        지방자치단체 인사분야 감사제도 개선방안 연구

        본 연구의 목적은 지속적으로 발생하고 있는 지방자치단체 인사비리 문제를 감사제도적인 차원에서 검토하여 인사비리 발생의 원인을 살펴보고 그 해결방안을 모색하고자 하였다. 이를 위해 지방자치단체 자치 사무에 대한 중앙정부의 감사범위 및 한계와 관련된 헌법재판소의 최근 결정 내용 등을 살펴보았다. 또한 지난 10년간 감사원에서 실시한 지방자치단체 인사분야 감사지적 사례 그리고 행정자치부 인사제도 개선 관련 감사지적 사례를 분석하였다. 특히, 지방자치단체 감사부서 직원 108명을 대상으로 내부통제수준, 외부감사의 필요성과 문제점, 내부통제 강화방안 등에 대한 설문을 실시하여 그 결과를 분석하였다. 분석결과에 따르면, 자체감사기구의 인사분야 감사 역량강화를 위해 전보제한 기간 강화, 감사부서 직원 우대방안 마련 그리고 감사직렬제 도입 등이 필요한 것으로 나타났다. 또한 감사원 등 외부감사의 역할 측면에서 지방자치단체 인사감사 전담부서 신설, 인사제도 개선 위주의 감사운영 그리고 자치사무에 대한 정부합동감사 실시 요건을 보다 구체화할 필요가 있는 것으로 나타났다. The purpose of this research is to inspect the causes of irregularities that consistently occur in human resources management of local governments from the perspective of audit systems, and to seek solutions for them. Accordingly, the recent decision by the Constitutional Court of Korea, regarding the scope and limitations of the central government’s audits of local governments, were examined. In addition, the audit findings of the audits conducted by the Board of Audit and Inspection (BAI) of Korea over the past 10 years in the field of human resources of local governments, along with the findings of audits regarding human resource improvements at the Ministry of the Interior and Safety (MOIS)were analyzed. In particular, a survey was conducted on 108 members of the division auditing local governments to discover the current standards of internal control, along with ways to strengthen it, and the need for and the drawbacks of external auditing, of which the results were then analyzed. The results of the analysis showed a need to strengthen the restrictions on the length of transference, a need for ways to prioritize the members of audit departments, as well as a need to introduce a personnel management system to enhance the capacity of internal audit departments. Additionally, from the external audit perspective, establishing a department in charge of auditing human resources of local governments, conducting audits centered around improving the human resources system, and specifying the requirements essential to establishing a joint government audit for internal tasks are necessary.

        지진 피해평가 시스템의 학습데이터 구축과 예측에 관한 연구

        This study aims to predict the earthquake damage of buildings in the area when an earthquake occurs. To do this, there should be data on earthquake damage in the area. In this study, it was assumed that an earthquake of magnitude 5.0 occurred, and the damage levels of buildings caused by the earthquake were divided into 1 to 5. In this study, a data collection set for 300,000 buildings was constructed. In addition, in this paper, various variable values such as building type, building use, distance, building height, and building year were analyzed to affect the earthquake damage. As a result of using 300,000 data collections constructed in this study and predicting it using the LSTM model, the accuracy was 0.928%.

        지반 데이터를 활용한 건물 변위 분석 시스템 - 부산광역시 사례 중심으로 -

        Recently, considerable damage has occurred due to the Gyeongju earthquake and Pohang earthquake, and as a result, interest in earthquakes in Korea is increasing. In this study, a system was developed that calculates the displacement of a building and accurately analyzes the damage to the structure using the result data of the ground motion simulation using the ground data. For this purpose, ground motion simulation was performed by designating a virtual observation point per 1 km based on the ground data of Busan Metropolitan City actually measured for an earthquake with a magnitude of 5. In addition, a building displacement calculation simulation was performed using the PGA data values obtained as a result of the simulation, and a system for analyzing structural damage in a situation of a virtual earthquake magnitude 5 was developed.

        UDS(urban disaster solution)솔루션 UI/UX 구현 –부산광역시 데이터를 중심으로-

        The user interface should elicit smooth communication between users and services and user satisfaction through user analysis. The interface of the existing disaster solution is designed without user consideration. In this paper, the users convenience was considered to monitor and respond to disaster situations 24 hours a day, and the interface was designed to handle readability for immediate and accurate response and the vast amount of data needed for disaster response. Therefore, a unified design system was established by main color, auxiliary color spectrum, hierarchical level setting of typo, and legend color, and convenience and usability were increased by allowing users to choose between dark and light themes. The layout, such as navigation, toolbar, and pop-up windows, is newly formed, and the design of the icon is simplified to improve the step-by-step display stage to increase readability.
