규칙과 원리의 法理論的 區分은 法體系 속에서의 기본권의 역활에 관한 적합한 이론의 필수적 전제로서 그리고 기본권 도그마틱에 관한 근본적 문제들에 대한 해결의 열쇠로서 소개되어 졌다1). 그 때문에 이하에서는 우선적으로 헌법과 헌법상의 기본권의 支配的 機能이 근저에 가로 놓여있는 구분문제들을 제기하게 된 背景이 밝혀지게 될 것이다 (Ⅰ). 그리고 나서 이러한 문제들의 배경들에 대한 眺望과 더불어 구분에 대한 論證과 學問的인 有用性에 대한 考察들이 행해지게 될 것이다 (Ⅱ). 궁극적으로 이러한 고찰들은 이 구분에 대한 오늘날의 支配的 理解에 결부되어 있는 몇몇의 論理的 關聯性들과 結論들을 이끌어 내게 된다.

Background and Objectives:Neural cell adhesion molecule (NCAM) and polysialic acid (PSA) function basically in cell adhesion and migration. In neural development, they are closely asociated with axon pathfinding, synaptogenesis, neural cell migration, differentiation and myelination. The purpose of this study is to ases expresion of NCAM and PSA expresion in spiral ganglion neurons and Schwann cells and to postulate their functions. Materials and Method:Guinea pig spiral ganglion cells were harvested and cultured in vitro. The cels were grown and differentiated in culture medium together with brain derived neurotrophic factor (BDNF), neurotrophin 3 (NT-3) (GDNF). After 1 wek of culturing, the cells were fixed and immunocytochemical staining with -III tubulin, S-100, polysialic acid (PSA) and neural cell adhesion molecule (NCAM) were performed. We then checked axon growth rate with Axon Analyzer System. Results:In the spiral ganglion culture, cultured neurons showed positive staining for -III tubulin, NCAM, and different expresions of PSA. S-100 positive glial cells (Schwann cells) showed diferent expresions of NCAM and no expression of PSA. Some NCAM positive ne-- 30 μm/h using Axon Analyzer System. Conclusion:We postulated that NCAM may play an important role in neural cell adhesion, myelination, fasciculation and ganglion formation. But PSA did not expres the adhesive function of NCAM;its absence may have ben due to developmental reason. The diferential expresion of NCAM in the Schwann cells may indicate its diferent imunocytochemical characteristics and functions as shown in the CNS glial cells, astrocytes and oligodendrocytes. One Country, One Vote? Labor Market Structure and Voting Rights in the ECB

The pending enlargement of the European Monetary Union (EMU) has brought to the fore the discussion of the voting right distribution in the European Central Bank (ECB) council. We show that, in a model where labor unions internalize the inflationary consequences of wage setting, deviating from a voting scheme based purely on economic size can be beneficial. Preliminary evidence on unemployment and voting rights in the ECB council seems broadly in line with this idea. We also point to possible policy implications for EMU enlargement and ECB restructuring.

Background and Purpose The benefit of endovascular thrombectomy (EVT) treatment is still unclear in stroke patients presenting with extensive baseline infarct. The use of additional imaging biomarkers could improve clinical outcome prediction and individualized EVT selection in this vulnerable cohort. We hypothesized that cerebral venous outflow (VO) may be associated with functional outcomes in patients with low Alberta Stroke Program Early CT Score (ASPECTS). Methods We conducted a retrospective multicenter cohort study of patients with acute ischemic stroke due to large vessel occlusion (AIS-LVO). Extensive baseline infarct was defined by an ASPECTS of ≤5 on admission computed tomography (CT). VO profiles were assessed on admission CT angiography using the Cortical Vein Opacification Score (COVES). Favorable VO was defined as COVES ≥3. Multivariable logistic regression was used to determine the association between cerebral VO and good clinical outcomes (90-day modified Rankin Scale score of ≤3). Results A total of 98 patients met the inclusion criteria. Patients with extensive baseline infarct and favorable VO achieved significantly more often good clinical outcomes compared to patients with unfavorable VO (45.5% vs. 10.5%, P<0.001). Higher COVES were strongly associated with good clinical outcomes (odds ratio, 2.17; 95% confidence interval, 1.15 to 4.57; P=0.024), independent of ASPECTS, National Institutes of Health Stroke Scale, and success of EVT. Conclusions Cerebral VO profiles are associated with good clinical outcomes in AIS-LVO patients with extensive baseline infarct. VO profiles could serve as a useful additional imaging biomarker for treatment selection and outcome prediction in low ASPECTS patients.

<P><B>Abstract</B></P> <P>The relationship between climatic-environmental changes and its cultural implications in the Northern Mesoamerican Frontier is poorly understood, because of the lack of high-resolution well-dated records. In this work we present a high-resolution paleoclimate and paleoenvironmental reconstruction of the Northern Mesoamerican Frontier for the last 6700 yr BP, using laminated sediments from La Alberca maar lake, Guanajuato. For this purpose, we used different techniques such as X-ray fluorescence, microfacies analysis, magnetic parameters, bulk sedimentary δ<SUP>18</SUP>O, δ<SUP>13</SUP>C records and twelve AMS <SUP>14</SUP>C ages. In Prehistory times, different climatic events are well defined. At around 5600 yr BP, our data indicate the end of Holocene Thermal Maximum and a subsequent decline of monsoon strength is observed. Variable hydrological conditions start to dominate around ∼4400 yr BP consistent with the rise of latitudinal variations of the Intertropical Convergence Zone. A rise in sedimentation rate and increase in <I>Amaranthaceae</I> pollen percent occurred between ∼225 CE- 600 CE are linked to the beginning of agricultural activities by the Chupicuaro Pre-Hispanic culture. In Historical times, during the Epiclassic period, we interpreted two drought events around ∼700–790 CE and ∼810–880, supporting the Armillas’ theory that drastic climate events motivated the social changes and shift in the geographic position of Northern Mesoamerican Frontier. In the final part of the Postclassic period a pluvial interval is associated with the rise of Tarascan culture in the area. We propose that droughts and pluvial periods between 600 and 1500 CE are connected with SSTs variability of the Atlantic Basin.</P> <P><B>Highlights</B></P> <P> <UL> <LI> The first high resolution paleoclimate and paleoenvironmental record for the last 6700 yr BP in the Northern Mesoamerican Frontier. </LI> <LI> This work highlights the important relationship between cultural evolution and climatic-environmental changes in the Northern Mesoamerican Frontier. </LI> <LI> The end of the Holocene Thermal Maximum is well represented in the La Alberca, paleoclimatic record. </LI> <LI> Our investigation support Armillas’ theory about drought conditions motivated the fall of Pre-Hispanic societies in the Northern Mesoamerican Frontier. In this regard, our record suggests two short dry periods during the Epiclassic between ∼700 and 790 CE and between ∼810 and 880 CE. </LI> <LI> Favorable humid climate conditions accompanied the development of the Tarascan Empire. </LI> </UL> </P>

Zero Emission Building Concepts in Office Buildings in Norway

Zero emission buildings (ZEB) are buildings with a minimized energy consumption and renewable energy supply with zero greenhouse gas emissions. There is no common accepted definition of zero emission buildings. This is due to issues in defining the boundary of a balance in terms of building site and time frame of this balance. Further, there is no standard on accounting for emissions (on material, components, system, and building level) nor is there a standard for emissions from other building related environments. In this paper the goals for ZEB are specified and implications for components are discussed. $\bullet$ Short-term: ZEHB: Zero emissions from heating of building $\bullet$ Mid-Term: ZEB-OP: Zero emissions from operation of building $\bullet$ Long-term: ZEB-OP&MAT: Zero emissions from operation and materials $\bullet$ Focus on three building types: $\circ$ Residential (ZEHB-R; ZEB-OP-R; ZEB-OP&MAT-R) $\circ$ Office(ZEHB-O; ZEB-OP-O; ZEB-OP&MAT-O) $\circ$ Educational/School: (ZEHB-E; ZEB-OP-E; ZEB-OP&MAT-E) $\bullet$ All cases will be divided into new construction and retrofitting: $\circ$ ZEHB-RR, $\circ$ ZEHB-OR, $\circ$ ZEHB-ER. The main focus of this paper is on office buildings and shows reduction of heating energy use in office buildings as the first step towards the development of zero emission buildings. Two other low energy proposal are made and $CO_2$ emissions of different energy supply options are compared.
