        The IOC as a transnational organization: Paradigm shift and its rising role in global governance

        The changes in the aftermath of the Cold War deeply affected the functioning of international organizations, and increased their leverage in international affairs. This article chiefly argues that the paradigm shift in the policies of the International Olympic Committee mitigated the prospect of damage to the Olympic movement and paved the way for the International Olympic Committee to figure in international affairs more effectively. In the article, it is concluded that the Olympic Games have become a significant soft power instrument for states’ foreign policy, rather than being an arena of boycotts or chauvinism, owing to the changing nature of international relations; however, it is more difficult for some states to benefit from this resource of soft power because of domestic issues.

        An evaluation of the seismic response of symmetric steel space buildings

        This paper evaluates the seismic response of three dimensional steel space buildings using the spread plastic hinge approach. A numerical study was carried out in which a sample steel space building was selected for pushover analysis and incremental nonlinear dynamic time history analysis. For the nonlinear analysis, three earthquake acceleration records were selected to ensure compatibility with the design spectrum defined in the Turkish Earthquake Code. The interstorey drift, capacity curve, maximum responses and dynamic pushover curves of the building were obtained. The analysis results were compared and good correlation was obtained between the idealized dynamic analyses envelopes with and static pushover curves for the selected building. As a result to more accurately account response of steel buildings, dynamic pushover envelopes can be obtained and compared with static pushover curve of the building.

      • Structural reliability analysis of submarine ring-stiffened cylinders based on ultimate strength

        A reliability-based structural analysis for submarine pressure hull main component ring-stiffened cylinders is presented. The ultimate limit state of submarine pressure hull is associated with elasto-plastic collapse in various modes. The collapse prediction methods describing the inelastic behavior of ring-stiffened cylindrical shells are reviewed and modeling uncertainties are quantified with available test data compiled. The reliability analysis is performed for an example pressure hull model considering material and geometric uncertainties. It is shown that with probabilistic approach mode interaction and overdiving risks can be accounted contrary to deterministic approach in traditional design methodology. With a parametric study it is confirmed that the sensitivity of failure probability to modeling uncertainties is high. In order to validate the conclusions made for the reference model two experimental models are analyzed and a good agreement is found.

        Financial toxicity in patients with gynecologic malignancies: a cross sectional study

        Objective: To evaluate financial toxicity and assess its risk factors among patients with gynecologic cancers. Methods: This is a cross sectional study that included 2 survey tools, as well as patient demographics, disease characteristics, and treatment regimen. Financial toxicity is measured by validated Comprehensive Score for Financial Toxicity (COST) tool. Participants were also asked to complete a 55-question-survey on attitudes and perspectives surrounding cost of care. Descriptive statistics was used to report patient demographics. Spearman's rank correlation was calculated to assess the relation between financial toxicity and patient/ disease related variables. Graphpad Prism Software Version 8.0 was used for analyses. Results: A total of 50 patients with various gynecologic malignancies were enrolled. Median COST score was 20.5 (range, 1–33). Sixty-five percent of the patients reported being in debt due to their cancer care and 4% filed bankruptcy. Correlation analysis showed that COST score was correlated with age (r=−0.3, p=0.028), malignancy type (r=0.3, p=0.039) and income (r=0.3, p=0.047). Ovarian cancer patients had significantly less financial toxicity (median COST score=23) when compared to patients with other gynecologic malignancies (median COST score=17, p=0.043). When scores were dichotomized into low (score ≥22) and high toxicity (score <22), 58% (29/50) of the patients were noted to have high financial toxicity. Enrollment to a clinical trial did not significantly alleviate financial burden. Conclusion: Financial toxicity is a significant burden even among highly insured gynecologic oncology patients. Age, malignancy type and income were correlated with high financial burden.

        All-arthroscopic, Guideless Single Suture-button Fixation of Acute Acromioclavicular Joint Dislocation

        Background: The purpose of this study was to examine the clinical and radiological results of the all-arthroscopic, suture-button fixation technique to treat acute acromioclavicular (AC) joint separations. Methods: All patients with acute AC joint separations received all-arthroscopic, single suture-button (TightRope) procedure without a special guide. Postoperative Constant score (CS), pain level according to visual analogue scale, and range of motion (ROM) were evaluated. For radiological evaluation, coracoclavicular distances were measured bilaterally. Results: Between December 2010 and June 2012, 18 consecutive patients (4 women and 14 men; mean age, 29.3 years) with acute AC joint separations underwent surgical treatment after 6.4 days (range, 2–20 days) following the initial trauma. The average postoperative follow-up was 16.9 months. The mean CS was 92.4 (range, 84–96). The mean external rotation, forward flexion, and abduction were 75.8° (range, 50°–90°), 170° (range, 150°–180°), and 163.8° (range, 140°–180°), respectively. Five patients exhibited coracoclavicular ossifications. In two patients, superficial wound infections were successfully treated with antibiotic therapy. In one patient, a coracoid fracture was observed. No significant differences were found regarding pain, ROM, or strength parameters between both sides. The coracoclavicular distance was discovered to be approximately 2.8 mm greater on the affected side; however, this minimal reduction loss did not affect the functional results. Conclusions: The findings of this study suggests that all-arthroscopic treatment of AC joint separations using the single suture-button technique without a drill guide is safe, yielding good to excellent clinical results.

        Probabilistic ultimate strength analysis of submarine pressure hulls

        This paper examines the application of structural reliability analysis to submarine pressure hulls to clarify the merits of probabilistic approach in respect thereof. Ultimate strength prediction methods which take the inelastic behavior of ring-stiffened cylindrical shells and hemi-spherical shells into account are reviewed. The modeling uncertainties in terms of bias and coefficient of variation for failure prediction methods in current design guidelines are defined by evaluating the compiled experimental data. A simple ultimate strength formulation for ring-stiffened cylinders taking into account the interaction between local and global failure modes and an ultimate strength formula for hemispherical shells which have better accuracy and reliability than current design codes are taken as basis for reliability analysis. The effects of randomness of geometrical and material properties on failure are assessed by a prelimnary study on reference models. By evaluation of sensitivity factors important variables are determined and comparesons are made with conclusions of previous reliability studies.

        Ambient vibration testing and seismic performance of precast I beam bridges on a high-speed railway line

        In this study, the seismic performance levels of four bridges are determined using finite element modeling based on ambient vibration testing. The study includes finite element modeling, analytical modal analyses, ambient vibration testing and earthquake analyses of the bridges. For the purpose, four prestressed precast I beam bridges that were constructed for the Ankara-Sivas high speed railway line are selected for analytical and experimental studies. In the study, firstly a literature review related to the dynamic behavior of bridges especially precast beam bridges is given and then the formulation part related to ambient vibration testing and structural performance according to Turkish Seismic Code (2007) is presented. Next, 3D finite element models of the bridge are described and modeled using LARSA 4D software, and analytical dynamic characteristics are obtained. Then ambient vibration testing conducted on the bridges under natural excitations and experimental natural frequencies are estimated. Lastly, time history analyses of the bridges under the 1999 Kocaeli, 1992 Erzincan, and 1999 Düzce Earthquakes are performed and seismic performance levels according to TSC2007 are determined. The results show that the damage on the bridges is all under the minimum damage limit which is in the minimum damage region under all three earthquakes.

        Finite element study on composite slab-beam systems under various fire exposures

        This paper presents an investigation of the thermal performance of composite floor slabs with profiled steel decking exposed to fire effects from floor. A detailed finite-element model has been developed by representing the concrete slab with steel decking under of it and steel beam both steel parts protected by intumescent coating. Although this type of floor systems offers a better fire resistance, passive fire protection materials should be applied when a higher fire resistance is desired. Moreover, fire exposed side is so crucial for composite slab systems as the total fire behaviour of the floor system changes dramatically. When the fire attack from steel parts, the temperature rises rapidly resulting in a sudden decrease on the strength of the beam and decking. Herein this paper, the fire attack side is assumed from the face of the concrete floor (top of the concrete assembly). Therefore, the heat is transferred through concrete to the steel decking and reaching finally to the steel beam both protected by intumescent coating. In this work, the numerical model has been established to predict the heat transfer performance including material properties such as thermal conductivity, specific heat and dry film thickness of intumescent coating. The developed numerical model has been divided into different layers to understand the sensitivity of steel temperature to the number of layers of intumescent coating. Results show that the protected composite floors offer a higher fire resistance as the temperature of the steel section remains below 60℃ even after 60-minute Standard (ISO) fire and Fast fire exposure. Obtaining lower temperatures in steel due to the great fire performance of the concrete itself results in lesser reductions of strength and stiffness hence, lesser deflections.

      • Fault Diagnosis of Rotating Machines in Offshore Plant Based on Morlet Wavelet Transform

        The condition monitoring consists of a selection of measurable parameters such as vibration signals which correlate with the health or condition of a machine, and an interpretation of the collected data to determine the machinery fault existence and identify specific components (e.g. gear set, bearings) in the machine that are degrading. Many vibration and unbalanced signals of fault rotating machines in offshore plant have complex time-frequency characteristics. As a timefrequency analysis, wavelet transform is useful for locating transient events, discontinuities and patterns of these faults in non-stationary vibration data. The wavelet transformation can be an efficient way to detect the fault from the signal since the signal always includes the fault information about the rotating and reciprocating equipment inside. This paper introduces the faults diagnosis for offshore rotating machines by the application of Morlet wavelet transformation. Special attention is given to the vibratory and unbalanced faults, namely, rotating unbalance and resonance found in the rotating machine installed in offshore plant. Vibration signals recorded from accelerometer are processed by Morlet wavelet so that the both bearing and misalignment failure diagnosis. Thereafter, time-frequency contour map is introduced into fault diagnosis. The timefrequency contour map can easily show the power distribution of signal in time and frequency domain. Moreover, it is a good way to identify the faults involving a breakdown change. Several typical faults of rotating machines are detected by the time-frequency contour map obtained by the Morlet wavelet. The simulative results show that time-frequency contour map have the capabilities to identify the faults. This method also appeared to be an effective tool to diagnose and to discriminate the different types of machinery faults based on the unique pattern of the wavelet contours. This study shows that the proposed wavelet analysis method is promising to reveal machinery faults at early stage as compared to vibration spectrum analysis. A case study about the implementation of the continuous wavelet transform to the compressor fault diagnosis will be introduced. It is shown that the wavelet transform is a promising condition assessment of the compressors installed on ship and offshore.
