Eum Sik Check is a cooking book written in old Korean by a woman called Dan Yang Daek. In this study, the contents of the book are interpreted in modern Korean, and are analyzed, compared, and examined in the point of view of cooking. The book shows 1) the methds of the setting of a large table, of a table for ancestor-memorial services, of decorative seasonings, 2) 11 methods for making rice cakes, 3) 21 methods for side dishes, and 4) 7 methods for brewing rice wine.

The keynesian economics has been built up the main current of world economy from world war II to 1960's. But, its efficiency was greatly reduced since 1960's and its economic policy failed to solve the stagflation which coincide with the inflation and unemployment. So, the keynesian paradigm was confronted with the uppermost limit and the critical theories which make a challenge to the keynesian economies came out since 1965. The three critical theories will be studied in this paper. First, the Monetarists were in a naked contrast the keynesian in the theory of Money and Banking. Second, the national Expectations theory was insisted on by R. Lucas in early 1970's, the core of this theory is that if the economic policy of government headed for the inflation, all of the national people behaved under the state of inflation expectation, so, inflation became fixed, and the aggregate demand management policy meet with failure. Third, the Supply-Side economists present that the economic policy ought to bring to a focus in the aggregate supply side than in the aggregate demand side and must to enlarge the supply and production possibility. As mentioned above, the three counterrevolutions against the keynesian economics are different respectively in the theoretical frame and policy, but, its common points is the new protectism.

Human resource is a essential element for the organizational success because a performance of organization depends on organizational member`s competency. Business enterprises have been interested in human resources long ago and have introduced career development programs, but public sectors have been little interested in career management yet. Human Resource Development is the key theme in the academic world from 1970`s and Organizational Career Development field occupies a important position in HRD. But there are not enough systematic theories and experimental researches especially applying to public sectors and local governments. It is necessary that Seoul city is concerned about career development of public officials and map out career enhancing strategies for organizational performance. A purpose of this study is to come up with a introduction direction, design and strategy for Career Development Program in Seoul Metropolitan City. This study checks theories about a career development and analyzes the present state of career management in Seoul. We investigated public application principles of career development program for local governments as Seoul. We researched the career management state in Seoul by analyzing raw datum of Seoul. And We carried on survey and interview with Seoul city officials for their inner desire for career development. For comparing with Seoul and other cities we studied career development program cases such as central government agencies, 16 wide provincial government, and foreign countries including USA, UK, and so on. As a results, this study proposed introduction directions and strategies for career development program as below. First, there is a great difference between organizations in organizational goal, vision, and human resource conception so that career development programs are designed in consideration of organizational characteristics. Seoul Metropolitan City should follow public principles as like equality idea and design for the social weak. Second, Seoul Metropolitan City have ideas and visions for human resource development but have no clear strategy for career development at present. Inter transference between officials is too much frequent and effectiveness of specialty enhancing system become low. Third, Seoul city officials have diverse competencies in according to their positions and a design of career development program have to match up them. We propose a plan to divide positions and duties into 5 fields and to manage careers of officials according to their competencies. Forth, Seoul Metropolitan City have to establish career enhancing strategies and then drive detail projects based on them as like individual career development plans, career mentor system, career counselling center, job posting and so on. We hope results of this study will help to introduce career development programs into Seoul and to upgrade a level of official career management system in Seoul.
