Building resilient community is often a complicated process to be gained by interorganizational collaboration. Since patterns of interorganizational relations among governments and sectors are constantly changing due to internal and external factors in the field of emergency management, understanding the dynamic nature of interorganizational collaboration is a critical step for improving a community’s ability to bounce back from a catastrophic event. From two theoretical perspectives, this research aims to examine the essential role of working across levels of governments and sectors in building resilient community by focusing on sources of community resiliency and a strong commitment. The empirical evidence highlights the importance of studying resilience as a way to understand the motivation and incentive for organizations to work jointly during emergency response. The study of organizational resilience also draws attention for the importance of various forms of interorganizational collaboration such as formal and informal relations. It also highlights how local organizations can utilize their relations to seek resources without necessarily jeopardizing their ability to perform their core organizational functions.
The Role of Government Initiatives in Building Open Innovation System

While much has been written about the importance of open innovation and R&D collaboration, few have explored firms` motivation to support open innovation system (OIS). As a platform for promoting joint R&D activities, OIS provides important clues for our understanding of regional governance. However, small and medium enterprises (SMEs) can adopt an absorption strategy in the market or freely ride on competitors` technology spillover instead of creating new products and sharing product innovation. Employing the data from Seoul Development Institute, this research tests three hypotheses among 336 SME in light of a regional open R&D initiative recently introduced by the Seoul metropolitan government. The findings suggest that SMEs without pre-existing R&D collaboration are more likely to support the OIS initiative if they perceived a greater need for managerial supports, whereas SMEs with R&D collaboration are more likely to support the OIS initiative when expressed higher importance on infrastructure supports.

While much in the field of public management has emphasized the importance of nonprofit advocacy activities in policy and decision-making procedures, few have considered the relevance and impact of leading actors on structuring diverse patterns of information sharing and communication through social media. Building nonprofit advocacy is a complicated process for a single organization to undertake, but social media applications such as Facebook and Twitter have facilitated nonprofit organizations and stakeholders to effectively share information and communicate with each other for identifying their mission as it relates to environmental issues. By analyzing the Australian Marine Conservation Society's (AMCS) Twitter network data from the period 1 April to 20 April, 2013, this research discovered diverse patterns in nonprofit advocacy by leading actors in building advocacy. Based on the webometrics approach, analysis results show that nonprofit advocacy through social media is structured by dynamic information flows and intercommunications among participants and followers of the AMCS. Also, the findings indicate that the news media and international and domestic nonprofit organizations have a leading role in building nonprofit advocacy by clustering with their followers.

포인트 클라우드 재추출은 불균일한 포인트 클라우드 내의 포인트 간의 간격을 균일화함으로써 3차원 형상의 표현력을 높이고 압축, 노이즈 제거등의 부가적인 효과를 얻을 방법이다. 일반적인 포인트 클라우드 재추출 방법은 포인트 간의 거리를 최적화하는 부분과 포인트 클라우드를 내재적 표면 위로 사영하는 두 가지 부분으로 구성된다. 본 논문에서는 기존의 가외치에 약한 사영 모델을 개선하여 재추출 대상 포인트 클라우드에 포함되어 있거나 재추출 과정상에서 발생하게 되는 가외치의 부정적인 효과를 최소화하는 사영 알고리즘을 제안한다. 이를 위해 사영 표면을 추정할때 쿼리 점과의 추정할 표면의 노말벡터 간의 상대적인 거리를 목적함수에 추가하여 이를 해결한다.
사회적 기업의 지속가능성에 대한 탐색적 연구 -자원의존이론의 관점을 중심으로-

사회적 기업은 사회적 가치를 추구하는 비영리조직의 역할과 사적 기업의 영리행위가 혼합된 조직이다. 비영리조직은 시민사회로부터 도래하였으며, 사적이익이 아닌 공적 이익을 추구하기 위해 사회 정의와 형평성 등을 비롯한 사회적 가치에 그 중심을 두고 있으며, 많은 비영리조직들은 사회적 가치를 실현하면서 조직을 효율적으로 유지 및 지속하고자 재정과 자원의 안정성을 확보하기 위해 노력하고 있다. 본 연구는 한국 사회적 기업들과 관련된 내부 역량과 환경적·제도적 요인들을 규명하고, 이들이 사회적 기업의 지속가능성에 어떠한 영향을 미치는지를 고찰한다. 특히, 조직의 내·외부 자원과 이들의 지속가능성을 매개할 수 있는 정부의존도라는 잠재적 요인을 통해 (예비) 사회적 기업이 사회적 기업으로 지속적인 성장을 유지할 수 있는가에 주목한다. 이를 위해 본 연구는 2010년 서울시(예비) 사회적 기업을 대상으로 한 설문조사 자료를 활용한다. 구조방정식(SEM) 모형을 통해 분석한 결과, 제도요인은 사회적 기업의 지속가능성과 유의미한 긍정적인(+) 영향 관계를 형성하는 것으로 나타났으며, 환경적 요인은 정부의존도와 지속가능성에 모두 유의미한 수준의 긍정적인(+) 영향을 미치는 것으로 나타났다. 사회적 기업의 지속가능성에 대한 탐색적 연구로서 본 연구는 사회적 기업에 대한 체계적인 지원제도의 구축이 사회적 기업으로 하여금 지속적으로 지역공동체를 위한 사회적 가치를 실현할 수 있게 하지만, 그럼에도 불구하고 사회적 기업의 외부 환경자원에 대한 높은 요구는 이들의 지속가능성이 정부 지원에 의존하는 정도에 따라 결정될 수 있음을 정책적 함의로 제시한다. Social enterprises are the mixed product of nonprofit and private sectors' business strategy. Nonprofit organizations originate from the gap between public service provision and diverse citizens' preferences. Social enterprises typically seek needs of public services instead of individual earnings. Nonprofit organizations are concerned with justice, fairness, due process, and equity; while being sensitive to the effects of the external environmental changes such as politics. Because many nonprofit organizations lack resources and a stable stream of funds from donors and government, non-profit organizations are faced with the uphill task of being creative in developing approaches to gain financial stability while maintaining their social values by adopting the social enterprise model in order to sustain programs and fulfill their core missions. Based on the resource dependent theory, this research investigates critical components such as internal, environmental, and institutional factor as well as the dependency for governments as the mediating factor in terms of the sustainability of social enterprise. Analysis results via Structural Equation Modeling (SEM) show that the institutional and environmental factor are positively associated with the sustainability of social enterprise, but the association between the environmental factor and the sustainability is mediated by the dependency for governments. As the resource dependency theory indicates, this research suggests that despite the systematic institutional support for securing resources of social enterprise allows them to consistently realize their social values for local community, the high dependency for external resources mediated by the dependency for governments' aids can result in inadequate sustainability of social enterprise.
