국내 민간·상업용 드론 생태계에 대한 연구

그동안 군사․공공용으로 주로 쓰였던 드론의 민간‧상업적 이용방안에 대한 일반인들의 관심이 높아지고 있다. 이 연구는 ‘행위자 연결망 이론(ANT)"을 통해 국내 민간‧상업용 드론이 활성화되기 위해서 어떠한 정책과 제도가 뒷받침되어야 하는지를 살펴본다. 본 논문에서는 민간‧상업용 드론과 관련된 해외 주요국의 정책사례를 찾아 국내 정책분야의 행위자를 도출하는 근거로 활용하고, 국내 ‘시장’, ‘정책’ 영역 주요 행위자는 누구인지 살펴본 뒤, 국내 시장의 현재 위치와 미래 발전가능성을 살펴보았다. 이를 위해 드론 관련 종사자와 전문가 10명을 대상으로 심층인터뷰를 진행하였다. 연구결과에 따르면 민간‧상업용 드론 관련 정책 마련 시에 해외 주요국의 정책 분야 행위자는 ‘정부주도형’, ‘유럽연합+국가 자율형’, ‘정부+민간 혼합형’ 등 3가지 형태가 있었다. 국내 드론 시장 영역의 주요 행위자는 드론 제조업체와 무인항공기 시스템(Unmanned Aerial System, UAS) 그리고 소프트웨어 업체가 있었고, 정책 영역의 행위자는 정부 부처와 공공 연구기관으로 확인됐다. 현재 국내 민간‧상업용 드론 생태계는 행위자 연결망 이론에서 설명하는 번역의 4단계 중 세 번째 단계인 ‘역할부여/등록(enrollment)’ 단계라 할 수 있는 데 향후 필수통과지점(OPP)에 이르기 위해서는 공역 세분화, 무게제한 세분화, 의무교육 시간 도입, 규제 프리존 등 새로운 정책적 지원, 드론 부가가치 사업 개발, 안전사고 및 사생활침해 우려에 대한 방안 등이 있어야 한다는 결론이 도출됐다. 본 연구에서는 이러한 결과를 토대로 국내 민간‧상업용 드론 생태계의 기술, 시장, 정책 행위자 간의 영향과 관계에 대한 함의를 제시했다. In this study, in order to proliferate the drone market in Korea, I tried to examine what kinds of policies should be initiated and institutions should be supportive, through the "Actor Network Theory (ANT)". The purpose of this study is to find policy cases of drones in major foreign countries to use them as a basis to derive actors in the domestic civil and commercial market for drones. To determine both the "Market" and "Policy" should be the main actor, and by examining the current position of the domestic civil and commercial drone market, derive the possibility for future development. We conducted an in-depth interview of about 1 hours and 30 minutes on each interviewee of 10 people including drone journalists, drone makers, drone related software and application developers, professors and researchers. As a result, there were three types of policy actors and the main actors to activate the drone market are "Civil and Commercial Drone Makers" and "Unmanned Aerial System(UAS)/Software Companies" in the private sector, plus government ministries, and public research institutes in the public sector. Among the four phases of "translation" the current domestic civil and commercial drone ecosystem can be categorized into the "enrollment" phase. Lastly, in order to reach the OPP(Obligatory Passage Point), it is necessary to adopt 6 different ways which are divide the airspace by specific airspace fragmentation plan, to import new policy support such as "regulatory free-zones", to develop drones value-added business, to prepare of autonomous driving drone, and to avoid accidents and privacy concerns.

학교-사회 협력 환경교육 모델 개발을 위한 실행 연구

이 연구는 학교 교사가 주도하여 사회환경교육단체와 협력 환경교육을 수행한 과정 및 결과를 담은 실행연구로써, 수행 결과를 바탕으로 학교-사회 협력 환경교육을 위한 모델을 개발하여 제안하였다. 협력 환경교육은 경기도 D초등학교와 같은 지역의 S단체를 중심으로 1) 파악, 2) 탐색, 3) 계획, 4) 실행, 5) 마무리의 단계로 실행되었고, 실행 결과를 바탕으로 1) 전제 조건의 확인, 2) 사전 조사, 3) 준비, 4) 실행, 5) 평가의 단계로 수정되어 학교와 사회의 협력 환경교육을 위한 모델이 개발되었다. 연구 결과, 학교 교사와 단체 교육 담당자의 파트너십을 바탕으로 환경교육에 대한 서로의 장점과 단점이 보완되었으며, 학생의 교육 효과, 교사와 단체교육 담당자의 상호 학습, 협력 과정의 세 측면에서 성공적인 협력이 이루어질 수 있었다. 파트너십은 지속적인 의사소통 과정에서의 서로에 대한 이해와 공동 과업의 공유를 통해 형성되었다. 성공적인 협력 환경교육을 위해서는 안정적이고 지속적인 의사소통의 기회를 제공하고, 서로를 인정하고 존중하는 태도가 필요하다. This study shares the experiences to develop a type of school-community EE collaboration model through an action research. The model is based on needs of school teachers who look for collaboration with EE organizations in civil society. The model includes rationale, characteristics, and step-by-step procedure of collaboration to provides those who initiate school-community collaboration with what to consider, how to prepare, when to start, why set common goals together, and so on. In this study, a group of teachers/researchers planned and implemented the EE collaboration model. For that, a teacher who are less experienced in EE joined in action research, from recruiting a community group and joint-planning a program, to describing procedural steps and guidelines for the model. The suggested EE collaboration can be implemented in following stages: Pre-requisite for collaboration, Planning, Preparation, Implementation, Reflection and evaluation, and Further collaboration. A well-designed school- community collaboration can be a great chance for mutual learning among school teachers and informal environmental educators while contributing to fostering citizens for sustainable society.

사생활 침해에 대한 불안감이 폐쇄형 SNS 이용에 미치는 영향

최근 검찰과 경찰이 정진우 노동당 부대표의 카카오톡 계정을 열어 지인 3,000여 명과의 대화내용을 본 것이 검열 논란으로 이어지면서 개인정보 보안, 사생활 보호의 이슈가 강력히 제기되고 있다. 페이스북, 트위터 같은 ‘오픈SNS(Social Network Service)’에서의 화젯거리가 일상생활에서도 주요한 화두로 떠오르는 등 SNS가 활발하게 이용되는 동시에 이를 통한 개인정보 유출, 사생활 침해라는 문제점도 등장한 것이 사실이다. 이 연구는 개인정보 유출, 사생활 침해와 관련해 사람들의 사생활 침해에 대한 심리적 불안을 중심으로, 기존 페이스북 등의 오픈 SNS와는 다른 특성을 가진 ‘폐쇄적 SNS’를 이용하는 이용자들의 이용행태와 이용 요인을 살펴보았다. 분석 결과, 사생활 침해에의 불안감은 보호동기이론의 위협요소 중 하나인 사생활침해 심각성에 영향을 미치고, 이는 폐쇄형 SNS 사용의사를 높여준다는 점이 확인됐다. 또한 사생활침해에 대한 불안감은 기술수용모델(TAM)의 주요한 변인인 인지된 용이성과 유용성에 영향을 미치고 이 두 요인은 모두 폐쇄형 SNS 사용의사에 영향을 미치는 변인으로 나타났다. There were sensational news on Oct. 2014 that authorities had used a warrant to tap Kakao chat records of Jeong Jin-u, the deputy leader of the left-wing Labor Party. Based on these news, more than 400,000 users abandoned KakaoTalk in that week following reports of state cyber surveillance. Furthermore, privacy as well as leakage of personal information through internet, smartphone and SNS are discussed tremendously. The purpose of this study is to investigate the factors influencing users’ usage of ‘Closed SNS’ related to privacy and leakage of personal information issues. Our results show that ‘TAI(Trait Anxiety Inventory)’ of privacy invasion have important roles in explaining potential users’ ‘Privacy Severity’, ‘Perceived Usefulness(PU)’ and ‘Perceived Ease of Use(PEoU)’ of ‘Closed SNS’. In addition, the results show that propensity for ‘Privacy Severity’, ‘Perceived Usefulness(PU)’ and ‘Perceived Ease of Use(PEoU)’ have effects on users’ intention to use ‘Closed SNS. Considering these findings, this study provides several implications for practitioners and further research.

성공적인 학교-사회 협력 환경교육을 위한 요소 탐색

Environmental Education (EE) is not just limited to classrooms of public school system or outdoor settings with EE organizations in civil society. There have been many attempts of collaboration among schools and communities for EE. Collaboration cannot be a panacea without appropriate prescription although it is meaningful for success. Collaboration among schools and communities presupposes that participants understand why and how to work together with other partners. The purpose of this study is to explore and share the knowledge from experiences on successful school-community collaboration for EE. In understanding school-community EE collaboration, the stories of collaborative experiences were searched through a snowball sampling. In-depth interviews were conducted with eight experts and practitioners who have experiences on school-community collaboration: why/how to collaborate, what to consider, success factors, barriers, and lessons from previous experiences. This exploratory study may have its implications for environmental educators those who want to initiate school-community collaborations with vision of mutual learning for EE.
