Electric railroad transformer of a supply of Operation power of DC electric cars is intense Fluctuation of load and flows the only big short-circuit current as a accident of the power system. it is a peculiarity more severe than general power transformer. Consequently, researches the properties about the rectifier mold transformer of DC substation and applies with data of safety of the electric railroad transformer. This paper analyzed a failure mode, the accident occurrence scenario and the be latent dangerous unit against the rectifier mold transformer of DC railway system.

지방정부의 분야별 세출에 따른 고용효과

일자리 창출은 중앙정부와 지방정부의 숙원사업이나 일자리 정책 또는 관련 예산 집행에 따른 성과 분석 연구는 미미한 실정이다. 본 연구는 지방정부의 분야별 세출과 고용간의 관련성에 대한 연구로, 지방정부의 정책결정의 결과로 나타나는 세출예산의 규모에 따라 해당지역의 고용률의 변화를 검증하였다. 분석 결과 일반행정분야, 농림해양수산분야의 지방재정세출예산은 고용률과 정(+)의 관계를 나타내어 지역경제를 활성화시켜 고용창출에 기여하였다. 이와 반대로 교육분야, 산업 및 중소기업분야, 국토 및 지역개발분야는 지방재정 세출예산규모는 고용률 간의 음(-)의 관계를 나타내었고, 보건분야, 수송 및 교통분야는 고용과 통계적으로 유의성을 나타내지 못하였다. 이상의 결과는 선행연구와 유사하게 지방재정세출예산의 규모가 고용률을 증가시킬 수 있으나, 세출분야의 특성에 따라 그 효과가 달라질 수 있음을 의미한다. 본 연구는 지방재정세출예산과 고용률간의 관련성을 파악하고 지방정부의 정책결정이 지역 고용률에 영향을 미칠 수 있음을 실증하였다. 이를 통해 지역내 일자리창출 정책결정자들에게 정책결정방향을 제시하는데 시사점을 제공할 수 있을 것으로 기대한다. This study focuses on the relationship between the sectional expenditure budget of the local government and employment rates. We analyzed how the scale of expenditure budget affects employment rate changes. 13 sectors of expenditure budget are categorized to achieve this goal. The local employment rates data, which is provided by the Statistical department, is used for the proxy of employment effects. As a result, the budget scale of general administration and the agricultural/forest/fishery areas are positively related with employment rates and contributed toward job creation spurring local economies. Meanwhile, those of education, industry, and local development are negatively related with employment rates. However, the areas of health and transportation are not significantly related to employment rates. These findings are consistent with previous studies that showed the scale of local budget expenditure raises employment rates. This study shows that policy decisions of the local government can affect the local employment rate. These results will provide insight to local policy makers for creating local jobs and guarantee job securities.

초등학생의 학습 스타일에 따른 비(非)구조화된 수학문제에서의 문제해결전략 및 정당화 유형 분석

The purpose of this study was to analyze children s problem solving strategy and mathematical justification while solving ill-structured problem based on the Learning Styles. As results, problem solving strategies and mathematical justification types showed differences among learning styles. Problem solving strategies used by the students varied according to the students information perception type and information management type. Similarly, mathematical justification used by the students varied according to their information management type. Students think differently according to their learning styles, so teachers should be interested in their learning styles and encourage various problem-solving strategies and mathematical justification types. To a great degree, solving ill-structured problems helps students to develop their mathematical literacy. 본 연구는 초등학교 6학년 학생들을 대상으로 비(非)구조화된 수학문제가 주어졌을 때 학습 스타일에 따라 보이는 문제해결전략과 정당화 유형 분석을 목적으로한다. 연구 결과, 각 학습 스타일에 해당하는 학생들은 그들이 지니고 있는 정보 지 각 유형과 정보 처리 유형의 경향성과 일관되는 방식으로 사고하였다. 문제해결전략은 학생의 정보 지각 유형(구체적 경험, 추상적 경험)과 정보 처리 유형(능동적실험, 반성적 관찰)에 따라 차이점이 나타났고, 수학적 정당화 유형은 학생의 정보 처리 유형에 따라 다르게 나타났다. 학생들의 폭넓은 수학적 사고를 장려하는 비구조화된 문제의 적용을 통해 학생 자신의 학습 스타일을 고려한 문제해결에 대한 후속연구가 기대된다.

공공조달에서의 사회적 책임조달 발전방안

공공조달이란 국민이 비용을 지불하고 정부가 공익을 위해 사용되는 재화와 서비스를 구입하여 공급하는 과정이다. 이때 단순히 물품구매의 효율성 즉 경제적 측면만 고려하는 것이 아니라, 사회문제해결과 사회정책실현 기능을 고려하는 사회적 측면과 환경적 책임강조 및 자원보호 등 환경적 측면도 고려하면서 구매를 하는 것, 이것을 사회적책임조달이라 한다. 본 논문에서는 먼저 사회적 책임조달의 의미와 외국의 사회정책수단으로서의 공공조달의 활용사례를 EU외 사회적으로 책임 있는 공공조달(SRPP) 을 중심으로 살펴보았고, 사회적책임조달의 실효성있는 방안으로 운용되고 있는 사회적 기업에 대하여 미국과 유럽의 사례를 분석하고 우리나라의 사회적 기업의 현황에 대하여도 분석하였다. 그리고, 해외의 사회적책임조달 활용사례를 통하여 우리나라의 공공조달정책의 방향과 사회적 목표를 달성하기 위한 정책수단으로서 사회적책임조달제도의 발전방안을 도출하였다. 시행초기단계인 우리나라 사회적책임조달의 현황과 문제점을 분석하고, 분석결과를 토대로 조달청 주도의 사회적 책임제도 발전방안을 다음과 같이 제시하였다. 먼저 각 부처별로 분리되어 관리되고 있는 사회적책임조달을 통합하는 특별법을 제정 관리하여 정책을 일관성 있게 시행하여 전체적으로 통합적 시너지 효과를 창출하는 방안을 모색하였고, 사회적 약자기업 제품들의 공공시장 진입장벽을 낮추어 사회적 약자기업에게 자생능력을 배양할 수 있는 토대를 마련해주는 방안도 제시하였다. 뿐만 아니라, 장기적으로 사회적책임조달 지원센터(기설)를 신설하여 신생 사회적기업 및 취약기업의 직원들에게 전문교육을 실시하고 관련정보도 제공하는 중심메카로서의 기능을 수행하는 기관으로의 조달청의 역할을 제시하였다. 지금은 비록 우리나라의 사회적책임제도가 초기단계라 보완 발전시켜야 하는 부분이 많이 있지만, 지속적인 관심과 범국가적 지원이 밑받침이 되어준다면 사회적 책임조달이 빠른 시일 내에 공공조달의 큰 틀로 자리 잡을 것이다. Public procurement is the process that a government purchases products and services with taxes for the benefits of public. Thus, it must consider not just the economic aspects like purchasing efficiency but the social aspects of resolving social problems as the social policies and environmental aspects of protecting natural environment as well. This is referred to socially responsible procurement. This paper begins by defining the concept of socially responsible procurement, and then presents the case of EU’s ‘Socially Responsible Public Procurement (SRPP)’ adopted as a social policy program. Also presented are the cases of how U.S. and Europe countries effectively support social corporations for the socially responsible procurement, which are then compared with the case in Korea. This comparison provides the implications for the desired directions of our public procurement policy and socially responsible procurement programs. Our socially responsible procurement, which are still at the premature stage, is further analyzed to identify its drawbacks and the suggestions for the future development are presented based on these analyses. First, a special law needs to be legislated to integrate the dispersed laws relating to socially responsible procurement and thus to create synergy effects as a whole. Second, the entry barriers are need to be lowered so that social corporations can participate in the public market more easily and develop their competitiveness for survival. Third, a center for supporting socially responsible procurement needs to be organized so that it can provide professional educations and relevant information to newly established and disadvantaged social corporations. Although the current status of our socially responsible procurement program is at the early stage, if nation-wide support and continuous attention are given the socially responsible procurement would be the firm basis for the public procurement without long delay.

지방소비세 확대가 지방재정의 형평성에 미친 영향에 관한 연구

본 연구는 1단계 재정분권 시행이 지방정부의 세입과 세출에 어떠한 영향을 미치고 지방자치 단체 간 재정형평성에 미친 영향을 살펴보기 위해 지니계수의 변화를 격차감소효과와 순위변동효과로 구분하는 분해 방법을 활용하여 분석했다. 결론적으로 2019년 지방소비세 확대는 지방자치단체의 세입과 세출 형평성을 개선시킨 것으로 나타났다. 구체적으로 세입의 형평성 측면에서 광역자치단체의 경우에는 지방세, 자체세입, 자주재원의 형평성이 개선된 것으로 나타났다. 기초자치단체의 경우에는 시, 군, 자치구의 자주재원과 세입 형평성이 개선된 것으로 나타났다. 세출의 형평성 측면에서 지니계수 분해법을 분석한 결과, 광역자치단체, 시, 군, 자치구의 형평성은 모두 개선되었다. 특히 광역자치단체는 격차 감소 효과에 의해 세출 형평성이 개선되었고, 시는 격차 감소 효과와 순위 변동 효과 모두에 의해 세출 형평성이 개선되었다. 본 연구는 재정분권 2단계의 구체적인 내용을 설정하고 있는 시점에서 1단계 재정분권 방안에 따른 재정 변화와 그로 인한 형평성을 세입과 세출로 구분하여 분석한다는 점에서 의의가 있다. In this study, the Gini coefficient decomposition method was used to examine how the implementation of the first phase of fiscal decentralization affects the revenue and expenditure of local governments. In conclusion, the expansion of the local consumption tax in 2019 was found to have improved the income and expenditure equity of local governments, and at the same time, it also strengthened fiscal decentralization improving the efficiency of resource allocation and fiscal equity. Specifically, in the revenue sector, the equity of local taxes and self-taxes was improved in Si, Do, while the equity of self-governing resources was improved in Gun, Gu. In the expenditure sector, although the level of equity differed depending on the Si, Do, Gun, and Gu, the level of equity was generally improved. This study is meaningful in that it analyzes financial changes and resulting equity according to the first stage of fiscal decentralization by dividing them into revenue and expenditure at a time when the details of the second stage of fiscal decentralization are being established.

컨벤션산업조직간 네트워크형성이 조직성과에 미치는 영향연구

This study aimed to analyze a relationship of network formation, network management, and organizational effectiveness in interorganizational network of convention industry. The study especially focused on the mediating effect of network management. The literature review covered interorganizational network of convention industry, network formation, network management and influential factors of organizational effectiveness. A research model was designed and hypotheses were established based on previous researches. Survey data were collected by convention industry organizations in Seoul and Busan region. The result of multiple regression analysis indicated that network formation positively influenced on economic and social effectiveness and that network management positively influenced on economic and social effectiveness of convention industry organizations. As practical implications, the study suggested that interorganizational network of convention industry such as Korea MICE Alliance be invigorated, and that network management strategies such as activation, framing, mobilizing should be strengthened to raise organizational effectiveness of convention industry.

부모자녀간 의사소통과 관계향상을 위한 교수,학습 과정안 개발 및 적용: 중학교 1학년 "가족구성원간의 의사소통" 단원을 중심으로

This research explored the importance of conflict resolution in communication between adolescents and their parents. A teaching and learning plan on communication using the Active listening, I-message method and no-lose conflict resolution method was developed and applied to teaching the ``Communication among Family Members`` unit in the middle school home economics and technology textbook. The experimental class of 203 students using the active listening, I message and no-lose conflict resolution method in communication was compared with a comparative class of 163 students using only the active listening and I message method, investigating the amounts of communication, conflicts, functional communication and degree of satisfaction the students perceived regarding relationships with their parents via pre and post tests. Both groups showed significant increases in their amounts of communication and functional communication. However, only the experimental class showed an increase in their degree of relationship satisfaction with their parents. Both groups evaluated the lesson positively.

돌봄당사자의 상호관계 유형: 공식/비공식 노인돌봄을 중심으로

본 연구의 목적은 노인돌봄의 주요 주체로서 공식과 비공식 돌봄 당사자들의 상호협력은 어떠한 모습으로 나타나고 있는지 각 입장의 경험을 드러냄으로써 다양한 관계 유형을 탐색해보는 데 있다. 이를 위해 데이케어센터의 돌봄 제공자 10명, 보호자 2명, 이용자 1명을 대상으로 심층 인터뷰를 진행한 후 본질적 사례연구 방법을 적용하여 이들의 인식과 현실적 맥락을 이해하고자 하였다. 분석 결과, 기관 종사자와 보호자 간 관계 유형은 각 입장에서의 상호 인식을 교차할 때 9가지 매트릭스로 도출 가능하였다. 이들 유형에서 ‘책임전가형’, ‘보호자 아집형’, ‘제공자 위축형’, ‘보호자 응대형’, ‘보호자 주도형’ 등은 부정적인 관계 유형으로, ‘역할분담형’, ‘소비자 참여형’, ‘상호존중형’, ‘상호의존형’ 등은 긍정적인 관계 유형으로 파악할 수 있었다. 이러한 결과를 바탕으로 공식과 비공식 돌봄 당사자들의 상호협력이 긍정적 또는 부정적 형태를 보이는 요인을 논하면서 노인돌봄의 본질적인 가치라 할 수 있는 좋은 돌봄을 위해서 필요한 방향을 제안하였다. The purpose of study is to explore various relationship types of mutual cooperation between formal and informal direct carers of the elderly by the experiences of each party. To fulfill the study purpose, in-depth interviews of care providers 10, family members 2 and a service user were conducted, and essential case study was applied to understand their perception of each others and practical contexts. The study result enabled to draw 9 metrics of relationship types when the mutual perceptions of each direct care parties were intercrossed. Negative relationship type includes ‘responsibility imputation type’, ‘obstinate family member type’, ‘discouraged provider type’, ‘response obsessing family member type’ and ‘family member leading type’. positive relationship type includes ‘responsibility sharing type’, ‘user invole type’, ‘mutual respecting type’ and ‘interdepending type’. Based on the analysis, influencing factors on forming positive or negative types were discussed and neccessary measures to be taken for good care, essencial value of elderly care were suggested.

컨벤션센터의 서비스스케이프가 컨벤션센터 이용자의 만족과 재방문의도에 미치는 영향: 인천 송도컨벤시아를 대상으로

The purpose of this study is to investigate the impact of servicescape on satisfaction and revisit intention. It is hypothesized that perceived quality of convention center`s servicescape will have a positive impact on the users` satisfaction and the revisit intention. Data was collected from 333 convention participants at newly opened Songdo Convensia convention center. Result of an exploratory factor analysis indicated six internal environment factors(convenience, aesthetics, cleanliness, pleasantness, equipment functionality, spatial layout) and three external environment factors(attractiveness, lodging convenience, accessibility). Perceived quality of these 9 factors had a positive impact on the users` satisfaction and the on their post-visit attitude.

컨벤션센터 단지구성의 변화과정 분석: 코엑스 사례를 중심으로

The goal of this study was to analyze the changing process of convention complex focusing on COEX complex through a historical approach. System theory was applied to examine the influence of an internal and external environment on the change of convention complex. In detail, external environmental factors such as economy and politics were set as an input element, and an organizational environmental factors were set as an internal input element, that interacts with the external environment. These external and internal environmental factors were set to impact the change of convention complex through a transformational element of organizational structure and operation. Empirical analysis was implemented with a focus on the changes in the COEX complex from 1977 to 2014. The result showed that the composition of facilities of convention complex was based on functional elements due to external environmental factors in the beginning. However, with the passage of time, the complex underwent changes focusing on functions of tourism and entertainment due to an impact from multiple interactions of external and internal environmental factors. In addition, the changes showed the characteristics of geographical concentration and functional complexity, the ways of complex operation shifted from government-driven to those driven by stakeholders`` network.
