        공공기관 대상 인권실태 조사모델에 대한 제안: 지방공기업을 중심으로

        Human rights, which are the basic rights that humans should naturally possess, have recently become a major issue not only in Korea but also around the world, and human rights in public institutions are also receiving high social attention as they are recognized as a national responsibility issue. The National Human Rights Commission of Korea has continued to make efforts to guarantee and improve human rights as a major national institution related to human rights, and recently, it has actively introduced the human rights impact assessment system. In recent years, the human rights impact assessment system has been actively introduced and managed to induce systematic human rights management of public institutions. However, active management of human rights, which is the core foundation of human rights management, is not being carried out properly.To solve this problem, this study proposes a human rights status survey model suitable for public institutions based on the previously developed human rights status survey model, and collects data from local public enterprises based on the survey model to under the survey model. First, based on the existing human rights survey model developed for the general public, a human rights survey model for organizations such as regional public corporations was proposed. The existing human rights survey model for the general public consists of four categories, and the survey model was redesigned into five categories by simplifying and modifying core surveys for each sector to suit regional public corporations.Next, based on the redesigned survey model, a survey was conducted on human rights management managers of all regional public corporations, and the human rights level of regional public corporations was attempted to be identified using the survey data. It was analyzed that the overall human rights level was good across the five sectors included in the survey model.In particular, sub-elements such as civil, political, social, economic, and cultural rights recognized as basic human rights elements showed relatively high levels, and human rights education and human rights awareness levels were somewhat insufficient. 인간이라면 당연히 소유해야 할 기본적인 권리인 인권이지만 최근 국내뿐만 아니라 세계적으로 주요한 이슈가 되고 있으며, 국가적 책임문제로서 인식됨에 따라 공공기관의 인권 또한 높은 사회적 관심을 받고 있다. 국가인권위원회는 인권과 관련된 주요한 국가기관으로서 인권보장 및 향상을 위해 지속적인 노력을 해왔으며, 최근 들어 인권영향평가제도를 적극적으로 도입하고 관리함으로써 공공기관의 체계적인 인권경영을 유도하고 있다. 그러나 인권경영의 기초적인 토대를 제공할 수 있는 인권실태에 대한 조사가 제대로 이루어지고 있지 못하며, 이러한 문제점을 해결하고자 본 연구에서는 기존에 일반국민들을 대상으로 국가인권위원회가 개발하였던 인권실태 조사모델에 근거하여 공공기관에 적합한 인권실태 조사모델을 제안하고, 조사모델을 근거하여 지방공기업을 대상으로 데이터를 수집하여 전반적인 인권수준을 파악하고자 한다. 먼저 기존에 개발된 인권실태 조사모델에 근거하여 지방공기업과 같은 조직 대상 인권실태 조사모델을 제안하였다. 기존 일반 국민 대상 인권실태 조사모델의 경우 4개 부문으로 구성되어 있으며, 부문별 핵심조사항목을 지방공기업에 적합하도록 단순화하여 수정함으로써 본 연구에서는 5개 부문으로 조사모델을 재설계하였다. 다음으로 재설계된 조사모델에 근거하여 전체 지방공기업 인권경영담당자를 대상으로 설문을 실시하였으며, 설문데이터를 활용하여 지방공기업들의 인권수준을 파악하고자 하였다. 조사모델에 포함된 5개 부문에 걸쳐 전반적으로 양호한 인권수준을 보이는 것으로 분석되었으며, 특히 기본적인 인권요소로서 인식되고 있는 시민·정치·사회·경제·문화적 권리 등의 하위요소들이 상대적으로 높은 수준을 보였으며, 인권교육 및 인권인식수준은 다소 미흡한 것으로 나타났다.

        파라미터 기반 3차원 휴먼 모델 사전 정보 정확도의 내재 함수기반 세부적 의복 착용 3차원 휴먼 모델 생성에 미치는영향에 관한 연구

        Both parameter-based techniques and implicit function-based techniques that are representative techniques for reconstructing 3Dhuman models based on deep learning from single or multi-view images have advantages and disadvantages. In this paper, as apreliminary study on the complementary fusion of these two techniques, we investigated the impact of the accuracy of theparameter-based human model when we use the parameter-based 3D human model as a prior information for reconstructing thedetailed clothed human model. As results of the experiment, although the accuracy of the parameter-based human model wasrelatively slightly lower, the accuracy of the final detailed clothed human model was improved in most images, so the effect ofthe accuracy order of the parameter-based human model was not significant. In the quantitative comparison results, we found thatthe accuracy of the parameter-based human model had some impact on the results of the detailed clothed human model generationif the accuracy difference between SOTA techniques was large, but the impact was relatively small when the accuracy differencewas small. Therefore, once the accuracy of the parameter-based 3D human model is secured to a certain degree, we believe that itis possible to develop a technique that can reconstruct detailed shapes while maintaining moel stability.

      • A Model of Human Resources Competitiveness Based on Multi-Attribute Grey Fuzzy Comprehensive Evaluation

        Human resources are crucial in the enterprise’s development. The evaluation of the human resources competitiveness plays an important role in ensuring companies with good human resources. This paper investigates the multi-attribute evaluation of human resources competitiveness considering the characteristics of evaluation, such as complexity, multi-attribute and uncertainty. Thus, a model of human resources competitiveness based on the multi-attribute grey fuzzy comprehensive evaluation is proposed in this paper. This model has set up a multi-criteria evaluation system of human resources competitiveness of the enterprise. By analyzing quality of employee, resources inside the enterprise and potential for development of the enterprise, it creates a fuzzy evaluation model based on different criteria on evaluating human resources competitiveness and a grey relational evaluation model. A grey fuzzy comprehensive evaluation model is formed when the two models are combined together. Finally, cases are raised to prove the effectiveness and feasibility of the model and the algorithm.

      • Master-Slave Inter-relative Model for Human Assistance Robot

        This paper presents a new master-slave inter-relative model (MSIRM) for human assistance robots. This model is composed of inter-relative kinematics and master-slave dynamics. The inter-relative kinematics is defined according to the spatial relation between the human assistance robot and the human body. The master-slave dynamics is defined by assuming the human body as an external load on the human assistance robot. By this modeling method, a 5-DOF meal assistance robot was modeled. With the simulation and the experimental work for the meal assistance robot, the appropriateness and effectiveness of this model were verified. With this model, the complex kinematics and dynamics of the human assistance robot can be made simple. Moreover, the features of the human assistance robot can be expressed according to the relation between the human assistance robot and the human body. And, the influence of the human body upon the human assistance robot can be analyzed. With this model, it is also possible that the controller of the human assistance robot be properly constructed.

        인적자원의 회계적 접근방법에 관한 연구

        인적자원회계(HRA)는 현재 전통적인 회계 관습에서 보고 되지 않는 조직의 인적자원(human resources)을 인식, 측정하고, 보고하려는 시도이다. 인간의 기술을 포함한 무형자산들에 기인하여 서비스 및 하이테크 기업들은 시장가치(market value)와 순 장부가치(net book value) 사이에 많은 차이를 보인다. 그러나 대차대조표에 인적자원은 아직 인식, 보고 되지 않으며 기업들은 그것을 회계장부에 적절하게 보고하지 못하고 있는 실정이며 외부감사인은 대차대조표가 인적자원의 가치를 보여주지 못한다는 사실에도 불구하고 그 기업의 현재 재무상태를 충실히 나타낸다고 보증 하고 있다. 이 분야의 연구는 더디게 진행되어 왔으며 기존의 연구는 인적자원 생성의 두 가지 효과를 식별할 수 없다는 한계점에서 벗어날 수 있는 자유로운 모델을 개발할 수 없었다. 본 연구에서는 이 분야의 선행 연구들에 대해 고찰하였으며 인적자원회계의 평가모델을 제안하였다. 이 제안된 모델은 Lev and Schwartz 모델(L&S model)의 평가원칙을 따랐다는 점에서 Lev and Schwartz 모델(L&S model)의 확장이라 할 수 있으며 기존의 주요한 문제점들은 제거하여 인식을 위한 합리적인 근거와 회계장부에 인식하기 위한 방법론을 제공한다고 볼 수 있다. 현재의 회계처리보다 인적자원을 자본화하여 회계처리하는 방법이 보다 회계의 목적에 적합한 것이며, 이를 현재의 회계처리로 수용하여 인적자원에 대한 평가 및 정보를 주석으로 보고한다면 전통적 회계처리 방법에서 진일보한 계기가 될 것이라고 믿는다. Human resource accounting (HRA) is an attempt to identify , quantify and report investment made in Human resources of an organization that are not presently accounted for under conventional accounting practice. Businesses which require a considerable creativity or are science-based show a significant difference between market value and net book value. This difference is for intangible assets (including human skills). However the Human Resources are yet to get recognition in Balance Sheet. Businesses are not properly accounting for it in Books of Accounts .Auditor certifies in his report that balance sheet shows true position of business in spite of the fact that it is not showing the value of human resources . Researches are not able to develop a model which are free from major limitations. Major limitation of existing models is that they are not able to identify two effects on Human Capital creation which is back bone of accounting. this study discussed efforts done in this field by researchers and proposed a model for valuation and accounting of Human resources. This proposed model is not altogether new model but it is an extension of Lev and Schwartz Model (L&S) because at one point it uses Lev & Schwartz Valuation principles. it also remove major weakness of L&S model such as it is able to account for Human Resource in balance-sheet. This model also encourages employee to achieve high level of performance.

        T Lymphocyte Development and Activation in Humanized Mouse Model

        Humanized mice, containing engrafted human cells and tissues, are emerging as an important in vivo platform for studying human diseases. Since the development of Nod scid gamma (NSG) mice bearing mutations in the IL-2 receptor gamma chain, many investigators have used NSG mice engrafted with human hematopoietic stem cells (HSCs) to generate functional human immune systems in vivo, results in high efficacy of human cell engraftment. The development of NSG mice has allowed significant advances to be made in studies on several human diseases, including cancer and graft-versus-hostdisease (GVHD), and in regenerative medicine. Based on the human HSC transplantation, organ transplantation including thymus and liver in the renal capsule has been performed. Also, immune reconstruction of cells, of the lymphoid as well as myeloid lineages, has been partly accomplished. However, crosstalk between pluripotent stem cell derived therapeutic cells with human leukocyte antigen (HLA) mis/matched types and immune CD3 T cells have not been fully addressed. To overcome this hurdle, human major histocompatibility complex (MHC) molecules, not mouse MHC molecules, are required to generate functional T cells in a humanized mouse model. Here, we briefly summarize characteristics of the humanized mouse model, focusing on development of CD3 T cells with MHC molecules. We also highlight the necessity of the humanized mouse model for the treatment of various human diseases.

      • 최적예견 제어 기법을 이용한 운전자 조향 모델 개발

        This paper describes a human driver steering model developed based on finite preview optimal control method. The human driver steering model is constructed to minimize a performance index which is a quadratic form of lateral position error, yaw angle error and steering input. Simulation studies are conducted using Carsim. The Carsim vehicle model is validated using vehicle test data. The human driver steering model is compared to actual human driver test data. Neuromuscular system of human driver is investigated using laboratory tests and is included in the development of the human driver steering model. It is shown that human driver steering behaviors can be well represented by the Human driver steering model presented in this paper.

        Development of Human Body Model for the Dynamic Analysis of Footbridges under Pedestrian Induced Excitation

        Human-induced excitations are the most dominant source in vibration of footbridges. Such vibration effects are modeled as a mathematical time-domain force models in currently using softwares. However, such models are not capable of considering the dynamic effects of footbridges as they exclude the effects from precise human body model and human-structure interaction. Also, it is so complicated to analyze the dynamic effects from crowded walking load. In this study, a human body model for generating pedestrian excitation is developed which is adequate for considering the interaction between bridge and pedestrians on the footbridge. By using this model, the dynamic behaviors of footbridge are analyzed. It is also compared with the dynamic responses from the analysis using the time-domain force model and an experimental data. The dynamic responses from the analyses using the human body model are larger than the time-domain force model because of the human-structure interaction effects. Also, the proposed model shows good agreement with experimental result. Through a dynamic analysis for the footbridge under crowd-induced excitation, the developed numerical human body model is found to simulate the people walking in crowds effectively. From the analysis results, it is found that the partially grouped randomly walking stream could make even larger response than the synchronized crowded loads.

      • 인간의 특성을 고려한 운전자 모델 개발

        It's significant to considerate human factors for the design of the advanced safety vehicle beyond the general vehicle's performance. Therefore, the development of human driver model to imitate the real human drive pattern is useful for the commencement of advanced vehicle research to reflect the human factors. In this paper, several experiments to verify the human factors of driving a vehicle and the control logic to describe the human's drive logic process are presented. Human factors to influence a vehicle operation are assumed to be consisted of two major components, the preview distance recognition and the human neuromuscular system. The finite preview optimal control strategy has been applied due to the similarity of human's situation awareness in a driving condition. Ultimately, combining the control logic with human factors, the representative human driver model has been developed and simulated with ADAMS/CAR in SIMULINK environment. The simulation results have been compared to the actual vehicle test data (DLC road course test result) in terms of driving experience classified by Novice, Intermediate, and Expert. It has been concluded that the representative human driver model presented in this paper is sufficient to describe the human drive pattern sorted by driving experience.
