        공급업체 선정을 위한 퍼지 TOPSIS 접근방법

        Decision-making problem is the process of finding the best option from all of the feasible alternatives. In almost all such problems the multiplicity of criteria for judging the alternatives is pervasive. That is, for many such problems, the decision maker wants to solve a multiple criteria decision making(MCDM) problem. In general, multi-criteria problems adhere to uncertain and imprecise data, and fuzzy set theory is adequate to deal with it. Since human judgments including preferences are often vague and cannot estimate his preference with an exact numerical value. In decision-making process,very often, the assessment of alternatives with respect to criteria and the importance weight are suitable to use the linguistic variables instead of numerical values. A linguistic decision process is proposed to solve the multiple criteria decision-making problem under fuzzy environment. This paper is aimed to present a fuzzy decision-making approach to deal with the supplier selection problem in supply chain system. During recent years, how to determine suitable suppliers in the supply chain has become a key strategic consideration. However, the nature of these decisions usually is complex and unstructured. Many quantitative and qualitative factors such as quality,price, delivery, and relationship with supplier must be considered to determine suitable suppliers. In this paper we have proposed a similarity aggregation method to aggregate fuzzy individual opinions into a fuzzy group consensus opinion, according to their consensus degree coefficient, in MCDM with group decision problems. We consider the difference of importance of each expert as a crisp value in our method. The degree of importance of each expert also can be represented by a linguistic variable; i.e. a fuzzy number. However, if the importance degree of each expert is a fuzzy number,then the aggregation method will not satisfy the consistency requirement. In fact, the fuzzy TOPSIS method is very flexible. According to the closeness coefficient, we can determine not only the ranking order but also the assessment status of all possible suppliers. Significantly, the proposed method provides more objective information for supplier selection and evaluation in supply chain system. The systematic framework for supplier selection in a fuzzy environment presented in this paper can be easily extended to the analysis of other management decision problems. However, improving the approach for solving supplier selection problems more efficiently and developing a group decision support system in a fuzzy environment can be considered as a topic for future research. 본 논문의 연구목적은 공급망에서 퍼지 의사결정방법을 적용하여 공급업체 선정문제를 해결하는것이다. 일반적으로 공급업체 선정을 위해서는 품질, 가격, 납기, 공급업체와의 관계 등과 같은 다양한 양적,질적 변수들이 고려되어야한다. 본 논문에서는 위와 같은 변수들을 측정하고 가중치를 부여하기 위해서 언어적 변수를 사용하였으며, 이러한 언어적 측정값은 사다리꼴이나 삼각형 퍼지 수로 나타낼 수 있다. 공급업체 선정문제의 평가기준에 대한 가중치를 도출하고 의사결정자들의 공급업체 평가결과를 통합하기 위해서,퍼지 집합이론과 TOPSIS에 기반을 둔 계층형의 다기준 의사결정모형을 제안하였다. 4가지의 평가기준, 4개 공급업체, 3명의 평가자로 이루어진 사례회사의 공급업체 선정문제에 이 방법을 적용하는 절차를 단계적으로 제시하였다. 결론적으로 본 연구에서 제안한 모형은 공급업체 선정문제에 매우 적합한 것으로 나타났다.

      • Decision-making on multi-criteria supplier selection using Analytic Network Process

        In today’s competitive and interrelated manufacturing environment, there many things that a company should do to make it’s Supply Chain Management success. Besides maintaining the customer relationship, the company should must to have a supplier relationship. To select a supplier or vendor, there are many factors or criteria to consider. Quite often, organizations use price as the determining factor when considering which supplier to select. Even though price is an important determining factor, other dimensions such as quality, cost and service management also must be considered at the same time. Every industry has their own categories or criteria to select the supplier. Each category of solutions can enable manufacturers to optimize their relationships and spend with the suppliers. Traditionally, vendors are selected from among many suppliers on their ability to meet the quality requirements, delivery schedule, and the price offered. In this paper supplier selection in a multi-criteria decision-making process was dealt with the optimization of conflicting objectives such as quality, cost and service management. We propose a supplier selection system based on the Analytic Network Process (ANP), a commonly used model for multi-criteria decision-making problems. Using ANP on this multi-criteria problem, the solution provides satisfactory results allowing inter-dependency and feedback loop among decision criteria.

      • A Multi-Criteria Decision-Making Method Using Power Aggregation Operators for Single-valued Neutrosophic Sets

        As a generalization of intuitionistic fuzzy sets, neutrosophic sets (NSs) can be better handle the incomplete, indeterminate and inconsistent information, which have attracted the widespread concerns for researchers. In this paper, some new aggregation operators are proposed under single-valued neutrosophic environment. Firstly, the definition and operational laws of single-valued neutrosophic numbers (SVNNs) are introduced. Then, the single-valued neutrosophic power average (SVNPA) operator and the single- valued neutrosophic power weighted average (SVNPWA) operator are developed, and some properties of SVNPWA operator are also analyzed. Furthermore, a method for solving multi-criteria decision-making (MCDM) problems is explored based on the power aggregation operators and cosine similarity measures. Finally, an illustrative example is shown to verify the effectiveness and practicality of the proposed method.

      • A Multi-Criteria Decision-Making Approach for Identifying Critical Factors of Chinese Students’ Learning in Study Abroad

        China is the largest international students exporting country in the world. Base on the economic globalization and trade liberalization, the international talents cultivation, and how to assure their quality of higher education are important to China. This paper aims at finding out the dimensions influencing the quality of studying abroad. To obtain the weight and influential degree of the dimensions, we identify four criteria and sub-criteria mainly from the literatures related to learning quality in higher education and cross-cultural communication. To handle the inter-relations among the identified criteria and sub-criteria, we proposed a multi-criteria decision-making (MCDM) approach based on Decision Making Trial and Evaluation Laboratory based Analytic Network Process (DANP). This paper established how the obtained results will help the teachers in higher education system and Ministry of Education to optimize their improvement plans.

        Using an Evaluative Criteria Software of Optimal Solutions for Enterprise Products' Sale

        Purpose - This study focuses on the use of evaluative criteria software for imprecise market information, and product mapping relationships between design parameters and customer requirements. Research design, data, and methodology – This study involved using the product predicted value method, synthesizing design alternatives through a morphological analysis and plan, realizing the synthesis in multi-criteria decision-making (MCDM), and using its searching software capacity to obtain optimal solutions. Results - The establishment of product designs conforms to the customer demand, and promotes the optimization of several designs. In this study, the construction level analytic method and the simple multi attribute comment, or the quantity analytic method are used. Conclusions - This study provides a solution for enterprise products' multi-goals decision-making, because the product design lacks determinism, complexity, risk, conflict, and so on. In addition, the changeable factor renders the entire decision-making process more difficult. It uses Fuzzy deduction and the correlation technology for appraising the feasible method and multi- goals decision-making, to solve situations of the products' multi- goals and limited resources, and assigns resources for the best product design.

        Multi-criteria decision making in the selection of machining parameters for Inconel 718

        Taguchi’s methods and design of experiments are invariably used and adopted as quality improvement techniques in several manufacturing industries as tools for offline quality control. These methods optimize single-response processes. However, Taguchi’s method is not appropriate for optimizing a multi-response problem. In other situations, multi-responses need to be optimized simultaneously. This paper presents multi-response optimization techniques. A set of non-dominated solutions are obtained using non-sorted genetic algorithm for multi-objective functions. Multi-criteria decision making (MCDM) is proposed in this work for selecting a single solution from nondominated solutions. This paper addresses a new method of MCDM concept based on technique for order preference by similarity to ideal solution (TOPSIS). TOPSIS determines the shortest distance to the positive-ideal solution and the greatest distance from the negative-ideal solution. This work involves the high-speed machining of Inconel 718 using carbide cutting tool with six objective functions that are considered as attributes against the process variables of cutting speed, feed, and depth of cut. The higher-ranked solution is selected as the best solution for the machining of Inconel 718 in its respective environment.

        Project portfolio management is about making strategic choices, resources allocation. it focuses in project selection and chooses the right projects from the many opportunities the enterprise face. project portfolio selection plays a key role in project portfolio management. popular methods for project portfolio selection are investigated and compared in this research. besides, a multi-criteria decision making model based on information entropy was established to select project and project portfolio, several important criteria were selected as evaluation criteria, entropy weights acted as weight coefficients for evaluation criteria in order to avoid uncertainty and randomicity of subjective judgments. the model proposed in theis paper provides a quantificational evaluation method for enterprises to select project and project portfolio.

        공급자 선정을 위한 주관적 가중치를 갖는 퍼지 ELECTRE-III 다기준 의사결정 기법의 개발

        In this paper, among multi-criteria decision making (MCDM) procedures, the ELECTRE(Elimination and (Et) Choice Translating Reality)-III is revised to solve the supplier selection problem where both a criteria evaluation matrix and a decision matrix are linguistically evaluated by a group of decision makers. Final weights are obtained through subjective weights from criteria matrix and weights of the entropy from decision matrix. In addition, the fuzzy theory for dealing with ambiguity of linguistic variables is incorporated to develop the new procedure of the ELECTRE-III. The proposed procedure is tested through the numerical example which was used in the previous research with the fuzzy TOPSIS (technique for order preference by similarity to ideal solution). The results of the proposed procedure are compared to validate the outranking orders of suppliers. On the other hand, sensitivity analyses for the five cases with different subjective weights are carried to investigate the changes in the outranking orders of suppliers. In conclusion, the fuzzy ELECTRE-III procedure with entropy weights considering subjective judgement seems to be useful in the supplier selection problem.

        Fuzzy PROMETHEE를 사용한 채용문제 그룹의사결정

        The purpose of this paper is to present an evaluation model to select the best alternative in a multi-criteria decision making(MCDM) problem when the decision is taken by a group of members in an uncertain environment, where crisp data are not available. Considering the fuzziness in the decision data, linguistic variables are used to assess the weights of all criteria and the ratings of each alternative with respect to each criterion. They are also used to determine weights of the importance of decision-makers(DMs) with different experience, qualification and designation. These judgements of all DMs are integrated into a final decision matrix. Then the linguistic variables are transformed to triangular fuzzy numbers(TFNs) and the priority relation based on the evaluation of the common rule is constructed using improved Preference Ranking Organization Method for Enrichment Evaluations(PROMETHEE) technique. The evaluation model is applied to the employee selection problem. The application example shows that this model is easy to use and effective.
