교육정책형성과정의 동태성 분석 : 참여정부의 사학정책을 중심으로

The purpose of this study is to find factors of the private school policy change process. According to the analysis of the private school policy change using the ACPS framework, stable external parameters and dynamic external events are work with limit or advantage to the policy subordinate system. And the revised bill contained authority reduction of private school foundations opens the window of the policy change. Window of the policy change is composed of policy channel, strategy, decision. finally, the private school policy change happens by the assembly passage of the revised bill. Revised contents change the curtain motive policy for the transparency oriented policy. 본 연구의 목적은 참여정부시기에서 나타나는 교육정책인 사학정책의 형성과정을 정책변동차원에서 살펴보고 그 요인을 도출하는데 있다. 사학정책의 변동과정은 Sabatier의 옹호연합모형(ACF)과 Kingdon의 정책흐름모형(PSF)을 연구의 적합성을 위해 본 저자가 자체적으로 결합시킨 ACPS모형을 통해 고찰한다. 사학정책의 변동과정을 ACPS 모형을 활용해 분석한 결과, 안정적인 외적변수는 사학의 부정비리, 공교육의 한 축으로서 사학, 지방분권체제, [사립학교법]이며, 역동적인 외적변수는 투명사회로의 전환, 높아지는 국민의 지지, 노무현 정부의 출범, 4대 개혁입법 중 과거사 진상규명법과 언론관계법의 국회 가결 등으로 나타났다. 이들에게 영향을 받은 찬성옹호연합과 반대옹호연합은 공유성의 정당성과 사유성의 정당성을 각각 공유하며, 게임의 장에 임하게 된다. 결국 정치흐름의 촉발기제인 사학재단의 권한축소의 내용을 담고 있는 [사립학교법] 개정안이 2004년 10월 20일 열린우리당의 당론으로 발의됨으로서 정책변동의 창이 열리게 된다. 창에서는 옹호연합간 정책경로, 전략, 결정의 치열한 게임을 거쳐 [사립학교법]이 국회에서 가결되기에 이르며, 이로 인해 정책변동의 창은 닫히게 된다. 본 개정내용은 사학환경을 건전하게 만들 수 있는 근거가 될 수 있다는 점에서 커튼유인정책이 투명지향정책으로 변동된 것이라고 할 수 있다.

ACPS 모형을 활용한 규제정책 변동과정 분석 : 그린벨트정책의 개발허용기를 중심으로

본 연구의 목적은 그린벨트정책의 변동요인을 도출하는데 있다. 이를 위해 그린벨트 정책형성과정의 변동과정을 심도 있게 조명한다. 각 시기의 정책형성과정은 Sabatier의 옹호연합모형(ACF)과 Kingdon의 정책흐름모형(PSF)을 연구의 적합성을 위해 본인이 자체적으로 결합시킨 ACPS 모형을 통해 고찰한다. 그린벨트 정책형성과정을 ACPS 모형을 활용해 분석한 결과, 안정적인 외적변수는 둔화된 도시화, 도시주변의 환경보존으로서 그린벨트, 지방분권체제, 도시계획법이며, 역동적인 외적변수는 IMF 외환위기, 그린벨트 관련 시민단체의 등장 및 성장, 수평적 정권교체, 헌법재판소 그린벨트 헌법불합치 결정 등으로 나타났다. 이들에게 영향을 받은 개발옹호연합과 보존옹호연합은 사유재산권과 공유재산권을 각각 공유하며, 게임의 장에 임하게 된다. 결국 정치흐름인 [국민의 정부 100대 국정과제]가 1998년 1월에 발표되어 촉발기제로 작용함으로서 정책변동의 창이 열리게 된다. 정책전략, 결정을 거쳐 그린벨트가 최초로 구역해제되는 법적 근거인 [개발제한구역의 지정 및 관리에 관한 특별조치법]이 제정됨으로서 개발허용이 결정되기에 이르며, 이로 인해 정책변동의 창은 닫히고 정책변동이 발생하게 된다.

Newly developed genetic techniques can reveal mosaicism in individuals diagnosed with monosomy X. Noninvasive prenatal diagnosis using maternal blood can detect most fetuses with X chromosome abnormalities. Low-dose and ultralow-dose estrogen replacement therapy can achieve a more physiological endocrine milieu. However, many complicated and controversial issues with such treatment remain. Therefore, lifetime observation, long-term studies of health problems, and optimal therapeutic plans are needed for women with Turner syndrome. In this review, we discuss several diagnostic trials using recently developed genetic techniques and studies of physiological hormone replacement treatment over the last 5 years.

비만의 유전학적 연구

Increasing rate of childhood obesity is one of the social health problems in Korea. The mechanisms of fat accumulation and maintenance are not clear yet. Genetic, environmental, behavioral and socioeconomic factors in individuals might cause very heterogenous phenotypic expressions of obesity. In the aspect of genetic factors, there are two types of obesity; monogenic (single mutations) and polygenic obesity (known as common obesity). The completion of human genome project contributed to genetic study for obesity and many candidate genes associated with obesity were found in the past couple of years. However, the functional study of those genes was little performed. The trials to reveal the effect of each gene are required, because the more genes are studied, the better the mechanisms of obesity can be understood.

金剛山을 중심으로 한 佛敎 詩文學 전개 形態 硏究

The purpose of this study is to closely examine the historically developmental form in Buddhist poetry literature and to research into which effect it had on Buddhism in the future generation through a work of Buddhist poetry literature with the center on Mt. Geumgang. The year that the name of Mount Geumgang was formed is 1350. And, what India's Beopgi Bosal(法起菩薩) came to Mt. Geumgang seems to be the aim of learning our human thought. By the way, because Beopgi Bosal came to Mt. Geumgang, it was recognized as Bulgukto(佛國土: Buddhist lands and mountains). Thus, many Buddhist monks or Confucian scholars visited Mt. Geumgang. So, it is thought to have contributed greatly to forming Bulgukto. Mt. Geumgang has many names in mountain and peak(峰巒). The Buddhist named it Mt. Geumgang’s 12,000 peaks. The Confucianist named it Mt. Pungak's 72 peaks. Until the latter term of Joseon since the mid-Goryeo, many confucian scholars and Buddhist monks had seen the sights of Mt. Geumgang in order to shake the secular dust off or to explore Buddhist truth. This becomes an opportunity that the Confucianist and the Buddhist could meet each other to share talks. Accordingly, they exchanged and communicated while giving and taking poetry and prose. This had influence even upon the activity of Mt. Geumgang’s Uiseunggun(義僧軍). Consequently, the effects of Mt. Geumgang in Buddhism upon the inside and the outside of a country include the harmony between the Confucianist and Buddha, the defense of the country in Uiseunggun, religion & literature·art, and international relations. Given that there is a significance of a research on Buddhist poetry literature in Mt. Geumgang, what correctly understands Mt. Geumgang, which is known as Bulgukto, will be greatly conducive to understanding our Buddhist culture. In fact, many people in the Joseon dynasty since Goryeo had travelled to Mt. Geumgang. That is because Mt. Geumgang was recognized as Bulgukto(佛國土). 본고에서는 금강산을 중심으로 한 불교 시문학 작품을 통하여 佛敎 詩文學의 史的 展開 形態를 구명하고, 그것이 후세의 불교에 어떤 영향을 끼쳤는가를 연구 하는데, 목적이 있다. 금강산 명칭이 형성된 연대는 1350년이다. 그리고 인도의 법기보살이 금강산에 온 것은 우리의 인간사상을 배우러 온 것으로 보인다. 법기보살이 금강산으로 와서 설법하였기 때문에 불국토로 인식되어 많은 승려나 유학자들이 금강산을 찾았으므로 불국토 형성에 크게 기여하였던 것으로 생각된다. 금강산은 山과 峰巒의 이름이 여럿이 있다. 불가에서는 금강산 일만 이천 봉, 유가에서는 풍악산 칠십이 봉이라고 定名하였다. 고려중기 이후, 조선후기까지 많은 유학자와 승려들이 세속의 먼지를 떨치거나 불교적 진리를 탐구하기 위해 금강산을 유람하였다. 이것이 유가와 불가가 서로 만나 이야기를 나눌 수 있는 계기가 되었다. 이에 시문을 주고받으며 교유하고 소통하였다. 이는 금강산 건봉 사에서 발의한 의승군의 활약에도 크게 영향을 주었던 것이다. 따라서 불교적인 금강산이 국내외에 미친 영향은, 유가와 석가의 화합, 義僧軍의 호국, 종교와 문 학·예술, 국제관계 등이라고 할 수 있다. 금강산의 불교 시문학의 연구가 작은 의의가 있다면, 불국토로 알려진 금강산 을 정확히 이해하는 것이 곧 우리의 불교문화를 이해하는데 크게 도움이 될 것이 다. 사실 고려이후 조선조에 걸쳐 많은 시인묵객들이 금강산을 여행하였는데 그 이유는 금강산을 極樂淨土로 인식하려는 분위기 형성되었기 때문인 것이다.

다중큐잉 실시간 트래픽쉐이핑을 적용한 네트워크간 VPN 지원 유무선공유기 시스템

네트워크간 인프라를 구축하기 위해서는 네트워크 전문가의 지원과 고가의 VPN전용장비가 필요한 이유로 중소규모 기관에 까지 대중화가 되지는 못하는 실정이다. 따라서, 본 논문에서는 저렴한 개방형 유무선공유기 H/W플랫폼에 개방형 네트워크전용 임베디드OS인 OpenWRT플랫폼을 기반으로 OpenVPN, OpenSSH, iproute 를 구현하여 네트워크간 VPN을 지원하도록 구현하였다. 여기에, 다중큐잉 실시간 트래픽쉐이핑 기술을 VPN터널에 적용시켜 회선품질의 변화가 발생하더라도 최적의 네트워크 환경을 유지할 수 있도록 하였다. In order to build network infrastructure to implement the aforementioned advantages enabling smart device users to work anywhere, professional support and expensive VPN devices are required. This is a barrier to supplying VPN devices to small and medium-sized institutes. To address this issue, this study aims to implement OpenVPN, OpenSSH and iproute based on the OpenWRT platform which is an embedded OS for open networks in affordable open wired/wireless gateway H/W platforms to support the inter-network VPN. In addition, the network environment can be maintained optimal by applying a "multi-queuing real-time traffic shaping technology" to VPN tunnels, although channel quality changes.
