자활사업에서의 사례관리 적용에 관한 탐색적 연구

본 연구는 자활사업의 개입모델로서 사례관리를 제안하며 그 실천적 적용가능성을 살펴본다. 근로빈곤층을 대상으로 한 자활사업이 궁극적으로 탈빈곤의 효과와 함께 지역사회에서의 자립된 삶을 얻는 기회를 제공하기 위해서는 일자리제공을 통한 경제적 자활 뿐 아니라 지역사회에서 개인의 삶에 영향을 미치는 다양한 사회적 위험요인들에 대한 지지적 서비스가 필요하다. 이를 위해 본 연구에서는 자활이 갖는 실천적 의미와 사례관리의 필요성을 살펴보고 이에 적절한 사례관리의 유형과 사례관리자의 역할을 살펴본다. 또한, 자활사업에 필요한 사례관리의 개입방향-상황중심적 사고를 통한 통합적인 사례관리체계의 구성, 역량강화적 접근에 기초한 주체적인 참여와 자율적인 운영, 사회망 개발과 연대적 노력을 통한 포괄적인 사례관리 프로그램으로의 발전-을 제안함으로써 고용과 복지가 통합적으로 고려되는 자활사업의 틀을 구성하고자 한다. 본 연구는 자활사업대상자와 기관차원에서 활용할 수 있는 실천프로그램을 제시함으로써 정책적 차원에 그치던 자활사업에 관한 논의를 서비스제공 차원에서 구체화시킨다는 의의가 있다. This article focuses on the use of case management in the Self-support program. Case management is a service modality which provides integrated services for people with multiple needs in the community. The goal to accomplish self-sufficiency of working participants in Self-Support Programs is positively affected by the efforts to reduce high social risks they are exposed. It is recommended that the agencies running Self-support programs apply case management to increase the quality of lives as well as the effectiveness of exiting statuses of conditional welfare recipients. Several service considerations of case management are recommended for the change in the structure and functioning of the Self-Support Program: Integrated view and contextualized thinking, empowerment-oriented approach, and a development of the community support system through networking. Types of case management and practice roles of the case manager applicable to the Self-Support Program are also recommended. Structural aspects of an organization, inter-organizational linkages and contextual factors need to be considered to improve problematic conditions that have not enough resources and appropriate authorities in providing case management functions.

사회복지 실천의 지식기반과 학문적 특성에 관한 연구

본 연구는 사회복지실천의 학문적 특성을 분석하고 이를 고려한 인식의 틀 속에서 이론적 정체성과 학문의 발전방향을 모색하고자 한다. 이를 위해 첫째, 사회복지실천이론의 분석을 위한 구성적 특성과 이론적 속성을 살펴본다. 실천에 영향을 주는 구체성의 정도에 따라 패러다임, 시각, 이론, 모델, 실천지혜 등을 기능적으로 분류하여 사회복지실천지식의 유형을 살펴봄으로써, 각기 다른 수준에서 실천에 영향을 미치는 지식의 역할을 검토하고자 한다. 또한, 지식의 객관성과 주관성, 사회적 변화와 기능적 적응을 중심으로 논의되고 있는 인식론적 입장과 학문적 시각을 폭넓은 사회복지실천의 이론적 스펙트럼 내에서 분석한다. 실천지식에 관한 이론적 분석은 사회복지실천의 존재론적 가치와 과학적 이론화<br/> 논쟁 속에서 각각의 유용성과 한계를 비교하며 사회복지실천에 적합한 공통적 지식기반을 마련하기 위한 것이다. 둘째, 사회복지실천학문의 정체성과 전문화, 학문적 맥락과 실천현장의 적용성과 관련된 논의를 통해 사회복지실천의 중심가치와 통합된 이론체계의 구성 가능성을 탐색하고자 한다. 사회복지실천학문의 특성을 반영하는 지식기반의 구성을 위한 탐색과정은 학문의 내적 일관성을 높일 뿐 아니라 외적으로 전문직의 역할과 전문화 방향을 설정하는 기초로서 사회복지직의 발전에 기여할 수 있다는 함의를 갖는다. As one of the essential elements of social work practice, knowledge articulates what the social work profession is doing and ought to do. With an emphasis on building a body of knowledge for the profession, this study analyses the nature of social work knowledge. First, the study examines concepts of social work theories and models, which are built around separate clusters of concepts from a broad base of theoretical orientation. The study reviews epistemological and ideological debates over how to perceive and approach social issues and the role of the social work<br/> profession. In organizing a clear conceptual framework for social work practice, different frames of reference and selective and fragmentary knowledge from other disciplines are considered barriers. For the development of a clear identity as a unified profession and the prospects of a value-based profession, more attention needs to be given to specify practical knowledge that is contextual and appropriate to practice settings and more sensitive to social issues.

신돌연변이잠 cre(반월형란)의 유전자 연관분석과 유전형질

새로운 난형이상 자연발생 돌연변이체인 반월형란(cre)에 대한 유전자 연관분석과 유전형질의 특성에 대하여 조사하였다. 현재까지의 유전자 연관분석에서 cre유전자는 집누에 28개 연관군중 20개의 연관군과 독립하는 것이 밝혀졌다. cre란은 수정 ? 부화 및 조란이 모두 정상적이며 번데기체액 단백질의 함량과 성분도 정상란과 차이가 없었다. 난소의 발육에 따른 난황단백질의 함량 및 성분에서도 정상과 차이가 없었다. cre란의 배면부 난각 표면구조에서 정상란과는 상이한 구조가 관찰되었으며 이 구조는 측면부의 표면구조와 유사하였다. 이상의 결과에 의해 반월형란의 난형 이상은 배면부의 난각 부위특이성과 함께 난각구축과정에서의 이상에 기인하는 것으로 추측된다. The “crescent-egg” a new spontaneous mutant was detected in a white egg strain k37. Studies were carried out the linkage analysis, to investigate phinotypic characteristics and biochemical analysis of haemolymph and ovarian protein. The mutant, cre was independent from 20 linkage groups P(2), Ze(3), L(4), oc(5), st(8), Ia(9), w-1(10), K(11), ch(13), U(14), bl(15), cts(16), bts(17), mln(18), nb(19),oh(20), Lan(21), or(22), tub(23) and Xan(27). The ferilization, hatchability and larval growth were not different from the those of normal eggs. The content and composition of yolk protein were similared to normal eggs. Scanning electron microscopy revealed the areal specific structure in dorsal region of egg-shell of cre mutant. Analysis of chorion protein by isoelectrofocusing(IEF), was resolved no difference in the composite of the chorion protein. We conclude that the egg mutant cre is expressed only in the egg-shape formation and region specific determination.

노숙인 대책의 현황과 발전과제

최근에 심각한 사회문제로 등장한 노숙인 문제는 경제위기로 인한 일시적인 사회현상으로서보다는 장기적인 관점에서의 논의를 필요로 한다. 본 연구에서는, 노숙인 문제에 관한 이해를 높이고 효과적인 노숙인 대책의 원칙과 방향을 마련하는 것을 목적으로, 노숙의 개념과 발생조건, 노숙인의 실태와 특성을 살펴보고 노숙인 관련 대책의 현황과 문제점을 살펴본다. 구체적으로, 본 연구는 노숙의 다양한 정의와 범주를 살펴봄으로써 정책대상으로서의 의미를 검토하고, 빈곤, 실업, 주택, 사회안전망 등의 사회구조적 요인과 정신장애, 알코올, 건강, 가족관계를 포함하는 개인의 취약요인이 노숙의 발생과정에 미치는 영향을 분석한다. 또한, 지난 4년간의 노숙인 변화추이와 현황을 살펴보고, 조사된 자료를 통해 노숙인의 사회인구학적 특성을 파악하고자 한다. 기존의 노숙인 관련 대책의 문제점을 분석하기 위해, 정책 및 법령, 전달체계, 프로그램/서비스 운영 차원에서 현황을 살펴본다. 아울러, 노숙인 보호체계의 발전전망과 과제에 관한 논의를 통해 효과적인 전략들이 공공-민간협력의 통합적인 노숙인 보호체계모형과 함께 제시된다. Although homelessness became one of the major social problems in Korea, efforts to help the homeless for the last four years have been extremely limited, In this paper, to understand the multi-dimensional nature of homelessness, definitions of homelessness and characteristics of homeless people are reviewed, Based on a review of the empirical literature on homelessness, structural determinants and individual risk factors contributing to the growing problem of homelessness are presented: unemployment, housing, income support, health and mental health, family relationships and social supports, This article also analyzes the current service system for the homeless and identifies delivery issues in providing quality of care, Specifically, the emphases are placed on securing public policies through legislation, developing harmonious relationships between the government and private agencies, and increasing comprehensive services, To correct the existing problems and develop an effective service system, this article suggestes some strategies to serve homeless people with diverse needs and in the different stages of homelessness, A model, presented with a comprehensive range-of-service continuum is expected to help homeless people make the transition from home-lessness to permanent living in the mainstream community: included are outreach center, drop-in-center, assessment center, temporary shelter and residential programs,

사회복지실천의 가치지향 분석

??본 연구는 사회복지실천의 역사에 반영된 주류적 가치지향을 살펴보고 시대적 맥락에서의 사회복지실천의 역할과 의미를 재발견하려는 목적을 갖는다. 또한 다양한 흐름에 대한 이해를 기초로 향후 사회복지실천의 전문성과 전문가의 역할을 이끌어 가는 데 적합한 가치지향에 대한 논의를 포함하고 있다. 사회복지실천의 전문화과정의 초기로부터 주요 시대적 변화와 연결된 가치지향성을 살펴보면서 사회복지실천의 가치 변화와 그 역사적 성격을 이해하고자 한다. 본 연구는 미국의 사회복지관련 역사를 중심으로 분석이 이루어지는 한계가 있으나, 사회복지실천의 발달과 관련한 주요 내용이 미국 사회복지실천의 변화를 중심으로 구성되어 있으며 우리나라 사회복지실천의 발달에도 큰 영향을 끼쳤다는 점에서 의미를 갖는다. The review of the American social work history shows how it has been struggling to maintain the balance between the macro contexts and the micro problems. In understanding how the social work profession grows and changes, it is important to speculate not only the situational contexts but also the philosophical influences in the changes. With an emphasis on the value of the profession, the study reviews the relationship between the societal change and a set of prevailing value orientations including the paternalistic orientation, social justice orientation, amoralistic orientation, clinical orientation, humanitarian orientation, and epistemological pluralist orientation. It is important to understand the value orientation of the profession because it implicates the social work profession’s goals and the missions of the era. In organizing a clear conceptual framework for social work practice, the study also reviews ideological debates over how to perceive and approach social issues and the roles of the social work profession. For the prospects of a value-based profession, the study highlights three of the most potent ways to frame the future of social work as a profession.
