일반논문 : 북한경제 재생산구조의 전개와 정치변화 -선군정치경제의 시원을 중심으로

북한은 전후 복구기간동안 중공업 우선의 경제발전 노선전략으로 인해 축적위기가 배태되었다. 배태된 축적위기의 모순은 향후 북한경제의 축적위기 심화로 전개되는 원인이 되었다. 그리고 1970년대부터 현재까지의 대내외적 위기는 북한경제를 더욱더 위기로 몰아넣었다. 그러나 북한은 사회주의적 재생산 논리에 근거한 경제발전전략의 실패에도 불구하고, 아직까지 북한경제는 붕괴되고 있지 않으며, 오히려 근근이 잘 버텨오고 있다. 현재 북한의 경제구조는 다중구획화 되어 있고, 각 경제구획 간 잉여의 흐름을 통해 공생(共生)의 형태로 구성되어져 있다. 이는 사실상 북한경제가 어떠한 형태가 되었든지 간에 그것이 재생산 되고 있다는 점을 방증(傍證)하는 대목이다. 따라서 본 논문은 북한경제 재생산구조의 변화를 살펴보고, 더불어 어떠한 정치변화를 가져왔는지를 살펴본다. 특히, 김정일식 통치체제인 선군정치가 등장한 배경에는 북한경제의 다중구획화와 경제위기에 대한 대응이라고 가정한다. 다시 말해, 김정일의 선군정치는 북한경제를 정상화시키기 위한 하나의 경제적 대응 방식으로써 등장한 것이라고 가정한다. 또한 북한은 선군정치경제전략으로 인해 시장과 계획의 공존과 단절, 그리고 모순을 심화시키고 있음을 살펴보고자 한다. In a reconversion period of the North Korea after the Korean War, an Accumulation Crisis was embedded from a line of strategy for economic development such as the preferred heavy industry promotion. The embedded contradiction of the Accumulation Crisis caused to deepen the Accumulation Crisis of the North Korea economy later. And from 1970s until now, a foreign and domestic crisis of the North Korea have made the economy of the North Korea even worse. However, in spite of the failure of economic development strategy based on the socialistic reproduction theory of the North Korea, the economy of the North Korea is not collapsing until now. In fact, it barely is, but keeps itself well. At present, the economic structure of the North Korea can be told as multi-division. It means that the structure is constructed by type of symbiosis through flow of surplus between each economic divisions. That fact indeed proves that the economy of the North Korea have been reproducing itself no matter how it`s shaped. Thus, this paper looks into the changes in the reproduction structure of the North Korea economy with political changes. Especially, this paper supposed that there is a background of emergence of the Songun Politics, the governing way of Kim Jeong Il, and it`s because of the multi-division of the North Korea economy. In another words, this paper assumes that the Songun Politics appeared as one of economic response way for normalization the North Korea economy. Also, this study looks over that the economic strategy of the Songun Politics is deepening coexistence or severance, and contradiction of market and plan in the North Korea.

이 연구는 지정학적 관점에서 바라본 한반도 정세변화를 분석하는데 그 목적을 두었다. 지정학은 강대국들의 세계전략에 관한 논의이다. 과거 우리는 지정학의 일방적 피해자로 자리해 왔지만, 지금부터는 우리식의 지정학적 세계관을 정립할 필요가 있다. 남북한의 통일과 21세기 국가의 생존을 위해서는 우리의 비전을 담은 전략적 사고가 요구된다. 그렇지 않을 경우,역사는 언제나 반복될 가능성을 보여주고 있기 때문이다. 21세기 들어 본격화된 ‘중국의 부상’은 동북아 세력균형에 변화를 초래하고 미국의 패권적 지위에 기반한 동북아 질서에도 충격을 주고 있다. 한국도 새로운 안보환경에 대응하고 국익을 보호하기 위한 신 외교전략이 필요하다. 부상하는 중국에 편승할 것인가? 아니면, 전통적인 동맹관계를 유지해 온 미국의 입장에 설 것인가?. 그것도 아니면, 아무도 인정해 주지 않는 균형자로써의 지위를 외로이 외쳐 나갈 것인가?. 선택의 시간이 멀지 않았다. 한국은 지정학적 위치에 따른 역사적 교훈을 얻은 바 있다. The study was aimed at analyzing changes in the situation on the Korean Peninsula from a geopolitical perspective. It has been delved into the process of fierce conflicts and reconciliations between two Koreas that went through the division of the Korean peninsula, the foundation of a nation, the Korean War and economic development achieved today. Geopolitics pertains to global strategies discussed among super powers. In the past, Korea was a unilateral victim of geopolitics, but today, it is requested to establish its own geopolitical view of the world. In order to achieve reunification of two Koreas and to facilitate survival of the nation in the 21st century, Korea needs to come up with strategic thought based on a vision. Otherwise, history is likely to be repeated. The emergence of China, which began in earnest in the 21st century, has caused a change in the balance of power in Northeast Asia and shocked the order of Northeast Asia based on the hegemonic status of the U.S. South Korea also needs a new diplomatic strategy to respond to the new security environment and protect its national interests. Will it ride on the rising China? Or will it be in the position of the U.S., which has maintained its traditional alliance? The choice is not far off. South Korea will have to learn a historical lesson based on its geopolitical position.

This research has the objective of surveying on the possibility of large scale of population movement of north Korean citizen that will occur during the reunification process and establish and propose the coping scheme for it. According to some analysis, the large scale of moving of the north Korean citizen into the South after the reunification is estimated to reach 1 million and 400 thousand people to 6 million people. This large scale movement of north Korean citizens has the high possibility of incurring political, economical and social confusion. In this research, we will survey on method of reunification and the population movement history of the modern and contemporary Korean peninsula and the reason of it, and review on the German’s reunification cases. Also, we intend to diagnose the possibility of large scale of movement of the north Korean population into the south by analyzing the north Korea’s statistical data, and derive the political issues according to it. 본 연구는 통일과정에서 발생될 북한주민의 대규모 인구이동 가능성을 살펴보고, 그 대처방안을 수립·제시하는데 목적이 있다. 일부 분석에 따르면 통일이후 북한주민의 대규모 남하는 최소 140만 명에서 최대 600만명에 이를 것으로 추정된다. 이러한 북한주민의 대규모 이주는 정치ㆍ경제ㆍ사회적 혼란을 초래할 가능성이 높다. 본 연구에서는 통일방식과 근현대 한반도의 인구이동 약사와 그 원인을 살펴보고, 아울러 독일통일의 사례를 검토할 것이다. 또한 북한 인구의 통계학적 분석을 통해 남한으로의 대량이주 가능성을 진단해 보고, 그에 따른 정책적 시사점을 도출해 보고자 한다.

국제사회의 테러리즘 동향과 국내 테러대응 체계 및 시사점 분석

본 연구는 국제사회의 테러리즘 동향과 국내 테러 대응체계 및 시사점을 분석하는데 초점을 두었다. 그동안 우리나라는 테러 안전지대인`테러청정국`지위를 누려왔으나, 향후 테러발생 가능성을 완전하게 배제할 수 없는 처지에 이르렀다. 만약 테러가 국내에서 발생한다면 이슬람국가(ISIL)와 같은 국제테러 단체, 그리고 이와 연관된 북한에 의한 직·간접적인 테러를 가정해 볼 수 있다. 우리나라는 국민보호와 공공안전을 위해 2016년 테러방지법을 제정하여 시행하고 있으나, 아직도 동법과 관련하여 다양한 이견들이 제시되고 있다. 한국사회 내에서 테러 대응체계가 안착되려면 다소 시간이 걸릴 것으로 전망된다. 따라서 이 연구는 주요 선진국가의 테러예방 및 테러 대응체계를 살펴봄으로써 우리나라의 테러 대응체계의 개선방향을 제시해 보고자 하였다. This study aims at analyzing trends of international terrorism, domestic counter-terrorism systems and implications. In the meantime, Korea was the terror safety zone. but the possibility of terrorism is increasing in the future. If terrorism occurs in the country, it can be seen assuming international terrorist organizations like Islamic States (ISIL), and terrorism associated with North Korea. Korea has enacted it by enforcing the Anti-Terrorism Act in 2016 for protection of citizens and public safety. However, until now different opinions have been presented on this law. It is expected that it will take time to establish a counter-terrorism system within korean society. Therefore, in this research, I tried to present the direction of improvement of South Korea`s response system, looking for counter-terrorism system in major developed countries.

전 세계인들이 바라보는 한반도는 두 얼굴로 비춰지고 있다. 한류와 역동성으로 상징되는 남한과 자유세계를 위협하는 핵을 가진 북한의 모습이 그것이다. 왜 남한은 발전을 구가하고 있는 반면, 북한은 전세계에서 고립된 국가로 남게 된 것일까. 여기에는 여러 가지 원인들을 지적할 수 있겠지만, 이 글에서는 지정학적 관점에서 그 이유를 찾고자 한다. 최근 한국의 정치·경제 발전의 성숙과 더불어 지정학적 사고의 부활을 나타내는 논의들이 학계에서 조심스럽게 거론되고 있다. 논의의 내용 역시 부정적 시각에서 긍정적 시각으로의 전환이 이뤄지고 있다. 본 논문에서는 남북한의 지정학 논의의 수용과정과 지정학구조 및 상생의 신지정학적 사고에 대해 살펴보고자 한다. Korean peninsula that people all over the world see has two faces. These are South Korea symbolized as Hanryu and dynamics, and North Korea having nuclear weapon threatening the free world. Why does South Korea sing the praises of development, but why does North Korea remain isolated from the world? Many reasons may be indicated, but the paper intends to find the reason from the viewpoint of geopolitics. Recently argument to present rebirth of geopolitical thinking is carefully required in the academic world, with maturity of political and economic development of South Korea. Contents of the argument are also changed from negative viewpoint to positive viewpoint. The study intends to examine receiving process of geopolitical argument of South and North Korea, geopolitical structure, and new geopolitical thinking of win-win.
