농촌현장포럼 효과분석 - 주민의 인식 변화 및 만족도를 중심으로 -

This study was conducted to analyze the policy impacts of the ‘2014 Rural Field Forum’. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants′ initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents′ competence, region capability and driving force of project by targeting the 374 residents of 350 villages in 9 states who participated in 2014 Rural Field Forum. We also sought for the solution to institutional improvement. Futhermore we analyzed each of leader group and normal residents for departmentalization of policy effects. Taken together, the analysis reveals that: 1)Rural field forum is demonstrated to have a positive effect on the establishment and execution of village development plan and all of its necessary components. 2)Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3)About regional capabilities, the interest in village project was advanced. 4)In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 5)lastly, between the leader and the residents, the difference effectiveness between them revealed, with the same directivity and considerably bigger effect felt by the leader than by the residents overall.

DAG모형을 활용한 농촌현장포럼 효과분석

이 논문에서는 2014년 농촌현장포럼에 참여한 마을주민 152명에 대한 설문조사 자료를 이용하여 농촌현장포럼 사업의 효과성을 분석하고, 방향지시 비순환 그래프(DAG; Directed Acyclic Graphs)모형을 적용하여 효과성 구성 요소들 간의 인과성을 분석하였다. 주요 분석결과를 정리하면 다음과 같다. 첫째, 농촌현장포럼의 효과를효과성 지수로 분석해본 결과, 농촌현장포럼의 전체 효과지수는 47.82%로 나타나 효과성 지수의 현수준이 최대수준(100%)의 절반에 못미치는 것으로 나타났다. 이는 향후 농촌현장포럼의 효과를 최대수준으로 높이기 위한 여지가 상당히 높다는 점을 시사하고 있다. 둘째, 농촌현장포럼이 주민역량강화, 지역역량강화, 사업추진력 증대 등의 부문별로 미치는 영향을 파악하기위해 효과요인별 효과성 지수를 분석해본 결과, 사업추진력의 효과성지수가 63.29%, 주민역량의 효과성지수가 44.06%, 지역역량의효과성지수가 41.9%로 나타났다. 즉, 현재 농촌현장포럼 시행으로 인한 사업추진력증대효과가 주민역량강화나 지역역량강화 효과보다 상대적으로 크게 나타났다. 셋째, DAG모형을 통한 효과요인별 인과성 분석결과, 농촌현장포럼의 전체 효과성에 영향을미치는 1차 요인은 마을 공동체를 위한 의식(R2)과 마을자원 인지도(R3)로 나타났으며, 또한 전체 효과성은 마을공동사업에 대한 관심도(A1), 주민간 교류 증대(A5), 마을사업을 위한 포럼이나 교육참여(B6), 마을색깔과 발전 방향성 발견(R4), 수립한 마을발전계획에 대한 만족도(R5) 등에 영향을 미치는 것으로 분석되었다. 이는 농촌현장포럼의 전체 효과성을 극대화하기 위해서는 우선적으로 마을 공동체를 위한 의식(R2)과 마을자원 인지도(R3) 향상에 집중적인 투자와 연구노력, 관련 부분 정책대안마련이 필요하다는 점을 시사하고 있다. In this study, we have analyzed effectiveness of rural field forum and figured out the current of among factors influence through causality test among effectiveness components by applying DAG(Directed Acyclic Graphs) Model. As for the rural field forum effectiveness, total effect index of rural field forum was 47.82%. Also the project execution effect index of rural field forum was 63.29%, the village capabilities effect index of rural field forum was 44.06% and regional capabilities effect index of rural field forum was 41.9%. Through causality test about effect factor, this study distinguished intensive factor to increase the effectiveness of specific effect factor. First factor which is affected total effectiveness of rural field forum was ‘the cognition for village community(R2)’ and ‘village resource awareness(R3)’. Also total effectiveness was affected ‘degree of interest in public village business(A1)’, ‘interaction increasing between the residents(A5)’, ‘forum and participation in education for village business(B6)’, ‘discovery of village color and developing way(R4)’ and ‘satisfaction of established rural development plan(R5)’. This study could have secured validity and appropriateness of policy by analysing effectiveness of rural field forum. By analysing causality of effect factor, this study has a signification because it offers guideline for policy alternative arrangements.

이 논문에서는 2014년 농촌현장포럼 정책수혜자인 마을주민 152명에 대한 농촌현 장포럼 정책실시 전후 효과에 대한 설문조사를 통하여 농촌현장포럼 정책의 효과를 분석하였다. 주요 분석결과를 정리하면 다음과 같다. 첫째, 농촌현장포럼을 통한 마을 주민들의 전체적인 효과를 사업실시 전후로 비교해보면, +3.64로 매우 긍정적인 효과 가 있는 것으로 나타났다. 즉, 2014년도 농촌현장포럼 사업에 참여한 9개도, 152명의 마을주민들은 사업참여전 –1.16 수준이었으나, 사업참여후 +2.48 수준으로 높아져, 사업시행후 전체효과는 +3.64로 매우 긍정적으로 나타났다. 둘째, 농촌현장포럼 사업 시행 효과가 주민역량강화, 지역역량강화, 사업추진력 증대 등의 부문별로 어떠한 차 이가 있는지를 파악하기위해 3가지 부문별 사업시행 전후효과를 분석해본 결과, 주민 역량강화 효과가 사업시행전 –1.53 수준에서 사업시행후 +2.57 수준으로 높아져, 사 업시행전후 주민역량강화 효과가 +4.10으로 가장 크게 나타났다. 이어서 사업추진력 향상 효과가 사업시행전 –1.52 수준에서 사업시행후 +2.26 수준으로 높아져, 사업시 행전후 사업추진력향상 효과가 +3.78로 높게 나타났다. 이에 비해 농촌현장포럼 사업 시행으로 인한 지역역량강화 효과는 사업시행전 –0.42 수준에서 사업시행후 +2.61 수준으로 높아져, 사업시행전후 지역역량강화 효과는 +3.03로 높게 나타났다. 이러한 분석결과는 2013년 주민주도형 상향식 농촌마을 계획수립과 주민역량 강화 목적으로 도입된 농촌현장포럼사업이 정책수혜자인 마을주민으로부터 사업실시후 전 체적으로 긍정적 평가(+3.64)를 받고 있을 뿐만 아니라, 농촌현장포럼 사업시행으로 인한 주민역량강화 효과(+4.10), 사업추진력향상 효과(+3.78), 지역역량강화 효과( +3.03) 등 부문별 효과도 긍정적으로 나타나고 있기 때문에, 주민주도형 상향식 농촌 개발사업 모델로 정착시키기 위해 지속적인 노력이 필요하다는 점을 시사하고 있다.
