The development density of five newtown in the suburban of the seoul is twice the amount as cenni & chiba newtown in japan, and it is nine multiple as U.S.A & United kngdom's. Because there are the limiative disposition of the using lands to determine a lot of residences for a short term. And the law appliances for newtown construction works in korea are different from those of japan, united of kngdom and france. In the latter nations, the newtown construction works is to build after establishing the newtown law. but in korea, it is applied by existing laws or temporary special laws. It is very complex and hasn't unification, so law establishing is necessary for newtown construction works. To make a comparison between U.K and korea in newtown development chief organization. the former organize newtown development organizations one by one. but the latter's public organizations lead all newtown development works, it hasn't individual characters. so newtowns have nearly the same newtown patterns.

The PUD techniques and Bebauungsplan,(B-Plan) could be applied to development of residential area away from the rigidinty of present zoning ordinance, thus giving flexibility, variety and mixture. Space elements of the PUD of Urban Design are not so exact that a chacklist cannot be constructed, and it can be used as a general guideline to judge some of the qualitative aspacts of apartment project. Numerous apartment complexes are formed recently as a means of supplying houses, but space and environment are not seriously considered in planning the apartment complexes. But, at present living standard is generally getting better, comfortable human residence will be required, so study and effort about urban design guideline of apartment housing areas.

Planned Unit Development(PUD) is a distinct type of land development project which reflects a growing trend in the way in which the development industry converts vacant land to urban uses. The PUD techniques could be applied to development of residential area away from the rigidinty of present zoning ordinance, thus giving flexibility, variety and mixture. The site planning elements of the PUD are not so exact that a chacklist cannot be costructed, and it can be used as a general guideline to judge some of the qualitative aspects of apartment project : privacy : usable open space : individuality : diversity of housing types : location : proximity to community facilities : safety and health : cir-culation : automobile storage : blending of new housing into its surroundings : site details : views from and to a site.
