has also participated in the flow of building FTA with various nations such as Chile, Singapore and EFTA(European Free Trade Association). Besides, Korea is now under way to build Free Trade Agreement with the United states of America, which has been its main trade partner since beginning of their relationships. It is well-known fact that FTA has contributed to elimination of trade barriers including tariff and other restrictive regulations in WTO members. Furthermore, it has played a significant role in improving the efficiency of economy as well as the satisfaction of consumers, who have come to buy good quality of goods in reasonable price. At the same time, however, it needs to be considered that FTA has imposed heavy burdens on the businesses and companies, which are not equipped with competitiveness and advantages, in order to cope with fierce battling with well-equipped foreign counterparts. Considering this negative effect, we need to take a step to relieve such damaged businesses and sectors by efficient Trade Remedies. "Trade Remedies" refers to measures taken by governments to counteract injury to domestic producers seen to arise from imports, including when such injury is determined to be caused by practices such as dumping or subsidy. In this context, Korea, which has been mainly dependent on global Trade, needs to embrace this opportunity actively. In this paper, first, the present state of FTA, built by other nations and Korea, will be examined. In the second part, the characteristics and uniqueness of Trade Remedies in each FTA will be scrutinized, which will be compared with FTA made by Korea. In this study, more emphasis is placed on the strategies of Korea concerning with trade remedies. Therefore, some suggestion will be made to relieve the anticipated damage of domestic business sectors such as agriculture and pharmaceutical industry and enhance relatively fragile part of all businesses. The building of FTA will present us a opportunity as well as a challenge to be overcome for the future of Korea. So, active and analytic approach is urgently needed to cope with matters of FTA.

        유전자 재조합 B형간염 백신의 10세이하 소아에서의 면역원성 및 안전성

        목 적 : B형 간염 바이러스 보균자가 많은 우리 나라에서는 모든 신생아에게 B형 간염에 대한 능동면역이 시행되고 있다. 혈장 백신은 공급원에 한계가 있고 전염성 질환이 전파될 가능성이 있으며 값이 비싸다는 문제점이 있어 이와는 다른 유전자 재조합 공법으로 생산된 HG-II$^{(R)}$백신의 면역원성과 안전성을 조사하고 BCG 선행군과 그렇지 않은 군에서의 면역원성을 비교하고자 본 연구를 시행하였다. 방 법 : 1995년 4월부터 1996년 6월까지 경상대학병원(Group A), 지방공사 강남병원 (Group B)과 영동 세브란스병원(Group C)에서 10세이하의 소아를 대상으로 하여 유전자 재조합 B형간염 백신(HG-II$^{(R)}$)$10{\mu}g$의 양을 0, 1, 6개월 접종 방식으로 3회 근주 하였다. 4군는 BCG를 간염 2차 접종하기 1주전에, B군은 1주후에 접종하였다. C군에서는 두가지 예방접종의 선후관계를 알 수 없었다. 3회 접종후 1개월에 채혈하여 anti-HBs Ab를 측정하였으며 부작용을 조사하였다. 결 과 : 1) 총 114례중 신생아는 104례였으며 이 중 55례는 간염 2차 접종하기 1주전에 BCG를 접종하였고 43례는 간염 2차 접종후에 BCG를 접종하였으며, 6례는 선후관계를 알 수 없었다. 2) 항체양전율은 99.1%였고 기하 평균 항체가는 131.2mIU/ml였다. 3) BCG를 간염 2차 접종하기 1주전에 접종한 군과 1주후에 접종한 군에서의 기하 평균 항체 가는 각각 105.5mIU/ml, 162.8mIU/ml였다(p<0.025). 4) 부작용은 국소 반응이 1.4%, 전신 반응이 7.8%였다. 결 론 : 유전자 재조합 간염 백신은 부작용이 적고 면역원성이 우수하였다. 간염 2차 접종 전에 BCG를 접종한 군에서의 기하 평균 항체가가 낮게 관찰된 바 향후 이에 대한 연구가 더 필요할 것으로 사료된다. Objective : To evaluate the immunogenicity and safety afforded by the HG-II$^{(R)}$ recombinant hepatitis B vaccine given to healthy neonates and children and to find the influence of preceding BCG vaccination on immunogenicity. Methods : Three doses of recombinant hepatitis B vaccine with a dose of $10{\mu}g$ were given at birth, 1 and 6 months of age. This study was conducted in three hospitals (Gyeongsang National University Hospital(Group A), Kangnam General Hospital(Group B) and Younsei University Hospital(Group C)) from April, 1995 to June, 1996. Group A and Group B received 2nd dose of hepatitis B vaccine at 1 week after and before BCG vaccine, respectively. Antibidy levels, at 1 month after the 3rd dose of hepatitis B vaccine were determined by a radioimmunoassay. Results : 1) One hundred four infants and ten children were enrolled : 55 infants and 43 infants received 2nd dose of hepatitis B vaccine at 1 week after( After BCG Group) and before BCG vaccine(Before BCG Group), respectively. 2) The seropositive rate was 99.1%, and geometric mean anti-HBs titer was 131.2mIU/ml. 3) The geometric mean titers were 105.5mIU/ml and 162.8mIU/ml in After BCG and Before BCG Group, respectively(p<0.025). 4) Among 359 episodes of vaccination, the occurrence of systemic and local side reaction were reported in 7.8% and 1.4%, respectively. Conclusion : Recombinant hepatitis B vaccine(HG-II$^{(R)}$))was highly immunogenic and safe. The significantly lower geometric mean antibody titer in the BCG preceding group was observed. Well-designed controlled study with the large number of sample size will be required to show the influence of preceding BCG vaccination.

        중국의 OFDI정책 패러다임 변화와 전략 -자본수출국으로의 전환점에서-

        중국의 해외직접투자(OFDI)는 2001년 10차 5개년 규획 강요에서 본격적으로 실시한 `저우추취`(走出去) 해외투자 정책에 힘입어 꾸준하게 발전하여 왔다. 특히 중국의 외자유치 성장정책으로 확보된 외화보유고는 중국기업들의 해외진출과 M&A투자의 든든한 밑받침이 되었다. 이에 본 논문에서는 급성장한 중국의 해외투자의 현황과 특징을 살펴보고 자본수출국의 전환점에 서있는 중국의 해외 투자패러다임 정책변화에 초점을 맞추어 중국의 투자정책과 연혁을 고찰하고자 하였다. 동시에 중국의 해외직접투자 성장전략과 그 목표가 의미하는 바를 연구하고자 하였다. 이를 위해 중국 해외투자정책의 성장전략을 `자본수출국으로의 전환`과`국제위상 제고`라는 각도 아래 분석하고자 하였으며, 미시적으로는 투자액의 변화와 투자지역, 투자성격, 투자방식의 전략적 측면에서 중국의 해외투자 성장전략을 분석하였다. 특히 에너지 확보를 위한 투자에서 기술과 시장 확보를 위한 자본투자로의 전환, 중국기업의 해외기업 M&A를 집중 살펴봄으로써 중국 해외투자의 변화상이 의미하는 바를 살펴보았다. 또한 중국이 국제사회 안에서 추진하는 `일대일로(一帶一路)`는 지역별 투자구상(Initiative)을 통하여, 해외투자의 패러다임을 전환하여 지역질서 중심축 역할을 하고자 하는 정책패러다임(policy paradigm)을 분석하였다. 중국은 해외투자정책 목표와 성장전략에 따라 단계별로 성공적인 패러다임 전환을 이끌고 있으며, 이를 통하여 국제위상을 제고와 경제외교의 최종목표 달성에 근접하고 있음을 주장하는 바이다. Chinese Outward Foreign Direct Investment(OFDI) has improve dramatically from “go gloval” policy since it was established in 2001. Furthermore, Chinese Foreign Direct Investment(FDI) policy successfully implemented on “bring in” policy, Chinese company has become much easier go overseas by the huge foreign exchange reserves of China. In this process, China stand on the turning point of Capital Exports Country now. This paper reports a China`s OFDI Policy Paradigm analysis by Chinese government OFDI Strategy under the policy change that transform `Capital Exports Country` and enhance `the country`s prestige and boost its image` in the international community. To be more specific, Four analysis are highlighted: first, Current Situation of China`s OFDI and its government policy; second, OFDI for securing more energy, market and technology; third, M&A of chinese companies; fourth, Investment Initiative of `One Belt One Road` for China`s role of a central axis on regional order. Accroding to analysis of four factor by chinese OFDI Strategy, this study result proves that how do China sucessfully tried to shift OFDI policy paradigm. And it asks the question: Does China`s economic growth and International status will be boosted by OFDI?
