환경정책에 관한 법적·재정적 구조의 이해와 지방자치단체의 역할

최근 정책적 중요도가 높은 환경문제에 대하여 보다 효율적인 정책적 대응을 위하여 현행 우리나라의 중앙정부과 지방자치단체 간의 법적 권한과 재정구조를 살펴보고 제도적 문제점을 도출한다. 본 연구는 선행연구가 다루었던 환경문제의 지역적 성격에 기반한 지방재정확충의 필요성 검토에 그치지 않고, 중앙과 지자체 간 법적·재정적 구조를 분석하여, 환경관련 정책의 수립과 이행에 있어서 근본적으로 효율성을 제고할 수 있는 방안으로써 지방자치단체의 역할과 자체 재원확보의 필요성을 강조한다. To respond more efficiently to environmental issues of high policy importance recently, the current legal authority and financial structure between the central government and local governments in Korea are examined and institutional problems are derived. This study emphasizes the role of local governments and the need to secure their own financial resources by analyzing the legal and financial structure between the central and local governments, not just reviewing the regional nature of environmental issues dealt with by previous studies.

Objective: To compare the effects of bone suppression imaging using deep learning (BSp-DL) based on a generative adversarial network (GAN) and bone subtraction imaging using a dual energy technique (BSt-DE) on radiologists’ performance for pulmonary nodule detection on chest radiographs (CXRs). Materials and Methods: A total of 111 adults, including 49 patients with 83 pulmonary nodules, who underwent both CXR using the dual energy technique and chest CT, were enrolled. Using CT as a reference, two independent radiologists evaluated CXR images for the presence or absence of pulmonary nodules in three reading sessions (standard CXR, BSt-DE CXR, and BSp-DL CXR). Person-wise and nodule-wise performances were assessed using receiver-operating characteristic (ROC) and alternative free-response ROC (AFROC) curve analyses, respectively. Subgroup analyses based on nodule size, location, and the presence of overlapping bones were performed. Results: BSt-DE with an area under the AFROC curve (AUAFROC) of 0.996 and 0.976 for readers 1 and 2, respectively, and BSp-DL with AUAFROC of 0.981 and 0.958, respectively, showed better nodule-wise performance than standard CXR (AUAFROC of 0.907 and 0.808, respectively; p ≤ 0.005). In the person-wise analysis, BSp-DL with an area under the ROC curve (AUROC) of 0.984 and 0.931 for readers 1 and 2, respectively, showed better performance than standard CXR (AUROC of 0.915 and 0.798, respectively; p ≤ 0.011) and comparable performance to BSt-DE (AUROC of 0.988 and 0.974; p ≥ 0.064). BSt-DE and BSp-DL were superior to standard CXR for detecting nodules overlapping with bones (p < 0.017) or in the upper/middle lung zone (p < 0.017). BSt-DE was superior (p < 0.017) to BSp-DL in detecting peripheral and sub-centimeter nodules. Conclusion: BSp-DL (GAN-based bone suppression) showed comparable performance to BSt-DE and can improve radiologists’ performance in detecting pulmonary nodules on CXRs. Nevertheless, for better delineation of small and peripheral nodules, further technical improvements are required.

<P>A protocol to choose the graft diameter attachment point of each bundle has not yet been determined since they are usually dependent on a surgeon's preference. Therefore, the influence of bundle diameters and attachment points on the kinematics of the knee joint needs to be quantitatively analyzed. A three-dimensional knee model was reconstructed with computed tomography images of a 26-year-old man. Based on the model, models of double bundle anterior cruciate ligament (ACL) reconstruction were developed. The anterior tibial translations for the anterior drawer test and the internal tibial rotation for the pivot shift test were investigated according to variation of bundle diameters and attachment points. For the model in this study, the knee kinematics after the double bundle ACL reconstruction were dependent on the attachment point and not much influenced by the bundle diameter although larger sized anterior-medial bundles provided increased stability in the knee joint. Therefore, in the clinical setting, the bundle attachment point needs to be considered prior to the bundle diameter, and the current selection method of graft diameters for both bundles appears justified.</P>
거시계량모형을 이용한 유가변동 및 유류세 변화의 파급효과 분석

본 연구에서는 오차수정모형이 도입된 거시계량모형을 이용하여 국제유가 및 유류세 변동이 거시경제 및 각 산업에 미치는 효과를 분석하였다. 분석결과, 국제유가 및 유류세 상승은 경제이론과 상응하는 방식으로 한국경제에 스태그플레이션을 유발시킴을 확인할 수 있었다. 그러나 스태그플레이션의 강도 및 지속성은 유류세에 비해 국제유가의 상승이 발생할 경우 더 큰 것으로 나타났다. 이는 국제유가의 상승은 수입물가 상승을 통해 경제전반에 보다 광범위한 충격을 미치기 때문이다. 또한 이들 두 충격 모두는 에너지다소비 산업이 포함된 제조업에 주로 영향을 미치고 있으나, 이들 산업에 비해 생산비용 상승의 가격 전가가 용이하지 않을 뿐 아니라 총수요 변동에도 큰 영향을 받는 광업, 금융보험업 및 건설업이 이들 충격에 더 큰 영향을 받는 것으로 나타났다. 특히, 유류세의 경우에는 이들 산업들과 함께 민간소비와 밀접한 관련을 갖는 산업에도 비교적 높은 영향을 미치는 것으로 나타났다. 이상의 분석결과는 국제유가 상승 시 유류세 인하가 스태그플레이션을 억제하기 위한 정책수단이 될 수 있음에 대한 근거를 제시하는 것으로 해석할 수 있다. In this study, a macroeconometric model which incorporates the error-correction model is constructed to examine the effects of changes in international oil prices and oil taxes on the Korean economy, as well as industrial production. An increase in both oil prices and oil taxes induces stagflationary pressures on the Korean economy in accordance with the economic theory. However, it is found that these negative effects of oil taxes are smaller than oil prices. This is because the increase in oil prices brings about more profound and wide effects on the economy, raising the price of imported goods, while oil taxes only increases the consumer and producer price index directly. Also, as expected, energy-consuming industries are mainly vulnerable to the increase in both oil prices and oil taxes. However, since it is possible for these industries to impute rises in costs to the price of their products, the mining, financial and construction industry are most seriously affected by the rise in oil prices and oil taxes rather than those industries. Moreover, in the case of oil taxes, it is also found that some industries closely related with private consumption are also influenced by the rise in oil taxes.
